• Will we put work<strong>in</strong>g families and low-<strong>in</strong>come<br />

communities at <strong>the</strong> center of <strong>the</strong> emerg<strong>in</strong>g green<br />

economy and clean technology sector<br />

Threat: In <strong>the</strong> 1990s Silicon <strong>Valley</strong> was marked by<br />

excessive <strong>in</strong>equality engender<strong>in</strong>g a “digital divide”.<br />

Clean technology and o<strong>the</strong>r green <strong>in</strong>dustries are<br />

now poised to be <strong>the</strong> new drivers of <strong>the</strong> region’s<br />

economy. But if <strong>the</strong> new green technologies are<br />

accessible only to <strong>the</strong> well-off, while everyone else<br />

pays <strong>in</strong>creas<strong>in</strong>gly high costs for gas and energy – or<br />

if <strong>the</strong> desirable new green jobs are open only to<br />

those with advanced degrees, while <strong>the</strong> majority<br />

of production jobs rema<strong>in</strong> offshore – <strong>the</strong> com<strong>in</strong>g<br />

decade may replace <strong>the</strong> digital divide with a “green<br />

divide”.<br />

Opportunity: In Silicon <strong>Valley</strong>, <strong>in</strong>novative pilot<br />

projects are underway that drive job creation and<br />

<strong>in</strong>clude standards for job quality and social equity,<br />

<strong>in</strong>clud<strong>in</strong>g Wave One promot<strong>in</strong>g energy retrofits<br />

of small bus<strong>in</strong>esses <strong>in</strong> Palo Alto and <strong>the</strong> citywide<br />

Green Pays pilot for residential retrofits. These<br />

retrofit <strong>in</strong>itiatives have enormous potential to create<br />

a “w<strong>in</strong>-w<strong>in</strong>-w<strong>in</strong>” program: property owners or<br />

tenants ga<strong>in</strong> lower energy bills, workers ga<strong>in</strong> green<br />

jobs, and <strong>the</strong> community and <strong>the</strong> planet ga<strong>in</strong> from<br />

cutt<strong>in</strong>g carbon emissions. The development of<br />

California High Speed Rail offers <strong>the</strong> opportunity<br />

to create tens of thousands of jobs, with efforts<br />

underway to ensure <strong>the</strong>se jobs stay <strong>in</strong> California.<br />

F<strong>in</strong>ally, new policies and collaboratives are<br />

underway to l<strong>in</strong>k green economic development<br />

directly to tra<strong>in</strong><strong>in</strong>g programs such as <strong>the</strong> green<br />

pre-apprenticeship pilot discussed above, build<strong>in</strong>g<br />

green pathways out of poverty <strong>in</strong>to jobs with longterm<br />

career potential.<br />

• Will we <strong>in</strong>vest <strong>in</strong> build<strong>in</strong>g an economy that<br />

creates susta<strong>in</strong>able long-term employment<br />

Threat: In <strong>the</strong> long term, our economy will grow<br />

susta<strong>in</strong>ably only if people <strong>in</strong>vest <strong>in</strong> its productive<br />

elements ra<strong>the</strong>r than <strong>in</strong> speculative commodities or<br />

f<strong>in</strong>ancial <strong>in</strong>struments. Fur<strong>the</strong>rmore, <strong>in</strong> <strong>the</strong> frenzy to<br />

attract <strong>in</strong>vestment many jurisdictions adopt a ‘race<br />

to <strong>the</strong> bottom’ mentality that drags down wages and<br />

job quality. Ultimately, economic growth cannot be<br />

<strong>in</strong>duced by grow<strong>in</strong>g <strong>the</strong> ranks of <strong>the</strong> work<strong>in</strong>g poor;<br />

susta<strong>in</strong>able growth requires a population employed<br />

at quality jobs that enable <strong>the</strong>m to support <strong>the</strong>ir<br />

families without public assistance, support local<br />

bus<strong>in</strong>esses, save and <strong>in</strong>vest.<br />

Opportunity: All of <strong>the</strong> challenges listed above<br />

represent physical and community <strong>in</strong>frastructure<br />

that are essential to creat<strong>in</strong>g good jobs and build<strong>in</strong>g<br />

<strong>in</strong>dustries. By seiz<strong>in</strong>g <strong>the</strong> opportunity to <strong>in</strong>vest and<br />

build <strong>in</strong> <strong>the</strong>se areas, comb<strong>in</strong>ed with strong support<br />

for private <strong>in</strong>dustry, Silicon <strong>Valley</strong> can regrow its<br />

job base across a broad set of <strong>in</strong>dustries – from<br />

high-tech and cleantech to green construction<br />

and manufactur<strong>in</strong>g to tourism to health services.<br />

Taken toge<strong>the</strong>r, <strong>the</strong> LIVE <strong>2010</strong> <strong>in</strong>dicators show that<br />

Silicon <strong>Valley</strong> – and quite possibly <strong>the</strong> nation – are at<br />

a crossroad. Stick<strong>in</strong>g with <strong>the</strong> status quo of current<br />

public policy married with exist<strong>in</strong>g market forces<br />

will keep us on <strong>the</strong> path of <strong>the</strong> past decade, with little<br />

net employment growth and a dw<strong>in</strong>dl<strong>in</strong>g number of<br />

middle-class jobs.<br />

But <strong>the</strong> status quo is not <strong>in</strong>evitable. Silicon <strong>Valley</strong><br />

specializes <strong>in</strong> respond<strong>in</strong>g to rapid change; time and<br />

aga<strong>in</strong> we have lead <strong>the</strong> nation <strong>in</strong> new ways of th<strong>in</strong>k<strong>in</strong>g<br />

and do<strong>in</strong>g. The challenge now is to <strong>in</strong>vest, <strong>in</strong>novate<br />

and <strong>in</strong>cubate <strong>in</strong> ways that restore susta<strong>in</strong>able growth<br />

and create broadly shared prosperity, lead<strong>in</strong>g to a real<br />

recovery. Now is <strong>the</strong> time for research and development<br />

not just for technology, but for effective and replicable<br />

community-based solutions to <strong>the</strong> grow<strong>in</strong>g challenges<br />

posed by a rapidly chang<strong>in</strong>g economy.<br />

Silicon <strong>Valley</strong>, famed for big ideas, is itself an idea—<br />

not a region limited by clearly def<strong>in</strong>ed geographical<br />
