Business Meeting
January 7, 2013
MINUTES
The Moore County Board of Education met at the Central Office in Carthage on Monday, January 7,
2013, at 6:00 pm.
The following Board members were present:
Ed Dennison, Chair
Enola Lineberger, Vice-Chair

Staff present for the meeting included: Superintendent Aaron Spence, Marc Bergin, Cathy McRae,
Kathy Kennedy, Tim Lussier, Anita Alpenfels, Mike Griffin, Phillip Boles and Eric Porter; also Board
Attorney Trey Allen.
The Chair called the meeting to order at 6:00 pm. The Chair called for approval of the agenda.
Ben Cameron asked that the USGA 2014 U.S. Open Contract be pulled from the Consent Agenda and
added as Item E. under Board Action. Upon a motion by Charles Lambert and a second by Enola
Lineberger, the agenda was approved as amended.
Enola Lineberger presented the following motion for the Board to enter closed session: The Board will
enter closed session pursuant to G.S. 143-318.11(a)(1) to prevent disclosure of confidential personnel
files under G.S. 115C-321 and pursuant to G.S. 143-318.11(a)(3) to consult with the board’s attorney
in order to preserve the attorney-client privilege, including with regard to R.J., by and through
his parents C.J. and S.J., v. Moore County Board of Education, Office of Administrative Hearings, File
No. 12-EDC-03258.
Chloe Baker, a student at West Pine Elementary School, led the audience in The Pledge of Allegiance
and Neena Baker, also a student at West Pine Elementary School, provided an inspirational message. A
moment of silence was observed.
Growing to Greatness Awards - Board Member Kathy Farren recognized the following individuals:

Upon a motion by Kathy Farren and a second by Charles Lambert, the Board voted to approve the
consent agenda as presented. The consent agenda consisted of the Personnel Report, Board minutes for
November 19, December 3, and 6, 2012.

Board Member Comments
• Dale Frye: Mr. Frye commented that the Board had a very productive breakfast meeting with our
local state legislators last week.
• Kathy: Mrs. Farren commented that she and other Board members had been invited and attended,
along with Dr. Spence and Mr. Griffin, the County Commissioners Work Session last Friday.
Superintendent’s Report
Superintendent Spence opened his comments with wishing a Happy New Year to all of the Moore
County Schools’ Family.
Dr. Spence commended the Board for the recent meetings they had with our local state legislators and
with the Moore County Board of Commissioners. He said he appreciated the Board’s willingness to
establish as a goal this year in the development of stronger relationships with our elected officials as
they advocate for our students. Other comments included information relative to our Phase I of the 1:1
initiative which is providing iPads to all Carthage Elementary students and laptops at Pinckney
Academy; and other changes which will include using Federal Race to the Top funds to provide laptops
for all teachers. Phase 2 of the 1:1 initiative (as a result of a Federal grant targeting rural learning) will
be implemented at Elise Middle, Westmoore Elementary, and Highfalls Elementary. He stated that
most of the present equipment will be updated to support online student testing.
In ending, he reported that he has established a Safety Task Force that will look at the physical safety of
school facilities and will be reviewing and making recommendations to improve the district’s Crisis
Management Plan.
This month’s Superintendent’s Salute to Greatness highlighted the Culture Pathway and recognized
Moore County Schools’ Police Chief Sammy McNeill.
Public Address to the Board
Two people signed up to address the Board, but only one person spoke. Cindy Borden addressed the
Board relative to the exam schedule at Pinecrest High School.
Program Highlight
Student Activities - Dr. Eric Porter, Associate Superintendent, highlighted for the Board the variety of
extra-curricular activities that students have available throughout the district.
Board Action
Legislative Agenda for 2013-14 - Dr. Aaron Spence presented the 2013-14 Legislative Agenda. Upon a
motion by Dale Frye and a second by Bruce Cunningham, the Board approved the 2013-14 Legislative
Agenda as presented. Superintendent Spence will condense the document into a concise one-page
version.
Child Nutrition Fees for 2013-14 - Chief Finance Officer Mike Griffin requested that the Board approve
a 25 cent increase in student lunch prices for 2013-14. This is a part of a six-year plan to get the cost of
a meal in line with the Federal reimbursement for free lunches. Additional cost increases will be
considered in 2015-16 and 2017-18. Upon a motion by Laura Lang and a second by Kathy Farren, the
Board approved a 25 cent increase to student lunch prices for 2013-14.
Approval of Legislative/Policy Committee Report on Second Reading - Bruce Cunningham presented
the following policies for approval on the second reading:

Upon a motion by Bruce Cunningham and a second by Enola Lineberger, the policies were approved as
presented on the second reading.
Board Meeting Dates for July and August 2013 - Enola Lineberger, Vice-Chair, requested that the Board
go ahead and approve meeting dates for July and August: July 15 and August 12, 2013. Upon a motion
by Enola Lineberger and a second by Kathy Farren, the Board approved the dates as presented.
USGA 2014 U.S. Open Contract - Superintendent Spence recommended that the Board approve the
USGA 2014 U.S. Open Contract with the school district, pending counsel review and approval. Upon a
motion by Kathy Farren and a second by Laura Lang, the motion carried.
Reports/Discussion
Facilities Committee and Work Sessions - Laura Lang discussed with the Board the feasibility of
changing Facilities Committee meetings to full Board Work Sessions. It was the consensus of the Board
that this would be beneficial.
