The meeting was called to order at 7:05 p.m. by President Janis McCracken. Officer Michael<br />

Schira led us in the Pledge of Allegiance. Roll call of CPAAA officers was taken. Present were<br />

Janis McCracken, President; Linda Kohnen, Vice President; Lisa Foster, Treasurer; and<br />

Roberta Bachle, Recording Secretary. Jean Larkin, Corresponding Secretary, was absent.<br />

Janis McCracken welcomed Lt. Timothy Cunningham, Interim Captain of the 3rd Precinct, and<br />

Lt. Leslie Tate of the 4th Precinct, representing Captain James Schneider of the 4th Precinct<br />

since he was unable to attend.<br />

OUTSTANDING OFFICERS‐OF‐THE‐QUARTER AWARDS<br />

Lt. Timothy Cunningham presented the Third Precinct’s Officer‐of‐the‐Quarter Award to<br />

Officer John Bradley. PO John Bradley began his career with the <strong>St</strong>. <strong>Louis</strong> <strong>County</strong> Police<br />

Department in 2009 and has been assigned to the Affton Southwest Precinct since then. In<br />

the second quarter of 2012, and within only 20 days of work, PO Bradley has made 21 arrests<br />

and cleared 26 crimes (13 of which were felonies). He has also seized 3 firearms, made 7<br />

drug arrests, and 1 DWI arrest. Two of the drug arrests were for active meth labs, and<br />

through his experience and training, he was able to identify the precursors used to<br />

manufacture methamphetamine. He contacted the Bureau of Drug Enforcement Meth Unit<br />

to respond and dispose of a potentially dangerous and hazardous situation to the community<br />

and officers on the scene. Officer Bradley was presented with a plaque and a $100 Visa card<br />

from CPAAA.<br />

Lt. Leslie Tate presented the Fourth Precinct’s Officer‐of‐the‐Quarter Award to Officer Brett<br />

<strong>St</strong>einhoff. Officer Brett <strong>St</strong>einhoff has been employed with the <strong>St</strong>. <strong>Louis</strong> <strong>County</strong> Police<br />

Department for about a year and a half. Prior to joining the department, Officer <strong>St</strong>einhoff<br />

was a member of the United <strong>St</strong>ates Armed Forces from 2006 to 2010, where he served as a<br />

Navy Aviation Mechanic. Officer <strong>St</strong>einhoff is a very active officer who frequently volunteers<br />

to assist other officers and conducts numerous traffic/vehicle checks during his shift. He<br />

leads his platoon in the number of self‐initiated assignments he completes. He is a highly<br />

motivated and driven officer with lots of energy and initiative. Officer <strong>St</strong>einhoff is one of the<br />

leaders of the precinct’s Explorer Scout program. This is a program for young men and<br />

women who want to learn more about a career in law enforcement. Officer <strong>St</strong>einhoff is a<br />

member of the department’s Crisis Intervention Team. He will be receiving the John J.<br />

McAtee Award from Mental Health America of Eastern Missouri. He and other officers from<br />

the precinct will be recognized for the successful end to a very volatile situation where<br />

officers encountered an armed suicidal subject. They were able to take him into custody with<br />

no major harm to himself or others. Officer <strong>St</strong>einhoff received a bachelor’s degree in<br />

professional aeronautics from Embry Riddle Aeronautical University. Officer <strong>St</strong>einhoff<br />

deserves praise for his hard work and dedication. He is an asset to this department and the<br />

citizens of <strong>St</strong>. <strong>Louis</strong> <strong>County</strong>. Officer <strong>St</strong>einhoff was presented with a plaque and a $100 Visa<br />

card from CPAAA.<br />

THIRD PRECINCT REPORT<br />

Lt. Timothy Cunningham reported that crime was down for several months now and crime<br />

was down for the first quarter.<br />

FOURTH PRECINCT REPORT<br />

Lt. Leslie Tate reported that South <strong>County</strong> Mall is a big problem. To try to address this<br />

problem they are trying using extra patrol cars to make an impact in that area.<br />

PRESENTATION:<br />

Jane Rodgers and Jane Lottmann gave a very interesting and informative presentation about the work of the<br />

Bureau of Communications. There are 73 individuals assigned to the Bureau, all civilians. They handle all 911<br />

calls and police radios. They are responsible for 45 police agencies within <strong>St</strong>. <strong>Louis</strong> <strong>County</strong>. In addition, they are<br />

responsible for the crime tip hotline, animal control, highways after 6 p.m. and on weekends, and the safe<br />

school hotline. They determine when to sound the early warning sirens and they issue the S.A.R.A/Amber alerts.<br />

They are in the process of purchasing and developing a plan for a new building in Valley Park for the<br />

Department.<br />

MINUTES: A motion to suspend the reading of the minutes from the General Meeting of February 9, 2012, was<br />

COMMITTEE REPORTS<br />

• Ways & Means, Linda Kohnen, Chair (314‐846‐8736).<br />

Linda thanked all those who worked at the Police Welfare Association Car Show. She explained the eScript<br />

program through Schnucks grocery stores. It doesn’t cost anything to use, but when it is used, CPAAA receives a<br />

percentage of the total purchase. To get a card, contact Linda. Linda is also working on a fund raiser for the fall.<br />

• Cheer Committee, Karen Hernandez, Chair (314‐925‐8866)<br />

Let Karen know if there is any CPAAA member or police officer who is sick, in the hospital, having a baby, or<br />

getting married. Karen will send an appropriate card from CPAAA.<br />

• Membership, Bob Boyer, Chair (314‐488‐1120).<br />

Bob Boyer welcomed the new members from the April 2012 graduation class. He said there are 181 members in<br />

CPAAA.<br />

• Recent Activities<br />

‐ Janis McCracken thanked all who brought food to the 3rd and 4th precincts for Valentine’s Day. It was well<br />

received, and we will do it again but not on Valentine’s Day. We received a note from Lt. Karl Bulla thanking<br />

us for the food.<br />

‐ During the recent Citizens’ Police Academy, we provided the refreshments for each meeting and a<br />

decorated cake for the graduates. Seven graduates joined the CPAAA the night of graduation.<br />

‐ Officer‐of‐the‐Year Banquet: Approximately 250 people attended the Banquet in March. Officer Shoni<br />

Brevik was named Officer of the Year and was presented with a check for $1500, along with a beautiful<br />

plaque. The remaining seven nominees each received $300. To commemorate the ten‐year anniversary of<br />

the CPAAA founding, we honored our founder, Colonel Timothy Fitch, Chief of Police, at the Banquet with a<br />

beautiful plaque and a donation of $500 in his name to the Police Welfare Association.<br />

There will be a change in format next year so that one officer from each precinct will be named Officer of<br />

the Year. Please let Janis know if anyone is interested in being on the committee for next year. The<br />

committee will start meeting during the summer. Duties involve selling tickets, fund raising, etc.<br />

• Upcoming Activities<br />

Karen Hernandez, Volunteer Activities Chair (314‐925‐8866)<br />

Karen is the liaison with the police precincts for all activities. She will try to give as much advance notice as<br />

possible about events. Call her to volunteer or ask questions about any events needing volunteers..<br />

+ Volunteers are needed for the Police Welfare Association Golf Tournament on 5/23 at Norwood Hills<br />

Country Club. We will assist at registration, help with food service, act as spotters, and help with whatever<br />

else is needed.<br />

+ Volunteers needed for the DARE Dance on May 8. Volunteers are also needed for the DARE <strong>St</strong>ate<br />

Training Conference. It will be July 28 to August 4. July 28 they will be having a trivia night at the Affton<br />

Elks to raise money for Missouri DARE. There will be a public car show on Sunday, July 29 th , at the Comfort<br />

Inn Hotel in Maryland Heights. That is also the site of the conference. Help is needed all week at the<br />

conference with workshops, silent auction, etc.<br />

‐ Holiday Party: Darlene Groppe, Chair (314‐416‐4605), announced the Holiday Party will be on Thursday,<br />

December 13, at Genesis Banquet Center.<br />

• Refreshments, Dee Wirtz (314‐894‐0393) and Kathleen Gallaher (314‐845‐0337), Co‐Chairs<br />

Dee and Kathleen are in charge of the refreshments for the General Meetings. If they call on you to provide a<br />

dessert, please help out.<br />

• Merchandise, Bob Needham, Chair (314‐842‐3463) reported that we have tee‐shirts, hats, and jackets<br />

available.<br />

NEW BUSINESS:<br />

Our next General Meeting will be at 7:00 p.m., Thursday, August 9. At the November 8 meeting, we will hold<br />

elections for officers and Board members to serve for 2013. Janis McCracken will be looking for people to serve<br />

on the Nominating Committee and will contact members regarding their willingness to run for an officer/Board<br />

position. She will appoint a Nominating Committee at the August meeting.<br />

A motion was made and seconded to adjourn the meeting. The meeting was adjourned at 8:20.<br />
