FRAMEWORK AGREEMENT FOR ROAD BASED PASSENGER TRANSPORT<br />

1 PURPOSE OF REPORT<br />
1.1 To approve the Procurement Plan <strong>for</strong> a <strong>Framework</strong> <strong>Agreement</strong> <strong>for</strong> <strong>Road</strong> <strong>Based</strong><br />
<strong>Passenger</strong> <strong>Transport</strong><br />
2 RECOMMENDATION(S)<br />
2.1 That the Procurement Plan <strong>for</strong> a <strong>Framework</strong> <strong>Agreement</strong> <strong>for</strong> <strong>Road</strong> <strong>Based</strong> <strong>Passenger</strong><br />
<strong>Transport</strong>, attached at Annex 1, is approved.<br />
3 REASONS FOR RECOMMENDATION(S)<br />
3.1 It is a requirement of the Contract Standing Orders that the Executive member<br />
approves any Procurement Plan with a value in excess of £400,000. This decision<br />
seeks approval <strong>for</strong> the procurement process.<br />
4 ALTERNATIVE OPTIONS CONSIDERED<br />
4.1 One alternative was considered – to wait <strong>for</strong> the outcome of the Bus Strategy and<br />
then conduct individual tenders <strong>for</strong> each route. The <strong>Framework</strong> option recommended<br />
gives much more flexibility to let and relet bus routes quickly and efficiently in the<br />
future.<br />
5 SUPPORTING INFORMATION<br />
5.1 The framework agreement will provide the structure to procure routes, the Bus<br />
Strategy in development will define what the Council deems appropriate to provide,<br />
and call offs under the framework can then be conducted rapidly to procure the<br />
specific routes. Appropriate qualitative criteria in the call offs will ensure that any<br />
route details put <strong>for</strong>ward by operators fulfil the requirements defined in the Strategy.<br />
