<str<strong>on</strong>g>The</str<strong>on</strong>g> University <str<strong>on</strong>g>operates</str<strong>on</strong>g> <str<strong>on</strong>g>and</str<strong>on</strong>g> <str<strong>on</strong>g>maintains</str<strong>on</strong>g> adequate <str<strong>on</strong>g>facilities</str<strong>on</strong>g> to serve the needs of the <str<strong>on</strong>g>instituti<strong>on</strong></str<strong>on</strong>g>’s<br />

educati<strong>on</strong>al programs, support services, <str<strong>on</strong>g>and</str<strong>on</strong>g> missi<strong>on</strong> related activities. VCU is principally housed <strong>on</strong> two<br />

campuses located in Richm<strong>on</strong>d. <str<strong>on</strong>g>The</str<strong>on</strong>g> 90.6-acre M<strong>on</strong>roe Park Campus is <strong>on</strong> the western perimeter of<br />

downtown in the picturesque residential area known as the “Fan District.” Twenty-two blocks east is the<br />

52.4-acre VCU Medical Center, adjacent to the State Capital. Between the two campuses, VCU occupies<br />

196 buildings, 54 of which were built prior to 1900 <str<strong>on</strong>g>and</str<strong>on</strong>g> 52 are designated as historic or lie within a<br />

historic district. Located <strong>on</strong> the M<strong>on</strong>roe Park Campus are the College of Humanities <str<strong>on</strong>g>and</str<strong>on</strong>g> Sciences (with<br />

its Schools of Mass Communicati<strong>on</strong>s, Government <str<strong>on</strong>g>and</str<strong>on</strong>g> Public Affairs, <str<strong>on</strong>g>and</str<strong>on</strong>g> World Studies), the H<strong>on</strong>or’s<br />

College, University College, <str<strong>on</strong>g>and</str<strong>on</strong>g> the schools of Arts, Business, Educati<strong>on</strong>, Engineering, Graduate Studies,<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> Social Work. Major buildings <strong>on</strong> the Academic Campus include the Snead Hall (Business), East Hall<br />

In additi<strong>on</strong> the student residence halls, several administrative <str<strong>on</strong>g>and</str<strong>on</strong>g> student services buildings are located<br />

<strong>on</strong> this campus as well (for example, University Bookstore <str<strong>on</strong>g>and</str<strong>on</strong>g> Cary Street Recreati<strong>on</strong> Center).<br />

Housed at the VCU Medical College of Virginia Campus are the schools of Allied Health Professi<strong>on</strong>s,<br />

Dentistry, Medicine, Nursing, <str<strong>on</strong>g>and</str<strong>on</strong>g> Pharmacy. Major buildings, in additi<strong>on</strong> to MCV Hospital, include<br />

Sanger Hall (general classrooms <str<strong>on</strong>g>and</str<strong>on</strong>g> laboratories), Ly<strong>on</strong>s Dental Building, Wood Building (Dentistry),<br />

K<strong>on</strong>tos Medical Sciences Building, School of Nursing Building, Smith Building (Pharmacy), Tompkins-<br />

McCaw Library, <str<strong>on</strong>g>and</str<strong>on</strong>g> the J<strong>on</strong>ah L. Larrick Student Center. Various other buildings house administrative<br />

units, laboratories, <str<strong>on</strong>g>and</str<strong>on</strong>g> other services.<br />

VCU also offers the Master of Social Work program in Alex<str<strong>on</strong>g>and</str<strong>on</strong>g>ria, Virginia. However, this program is<br />

being phased out. This facility includes classrooms, faculty <str<strong>on</strong>g>and</str<strong>on</strong>g> administrati<strong>on</strong> offices, a computer<br />

laboratory, student lounge, <str<strong>on</strong>g>and</str<strong>on</strong>g> small library all in <strong>on</strong>e building. Parking is available for up to 100<br />

vehicles <str<strong>on</strong>g>and</str<strong>on</strong>g> is near the Metro (the public transportati<strong>on</strong> system in Northern Virginia).<br />

Virginia Comm<strong>on</strong>wealth University – School of the Arts in Qatar is housed in buildings owned by the<br />

Qatar Foundati<strong>on</strong>. <str<strong>on</strong>g>The</str<strong>on</strong>g>se <str<strong>on</strong>g>facilities</str<strong>on</strong>g> are designed to meet the specificati<strong>on</strong>s of VCU <str<strong>on</strong>g>and</str<strong>on</strong>g> are equipped with<br />

the best current equipment to support its programs. Located <strong>on</strong> the ground floor of the facility is the<br />

VCUQatar Library. Other learning resources are located throughout the <str<strong>on</strong>g>facilities</str<strong>on</strong>g> <str<strong>on</strong>g>and</str<strong>on</strong>g> include the writing<br />

laboratory, wood shop, media support services, the gallery, <str<strong>on</strong>g>and</str<strong>on</strong>g> the interior design resource room.<br />

<str<strong>on</strong>g>The</str<strong>on</strong>g> Inger <str<strong>on</strong>g>and</str<strong>on</strong>g> Walter Rice Center for Envir<strong>on</strong>mental Life Sciences is located <strong>on</strong> 342 acres in Charles City<br />

County. <str<strong>on</strong>g>The</str<strong>on</strong>g> Rice Center is located al<strong>on</strong>g Virginia’s largest aquatic ecosystem, the James River. <str<strong>on</strong>g>The</str<strong>on</strong>g> Rice<br />

Center is a major comp<strong>on</strong>ent in VCU’s Life Sciences program <str<strong>on</strong>g>and</str<strong>on</strong>g> includes a recently completed 4,900<br />

square foot educati<strong>on</strong> facility.<br />

Finally, VCU owns 89 acres in Hanover County which formerly served as an animal research facility site.<br />

Today it is used sporadically by Forensic Science faculty as the University determines a suitable use for<br />

the property.<br />

<str<strong>on</strong>g>The</str<strong>on</strong>g> Facilities Management Divisi<strong>on</strong>’s (FMD) purpose is to enable the University to carry out its missi<strong>on</strong><br />

of teaching, research <str<strong>on</strong>g>and</str<strong>on</strong>g> public service by providing cost-effective <str<strong>on</strong>g>and</str<strong>on</strong>g> efficient planning, design,<br />

c<strong>on</strong>structi<strong>on</strong>, <str<strong>on</strong>g>and</str<strong>on</strong>g> maintenance services. In fulfilling this missi<strong>on</strong>, FMD has primary resp<strong>on</strong>sibility for:<br />

development of the University’s Master Site Plan; translating the Master Site Plan into multi-year<br />

development plans, <str<strong>on</strong>g>and</str<strong>on</strong>g> preparati<strong>on</strong> of biennial capital outlay requests. After capital requests are<br />

approved, the Divisi<strong>on</strong> oversees the executi<strong>on</strong> phase. Capital budget planning <str<strong>on</strong>g>and</str<strong>on</strong>g> executi<strong>on</strong> follows<br />

formal State review <str<strong>on</strong>g>and</str<strong>on</strong>g> approval procedures. <str<strong>on</strong>g>The</str<strong>on</strong>g> FMD website includes links to the departmental site<br />

which include informati<strong>on</strong> <strong>on</strong> current <str<strong>on</strong>g>and</str<strong>on</strong>g> upcoming capital projects, the capital budgeting process,<br />

space planning guidelines, <str<strong>on</strong>g>and</str<strong>on</strong>g> other relevant <str<strong>on</strong>g>facilities</str<strong>on</strong>g> informati<strong>on</strong>.<br />

<str<strong>on</strong>g>The</str<strong>on</strong>g> FMD web page c<strong>on</strong>tains<br />

which provides <str<strong>on</strong>g>facilities</str<strong>on</strong>g>-related news of interest <str<strong>on</strong>g>and</str<strong>on</strong>g> a link to a<br />

web site detailing c<strong>on</strong>structi<strong>on</strong> c<strong>on</strong>tract bidding informati<strong>on</strong>, GIS maps, maps showing z<strong>on</strong>e<br />

maintenance areas, snow removal priorities, campus maps, police jurisdicti<strong>on</strong> areas <str<strong>on</strong>g>and</str<strong>on</strong>g> other<br />

informati<strong>on</strong> of use to University c<strong>on</strong>stituents.<br />

Planning <str<strong>on</strong>g>and</str<strong>on</strong>g> Design area includes a listing of<br />

newly approved capital projects with background informati<strong>on</strong> <strong>on</strong> each.<br />

In additi<strong>on</strong> to University facility development activities, FMD also provides project planning <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

c<strong>on</strong>structi<strong>on</strong> services to the VCU Health System Authority. Because the Authority <str<strong>on</strong>g>operates</str<strong>on</strong>g> the teaching<br />

hospitals utilized by the University to train medical students, coordinati<strong>on</strong> of development of <str<strong>on</strong>g>facilities</str<strong>on</strong>g><br />

for <str<strong>on</strong>g>both</str<strong>on</strong>g> entities is essential. FMD also <str<strong>on</strong>g>maintains</str<strong>on</strong>g> a close relati<strong>on</strong>ship with the Virginia Biotechnology<br />

Research Park. <str<strong>on</strong>g>The</str<strong>on</strong>g> Park is a joint venture of the University, the Comm<strong>on</strong>wealth of Virginia, <str<strong>on</strong>g>and</str<strong>on</strong>g> the City<br />

of Richm<strong>on</strong>d. When fully developed, the Park will c<strong>on</strong>tain over 1.5 milli<strong>on</strong> square feet of research<br />

laboratories, office <str<strong>on</strong>g>and</str<strong>on</strong>g> support space, <str<strong>on</strong>g>and</str<strong>on</strong>g> will serve as a locati<strong>on</strong> for 3,000 researchers, scientists,<br />

engineers, <str<strong>on</strong>g>and</str<strong>on</strong>g> technicians to carry out their activities. In additi<strong>on</strong> to private corporati<strong>on</strong>s, the Park<br />

provides space for entrepreneurial efforts of University faculty.<br />

FMD is a statewide leader in assessing the need for increased funding to correct accumulated deferred<br />

higher educati<strong>on</strong> <str<strong>on</strong>g>facilities</str<strong>on</strong>g> maintenance. For the past three years VCU has used Sightlines, LLC, a<br />

company that provides <str<strong>on</strong>g>facilities</str<strong>on</strong>g> benchmarking services. Using Sightlines, LLC, VCU is able to assess the<br />

effectiveness of its deferred maintenance program in terms of funding <str<strong>on</strong>g>and</str<strong>on</strong>g> effectiveness of program<br />

executi<strong>on</strong>. This process allows VCU to more effectively use its deferred maintenance funding by<br />

choosing the most appropriate project categories in which to invest.<br />

As part of its capital planning resp<strong>on</strong>sibilities, FMD’s University Planning Office c<strong>on</strong>ducts an annual space<br />

inventory to document the types <str<strong>on</strong>g>and</str<strong>on</strong>g> amounts of space utilized. University Planning <str<strong>on</strong>g>maintains</str<strong>on</strong>g> a<br />

website, which provides access, subject to password protecti<strong>on</strong>, to building floor plans, building <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

departmental space allocati<strong>on</strong>s, space allocati<strong>on</strong>s by the organizati<strong>on</strong>al unit <str<strong>on</strong>g>and</str<strong>on</strong>g> summary reports<br />

showing number, locati<strong>on</strong>, <str<strong>on</strong>g>and</str<strong>on</strong>g> size of classrooms <str<strong>on</strong>g>and</str<strong>on</strong>g> laboratories, as well as space allocati<strong>on</strong>s by type<br />

of space <str<strong>on</strong>g>and</str<strong>on</strong>g> space allocati<strong>on</strong>s by program.<br />

Through its Physical Plant Department, the Divisi<strong>on</strong> assesses the c<strong>on</strong>diti<strong>on</strong> of academic, research,<br />

administrative <str<strong>on</strong>g>and</str<strong>on</strong>g> other space, <str<strong>on</strong>g>and</str<strong>on</strong>g> develops plans for correcti<strong>on</strong> of deficiencies. Since 2008, VCU has<br />

entered all its properties in to the Comm<strong>on</strong>wealth Facility Inventory C<strong>on</strong>diti<strong>on</strong> <str<strong>on</strong>g>and</str<strong>on</strong>g> Assessment System<br />

(FICUS). This data entry requires VCU to c<strong>on</strong>duct a full assessment of each system in every building.<br />

Each facility is now inspected every three years <str<strong>on</strong>g>and</str<strong>on</strong>g> system data is updated. FICUS enables PPD to have<br />

a more accurate representati<strong>on</strong> of the current <str<strong>on</strong>g>and</str<strong>on</strong>g> future c<strong>on</strong>diti<strong>on</strong> of VCU’s <str<strong>on</strong>g>facilities</str<strong>on</strong>g> <str<strong>on</strong>g>and</str<strong>on</strong>g> use that<br />

informati<strong>on</strong> to make project <str<strong>on</strong>g>and</str<strong>on</strong>g> funding decisi<strong>on</strong>s. Identifying <str<strong>on</strong>g>and</str<strong>on</strong>g> resolving existing deficiencies is an<br />

integral part of the multi-year development plan <str<strong>on</strong>g>and</str<strong>on</strong>g> the biennial capital outlay request. <str<strong>on</strong>g>The</str<strong>on</strong>g> current<br />

Facilities C<strong>on</strong>diti<strong>on</strong> Report is available up<strong>on</strong> request.<br />

Three organizati<strong>on</strong>al units have resp<strong>on</strong>sibility for operati<strong>on</strong> <str<strong>on</strong>g>and</str<strong>on</strong>g> maintenance of University <str<strong>on</strong>g>facilities</str<strong>on</strong>g>.<br />

<str<strong>on</strong>g>The</str<strong>on</strong>g>se units work in c<strong>on</strong>cert <str<strong>on</strong>g>and</str<strong>on</strong>g> share expertise to ensure that adequate <str<strong>on</strong>g>facilities</str<strong>on</strong>g> are provided in<br />

support of the University’s missi<strong>on</strong>.<br />

<str<strong>on</strong>g>The</str<strong>on</strong>g> University’s Divisi<strong>on</strong> of Student Affairs <str<strong>on</strong>g>operates</str<strong>on</strong>g> <str<strong>on</strong>g>and</str<strong>on</strong>g> <str<strong>on</strong>g>maintains</str<strong>on</strong>g> dormitories, student centers,<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> recreati<strong>on</strong>al <str<strong>on</strong>g>facilities</str<strong>on</strong>g>.<br />

<str<strong>on</strong>g>The</str<strong>on</strong>g> Athletics Department <str<strong>on</strong>g>operates</str<strong>on</strong>g> <str<strong>on</strong>g>and</str<strong>on</strong>g> <str<strong>on</strong>g>maintains</str<strong>on</strong>g> <str<strong>on</strong>g>facilities</str<strong>on</strong>g> associated with intercollegiate<br />

athletics.<br />

Each of these departments is dedicated to providing timely, quality workmanship <str<strong>on</strong>g>and</str<strong>on</strong>g> service delivered<br />

in a cost-effective manner.<br />

<str<strong>on</strong>g>The</str<strong>on</strong>g> Physical Plant Department <str<strong>on</strong>g>maintains</str<strong>on</strong>g> a website that c<strong>on</strong>tains a wealth of informati<strong>on</strong> for users of<br />

department services. Specifically, the site c<strong>on</strong>tains listings of department c<strong>on</strong>tacts for various services,<br />

the appropriate c<strong>on</strong>tact in the event of emergencies, <str<strong>on</strong>g>and</str<strong>on</strong>g> an automated form for submitting a work<br />

request. <str<strong>on</strong>g>The</str<strong>on</strong>g> Physical Plant Department also c<strong>on</strong>ducts an annual survey to determine the degree of<br />

satisfacti<strong>on</strong> with cleaning services. <str<strong>on</strong>g>The</str<strong>on</strong>g> goal is to c<strong>on</strong>tinually improve services <str<strong>on</strong>g>and</str<strong>on</strong>g> the survey provides<br />

feedback <strong>on</strong> the adequacy of current efforts. A copy of the survey results is available <strong>on</strong> request.<br />

<str<strong>on</strong>g>The</str<strong>on</strong>g> Office of Instituti<strong>on</strong>al Research <str<strong>on</strong>g>and</str<strong>on</strong>g> Evaluati<strong>on</strong> (IRE) c<strong>on</strong>ducts a biannual utilizati<strong>on</strong> analysis of<br />

undergraduate <str<strong>on</strong>g>and</str<strong>on</strong>g> graduate instructi<strong>on</strong>al space at Virginia Comm<strong>on</strong>wealth University. Course<br />

informati<strong>on</strong> is compiled by IRE. <str<strong>on</strong>g>The</str<strong>on</strong>g> University’s Facilities Management Divisi<strong>on</strong> provides room<br />

MCV Campus course <str<strong>on</strong>g>and</str<strong>on</strong>g> room assignments. From this analysis, IRE prepares a data file of courses <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

room assignments at VCU, excluding professi<strong>on</strong>al degree program instructi<strong>on</strong> delivered in the schools of<br />

Medicine <str<strong>on</strong>g>and</str<strong>on</strong>g> Dentistry, that is provided to the State Council of Higher Educati<strong>on</strong> for Virginia (SCHEV) for<br />

their statewide assessment of classroom <str<strong>on</strong>g>and</str<strong>on</strong>g> class labs utilizati<strong>on</strong>. <str<strong>on</strong>g>The</str<strong>on</strong>g> University reports the results of<br />

the utilizati<strong>on</strong> analysis as part of the annual statewide Report <strong>on</strong> Instituti<strong>on</strong>al Effectiveness (ROIE). IRE<br />

also publishes the Classroom Use <strong>on</strong> the Academic Campus report that shows the details of the class<br />

scheduling patterns of the Academic Campus' most heavily utilized classrooms. Instructi<strong>on</strong>al classroom<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> laboratory space data for first professi<strong>on</strong>al degree programs in Medicine <str<strong>on</strong>g>and</str<strong>on</strong>g> Dentistry are<br />

maintained by the respective schools, in coordinati<strong>on</strong> with the Office of the Vice President for Health<br />

Sciences, <str<strong>on</strong>g>and</str<strong>on</strong>g> reported to its accrediting agencies <str<strong>on</strong>g>and</str<strong>on</strong>g> professi<strong>on</strong>al organizati<strong>on</strong>s as required.<br />

When decisi<strong>on</strong>s must be made c<strong>on</strong>cerning utilizati<strong>on</strong>, renovati<strong>on</strong> or c<strong>on</strong>structi<strong>on</strong> of space that crosses<br />

organizati<strong>on</strong>al boundaries, the vice-presidents meet to discuss the issues <str<strong>on</strong>g>and</str<strong>on</strong>g> develop a<br />

recommendati<strong>on</strong> to the President. <str<strong>on</strong>g>The</str<strong>on</strong>g> vice-presidents also make recommendati<strong>on</strong>s related to the<br />

Master Site Plan <str<strong>on</strong>g>and</str<strong>on</strong>g> capital outlay priorities.<br />
