Commission, ikarehwo Nairobi handu ha gutuarwo kuria ng’ombe iri. So sometimes some knowledge is important if you are a
minister but you are right in the sense that we need to be very clear where the policy maker should be. Whether the policy
maker should within the parliament or the ministry itself because ministers are policy makers not the implementors like the
Permanent Secretaries. But that discussion is going to continue in the National Constitutional Conference.
Now, Joshua said that 15 ministries are too few, therefore, he would want to increase them. I think uria mundu agirirwo ni
kwiyuria ni which ones are the key Ministries and so on. But also ungi-imagine the number, I think we have 45 Ministers and
Assistant Ministers I think they are about 60 – they are very many and they are also a big burden. Tariu Office of the President
ri, why do we have so many Assistant Ministers and I think they are 4 Ministers what are they doing
So may be as we re-structure the govt. tondu tura move towards making the government smaller, we talked about lessening the
govt. the expanding participation ya andu so that the govt. becomes the manager rather than the implementor. But again that is
going to be debated more in the National Conference.
I think the need for the upper house I talked about it a little and I am also saying that this is also another debate in the National
Conference. The only thing I wanted to add haha ni ati like I said the costing of the government ni irekwo and by the time we
start the National Conference the costing will be made clear. How much are we paying now, na difference ingikorwo iri iriku.
Considering also that matiri na power kuma Katiba ini ya ku-raise their own salaries.
Now, supervision ya political parties – Joshua – you are right the Electoral Commission ino turi nayo tiyo turaria uhoro wayo,
and I ama glad the councillor reminded us about this, tondu ringi tukihe powers to the Electoral Commission twageragia
kwiririkania ati we are not talking about the Electoral Commission made by the Kivuitu but we are thinking about the Elections
Commission njeru and you know there are 22 Commissioners, this is also very expensive so we have reduced them to 8. There
are 8 Commissioners, they are going to be independent, they are going to go through Ethics and Integrity Committee nigetha ma
vetwo in the same way the other people megukorwo maki-vett-wo (interjection: inaudible)
Turi na appointments cia commissioners which I think they are in page 34, where we have – sorry I have seen something
missing in the appointment of the commission, but let’s check under the electoral process which comes earlier, article 83 so can
you see page 84 – establishment of the commission, - sorry I think there is something missing the appointment of the
commission is not there and it is under the general provision, there is something missing and we will rectify. But most of the
commissioners are only appointed by the President after approval by parliament itself. So that some of the Commissioners who
are dealing under the Public Service or Judicial Service or Electoral Commission, the names are proposed to parliament, the
parliament approves and then gives to the Parliament, the President signs. But I will check again. But it is supposed to be an
independent Commission, both 8 Commissioners and they are not appointed by the President. The appointment in this
particular case is ceremonial but they are actually approved by parliament. So it should be a much better Commission than
