As we look back at <strong>2010</strong>, I’m proud to report that the <strong>St</strong>. <strong>Cloud</strong> <strong>VA</strong><br />

<strong>Health</strong> <strong>Care</strong> <strong>System</strong> continued to grow and expand services to meet<br />

the needs of Veterans. We are postured to continue this trend.<br />

Patient growth continued at a high level, up 9% in <strong>2010</strong>. We continue<br />

to be one of the fastest growing <strong>VA</strong> systems in the nation. The name change announced<br />

this year reflects our reality— our growth has resulted in a system of facilities and health<br />

care services for Veterans across our region.<br />

We remain dedicated to providing our Veterans with outstanding health care and<br />

customer service. This is evidenced by the many successful reviews of our programs in<br />

<strong>2010</strong>. The Joint Commission visited in October, <strong>2010</strong> and we were awarded accreditation<br />

for an additional three years. A national review team reported that our Compensated Work<br />

Therapy/Supportive Employment program is a “Center of Excellence,” and we are a mentor/<br />

trainer site for the network and other sites across the country. In the two most recent Police<br />

and Security Reviews our facility received the highest rating possible. Numerous other<br />

external reviews throughout the year achieved excellent results.<br />

Our Community Living Center (CLC) remains very full with about 206 patients a<br />

day. Combined with the Residential Rehabilitation and Treatment Program residents, the<br />

facility has a nightly census of 350 patients. Additionally, on any given night there are 10 to<br />

15 patients at area hospitals where acute medicine services are provided to our Veterans.<br />

We have been able to hire great physicians with excellent credentials. Several are<br />

Veterans themselves. We hired additional employees throughout the organization and the<br />

quality of the entire staff is superb.<br />

We completed a substantial amount of construction this year. We opened the new<br />

Urgent <strong>Care</strong> Clinic, completed the final phases of our road construction project, and<br />

remodeled our Specialty <strong>Care</strong> support spaces and Acute Psychiatry spaces. The Ambulatory<br />

Surgery Center is nearing completion. The geothermal heating system for one CLC building<br />

was completed. Due to the success of this project we have received additional funding to<br />

install geothermal heating for an additional four buildings.<br />

As we look to 2011, planning for several large projects is underway, including projects to<br />

construct a new kitchen and backfill the current kitchen space with additional Primary <strong>Care</strong><br />

clinics; to totally remodel a CLC building (Building 49); to construct a 20‐bed Intermediate<br />

Psychiatry building; to construct a new Rehabilitation Center; and to construct an addition<br />

for the Audiology Clinic.<br />

It is a privilege to serve Veterans, and we understand that Veterans have choices in<br />

health care. The <strong>St</strong>. <strong>Cloud</strong> <strong>VA</strong> <strong>Health</strong> <strong>Care</strong> <strong>System</strong> works hard to deliver excellent health<br />

care and outstanding customer service because we want to be the Veterans choice.

OEF / OIF / OND Program Office Women Veterans Program<br />

The <strong>St</strong>. <strong>Cloud</strong> <strong>VA</strong> Operation Enduring<br />

Freedom/Operation Iraqi Freedom/<br />

Operation New Dawn Program is designed<br />

to serve returning combat Veterans and<br />

their families. To date approximately<br />

4,358 OEF/OIF/OND Veterans have<br />

enrolled with <strong>St</strong>. <strong>Cloud</strong> <strong>VA</strong> HCS.<br />

The <strong>St</strong>. <strong>Cloud</strong> <strong>VA</strong> <strong>Health</strong> <strong>Care</strong> <strong>System</strong>’s Women<br />

Veterans Program enhances services to women<br />

Veterans, provides access to high‐quality health<br />

care and provides comprehensive primary and<br />

gender‐specific care for women Veterans. The<br />

number of female Veterans enrolled with the<br />

<strong>St</strong>. <strong>Cloud</strong> <strong>VA</strong> HCS is 2,135 and growing.<br />

Homeless Veterans Program<br />

In <strong>2010</strong> the <strong>St</strong>. <strong>Cloud</strong> <strong>VA</strong> HCS received an official<br />

<strong>Health</strong> <strong>Care</strong> for Homeless Veterans Program<br />

designation. In support of the <strong>VA</strong>’s mission to<br />

end homelessness among America’s Veterans<br />

by 2014, we are expanding services. Our efforts<br />

are focused on the following programs:<br />

�� Veterans Justice Outreach: We are actively collaborating with the 8th District Court to create the nation's first<br />

Rural Veterans Court.<br />

�� Homeless Call Center: Connects homeless Veterans with local resources to meet the Veteran’s needs.<br />

�� Contract Residential Bed: Seeks to address the needs of the most vulnerable and at‐risk homeless Veterans by<br />

providing housing and support for up to 6 months.<br />

�� Housing and Urban Development/<strong>VA</strong> Supported Housing Program: Helps homeless Veterans secure apartments<br />

in the community by helping to pay rent and providing support services.<br />

�� Homeless Outreach: Focuses efforts to identify and contact homeless Veterans to improve access to services.<br />

�� Homeless Re‐entry Program: Provides support to incarcerated Veterans as they re‐enter the community.<br />

�� Grant and Per Diem Program: Offers two years of housing support to achieve residential stability, increase skills<br />

and/or income, and obtain greater self‐determination.

historic structures, a beautiful spring day helps to remind us<br />

what a very special place this is for Veterans.<br />

Coming in 2011<br />

Ambulatory Surgery Center<br />

The Ambulatory Surgery Center (ASC) will open in 2011.<br />

The ASC will provide same‐day surgical procedures closer<br />

to home for many of the 37,000 Veterans who receive<br />

their primary medical care at the <strong>St</strong>. <strong>Cloud</strong> <strong>VA</strong>.<br />

Ambulatory surgical procedures provided will include<br />

Urological, Podiatric, Orthopedic [including Arthroscopy],<br />

Oral, Ophthalmologic, and General Surgery. The<br />

Ambulatory Surgery Center features three operating<br />

rooms (two general ORs and one OR designed specifically<br />

for urology procedures) equipped with state‐of‐the‐art<br />

equipment, technology, and necessary support spaces.<br />

Mobile Audiology Clinic<br />

The Mobile Audiology Clinic will help fill a critical need of<br />

Veterans. <strong>St</strong>affed with an audiologist and an audiology<br />

technician, the mobile clinic will travel to CBOCs and other<br />

locations, delivering audiology services where none were<br />

previously available. The mobile clinic will also be used at the<br />

<strong>St</strong>. <strong>Cloud</strong> facility to augment services performed there. The mobile<br />

clinic features a double‐walled audio booth and equipment that<br />

allows the audiologist to perform complete hearing evaluations,<br />

hearing aid fittings, and post fitting appointments. The mobile clinic<br />

is equipped with a generator, wheel chair lift and storage for<br />

equipment and supplies. The mobile clinic was funded by a grant<br />

from the VHA’s Office of Rural <strong>Health</strong>.
