Business Meeting
May 10, 2010
MINUTES
The Moore County Board of Education met at the Central Office in Carthage on Monday, May 10, 2010,
at 6:00 pm.
The following Board members were present:
J. Dale Frye, Chair

Staff present for the meeting included: Superintendent Susan Purser, Cathy McRae, Larry Upchurch,
Kathy Kennedy, Tim Lussier, Anita Alpenfels, Brian Phillips, Eric Porter, Mike Griffin, and Board
Attorney Ann Majestic. Other school staff, students, community members, and press were also present.
The Chair called the meeting to order at 6:00 pm. The Chair called for approval of the agenda. Upon a
motion by Pamela Thompson and a second by Susan Black, the Board Agenda for May 10, 2010, was
approved as presented.
Dr. Purser shared information about the superintendent’s new evaluation process. Dr. Clack shared
that at some point she would like to hear more about the new process for teachers and principals also.
Pamela Thompson presented the following motion for the Board to go into closed session: “I move that
the Board go into closed session for the following purpose: "to consider confidential personnel matters
as provided in N.C.G.S. 143-318.11(a)(6) and 115C-319. Dr. Lorna Clack presented a second and the
motion carried.
The Board returned to Open Session at 7:00 pm.
Jordan Hamilton, a student from Aberdeen Elementary School, led the audience in The Pledge of
Allegiance and DV’Ontee, also a student from Aberdeen Elementary School, provided an inspirational
message. A moment of silence was observed.
Bruce Cunningham recognized our Growing to Greatness award recipients. Melody Thomas, West Pine
Middle School was recognized as our Certified Employee of the Month and Sharon Street, Academy
Heights Elementary School, was recognized as our Support Staff Employee of the Month. Alexis
Schustrum, Pinecrest High School, was recognized as our Student of the Month. Also recognized were
Volunteers of the Month Bob Andrews and “Zeus”, who volunteer at Robbins Elementary School, Kitty
Cobb with “Haiku and Lili” who also volunteer at Robbins Elementary School, Wilma Laney, who
volunteers at Southern Middle School, Teaching Fellows Kelly Davis/North Moore High, Kaitlin Leach,
Natassia Saquilan, Leslie Walters (alternate) and Clark Williams (alternate)/Pinecrest High, and
Ashton Blue and Jennifer Matthews/Union Pines High. Beverly Lashley was recognized for receiving
the NC Leadership Award from the National Association of Federal Education Program Administrators
and Stefanie Phillips, teacher at North Moore High School, was recognized as being named a Kenan
Fellow.

Board Member Comments
Board members commented on activities/events that they attended at our schools and Laura Lang
reminded the Board about the Sandhills Farm Life Elementary School 150 th celebration taking place
this coming Saturday at 10:00 am.
The Board took a short 10-minute recess to allow visitors and guests and opportunity to leave if needed.
Superintendent Report
Budget Update - Dr. Purser gave a presentation to the Board with an update on the latest budget
information that she has available.
Public Address to the Board
No one signed up to address the Board.
Program Highlight
Compass Program at Southern Middle School – Principal Dr. Mike Metcalf, Communities In Schools
Volunteer Dr. Robin Moore, and Kaye Rodriquez of Southern Middle School, gave a presentation on the
Compass Program (a mentoring program) at Southern Middle School that is operated in conjunction
with CIS.
Board Action
Amended 2009-2010 Budget Resolution and Quarterly Financial Update – Chief Finance Officer Mike
Griffin presented the following Amended Budget Resolution. Upon a motion by Laura Lang and a
second by Pamela Thompson, the Board voted to approve the Amended 2009-10 Budget Resolution as
presented.

Section 6 The Southeast Region Education Consortium (SREC) will be accounted for as an agency fund – Fund 6, in
the accounting records of the Moore County Board of Education.
Section 7 Revenues of $600,000 are budgeted for the Child Care Fund – Fund 7, to cover expenses for after-school
daycare programs at respective schools. Any net revenues will be earned and held by the individual schools.
Section 8 The revenues and expenditures for public school construction/projects through the School Special Revenue
fund, including State Facility Funds, State Lottery Funds and Local School Bond Funds, will be accounted for through the
accounting records of the County of Moore.
Section 9 The additional fund balance, if any, in excess of the designated appropriation in the Local Current Fund or
the Local Capital Fund will be automatically appropriated to contingency, once the Annual Financial (Audit) Report has been
presented to the Board of Education.

Section 10 The Superintendent and Finance Officer are hereby authorized to transfer appropriations within a purpose
code within a fund as contained herein under the following conditions:
a. They may transfer amounts within a purpose code within a fund with proper justification.
b. They may not transfer amounts from contingency without Board of Education approval.
c. They may not transfer any amounts between Local Current appropriation and Local Capital appropriation
without the approval of the Board of Education and the County Commissioners.
Section 11 Copies of the Budget Resolution shall be furnished to the Superintendent and the Finance Officer for
direction in carrying out their duties.

Sandhills Community College Trustee Appointment - Chair Frye opened the floor up for nominations
for the trustee appointment at Sandhills Community College. Susan Black placed the name of George
Little into nomination. There being no other nominations Susan Black presented a motion to close
nominations and accept Mr. Little by acclamation. Kathy Farren presented a second and the motion
carried. Mr. Little’s reappointment term will be from July 1, 2010 through June 30, 2104.

Upon a motion by Kathy Farren and a second by Dr. Lorna Clack, the policies were approved on the
second reading. Kathy also informed the Board that on the June agenda will appear two policies that
the Board will need to approve on the first reading.
Consent Agenda
Upon a motion by Susan Black and a second by Pamela Thompson, the Board voted to approve the
consent agenda as presented. The consent agenda consisted of the Personnel Report, Board minutes for
April 12, 2010, and closed session minutes for March 8, 2010. The Board also approved Out-of-State
Field Trip Requests for Union Pines High School, Awarding of Contracts for Roofing Repairs as follows:
Pinecrest Auditorium to T.R. Driscoll, Inc. in the amount of $80,800.00, Pinehurst Elementary Media
to McRae Roofing, Inc. in the amount of $19,525.00, Robbins Gym to T.R. Driscoll, Inc. in the amount
of $22,900.00, Southern Pines Elementary #3 Cyber to McRae Roofing in the amount of $19,650.00,

Reports/Discussion
Bond Projects Update - Deputy Superintendent Dr. Larry Upchurch provided an update to the Board on
current bond projects. Dr. Upchurch noted that work has been completed on Crain’s Creek Middle
School and work is expected to be completed at West Pine Elementary School in June.
Upon a motion by Dr. Lorna C. Clack, the meeting adjourned at 8:40 pm.
