With 377 participants from 26 different countries and regions from all over the world, the 10 th <strong>IEA</strong> Heat<br />

Pump Conference was one of the largest <strong>IEA</strong> heat pump conferences ever staged and the first <strong>IEA</strong> Heat<br />

Pump conference which was organized in the form of a web conference. This was due to the Great Eastern<br />

Japan Earthquake and the massive tsunami on March 11 th 2011.<br />

It had initially been planned to hold the conference in the city of Tokyo, Japan, May 16-19, 2011. The<br />

subtitle of the Conference was “Heat Pumps – The Solution for a Low Carbon World” and comprised 212<br />

full paper presentations, 7 address paper presentations, 17 power point presentations, 2 voice letters and<br />

1 video letter.<br />

This report gives a brief summary of the organizational efforts, and is jointly prepared by the<br />

International Organizing Committee and the National Organizing Committee chairmen. For a<br />

preparation history, please refer to Appendix 2.<br />

1. International Organizing Committee (IOC)<br />

1.1 1 st IOC Meeting, May 13, 2009<br />

The first meeting of the International Organizing Committee and its constitution took place at the ExCo<br />

meeting in May 2009 in Ammersfoort (NL). Already at the ExCo meeting in fall 2008 in Seoul,<br />

Thomas Kopp was asked to act as the IOC chair. Two strong candidatures to organize the conference<br />

were announced before the ExCo in fall 2008 and during the ExCo meetings, Korea and Japan<br />

presented their concepts. There was a confidential electronic vote in December 2008 and the winner<br />

was Japan.<br />

At the time of spring ExCo 2009 in Ammersfoort (NL), Europe was suffering from an influenza<br />

epidemic and the Japanese delegates were not able to attend the meeting. A presentation from NOC<br />

Japan was held by Thomas Kopp. The first IOC meeting discussed the conference structure, the<br />

conference title, the role of RC (Regional Coordinators), country sponsorship and the organization of<br />

the IOC. It was accepted to remain within the existing ‘guidelines for <strong>IEA</strong> HP conferences’. It was also<br />

decided that the Ritter von Rittinger award should be continued and a committee was elected with chair<br />

Sophie Hosatte and a representative from each region. In addition, it was decided to establish the best<br />

poster award with a committee consisting of the NOC chairman, the IOC vice-chairman, Onno<br />

Kleefkens and the regional coordinators.


In accordance with previous <strong>IEA</strong> Heat Pump conferences, it was decided that the precedent should be<br />

kept that countries providing financial support to the conference have the right to a seat in the IOC. The<br />

IOC chair started to encourage HPP member countries to become a country sponsor by sending out an<br />

official IOC letter.<br />

1.2 2 nd IOC Meeting, November 4, 2009<br />

At the 2 nd IOC meeting in Rome held on 4 th November 2009, the IOC could announce the regional<br />

coordinators Jerry Groff for North and South America, Monica Axell for Europe and Africa and<br />

Makoto Tono for Asia and Oceania. The IOC decided on the conference logo, the conference date and<br />

venue, the deadlines for the first announcement and for the abstracts (June 2010). The website domain<br />

was transferred from the Swiss NOC to the Japan NOC. The NOC informed about the planning of the<br />

website and the idea of communication with all authors through the website, also for uploading<br />

abstracts and full papers. After discussions, the conference topics were accepted:<br />

The conference subtitle ‘Heat pumps the solution for a low carbon world’ was discussed and accepted.<br />

First discussions were held concerning co-sponsorship. Especially the relation with IIR was unclear and<br />

had to be discussed in the ExCo. 6 HPP member countries could already announce a possible country<br />

sponsorship, 3 had to check with their boards and didn’t see a possibility to become a country sponsor.<br />

UK was not present, but the IOC planned to send a letter.<br />

1.3 3 rd IOC Meeting, June 2, 2010<br />

The 3 rd IOC meeting took place in Helsinki on June 2, 2010. Country sponsoring was encouraging.<br />

Several countries had confirmed sponsorship and 3 countries already paid. The NOC presented the<br />

current situation in the organizational process including registration fee and budget and financing. An<br />

exhibition concept was presented as well. The NOC proposed to announce a heat pump declaration<br />

process in session 2 surrounded by an international press conference. After some fears about who could<br />

be the potential signatories, it was decided to go ahead and to ask organizations about their position. It<br />

was decided to change the session title of session 9 to ‘Heat Pump Programme – reports from ongoing<br />

activities’.<br />

The conference website had been open to the public since December 18, 2009.<br />

The deadline for abstract proposals was postponed to July 31, 2010.<br />

The IOC chair invited member countries to send in proposals for keynote speakers.<br />

The ExCo meeting in Helsinki was attended by Mr Didier Coulombs IIR to explain the IIR situation<br />

about co-sponsorship. The 10 th <strong>IEA</strong> conference is too close to the IIR conference of August 2011 in<br />

Prague. Unfortunately, no decision about co-sponsorship with IIR could be taken.<br />

1.4 4 th IOC Meeting, November 9, 2010<br />

At the 4 th IOC meeting on November 9, 2010 in Vienna, the NOC reported 299 abstracts, 172 from<br />

Asia and Oceania (58%), 99 from Europe (33 %) and 28 from North America (9 %). The number of<br />

abstracts eventually increased to 302. The NOC presented the sponsoring strategy, the event schedule<br />

and the exhibition concept. The NOC could arrange to get several contracted partners but there was still<br />

no good news from the IIR. There were no industrial sponsors by then.<br />

The conference concept was presented by the NOC, 8 workshops were planned and the following<br />

session titles were accepted:<br />

The NOC prepared a list with all abstracts. The nomination process for oral speakers was initiated by<br />

asking the IOC participants to send in nominations from each country. The IOC chair proposed a<br />

proportional distribution according to the amount of abstracts from each region. This proposal was not<br />

accepted in general but remained the working strategy of IOC chair. The deadline for full papers was<br />

fixed to January 31, 2011.<br />

There were already some nominations for outstanding speakers for keynote presentations but further<br />

nominations were dead-lined to the end of November. Proposals to include speakers of <strong>IEA</strong>, IPCC and<br />

UNEP arose and the process of contacting speakers of these organizations was discussed. It was<br />

decided that session chairs would be appointed among IOC members while session co-chairs among<br />

NOC members. Once again, the heat pump declaration was discussed and due to lack of confidence in<br />

all potential partner organizations, a minimum solution was already discussed. Here, only HPP chair<br />

and the conference organizers would sign the declaration. It was still planned to sign within a press<br />

conference.<br />

The structure of the opening plenary session was discussed intensively and the Ritter von Rittinger<br />

committee announced the deadline for nominations which was March 1, 2011.<br />

NOC announced to mail the 2 nd announcement mid of December 2010.<br />

After the 4 th meeting, a very intensive period of clarifying the conference program began. All regional<br />

coordinators presented their proposals for oral speeches by exchanging emails. IOC chair compared<br />

theses proposals and fixed those presenters who were proposed by all RCs. Unfortunately, there<br />

remained several problems with speech slots. But due to a ‘final decision’ from the IOC chair, the<br />

conference program was defined by December 16, 2010 and all authors could be informed about oral or<br />

poster presentation by the Regional Coordinators.<br />

In early 2011, the IOC had to deal with some withdrawals and to negotiate on keynote speakers and<br />

details of the opening plenary session. The 2 nd announcement was printed at the end of 2010 by the<br />

NOC and shipped to all ExCo members to be distributed in all member countries. The annex program<br />

was detailed and the operating agents started to plan their workshops.<br />

There was also continued work on the heat pump declaration between NOC and HP Centre.<br />

The NOC started to prepare the conference documents, such as the program booklet.<br />

The reviewing process was organized and started and all reviewing could be reported via a web-based<br />

system. There were some problems in recruiting enough reviewers willing to do the review work on<br />

time.<br />

Then, March 11, 2011 came and Japan was struck by the tsunami and the problems in Fukushima. Soon<br />

after the catastrophe, many emails reached the IOC chair and the Regional Coordinators, sent by<br />

participants or authors and asking for details about the consequences. We couldn’t answer at once, but a<br />

notice was put on the conference website and the heat pump center website on March 25. Intense<br />

discussions followed among the IOC chair, NOC and Regional Coordinators, involving also the chair<br />

of the HPP and HPC. Different proposals to organize an alternative conference were discussed. Finally,<br />

on April 21, 2011, the NOC announced a web-based, virtual conference instead of the initially planned<br />

conference in Tokyo and also the foreword and welcome messages had to be changed. Information was<br />

also integrated in the HPC Newsletter No 2/2011 (vol. 29) with a short message from Sophie Hosatte<br />

and an explanation of the IOC chair.<br />

Therefore, NOC had to reorganize most activities and overcome huge time pressure and also to rearrange<br />

all financial details and agreements.<br />

1.5 5 th IOC Meeting, May 16, 2011<br />

The 5 th IOC meeting in Paris on May 16, 2011 was opened with a minute of silence for the victims of<br />

the twin disasters. The IOC chair expressed his sadness for the fact that the conference had to be<br />

transformed into a virtual one and thanked the Japanese NOC for its flexibility. He was convinced that<br />

the Tokyo conference would have been a great success. The NOC reported about the different activities<br />

and also how the web-conference should be organized. Still, 205 attendees kept their registration and<br />

also 195 of 234 papers remained within the conference. During the discussions, the IOC recommended<br />

giving exhibitors an opportunity of a virtual exhibition booth on the website conference and to extend<br />

the conference period to the end of August 2011. It was also recommended shipping the conference<br />

documents after the web-conference. The heat pump declaration had to be dropped. Besides the<br />

conference documents, further information material was considered and it was decided to launch<br />

position papers, annex descriptions, a revised CO2-brochure and a HPP Newsletter dedicated to the<br />

conference. Also a press-release was summarized by HPC and the ExCo delegates were asked to<br />

disseminate the press-release within their country in July 2011.<br />

The Ritter van Rittinger committee honored 3 individuals and during a festive dinner Sophie Hosatte as<br />

the committee chair awarded John Ryan (US), Herman Halozan (Austria) and Per-Eling Frivik<br />

(Norway) who unfortunately couldn’t be present.<br />

This dinner with the honored guests but also most members of the IOC was the last event of the IOC. A<br />

long and intensive period had ended. The IOC chair would like to thank all IOC members and<br />

especially NOC for their tremendous work. This was also expressed in the closing remarks of the IOC<br />

chair on the conference website.<br />

1.6 IOC Members<br />

The IOC Committee members were: Mr Hermann Halozan (Austria), Mrs Spohie Hosatte (Canada), Mr<br />

Claus Börner (Germany), Mr MakotoTono (Japan), Mr Onno Kleefkens (Netherlands), Mrs Trude<br />

Tokle (Norway), Mrs Emina Pasic (Sweden), Mr Thomas Kopp (Switzerland), Mrs Penny Dunbabin<br />

(UK) and Mr Gerald Groff and Mr Antonio Bouza (USA). The IOC chairman was Mr Thomas Kopp,<br />

and Mr Onno Kleefkens was vice-chairman. Mrs Monica Axell and Mrs Anette Ingemarson of the Heat<br />

Pump Centre also attended the committee meetings and provided support to the committee work. The<br />

important task of Regional Coordinators was taken by Mr Gerald Groff (US) for North- and South-<br />

America, Mr Makoto Tono (Japan) for Asia and Oceania and Mrs Monica Axell (Sweden) for Europe<br />

and Africa.<br />

2. National Organizing Committee (NOC)<br />

2.1 NOC Structure<br />

The preparation meeting was held by NEDO on September 10 th , 2009 to establish the NOC. Given the<br />

bad economic situation after the financial crisis of 2008, many related bodies were asked to join the<br />

NOC for better possibilities to seek funding solution. Consequently, the NOC consists of 35 Board<br />

Committee members for decision making, 33 Executive Committee members for overall control, 10<br />

General Affairs Sub-committee members for financing, 13 Reviewing Sub-committee members for<br />

abstract and full paper reviewing in Asia and Oceania Region and 11 Execution Sub-committee for<br />

total events.<br />

The 1 st Executive committee meeting was held on November 26, 2009 and another 22 NOC meetings<br />

followed.<br />

The NOC chairman was appointed and the conference budget was approved by the Board Committee<br />

members at their first meeting on March 25, 2010.<br />

The concept and details of calls for sponsors were decided at the 2 nd Board Committee meeting on<br />

November 1, 2010. In addition, the NOC proposal of heat pump declaration was summarized.<br />

The 3 rd Board committee meeting was held on March 24, 2011 when they had to make a tough decision<br />

that the form of the conference had to change to the virtual website conference due to the twin disasters.<br />

The NOC was quite a large organization with 102 members. It would have been able to be more<br />

flexible with a smaller organization. However, we believe we were able to run this large organization<br />

by setting up a HPTCJ secretariat in each committee/sub-committee to work as an information control.<br />

Taking into account that the main purpose of the conference is to give an overview of the heat pump<br />

situation around the world, we opted, in good tradition, to maintain a relatively even balance of oral<br />

4. Conference Attendance<br />

Online registration commenced with an earlybird rate of 50,000 JPY, a student and an accompanying<br />

person rates of 30,000 JPY on October 1, 2010. However, the NOC was forced to revise the registration<br />

fees in accordance with the change to the Website conference format due to the twin disasters. The<br />

online registration was temporarily closed on March 29. The new participation fees were based on the<br />

website format with a standard rate of 18,000 JPY and a student rate of 12,000 JPY. The NOC then reasked<br />

all the registered 377 participants at that time whether they still wanted to take part in the website<br />

form of the conference on April 26. Online registration re-opened from May 2 to 20, followed by<br />

another 2 re-openings from June 6 to 17 and from June 27 to July 15. RC’s made a special effort to<br />

encourage authors to register their participation.<br />

5. Country Sponsors (10 countries)<br />

6. Industrial Sponsors<br />

Calls for industrial sponsors commenced on September 3, 2010 through the conference website. We had<br />

3 categories, Gold, Silver 1 & Silver 2 and finally gained 7 Gold and 4 Silver 1 sponsors as the table<br />

below shows. Their logos were posted in the order of application receipt on the conference website. The<br />

total income from the industrial sponsors was 14.5 million JPY.<br />

7. Supporters<br />

In addition to the Country and Industrial Sponsors, the NOC asked related bodies for financial<br />

contributions with 300,000 JPY per share within Japan to make up a deficit for the originally planned<br />

physical conference. Finally, we were able to collect a total amount of 11.1 million JPY from 37<br />

organizations. The supporters‘ contributions were all refunded eventually because they had been<br />

collected on the basis of a physical conference.<br />

8. Exhibits<br />

In parallel with the conference, the exhibition was planned to take advantage of the opportunity that<br />

heat pump experts meet together, which encourages participants to talk about their exhibits. We had 3<br />

exhibit categories, 3 Plan A booths at foyer in front of the main conference room, 4 Plan B booths and<br />

8 Plan C booths in a room connected to/from the main conference room via foyer. The exhibition fees<br />

for Plan A, B and C are 500,000 JPY, 350,000 JPY and 300,000 per booth respectively.<br />

We started a call for exhibition space from August 12 to December 31, 2010 through the conference<br />

website and all booths were sold out as the table below shows. Exhibitors were notified the booth<br />

allocation on February 1 followed by delivery of exhibitors manual on February 15, 2011. But<br />

unfortunately, the exhibition had to be cancelled together with the physical conference. The exhibitors<br />

were individually informed of the cancellation and were refunded.<br />

9.3 Welcome Reception and Banquet<br />

A welcome reception and a banquet were planned as social events. We planned to reward the awardees<br />

of the Ritter von Rittinger award for their contributions to heat pumps at the banquet. Instead, they were<br />

invited to the Paris ExCo meeting on May 16, 2011, where the special dinner was set for their<br />

celebration. (Please refer to 1.5, 5th IOC Meeting, May 16, 2011) In addition, a slide show with photos<br />

from past 9 conferences was planned at the banquet to celebrate the 10 th anniversary of the series of the<br />

<strong>IEA</strong> Heat Pump conferences. The slide show was posted on the website conference. (Please refer to<br />

10.5, Provided items to participants at Website Conference) We could make this happen thanks to<br />

delegates to HPP who had made an effort to collect old photos.<br />

9.4 Heat Pump Declaration<br />

Heat Pump Declaration was another 10 th anniversary event planning, but we had to cancel this event<br />

because presence of audience is necessary when making a declaration. The heat pump declaration is<br />

hoped to be carried over to the next conference since it reflects the HPP philosophy.<br />

13. Lessons Learned<br />

Briefly discussed below are some of the main challenges we have seen in organizing the 10 th <strong>IEA</strong> Heat<br />

Pump Conference:<br />

� Copyrights of submitted papers should be defined clearly.<br />

� It would be better to sort vague countries into one of 3 regions. e.g. Which region are Middle East<br />

countries in? Where should we set a border between Europe and Asia?<br />

� We should rather decide session titles earlier than waiting for sorting abstracts into each session,<br />

which enables us to start looking for Keynoters at an earlier stage.<br />

� The NOC Japan recommends to the next NOC that the HP declaration should be carried out at the<br />

next conference.<br />
