THE EXECUTIVE MEMBER FOR PLANNING AND TRANSPORT, COUNCILLOR
MRS MARY BALLIN
DATE: 15 TH MAY 2013
FRAMEWORK AGREEMENT FOR ROAD BASED PASSENGER TRANSPORT
Director of Environment, Culture and Communities
1 PURPOSE OF REPORT
1.1 To approve the Procurement Plan for a Framework Agreement for Road Based
Passenger Transport
2 RECOMMENDATION(S)
2.1 That the Procurement Plan for a Framework Agreement for Road Based Passenger
Transport, attached at Annex 1, is approved.
3 REASONS FOR RECOMMENDATION(S)
3.1 It is a requirement of the Contract Standing Orders that the Executive member
approves any Procurement Plan with a value in excess of £400,000. This decision
seeks approval for the procurement process.
4 ALTERNATIVE OPTIONS CONSIDERED
4.1 One alternative was considered – to wait for the outcome of the Bus Strategy and
then conduct individual tenders for each route. The Framework option recommended
gives much more flexibility to let and relet bus routes quickly and efficiently in the
future.
5 SUPPORTING INFORMATION
5.1 The framework agreement will provide the structure to procure routes, the Bus
Strategy in development will define what the Council deems appropriate to provide,
and call offs under the framework can then be conducted rapidly to procure the
specific routes. Appropriate qualitative criteria in the call offs will ensure that any
route details put forward by operators fulfil the requirements defined in the Strategy.
6 ADVICE RECEIVED FROM STATUTORY AND OTHER OFFICERS
Borough Solicitor
6.1 The Borough Solicitor’s advice is contained within the Procurement Plan.
Borough Treasurer
6.2 The Borough Treasurer’s advice is contained within the Procurement Plan.

Equalities Impact Assessment
6.3 Equality Screening Record attached at Annex 2 of this report.
Strategic Risk Management Issues
6.4 Risks are covered within the Procurement Plan.
7 CONSULTATION
7.1 Council Officers including the Head of Procurement, Transport Category Manager
and Assistant Borough Solicitor were consulted in the drafting of the Plan.
