2. INSUFFICIENT FUNDS OF LGUs TO CREATE AN ENRO & IMPLEMENT ENVIRONMENT PROJECTS According to Section 284 of the Local Government Code of the Philippines (RA 7160), Internal Revenue Allotment (IRA) is a local government’s share of revenues from the national government. It is largely based on land area and population. LGUs also derive revenues from local sources. • Typically, the IRA for municipalities account for 90% of total revenues. Since cities have more sources of local revenues, their IRA ranges from 50-70% of the total revenues.
RECOMMENDATIONS: 1. For Congress to review the formula in the distribution of IRA 2. LGUs through LCP, LMP, PCL should come up with an ordinance charging fees based on Polluter’s Pay Principle on substances identified to be potential sources of air pollutants to generate alternative source of revenue for AQM initiatives; 3. Conduct research study on charging fees based on Polluter’s Pay Principle and Extended Producer’s Responsibility.
