The Registration of Cats and Dogs<br />
A CIVIL RESPONSABILITY<br />
In order to insure harmonious cohabitation<br />
between humans and pets, the regulations of<br />
municipalities served by the Eastern Townships<br />
<strong>SPA</strong> state that any guardian of a cat or a dog<br />
must register him or her. By going through this<br />
simple process, you show civic-mindedness<br />
and act as a responsible guardian.<br />
An ID Tag that Saved<br />
his Life<br />
Last summer, we took in a badly wounded<br />
dog, found lying on the side of the road by a<br />
citizen. Rushed to our clinic by an <strong>SPA</strong><br />
patrol officer, the dog was suffering from life<br />
threatening injuries. A surgical procedure<br />
needed to be performed immediately, but<br />
we first had to contact his guardian.<br />
Fortunately, our injured friend was wearing<br />
his <strong>SPA</strong> ID tag! Thanks to the number on it,<br />
the <strong>SPA</strong> staff found in no time the contact<br />
information of his owner and called him<br />
right away to inform him of the situation<br />
and obtain his agreement to perform the<br />
necessary emergency treatment.<br />
Thanks to the ID tag, our team made the<br />
necessary efforts to save this dog’s life.<br />
Two days after this unfortunate accident, he<br />
returned home and, surrounded by love,<br />
received the best of care!<br />
Two months later, I saw this dog again with<br />
his owner and both were doing well and<br />
enjoyed one another’s company. Without<br />
the <strong>SPA</strong> ID tag, this happy moment would<br />
maybe not have been possible.<br />

According to the Eastern Townships <strong>SPA</strong> statistics, more than<br />
3,000 cats and dogs get lost every year in the area served by the<br />
organization. When wearing their <strong>SPA</strong> ID tag, 99% of these pets<br />
return home compared to 15% without the <strong>SPA</strong> tag.<br />
If your pet gets lost, the Eastern Townships <strong>SPA</strong> ID tag shows that he or she has a guardian<br />
somewhere. If your pet is found by a citizen, that person will be able to reach the <strong>SPA</strong><br />
thanks to the phone number indicated on the tag; if instead your pet ends up at the<br />
<strong>SPA</strong> shelter, he or she will return home just as easily thanks to the code engraved on the<br />
tag which corresponds with your contact information.<br />

Every year, The Eastern Townships <strong>SPA</strong><br />
takes in at least 2,200 stray cats that are<br />
not identified. According to statistics,<br />
75% of them have a guardian somewhere,<br />
but few of them return back home<br />
because of the lack of identification.<br />

Proceeds that Serve People and <strong>Pet</strong>s of the Eastern Townships<br />
All of the proceeds that come from the selling of licences are devoted to the multiple services<br />
offered by the Eastern Townships <strong>SPA</strong> to residents and animals of the region. Every year,<br />
these proceeds allow the <strong>SPA</strong> to:<br />
take in, provide shelter for and feed more than 7,000 lost or abandoned<br />
animals and give health care to thousands of them;<br />
spay or neuter more than 2,000 pets and find them a loving family<br />
thanks to its adoption service;<br />
reunite more than 1,000 lost pets with their guardians thanks<br />
to its matching program for lost and found pets;<br />
rescue wounded or distressed animals 24 hours a day,<br />
365 days a year;<br />
respond to about 15,000 requests from citizens;<br />
intervene when animals cause nuisances and encourage the<br />
responsible guardianship of pets through the enforcement<br />
of municipal bylaws;<br />
teach elementary school students the appropriate behaviour to<br />
adopt with dogs in order to avoid being bitten.<br />

The Eastern Townships <strong>SPA</strong> ID tag is, without a doubt,<br />
the best way to identify your pet and to insure his or her<br />
safety. However, as small as it may be, there is a risk<br />
that your pet loses its ID tag.<br />
That is why it is important to contact the <strong>SPA</strong> as soon as<br />
you notice that your pet is missing. By reporting it right<br />
away, you improve your chances of finding your<br />
companion quickly.<br />

The licence is valid from the 1 st of January to the<br />
31 st of December and must be renewed at the<br />
beginning of every year. To make sure you don’t<br />
have to pay the $5 administrative fee per licence,<br />
you must pay the renewal of the licence before<br />
the 15 th of February 2012.<br />

<strong>Is</strong> there a new four-legged member in<br />
your family? Did you recently move to a<br />
municipality served by the Eastern Townships<br />
<strong>SPA</strong>? According to the municipal bylaw, you<br />
must register your pet within 15 days after his<br />
or her arrival or after moving into your new<br />
home.<br />
To do so, you have three options:<br />
Contact the <strong>SPA</strong> at 819 821-4727<br />
(extension 4), Monday to Friday between<br />
10:00 a.m. and 5:00 p.m.;<br />
Fill out the registration form at the<br />
bottom of this page and send it back<br />
to the <strong>SPA</strong> (do not pay the licence<br />
immediately; you will receive an invoice<br />
shortly). If you have more than one pet,<br />
you can obtain this form at<br />
www.spaestrie.qc.ca, under the<br />

What Would You Do with 20,000 Cats?<br />
In the Eastern Townships as in other regions of the country, thousands of stray or abandoned cats<br />
end up in shelters every year. The Eastern Townships <strong>SPA</strong> alone takes in approximately 5,000 of<br />
these cats every year. Unfortunately, hundreds of them will never find a new home because of the<br />
lack of available adoption families.<br />
Knowing that two cats can have more than 20,000 descendants four years later, sterilization is<br />
without a doubt the best solution to help stop the feline overpopulation and, indirectly, improve the<br />
fate of the animals left to fend for themselves. Getting your cat spayed or neutered also helps your<br />
pet live a longer and healthier life, reduces behaviour problems and spares you the difficult task of<br />
finding homes for all the kittens.<br />

Thinking twice before adopting a pet - An adoption<br />
is a life-long commitment. The future pet parent must<br />

wears a licence tag - Too many non-identified lost<br />
dogs and cats take refuge every year at the Eastern<br />
Townships <strong>SPA</strong>. Without identification, few of them<br />
experience the joy of being reunited with their family.<br />
Spaying and neutering your pet - The shelter of the<br />
Eastern Townships <strong>SPA</strong>, like many others in the<br />
country, is overflowing with unwanted pets. Spaying<br />
and neutering is the best solution to animal<br />
overpopulation.<br />
Taking care of all of your pet’s needs - A good pet<br />
parent not only fulfils the physical needs of his or her<br />
pet, but also makes sure to provide her with safety,<br />
comfort, exercise, games and, of course, affection.<br />
Making sure your pet is a companion appreciated<br />
by all - A dog or a cat is appreciated by the<br />
neighbourhood when he or she does not cause harm<br />
to anyone. A good pet parent, among other things,<br />
walks his dog on a leash, socializes him, picks up<br />

Seven mistreated horses were taken<br />
from their owner in 2010. One of them,<br />
Big Daddy, is now happily living with<br />
his new adoptive family.<br />

In the winter of 2011, The Eastern Townships<br />
<strong>SPA</strong> seized a number of dogs with health<br />
problems living in deplorable conditions.<br />
Mere skin and bones, and afraid of everything,<br />
this beagle received proper health care and was<br />
adopted a few weeks later. Today, a few pounds<br />
heavier, she is the joy of her new family.<br />
Fifteen puppies, barely five weeks old,<br />
were abandoned last fall on the side of a<br />
Sherbrooke street. Taken in by the Eastern<br />
Townships <strong>SPA</strong>, they were first placed in<br />
foster care; a few weeks later all were<br />
adopted into new homes.<br />
In the hope that someday animals will no longer be victims of human ignorance,<br />
the Eastern Townships <strong>SPA</strong> thanks you for your generosity and once again asks for<br />
your help.<br />

count on the Eastern Townships <strong>SPA</strong>. These forgotten creatures can benefit from a<br />
comforting presence and necessary care to allow them to regain their health and<br />

Horror stories and abandonments are, sadly, still a part of everyday life at the<br />
Eastern Townships <strong>SPA</strong>. In order to reverse the situation, in addition to its everyday<br />
activities, your <strong>SPA</strong> also leads awareness-raising and educational projects within the<br />
community and takes steps to influence various levels of government to work<br />
towards stricter animal protection laws.<br />
