3. LACK OF TECHNICAL CAPABILITY OF LGUs TO IMPLEMENT & ENFORCE DEVOLVED ENVIRONMENT FUNCTIONS RECOMMENDATIONS: 1. DENR to provide necessary trainings for the implementation and enforcement of the provisions of RA 8749 to local ENROs; 2. DENR and DOST to continuously educate the local ENROs on available technologies to improve air quality.
4. LACK OF CAPACITY AND CAPABILITY TRAINING FOR THE ORGANIZED TRANSPORT GROUP TO SELF-MONITOR AND IMPLEMENT PREVENTIVE MAINTENANCE RECOMMENDATIONS: 1.
