MINUTES<br />

The <strong>Moore</strong> <strong>County</strong> <strong>Board</strong> of Education met at the Central Office in Carthage on Monday, <strong>January</strong> 7,<br />

<strong>2013</strong>, at 6:00 pm.<br />

The following <strong>Board</strong> members were present:<br />

Staff present for the meeting included: Superintendent Aaron Spence, Marc Bergin, Cathy McRae,<br />

Kathy Kennedy, Tim Lussier, Anita Alpenfels, Mike Griffin, Phillip Boles and Eric Porter; also <strong>Board</strong><br />

Attorney Trey Allen.<br />

The Chair called the meeting to order at 6:00 pm. The Chair called for approval of the agenda.<br />

Ben Cameron asked that the USGA 2014 U.S. Open Contract be pulled from the Consent Agenda and<br />

added as Item E. under <strong>Board</strong> Action. Upon a motion by Charles Lambert and a second by Enola<br />

Lineberger, the agenda was approved as amended.<br />

Enola Lineberger presented the following motion for the <strong>Board</strong> to enter closed session: The <strong>Board</strong> will<br />

enter closed session pursuant to G.S. 143-318.11(a)(1) to prevent disclosure of confidential personnel<br />

files under G.S. 115C-321 and pursuant to G.S. 143-318.11(a)(3) to consult with the board’s attorney<br />

in order to preserve the attorney-client privilege, including with regard to R.J., by and through<br />

his parents C.J. and S.J., v. <strong>Moore</strong> <strong>County</strong> <strong>Board</strong> of Education, Office of Administrative Hearings, File<br />

No. 12-EDC-03258.<br />

Chloe Baker, a student at West Pine Elementary <strong>School</strong>, led the audience in The Pledge of Allegiance<br />

and Neena Baker, also a student at West Pine Elementary <strong>School</strong>, provided an inspirational message. A<br />

moment of silence was observed.<br />

Growing to Greatness Awards - <strong>Board</strong> Member Kathy Farren recognized the following individuals:<br />

Upon a motion by Kathy Farren and a second by Charles Lambert, the <strong>Board</strong> voted to approve the<br />

consent agenda as presented. The consent agenda consisted of the Personnel Report, <strong>Board</strong> minutes for<br />

November 19, December 3, and 6, 2012.

<strong>Board</strong> Member Comments<br />

• Dale Frye: Mr. Frye commented that the <strong>Board</strong> had a very productive breakfast meeting with our<br />

local state legislators last week.<br />

• Kathy: Mrs. Farren commented that she and other <strong>Board</strong> members had been invited and attended,<br />

along with Dr. Spence and Mr. Griffin, the <strong>County</strong> Commissioners Work Session last Friday.<br />

Superintendent’s Report<br />

Superintendent Spence opened his comments with wishing a Happy New Year to all of the <strong>Moore</strong><br />

<strong>County</strong> <strong>School</strong>s’ Family.<br />

Dr. Spence commended the <strong>Board</strong> for the recent meetings they had with our local state legislators and<br />

with the <strong>Moore</strong> <strong>County</strong> <strong>Board</strong> of Commissioners. He said he appreciated the <strong>Board</strong>’s willingness to<br />

establish as a goal this year in the development of stronger relationships with our elected officials as<br />

they advocate for our students. Other comments included information relative to our Phase I of the 1:1<br />

initiative which is providing iPads to all Carthage Elementary students and laptops at Pinckney<br />

Academy; and other changes which will include using Federal Race to the Top funds to provide laptops<br />

for all teachers. Phase 2 of the 1:1 initiative (as a result of a Federal grant targeting rural learning) will<br />

be implemented at Elise Middle, Westmoore Elementary, and Highfalls Elementary. He stated that<br />

most of the present equipment will be updated to support online student testing.<br />

In ending, he reported that he has established a Safety Task Force that will look at the physical safety of<br />

school facilities and will be reviewing and making recommendations to improve the district’s Crisis<br />

Management Plan.<br />

This month’s Superintendent’s Salute to Greatness highlighted the Culture Pathway and recognized<br />

<strong>Moore</strong> <strong>County</strong> <strong>School</strong>s’ Police Chief Sammy McNeill.<br />

Public Address to the <strong>Board</strong><br />

Two people signed up to address the <strong>Board</strong>, but only one person spoke. Cindy Borden addressed the<br />

<strong>Board</strong> relative to the exam schedule at Pinecrest High <strong>School</strong>.<br />

Program Highlight<br />

Student Activities - Dr. Eric Porter, Associate Superintendent, highlighted for the <strong>Board</strong> the variety of<br />

extra-curricular activities that students have available throughout the district.<br />

<strong>Board</strong> Action<br />

Legislative Agenda for <strong>2013</strong>-14 - Dr. Aaron Spence presented the <strong>2013</strong>-14 Legislative Agenda. Upon a<br />

motion by Dale Frye and a second by Bruce Cunningham, the <strong>Board</strong> approved the <strong>2013</strong>-14 Legislative<br />

Agenda as presented. Superintendent Spence will condense the document into a concise one-page<br />

version.<br />

Child Nutrition Fees for <strong>2013</strong>-14 - Chief Finance Officer Mike Griffin requested that the <strong>Board</strong> approve<br />

a 25 cent increase in student lunch prices for <strong>2013</strong>-14. This is a part of a six-year plan to get the cost of<br />

a meal in line with the Federal reimbursement for free lunches. Additional cost increases will be<br />

considered in 2015-16 and 2017-18. Upon a motion by Laura Lang and a second by Kathy Farren, the<br />

<strong>Board</strong> approved a 25 cent increase to student lunch prices for <strong>2013</strong>-14.<br />

Approval of Legislative/Policy Committee Report on Second Reading - Bruce Cunningham presented<br />

the following policies for approval on the second reading:<br />

Upon a motion by Bruce Cunningham and a second by Enola Lineberger, the policies were approved as<br />

presented on the second reading.<br />

<strong>Board</strong> Meeting Dates for July and August <strong>2013</strong> - Enola Lineberger, Vice-Chair, requested that the <strong>Board</strong><br />

go ahead and approve meeting dates for July and August: July 15 and August 12, <strong>2013</strong>. Upon a motion<br />

by Enola Lineberger and a second by Kathy Farren, the <strong>Board</strong> approved the dates as presented.<br />

USGA 2014 U.S. Open Contract - Superintendent Spence recommended that the <strong>Board</strong> approve the<br />

USGA 2014 U.S. Open Contract with the school district, pending counsel review and approval. Upon a<br />

motion by Kathy Farren and a second by Laura Lang, the motion carried.<br />

Reports/Discussion<br />

Facilities Committee and Work Sessions - Laura Lang discussed with the <strong>Board</strong> the feasibility of<br />

changing Facilities Committee meetings to full <strong>Board</strong> Work Sessions. It was the consensus of the <strong>Board</strong><br />

that this would be beneficial.<br />
