September 2009–August 2010
Hunting Digest
& Trapping
hunters and trappers welcome
As our friends in the travel business say: Welcome
to New Hampshire—You’re going to love it here!
Hunting in the Granite State is a guaranteed wild
time. For me, the special appeal of hunting in New
Hampshire is the amazing diversity of landscapes
and wildlife species our state is blessed with—
maybe you’re going turkey hunting, but there’s a
high likelihood you’ll see a bear, moose or fisher in
addition to the gobbler that ends up in your sights.
Add our beautiful scenery, open woodlands, remote
northern forests, or the expansive coastal marshes
of Great Bay, and you’re sure to have a hunt to remember.
New for this year is a fully revised and reformatted NH Hunting and Trapping
Digest. We worked all spring and summer to make it more readable and userfriendly
for you, and hope you like it as much as we do. As an added bonus, the
new format, because of additional advertising and production support, is more
cost-effective than the old one. Saving money on the production of the Digest
leaves more for us to spend on the programs that are important to you—wildlife
and habitat management and conservation. Anglers can expect this colorful new
format for the 2010 Fishing and Saltwater digests, too. Please let us know what
you think.
Hunting season always gets me thinking about
our wonderful wildlife resources, and the respect
for wildlife and habitat that enables our
system of management and harvest to thrive.
Many years ago, a good friend of mine posted
signs all around the boundary of his large, rural
property. They read: “Remember, you are a guest
of the landowner, respect this property and you
will always be welcome.” That variation on the
Golden Rule has always been a way of life in New
Hampshire’s outdoors, hasn’t it Jesse never had
any problems with the behavior of people who
used his land for hunting and other recreation.
We will all continue to benefit from his brand
of generosity if we respect the land, the wildlife
and each other.
Best wishes for a safe and enjoyable hunting season!
Archery
An archery license allows a hunter to hunt with bow and arrow
during the archery or any other open season, and to take one deer
turkey, pheasant or migratory waterfowl using bow and arrow, you
must also have the appropriate license or permit.
The Special Archery Deer Permit allows the taking of a second
season. This permit must be purchased at the same time you
purchase your archery license.
It is legal to hunt deer with bow and arrow during the firearms
deer season under a Regular NH Hunting License without an archery
license, and in compliance with Wildlife Management Unit
restrictions for deer during the firearms deer season.
Crossbows
The Deer Crossbow Permit allows the hunter to use a crossbow
restrictions for deer during the firearms deer season. Any deer
taken shall be tagged with a valid firearms deer tag.
General Hunting Regulations
Baiting
A baiting permit is required for any bait site, with the exception
of a landowner placing bait on his or her own property. A baiting
permit application (no fee) may be picked up at any Fish and Game
office or from your local Fish and Game Conservation Officer (CO).
Applications for permits to bait wildlife on private property must be
signed by the private landowner. No bait shall be placed until the
bait permit and map have been presented to the CO in person, or
until 3 days have elapsed after date of postmark, if mailed. Bait may
not be placed at any site until September 1. Landowners shall
meet all other requirements listed below regarding the use of bait.
• No person, except a licensed NH Hunting Guide, shall have
more than 2 active bait sites statewide. A licensed NH Hunting
Guide shall have no more than 6 active bait sites. A bait site is
considered active if the season for the listed species is open or
if no specific beginning and/or expiration date is noted on the
permit form.
• A baiting permit has 4 copies. It is the permittee’s responsibility
to see that copies are held by: (1) the landowner; (2) the CO
on whose patrol the bait is located; (3) the NH Fish and Game
office in Concord; and (4) the permittee.
• The copy of the baiting permit given to the CO must have a detailed
topographical map, including a description of the location
of the bait site and how to locate it. (If the map is so vague that
the CO cannot find the site, the permit is invalid.)
• Only the person to whom the permit is issued is permitted to
place bait at the site.
• The permittee must post a 3" x 6" durable sign at the site with the
name and address of the permittee and up to 2 subpermittees.
These 3 individuals are the only persons allowed to hunt with
aid of the bait site. A licensed NH Hunting Guide must post a
sign with his or her own name and address, but is not required
to post the names of paying clients. The sign must be clearly
visible not higher than 6 feet off the ground. If no subpermittees
are identified on the sign, they may not be included at a
later date. Once the sign has been posted, it may not be altered
at a later date. No person other than the permittee authorized
to place bait at a site shall remove, alter, or destroy said sign.
• Bait may not be placed less than 300 feet from a dwelling, public
roadway, pathway, or trail.
• No person shall place bait in public waters or on ice-covered
public waters.
• It is illegal to bait for turkey or migratory waterfowl.
• Permits expire at the end of the calendar year, unless an earlier
date has been specified on the permit form, or the season has
ended for the species identified on the baiting permit.
• When requested by a CO, a permittee or an applicant to bait
must accompany the officer to the proposed or existing site.
Additional Baiting Rules for
State-owned and State-managed Lands
In addition to the General Baiting Rules, the following rules apply
to State-owned and State-managed lands:
• A baiting permit is required for any bait site on State-owned or
State-managed lands, including White Mountain National Forest.
• Applicants may apply for bait sites on State-owned or State-managed
lands beginning April 1. Applications must be received before
August 1. The application must be filled out completely, and
must include a detailed map and directions to the bait site to be
considered. Baiting permits are issued on a first-come, first-served
basis. Applications shall be mailed into the nearest Regional Office
or to Fish and Game in Concord, Attn: Law Enforcement.
• No person including a licensed NH Hunting Guide shall have
more than 1 active bait site within an individual trapping unit.
Visit www.huntnh.com for details regarding trapping units.
• Permanent stands are illegal. All debris, litter, and temporary
tree stands or blinds must be removed after the baiting season
has ended.
• Non-edible or non-digestible materials shall not be used as bait.
• A total maximum of 30 active bait sites are allowed on the Connecticut
Lakes Headwaters property in Pittsburg, NH.
Additional Baiting Rule for Bear
In addition to all other applicable baiting rules, the following rule
applies to baiting for bear:
• No person except a licensed NH Hunting Guide shall place
bait for the purpose of attracting and taking bear at more than
2 bait sites statewide.
• No person except a licensed NH Hunting Guide shall have more
than one bait site in WMUs A, B, D1, H1, H2, I2, K, L, or M.
Dead Animals
not tag or move it. Road killed wildlife may not be taken without
permission of a law enforcement officer. Call Law Enforcement
Dispatch at (603) 271-3361.
dwelling without permission of the owner or occupant, or from
the owner of the land on which the person shooting the firearm,
Deer Hunting
Deer are New Hampshire’s most popular game animal, with a total of more than
80,000 deer in all areas of the state. We have a long archery season starting September
15. The NH muzzleloader season is a special attraction for hunters given its
timing, with a start 11 days before the firearms season. Firearms season begins November
11 statewide; see the chart for “any deer” days, when hunters may take a doe or a buck.
(NH Fish and Game uses “any deer” days to manage deer populations.) A Special Unit M
permit allows hunters to take an additional deer—see below.
Deer Hunting
Licensing Requirements
All hunters, with the exception of those eligible
to use the special deer tag (see page 22),
must have a valid deer tag that has not been
detached from their license/permit. Deer
may be hunted using a variety of licenses
and tags as described below.
Archery License: allows the taking of one
deer of either sex during the archery deer
season. See special WMU A requirement
(bottom left).
Regular Hunting or Combination License:
allows the taking of one deer during the
regular firearms deer season (Wildlife Management
Unit restrictions apply).
Muzzleloader License: allows the holder
of a Regular NH Hunting License to take a
deer during the special muzzleloading deer
season, using the firearms deer tag. Nonresident
youths must purchase this license
to participate in the muzzleloader season.
This license does not include a separate tag.
Deer Crossbow License: allows the holder of
a Regular NH Hunting License to take a deer
with a crossbow during the regular firearms
deer season, using the firearms deer tag. This
license does not include a separate tag.
Special Archery Deer Permit: allows the
taking of one additional antlered deer using
bow and arrow during the archery deer
season. Each hunter is limited to one of these
permits. Archery hunters may only buy this
permit when purchasing their regular archery
license. This permit may be used to
tag the first deer taken by archery if it is
legally antlered. All ages.
Special Unit M Permit: allows the taking of
one antlerless deer in WMU M, in addition
to deer taken using a Regular NH Hunting
or Archery License. It may be used on any
day during any deer season the hunter holds
a license for (archery, muzzleloader or firearm).
All ages.
Long Island and Governor’s Island Deer
Permits: allows the taking of deer on Long
and Governor’s Islands, respectively.
Written landowner permission required
on forms available at the Region 2 office
in New Hampton or at Headquarters in
Concord. Many special restrictions apply;
see www.huntnh.com. All ages.
If you are using a special deer permit,
you are not allowed to take two deer at
the same time. The first deer taken must
be registered before you attempt to take
a second deer.
Keeping New Hampshire Deer Safe From CWD
Chronic Wasting Disease (CWD) is a wildlife disease related to
BSE or “mad cow” disease and scrapie in sheep. It is fatal to deer
and other cervids such as elk and possibly moose. Based on the
results of Fish and Game Department CWD monitoring efforts in
which over 2,700 deer have been tested since 2002, CWD does
not currently exist in New Hampshire. Activities that artificially
concentrate deer greatly increase the spread of the disease and
make control much more difficult. Please do not feed deer—ever.
The Centers for Disease Control and Prevention have found no
evidence that CWD is transmissible to humans. Nonetheless, we
recommend the following common-sense measures to prevent
possible exposure to all wildlife diseases: 1) wear rubber gloves
when field dressing your game, 2) bone out the meat from your
animal, 3) wash your hands, knives etc. when done, and 4) avoid
eating brain, spinal cord, eyes, spleen, tonsils and lymph nodes
of harvested animals.
The importation of hunter-killed white-tailed, black-tailed or mule
deer and elk from CWD-positive jurisdictions is prohibited except
for: de-boned meat; antlers; antlers attached to skull caps from
which all soft tissue has been removed; upper canine teeth clean
of all soft tissue; hides or capes with no part of the head attached;
and taxidermy mounts. CWD-positive jurisdictions include: In the
U.S., Colorado, Illinois, Kansas, Michigan, Minnesota, Montana,
Nebraska, New Mexico, New York, Oklahoma, South Dakota,
Utah, West Virginia, Wisconsin and Wyoming; in Canada, Alberta
and Saskatchewan.
22 2009/10 New Hampshire Hunting & Trapping Digest

Wild turkeys in New Hampshire are a wildlife restoration
success story. The state now offers generous spring and
fall turkey hunting opportunities, as well as a special
youth hunt, May 1–2, 2010. The highest concentration of turkeys is
in the Connecticut River Valley—though they are rapidly spreading
throughout the state, and their clucks, purrs and gobbles may
be heard just about anywhere!
Turkey Hunting Licensing Requirements
Adult hunters (16 or older) must have a Regular NH Hunting or
Archery License and a turkey license to hunt turkey. Youth hunters
(under 16 years of age) do not need a hunting, combination
or archery license, but they do need a turkey license. Each turkey
license comes with two tags: one valid for taking one bearded bird
during the spring season, and one valid for taking one bird of
either sex in the fall. Fall hunting may be done statewide (except
WMU-A) with bow and arrow during the fall archery season, or
with a shotgun during the fall shotgun season in those units where
allowed (see season chart below).
Turkey HUNTING Regulations
Hunting Hours:
• Fall: ½ hour before sunrise to ½ hour
after sunset.
• Spring: ½ hour before sunrise to 12 noon.
Turkey must be tagged immediately upon
killing. Registration of a fully feathered intact
carcass is required within 24 hours
of taking. The turkey may be gutted. See
page 24 for list of Turkey Registration Stations.
Shotguns must be 10, 12, 16 or 20 gauge
using shot sizes 2, 4, 5, or 6.
A person who has taken a turkey may assist
another properly licensed turkey hunter by
calling only. The person assisting by calling
shall not possess a firearm or bow and arrow.
Archery
Archers must have their name and address
on arrows. Fixed blade broadheads cannot
be less than ⅞ inches wide; there is no upper
size limit. Retractable blade broadheads
are permitted (must be not less than ⅞ of
an inch wide when open). Minimum draw
weight for turkeys is 30 lbs.
It is unlawful to:
• possess a turkey that hasn’t been properly
tagged;
• possess a detached turkey tag. Upon killing
a turkey the tag shall be filled out and
immediately attached to the turkey.
• take a turkey with a rifle, dogs (during
spring season), bait, electronic calling devices,
live decoys, by cooperative drives
or while the turkey is in a tree.
Bear Hunting
New Hampshire’s bear hunters can take advantage of three
seasons: stalking (“general”), dog season, and baiting season.
Bears are found statewide, with the highest densities
in central NH and the White Mountains. Hunters can buy a Bear
License online or at any license agent—no lottery needed.
2009 BEAR HUNTING SEASONS
Bear Hunting Licensing Requirements
Adult hunters (age 16 and older) must have a valid Regular NH
Hunting or Archery License, and a Bear License and valid tag to
hunt black bear. Youth hunters (under 16 years of age) do not need
a Regular NH Hunting, Combination or Archery License, but they
do need a Bear License and valid tag.
Bear HUNTING Regulations
Hunting Hours: ½ hour before sunrise to ½ hour after sunset.
Successful hunters must notify a Conservation Officer within 12
hours of taking a bear by calling (603) 271-3361 between 7 a.m. and
7 p.m., and may be required to take a department employee to the
kill site. Within 24 hours after time of kill, the hunter must exhibit
the bear, with reproductive organs intact, to a conservation officer.
Black bear may only be taken by firearms larger than .22 rimfire,
shotgun loaded with a single ball, muzzleloader not less than
.40 cal., or bow and arrow of at least 40 lbs. draw weight.
Archery
Archers must have their name and address on arrows. Fixed blade
broadheads cannot be less than ⅞ inches wide and not more than
1-½ inches wide. Retractable blade broadheads are permitted (must
be not less than ⅞ of an inch wide when open). Minimum draw
weight for bear is 40 lbs.
To Bait Bear
A Permit to Bait Wildlife and map of the bait site must be filed with
the local conservation officer before placing the bait. No person
except a licensed NH Hunting Guide shall place bait for the purpose
of attracting bear at more than 2 bait sites. No person except
a licensed NH Hunting Guide shall have more than one bait site
in WMUs A, B, D1, H1, H2, I2, K, L, or M. Baiting permit applications
are available at regional offices. Baiting permit applications
for state-managed lands and the White Mountain National Forest
are accepted at regional offices April 1 through August 1. No bait
may be placed between April 15 and August 31. See additional
baiting regulations on page 12.
To Hunt Bear with Dogs
A permit is required and is available by mail at Fish and Game’s
headquarters. Nonresidents must show proof that hunting bear
with dogs by NH residents is allowed in their state of residency.
It is unlawful to:
• hunt bear with a .22 rimfire rifle, or a shotgun loaded with any
ammunition other than a single ball;
• take more than one bear in a calendar year;
• buy, sell or offer for sale a bear or any part thereof, other than
the head, hide or feet;
• possess a bear that hasn’t been properly tagged;
• possess a detached bear tag. Upon killing a bear, the tag shall
be immediately filled out and attached to the bear;
• assist another in taking a bear after you have taken one, unless
you are accompanying a minor.
Moose Hunting
Adventure of a Lifetime—
NH Moose Hunt!
The Hunt
Five hundred fifteen permits have been issued for the world-class
New Hampshire moose hunt, October 17-25, 2009.
The Lottery
New Hampshire uses a lottery system for its moose hunt. Moose
hunting permits are offered to successful lottery applicants following
a computer-generated random drawing in June, and your
odds of winning improve every year you apply.
The Success Rate
The NH moose hunt success rate averages 71 percent!
The Cost
It costs just $15 for residents and $25 for nonresidents to enter
the NH moose hunt lottery.
Try your luck! Applications for the 2010 NH moose hunt lottery
will be available in late January; watch www.huntnh.com for your
chance to apply online or by mail.
Where Can I Hunt
In New Hampshire
In New Hampshire, we are fortunate that all state, federal,
municipal, county, and private land is open to hunting unless
it is posted against hunting. But remember—hunting is a
privilege granted by the landowner—it’s not a right! Don’t
take access to private lands for granted.
In general, the best place to start looking is a good map—
like the New Hampshire Atlas and Gazetteer or a “topo” map.
To find out who owns a piece of land that’s not labeled as a
public park or forest, check the tax maps at the town office.
Some possible hunting places:
• Federal lands: The largest piece of land in NH is the White
Mountain National Forest, with more than 751,000 acres.
Most of this land is open to hunting, except for the tourist
spots and campgrounds. Visit www.fs.fed.us/r9/white.
• State lands: Most state lands are open to hunting,
including more than 200 state forests, state parks,
and Wildlife Management Areas (WMAs). The Fish and
Game website has maps and descriptions for some larger
WMAs. Some county and municipal lands, like watershed
protection areas, are also open to hunting — but be sure
to check locally for special rules, and always steer clear
of recreational areas and trails.
• Private industrial forest land: Several major timber
management companies in the state have kept their
property open to hunting, because hunters have shown
respect for the land. It’s best to make local contacts for
information and any special rules about hunting on a
paper or timber parcel.
• Private, county and municipal lands: Eighty percent of
New Hampshire’s forest land is privately owned. Most
private lands — especially larger tracts — remain open
to hunters, unless otherwise posted against hunting.
We recommend that you contact the landowner for
permission before going hunting on private land.
Check NH Fish and Game’s website at www.huntnh.com
for more ideas on where to hunt.
