Abstract:<br />

Efforts to develop <strong>and</strong> enhance recycling <strong>and</strong> w<strong>as</strong>te treatment facilities have improved in recent years, but still<br />

have not managed to stabilize w<strong>as</strong>te levels. Incre<strong>as</strong>ed consumption <strong>and</strong> accompanied levels of w<strong>as</strong>te have led<br />

to an interest in w<strong>as</strong>te <strong>prevention</strong> strategies. One such strategy for household w<strong>as</strong>te is the implementation of a<br />

weight‐b<strong>as</strong>ed fee structure, or <strong>Pay</strong> As <strong>You</strong> <strong>Throw</strong> (PAYT). This policy makes households responsible for the<br />

quantity of w<strong>as</strong>te discarded <strong>and</strong> thus creates an incentive for incre<strong>as</strong>ed recycling, composting, <strong>and</strong> ideally a<br />

reduction in w<strong>as</strong>te creation. This research looks at the application of PAYT in Sweden through a <strong>collective</strong> c<strong>as</strong>e<br />

study; eight municipalities are examined for their strategies of adapting the policy to local conditions. This<br />

project aims to further research on PAYT in the are<strong>as</strong> of illegal disposal threats, compost options, <strong>and</strong> longterm<br />

adjustments to the policy. The project also examines how PAYT fits into a larger European Union policy<br />

transition towards w<strong>as</strong>te <strong>prevention</strong>. Results show that PAYT h<strong>as</strong> the potential to adapt well to local<br />

conditions, encourage w<strong>as</strong>te reductions, <strong>and</strong> receive high acceptance from stakeholders, however, <strong>as</strong> a w<strong>as</strong>te<br />

<strong>prevention</strong> strategy only offers one piece of the puzzle, <strong>as</strong> w<strong>as</strong>te levels for the sampled municipalities, after an<br />

initial decre<strong>as</strong>e, have continued to follow national trends of an overall incre<strong>as</strong>e.<br />
