MINUTES<br />

The <strong>Moore</strong> <strong>County</strong> Board of Education met at the Central Office in Carthage on Monday, <strong>May</strong> <strong>10</strong>, 20<strong>10</strong>,<br />

at 6:00 pm.<br />

The following Board members were present:<br />

Staff present for the meeting included: Superintendent Susan Purser, Cathy McRae, Larry Upchurch,<br />

Kathy Kennedy, Tim Lussier, Anita Alpenfels, Brian Phillips, Eric Porter, Mike Griffin, and Board<br />

Attorney Ann Majestic. Other school staff, students, community members, and press were also present.<br />

The Chair called the meeting to order at 6:00 pm. The Chair called for approval of the agenda. Upon a<br />

motion by Pamela Thompson and a second by Susan Black, the Board Agenda for <strong>May</strong> <strong>10</strong>, 20<strong>10</strong>, was<br />

approved as presented.<br />

Dr. Purser shared information about the superintendent’s new evaluation process. Dr. Clack shared<br />

that at some point she would like to hear more about the new process for teachers and principals also.<br />

Pamela Thompson presented the following motion for the Board to go into closed session: “I move that<br />

the Board go into closed session for the following purpose: "to consider confidential personnel matters<br />

as provided in N.C.G.S. 143-318.11(a)(6) and 115C-319. Dr. Lorna Clack presented a second and the<br />

motion carried.<br />

The Board returned to Open Session at 7:00 pm.<br />

Jordan Hamilton, a student from Aberdeen Elementary <strong>School</strong>, led the audience in The Pledge of<br />

Allegiance and DV’Ontee, also a student from Aberdeen Elementary <strong>School</strong>, provided an inspirational<br />

message. A moment of silence was observed.<br />

Bruce Cunningham recognized our Growing to Greatness award recipients. Melody Thomas, West Pine<br />

Middle <strong>School</strong> was recognized as our Certified Employee of the Month and Sharon Street, Academy<br />

Heights Elementary <strong>School</strong>, was recognized as our Support Staff Employee of the Month. Alexis<br />

Schustrum, Pinecrest High <strong>School</strong>, was recognized as our Student of the Month. Also recognized were<br />

Volunteers of the Month Bob Andrews and “Zeus”, who volunteer at Robbins Elementary <strong>School</strong>, Kitty<br />

Cobb with “Haiku and Lili” who also volunteer at Robbins Elementary <strong>School</strong>, Wilma Laney, who<br />

volunteers at Southern Middle <strong>School</strong>, Teaching Fellows Kelly Davis/North <strong>Moore</strong> High, Kaitlin Leach,<br />

Natassia Saquilan, Leslie Walters (alternate) and Clark Williams (alternate)/Pinecrest High, and<br />

Ashton Blue and Jennifer Matthews/Union Pines High. Beverly Lashley was recognized for receiving<br />

the NC Leadership Award from the National Association of Federal Education Program Administrators<br />

and Stefanie Phillips, teacher at North <strong>Moore</strong> High <strong>School</strong>, was recognized as being named a Kenan<br />

Fellow.


Board Member Comments<br />

Board members commented on activities/events that they attended at our schools and Laura Lang<br />

reminded the Board about the Sandhills Farm Life Elementary <strong>School</strong> 150 th celebration taking place<br />

this coming Saturday at <strong>10</strong>:00 am.<br />

The Board took a short <strong>10</strong>-minute recess to allow visitors and guests and opportunity to leave if needed.<br />

Superintendent Report<br />

Budget Update - Dr. Purser gave a presentation to the Board with an update on the latest budget<br />

information that she has available.<br />

Public Address to the Board<br />

No one signed up to address the Board.<br />

Program Highlight<br />

Compass Program at Southern Middle <strong>School</strong> – Principal Dr. Mike Metcalf, Communities In <strong>School</strong>s<br />

Volunteer Dr. Robin <strong>Moore</strong>, and Kaye Rodriquez of Southern Middle <strong>School</strong>, gave a presentation on the<br />

Compass Program (a mentoring program) at Southern Middle <strong>School</strong> that is operated in conjunction<br />

with CIS.<br />

Board Action<br />

Amended 2009-20<strong>10</strong> Budget Resolution and Quarterly Financial Update – Chief Finance Officer Mike<br />

Griffin presented the following Amended Budget Resolution. Upon a motion by Laura Lang and a<br />

second by Pamela Thompson, the Board voted to approve the Amended 2009-<strong>10</strong> Budget Resolution as<br />

presented.<br />

Section 6 The Southeast Region Education Consortium (SREC) will be accounted for as an agency fund – Fund 6, in<br />

the accounting records of the <strong>Moore</strong> <strong>County</strong> Board of Education.<br />

Section 7 Revenues of $600,000 are budgeted for the Child Care Fund – Fund 7, to cover expenses for after-school<br />

daycare programs at respective schools. Any net revenues will be earned and held by the individual schools.<br />

Section 8 The revenues and expenditures for public school construction/projects through the <strong>School</strong> Special Revenue<br />

fund, including State Facility Funds, State Lottery Funds and Local <strong>School</strong> Bond Funds, will be accounted for through the<br />

accounting records of the <strong>County</strong> of <strong>Moore</strong>.<br />

Section 9 The additional fund balance, if any, in excess of the designated appropriation in the Local Current Fund or<br />

the Local Capital Fund will be automatically appropriated to contingency, once the Annual Financial (Audit) Report has been<br />

presented to the Board of Education.


Section <strong>10</strong> The Superintendent and Finance Officer are hereby authorized to transfer appropriations within a purpose<br />

code within a fund as contained herein under the following conditions:<br />

a. They may transfer amounts within a purpose code within a fund with proper justification.<br />

b. They may not transfer amounts from contingency without Board of Education approval.<br />

c. They may not transfer any amounts between Local Current appropriation and Local Capital appropriation<br />

without the approval of the Board of Education and the <strong>County</strong> Commissioners.<br />

Section 11 Copies of the Budget Resolution shall be furnished to the Superintendent and the Finance Officer for<br />

direction in carrying out their duties.<br />

This amended budget resolution was approved by the <strong>Moore</strong> <strong>County</strong> Board of Education on <strong>May</strong> <strong>10</strong>, 20<strong>10</strong>.<br />

Sandhills Community College Trustee Appointment - Chair Frye opened the floor up for nominations<br />

for the trustee appointment at Sandhills Community College. Susan Black placed the name of George<br />

Little into nomination. There being no other nominations Susan Black presented a motion to close<br />

nominations and accept Mr. Little by acclamation. Kathy Farren presented a second and the motion<br />

carried. Mr. Little’s reappointment term will be from July 1, 20<strong>10</strong> through June 30, 2<strong>10</strong>4.<br />

Upon a motion by Kathy Farren and a second by Dr. Lorna Clack, the policies were approved on the<br />

second reading. Kathy also informed the Board that on the June agenda will appear two policies that<br />

the Board will need to approve on the first reading.<br />

Consent Agenda<br />

Upon a motion by Susan Black and a second by Pamela Thompson, the Board voted to approve the<br />

consent agenda as presented. The consent agenda consisted of the Personnel Report, Board minutes for<br />

April 12, 20<strong>10</strong>, and closed session minutes for March 8, 20<strong>10</strong>. The Board also approved Out-of-State<br />

Field Trip Requests for Union Pines High <strong>School</strong>, Awarding of Contracts for Roofing Repairs as follows:<br />

Pinecrest Auditorium to T.R. Driscoll, Inc. in the amount of $80,800.00, Pinehurst Elementary Media<br />

to McRae Roofing, Inc. in the amount of $19,525.00, Robbins Gym to T.R. Driscoll, Inc. in the amount<br />

Reports/Discussion<br />

Bond Projects Update - Deputy Superintendent Dr. Larry Upchurch provided an update to the Board on<br />

current bond projects. Dr. Upchurch noted that work has been completed on Crain’s Creek Middle<br />

<strong>School</strong> and work is expected to be completed at West Pine Elementary <strong>School</strong> in June.<br />

Upon a motion by Dr. Lorna C. Clack, the meeting adjourned at 8:40 pm.<br />
