BEST PRACTICES IN SUSTAINABLE<br />

LAND MANAGEMENT (SLM)<br />

THEME ON COMMUNITY PROTECTED AREAS<br />

BACKGROUND<br />

The M<str<strong>on</strong>g>in</str<strong>on</strong>g>istry of Agriculture, Forestry and Fisheries (MAFF) through the<br />

Susta<str<strong>on</strong>g>in</str<strong>on</strong>g>able Land Management Project has identified <strong>on</strong>e hundred potential<br />

<str<strong>on</strong>g>best</str<strong>on</strong>g> <str<strong>on</strong>g>practices</str<strong>on</strong>g> <str<strong>on</strong>g>in</str<strong>on</strong>g> susta<str<strong>on</strong>g>in</str<strong>on</strong>g>able <str<strong>on</strong>g>land</str<strong>on</strong>g> <str<strong>on</strong>g>management</str<strong>on</strong>g> (SLM). Best <str<strong>on</strong>g>practices</str<strong>on</strong>g> <str<strong>on</strong>g>in</str<strong>on</strong>g> SLM<br />

are def<str<strong>on</strong>g>in</str<strong>on</strong>g>ed as: "Measures, methods or activities; that perform <str<strong>on</strong>g>best</str<strong>on</strong>g> or<br />

achieve the highest impact (<str<strong>on</strong>g>in</str<strong>on</strong>g> SLM) accord<str<strong>on</strong>g>in</str<strong>on</strong>g>g to predef<str<strong>on</strong>g>in</str<strong>on</strong>g>ed criteria<br />

assessed through a validati<strong>on</strong> process." (UN C<strong>on</strong>venti<strong>on</strong> to Combat<br />

Desertificati<strong>on</strong> or UNCCD)<br />

Informati<strong>on</strong> <strong>on</strong> Best Practices aims to guide policy makers and planers <strong>on</strong><br />

what successful strategies may be promoted <strong>on</strong> a wider scale. At the same<br />

time, development workers can use them directly as "models" that may be<br />

adapted <str<strong>on</strong>g>in</str<strong>on</strong>g> somewhat similar situati<strong>on</strong>s.<br />

There are 5 <str<strong>on</strong>g>theme</str<strong>on</strong>g>s <str<strong>on</strong>g>in</str<strong>on</strong>g> Best Practices: (1) Susta<str<strong>on</strong>g>in</str<strong>on</strong>g>able Agriculture; (2)<br />

Community Forestry; (3) Community Fisheries (4) Community Protected<br />

Areas; and (5) Local authorities work <str<strong>on</strong>g>in</str<strong>on</strong>g> Natural resources <str<strong>on</strong>g>management</str<strong>on</strong>g>.<br />

Best Practices were identified <str<strong>on</strong>g>in</str<strong>on</strong>g> c<strong>on</strong>sultati<strong>on</strong> with NGO partners. The key<br />

criteria used were relevance to issues <strong>on</strong> <str<strong>on</strong>g>land</str<strong>on</strong>g> degradati<strong>on</strong>; the extent of<br />

adopti<strong>on</strong> and current spread of the Best Practice.<br />

There are two types of potential <str<strong>on</strong>g>best</str<strong>on</strong>g> <str<strong>on</strong>g>practices</str<strong>on</strong>g>: "technologies" and<br />

"approaches". Specific farm<str<strong>on</strong>g>in</str<strong>on</strong>g>g “techniques” (e.g. <str<strong>on</strong>g>in</str<strong>on</strong>g>tegrated farm<str<strong>on</strong>g>in</str<strong>on</strong>g>g<br />

systems etc) are examples of technologies<br />

On the other hand, "approaches" can refer to “plann<str<strong>on</strong>g>in</str<strong>on</strong>g>g and facilitat<str<strong>on</strong>g>in</str<strong>on</strong>g>g<br />

tools" such as rapid appraisal tools, extensi<strong>on</strong> methods, efforts to improve<br />

security of tenure etc. This article discusses the Best <str<strong>on</strong>g>practices</str<strong>on</strong>g> under the<br />

Theme <strong>on</strong> Community Protected Areas<br />

BEST PRACTICES<br />

Twenty sites with <str<strong>on</strong>g>best</str<strong>on</strong>g> practice were identified by MOE‐based partners<br />

<str<strong>on</strong>g>in</str<strong>on</strong>g> collaborati<strong>on</strong> with the SLM Project and c<strong>on</strong>sultati<strong>on</strong> with NGO<br />

partners. The process used the follow<str<strong>on</strong>g>in</str<strong>on</strong>g>g criteria:<br />

Community effort is at least 5 years old and recognized by the<br />

M<str<strong>on</strong>g>in</str<strong>on</strong>g>istry of Envir<strong>on</strong>ment ( MOE).<br />

Dem<strong>on</strong>strati<strong>on</strong> of active participati<strong>on</strong> and good <str<strong>on</strong>g>management</str<strong>on</strong>g>.<br />

Representati<strong>on</strong> of CPAs <str<strong>on</strong>g>in</str<strong>on</strong>g> coastal low‐<str<strong>on</strong>g>land</str<strong>on</strong>g> and up<str<strong>on</strong>g>land</str<strong>on</strong>g> areas.<br />

The c<strong>on</strong>sultative process also took <str<strong>on</strong>g>in</str<strong>on</strong>g>to c<strong>on</strong>siderati<strong>on</strong> how communities<br />

and their partners are positively implement<str<strong>on</strong>g>in</str<strong>on</strong>g>g CPA by address<str<strong>on</strong>g>in</str<strong>on</strong>g>g or<br />

cop<str<strong>on</strong>g>in</str<strong>on</strong>g>g with the challenges cited above. Table 1 is a list of the 20 CP sites<br />

identified through the process described above. Five CPA sites were<br />

further documented because of their potential to be models of CPA:<br />

Partnerships between Park officials, commune and community<br />

to protect a porti<strong>on</strong> of the Bokor Nati<strong>on</strong>al Park through<br />

community organizati<strong>on</strong>s and value additi<strong>on</strong> to NTFP<br />

Community‐based ecotourism <str<strong>on</strong>g>in</str<strong>on</strong>g> Chambok, Kamp<strong>on</strong>g Speu<br />

susta<str<strong>on</strong>g>in</str<strong>on</strong>g>ed through benefit shar<str<strong>on</strong>g>in</str<strong>on</strong>g>g and re<str<strong>on</strong>g>in</str<strong>on</strong>g>vestment.<br />

Community based enforcement based <strong>on</strong> respect<str<strong>on</strong>g>in</str<strong>on</strong>g>g<br />

traditi<strong>on</strong>al access to natural resources <str<strong>on</strong>g>in</str<strong>on</strong>g> Romany Commune,<br />

Preah Vihear Prov<str<strong>on</strong>g>in</str<strong>on</strong>g>ce.<br />

Multi sectoral collaborati<strong>on</strong> to protect the Giant Ibis and<br />

White Shoulder Ibis for eco‐tourism and livelihood<br />

improvement, Preah Vihear Prov<str<strong>on</strong>g>in</str<strong>on</strong>g>ce<br />

Mangrove reforestati<strong>on</strong> through eco‐tourism development <str<strong>on</strong>g>in</str<strong>on</strong>g><br />

Peam Krosob Commune, Koh K<strong>on</strong>g Prov<str<strong>on</strong>g>in</str<strong>on</strong>g>ce.<br />

OTHER SOURCE OF INFORMATION ON BEST PRACTICES FOR SLM IN<br />

CPAS<br />

Aside from the list of 20 <str<strong>on</strong>g>in</str<strong>on</strong>g> Table 1, there are other sources of <str<strong>on</strong>g>in</str<strong>on</strong>g>formati<strong>on</strong> <strong>on</strong> vary<str<strong>on</strong>g>in</str<strong>on</strong>g>g<br />

stages of <str<strong>on</strong>g>best</str<strong>on</strong>g> <str<strong>on</strong>g>practices</str<strong>on</strong>g>. Some of them are still young (newly developed but with<br />

str<strong>on</strong>g potential), some are mature and proven (many years of test<str<strong>on</strong>g>in</str<strong>on</strong>g>g).<br />

The CBNRMLI is a source of <str<strong>on</strong>g>in</str<strong>on</strong>g>formati<strong>on</strong> <strong>on</strong> potential <str<strong>on</strong>g>best</str<strong>on</strong>g> <str<strong>on</strong>g>practices</str<strong>on</strong>g> dem<strong>on</strong>strated by<br />

communities that served as venue for acti<strong>on</strong> research of the c<strong>on</strong>cept of CBNRM.<br />

The Cambodia Community Based Ecotourism Network (CCBEN) is a network of 30<br />

<str<strong>on</strong>g>in</str<strong>on</strong>g>stituti<strong>on</strong>al members who are promote and share knowledge <strong>on</strong> community based<br />

ecotourism. At least 14 Community based ecotourism (CBET) sites are presently<br />

<str<strong>on</strong>g>in</str<strong>on</strong>g>volved and at least 6 of them are covered or partially covered by CPAs.<br />

POLICY IMPLICATIONS<br />

In pilot sites, relevant <str<strong>on</strong>g>in</str<strong>on</strong>g>terventi<strong>on</strong>s that were designed <str<strong>on</strong>g>in</str<strong>on</strong>g> collaborati<strong>on</strong> with<br />

communities and stakeholders are produc<str<strong>on</strong>g>in</str<strong>on</strong>g>g the desired results of natural resources<br />

and biodiversity protecti<strong>on</strong> while at the same time c<strong>on</strong>tribut<str<strong>on</strong>g>in</str<strong>on</strong>g>g to poverty alleviati<strong>on</strong>.<br />

Value additi<strong>on</strong> of NTFP based livelihood as well as community based ecotourism are<br />

becom<str<strong>on</strong>g>in</str<strong>on</strong>g>g important sources of employment and <str<strong>on</strong>g>in</str<strong>on</strong>g>come.<br />

The presence of both government and n<strong>on</strong> government facilitators <str<strong>on</strong>g>in</str<strong>on</strong>g> CPA areas has<br />

<str<strong>on</strong>g>in</str<strong>on</strong>g>creased the c<strong>on</strong>fidence of communities to implement measures <str<strong>on</strong>g>in</str<strong>on</strong>g> spite of some of<br />

the uncerta<str<strong>on</strong>g>in</str<strong>on</strong>g>ties <str<strong>on</strong>g>in</str<strong>on</strong>g> the policy and regulatory framework for CPAs. However, to ensure<br />

the susta<str<strong>on</strong>g>in</str<strong>on</strong>g>ability and rapid spread of the current and future effective acti<strong>on</strong>s <str<strong>on</strong>g>in</str<strong>on</strong>g> CPAs,<br />

there is a need to accelerate efforts to address the rema<str<strong>on</strong>g>in</str<strong>on</strong>g><str<strong>on</strong>g>in</str<strong>on</strong>g>g gaps <str<strong>on</strong>g>in</str<strong>on</strong>g> the policy and<br />

regulatory framework. This would <str<strong>on</strong>g>in</str<strong>on</strong>g>crease the <str<strong>on</strong>g>in</str<strong>on</strong>g>centive level for local communities<br />

and stakeholders to <str<strong>on</strong>g>in</str<strong>on</strong>g>vest their time and own resources for ma<str<strong>on</strong>g>in</str<strong>on</strong>g>ta<str<strong>on</strong>g>in</str<strong>on</strong>g><str<strong>on</strong>g>in</str<strong>on</strong>g>g CPAs.<br />

KEY ISSUES<br />

Protected Areas c<strong>on</strong>tribute to<br />

ensur<str<strong>on</strong>g>in</str<strong>on</strong>g>g water supply and<br />

irrigati<strong>on</strong>, ma<str<strong>on</strong>g>in</str<strong>on</strong>g>ta<str<strong>on</strong>g>in</str<strong>on</strong>g><str<strong>on</strong>g>in</str<strong>on</strong>g>g<br />

nutrient flows and regulat<str<strong>on</strong>g>in</str<strong>on</strong>g>g<br />

flood events <str<strong>on</strong>g>in</str<strong>on</strong>g> adjacent<br />

agricultural <str<strong>on</strong>g>land</str<strong>on</strong>g>s. At the<br />

same time, they c<strong>on</strong>tribute to<br />

the diversity of species some<br />

of which support agricultural<br />

c<strong>on</strong>cerns such as crop<br />

protecti<strong>on</strong> (e.g. botanical<br />

pesticides).<br />

Community Protected Areas<br />

(CPAs) help ma<str<strong>on</strong>g>in</str<strong>on</strong>g>ta<str<strong>on</strong>g>in</str<strong>on</strong>g><br />

Protected Areas while at the<br />

same time address<str<strong>on</strong>g>in</str<strong>on</strong>g>g poverty<br />

alleviati<strong>on</strong>. There are<br />

challenges <str<strong>on</strong>g>in</str<strong>on</strong>g> CPA<br />

implementati<strong>on</strong>. As CPA<br />

guidel<str<strong>on</strong>g>in</str<strong>on</strong>g>es have yet to be<br />

formalized, there is<br />

uncerta<str<strong>on</strong>g>in</str<strong>on</strong>g>ty <str<strong>on</strong>g>in</str<strong>on</strong>g> the process of<br />

formulat<str<strong>on</strong>g>in</str<strong>on</strong>g>g CPA <str<strong>on</strong>g>management</str<strong>on</strong>g><br />

plans that ensure a balance<br />

between protecti<strong>on</strong> and<br />

poverty alleviati<strong>on</strong> objectives.<br />

Also facilitati<strong>on</strong> capacity of<br />

both government officials and<br />

NGO staff to ensure effective<br />

CPA establishment require<br />

further strengthen<str<strong>on</strong>g>in</str<strong>on</strong>g>g.<br />

Another challenge is<br />

enhanc<str<strong>on</strong>g>in</str<strong>on</strong>g>g equity at different<br />

levels: between the CPA comanagers,<br />

community and<br />

state, and am<strong>on</strong>gst the CPA<br />

members. Ma<str<strong>on</strong>g>in</str<strong>on</strong>g>stream<str<strong>on</strong>g>in</str<strong>on</strong>g>g<br />

CPA <str<strong>on</strong>g>in</str<strong>on</strong>g>itiatives <str<strong>on</strong>g>in</str<strong>on</strong>g>to<br />

development plans is needed<br />

<str<strong>on</strong>g>in</str<strong>on</strong>g> order to ensure its l<strong>on</strong>g<br />

term f<str<strong>on</strong>g>in</str<strong>on</strong>g>ancial susta<str<strong>on</strong>g>in</str<strong>on</strong>g>ability.<br />
