The Forum - Spring 2002<br />

Being melodically inclined, but otherwise not musically gifted, I <strong>of</strong>ten tend into verse given a word prompt. Take for instance<br />
our employee newsletter, “The Forum.”<br />
Forum evokes images <strong>of</strong> the Broadway production, “A Funny Thing Happened on the Way to the Forum.” The refrain,<br />
“something familiar, something peculiar, something for everyone…” hums in my head as it may well resonate with others <strong>of</strong><br />
you acquainted with the classic comedy.<br />
With that I <strong>of</strong>ficially “open up the curtain” to your “new” Forum newsletter. My desire is that you find this publication to be<br />
“something for everyone:” familiar, appealing, aesthetic, and yes, perhaps even at times peculiar. In pursuit <strong>of</strong> these desires<br />
the Forum’s editor and “beat” writers are endeavoring to produce for you something that will:<br />
1) Be fun to read<br />
2) Recognize employees and celebrate contributions<br />
3) Provide information<br />
This first issue <strong>of</strong> the year is one <strong>of</strong> transition. As such it should be somewhat familiar. It will also, however, feature a new<br />
layout which you will hopefully find to be aesthetically appealing. As to the “peculiar” that’s where everyone’s help and input<br />
is needed.<br />
Let the Forum know if someone in your midst has achieved something special. Share information that may be unique and <strong>of</strong><br />
interest to others. Tell about upcoming events and milestones in your work area.<br />
The Forum is one more way for each <strong>of</strong> us at the <strong>County</strong> to communicate. Please use this opportunity to let us know what’s<br />
on your mind. Carpe diem!<br />
With his face glowing almost as vibrantly as the three-foot<br />
torch he held above his head, Charlie Lorentz – a project engineer<br />
with the county’s Department <strong>of</strong> Highways and Traffic<br />
– trotted down Oakland Avenue on January 8 as part <strong>of</strong> the<br />
Olympic torch relay. Lorentz was one <strong>of</strong> only 11,500 people<br />
in the nation selected to participate in the 46-state torch relay,<br />
which culminated February 8 in Salt Lake City, Utah. (On<br />

that date, the torch was used to ignite the Olympic Cauldron<br />
as part <strong>of</strong> the 2002 Winter Olympics’ opening ceremony.)<br />
For Lorentz, his role in the torch relay was the stuff <strong>of</strong> lifelong<br />
memories. “This is a very special time,” he said <strong>of</strong> his twotenths<br />
<strong>of</strong> a mile jaunt down Oakland. “It was just a fabulous<br />
experience. There wasn’t any one more excited than me.”<br />

Ever wondered what <strong>County</strong> employees in other departments do In each issue, this regular column will feature<br />
each department and highlight the services that department provides. The goal is to learn about employees in<br />
other departments – or maybe more about your department! In this issue, we’ll include a basic overview <strong>of</strong> the<br />
<strong>County</strong>’s organizational structure.<br />
The <strong>County</strong> Executive is the chief administrative <strong>of</strong>ficer <strong>of</strong> the <strong>County</strong> and is responsible for the proper and<br />
efficient administration <strong>of</strong> the executive branch <strong>of</strong> <strong>County</strong> government. This position is elected on a partisan basis<br />
every four years. Currently, Buzz Westfall serves in this capacity.<br />
The <strong>County</strong> Council, a seven member body, holds all the legislative power in the county. The county is divided<br />
into seven council districts, with one member elected from each district on a partisan basis. Currently, the Council<br />
members are:<br />

The Administrative Director, currently Suzanne<br />
Richeda Pratl, coordinates all legislative activities and<br />
meetings <strong>of</strong> the Council. The <strong>County</strong> Auditor, currently<br />
Joy McClement Worn, ensures the county’s financial<br />
stability and integrity.<br />
The <strong>County</strong> Counselor’s Office serves as the county<br />
attorney and counselor at law to both the <strong>County</strong> Executive<br />
and the <strong>County</strong> Council and provides legal advice<br />
to all department heads and commissions. The<br />
<strong>County</strong> Counselor, currently Patricia Redington, is appointed<br />
by the <strong>County</strong> Executive.<br />
The Prosecuting Attorney’s Office is responsible for<br />
instituting and trying all criminal violations, include misdemeanors<br />
and traffic <strong>of</strong>fenses. The Prosecuting Attorney<br />
is elected on a partisan basis. Currently, Bob<br />
McCulloch serves in this capacity.<br />

The Board <strong>of</strong> Election Commissioners consists <strong>of</strong> four members appointed on a bi-partisan basis by the Missouri<br />
<strong>St</strong>ate Governor. The Commission maintains permanent voter registrations and conducts all federal, state,<br />
and local elections in <strong>St</strong>. <strong>Louis</strong> <strong>County</strong>.<br />
The remaining county departments provide direct services to <strong>County</strong> voters in a wide variety <strong>of</strong> areas. Watch<br />
future issues for more info on the Prosecuting Attorney’s Office, the <strong>County</strong> Counselor’s Office and the Board <strong>of</strong><br />

erupted from the thick clutch <strong>of</strong> onlookers<br />
as cancer survivor Don<br />
Foster – surrounded by gumballlighted<br />
escort vehicles – made his<br />
way west down Oakland to the<br />
street’s intersection with Oakview<br />
and touched his flame-capped<br />
torch to that held by Lorentz. With<br />
family members, friends and<br />
strangers all bellowing their support<br />
and a blizzard <strong>of</strong> camera<br />
flashes raging behind him, the 22-<br />
year Highways veteran wheeled<br />
west to complete his leg <strong>of</strong> the relay.<br />
Torch relay runners were selected by the Salt Lake Organizing<br />
Committee and torch relay commercial sponsors. In<br />
short essays submitted by relatives, friends and co-workers,<br />
more than 200,000 people from across the country were<br />
nominated for the honor. A long-time Boy Scout leader and<br />
youth soccer coach, Lorentz was nominated by his daughter<br />
Jenny. “She’s my most beautiful daughter,” noted Lorentz,<br />
whose other six children are sons. (Charlie and wife Sally<br />
also have four grandchildren.)<br />

Laboratories on the AIHA Accreditation for<br />
Saint <strong>Louis</strong> <strong>County</strong> Health Department<br />

" Way to go Tom Curran !!! Tom Curran (Plng) was selected<br />
by the <strong>St</strong>. <strong>Louis</strong> <strong>County</strong> Business Journal as one <strong>of</strong><br />
the region’s “ Top 40 leaders under the age <strong>of</strong> 40”. Tom<br />
was chronicled in the January 18th edition <strong>of</strong> the Business<br />
Journal. Check it out !<br />
" Michelle D’Aquila (Admin) recently received her MBA<br />
from Maryville University.<br />
" Ruthann DeNoyer’s (Rev) son, Cory Fitzsimmmons, is<br />
a K-9 <strong>of</strong>ficer in Festus, recently received a medal <strong>of</strong> valor<br />
for saving the life <strong>of</strong> a man whose house was on fire.<br />
" John Eckh<strong>of</strong>f (HS), Office <strong>of</strong> Veterans Affairs Manager,<br />
was presented with a proclamation from <strong>County</strong> Executive<br />
Buzz Westfall recognizing him as the founder <strong>of</strong> the<br />
Homeless Veterans Burial program. This program provides<br />
an honorable military graveside service for eligible<br />
homeless and forgotten veterans with burials in a Veteran’s<br />
Administration national or state cemetery.<br />
" Five members <strong>of</strong> the Materials Testing Lab recently earned<br />
certificates after passing the difficult American Concrete<br />
Institute Lab Testing Tech-Grade I written and practical<br />
tests. They are: Dan Ahlvers (H&T), Dan Baldenweck<br />
(H&T), Jody Brouk (H&T), <strong>St</strong>eve Leach (H&T) and Vince<br />
Ogar (H&T). The certificates are valid for six years. This<br />
was the first time our Lab personnel have taken the test,<br />
and Highways and Traffic is very proud <strong>of</strong> their accomplishment.<br />
" Michael Zeek (Plng) recently received his Master <strong>of</strong> Science<br />
in Geography with a concentration in Urban and Regional<br />
Planning.<br />

AIHA, the American Industrial Hygiene Association grants<br />
accreditation only to those laboratories that have successfully<br />
completed a rigorous application process. This process<br />
begins with an AIHA review <strong>of</strong> a written application from the<br />
laboratory describing the lab’s staff, facilities and quality control<br />
programs. Then an AIHA site auditor visits the lab in person<br />
to perform a detailed inspection <strong>of</strong> the analytical technique,<br />
standards, operating procedures, reporting formats<br />
and quality assurance programs. Last year AIHA adopted<br />
the highest International <strong>St</strong>andard <strong>of</strong> total quality management<br />
for analytical laboratories, ISO 17025. The Saint <strong>Louis</strong><br />
<strong>County</strong> Health Department Environmental Health Laboratories<br />
has met this standard <strong>of</strong> excellence. This year they have<br />
been formally recognized as being technically competent to<br />
perform the analysis for metals, asbestos, PCM, organic<br />
solvents, lead in paint chips, lead in dust wipes, and lead in<br />
soil. This achievement marks a milestone for the Environmental<br />
Health Laboratories in having its first lab section<br />
achieve this high standard. The accreditation did not come<br />
easy and required all <strong>of</strong> those in the laboratory working together<br />
as a team to accomplish their goals. Congratulations<br />
to all for your efforts!<br />
JUSTICE SERVICES RECEIVES ACCREDITATION<br />

The Department <strong>of</strong> Justice Services was recently recommended for accreditation by the American Correctional Association<br />
(ACA). <strong>St</strong>aff at all levels and in all areas <strong>of</strong> Justice Services prepared for four years for the ACA audit. On January 14, 2002<br />
the ACA Visiting Committee arrived to begin the audit process. For three days, the members <strong>of</strong> the Committee conducted a<br />
thorough inspection <strong>of</strong> the facility and all aspects <strong>of</strong> its operation. On January 16, the Visiting Committee held an exit meeting<br />
to announce the audit results. Justice Services was found to be in compliance with 100% <strong>of</strong> the 38 mandatory national<br />
standards and an exceptional 96.1% <strong>of</strong> the 383 applicable non-mandatory standards. The Committee was very favorably<br />
impressed with the pr<strong>of</strong>essionalism <strong>of</strong> the staff, the cleanliness and maintenance <strong>of</strong> the facility, and the care and custody <strong>of</strong><br />
inmates. Special mention was made <strong>of</strong> areas such as the Department’s Choices Program, the Corrections Medicine programs,<br />
and the Justice Services in-service training program. The Department will receive their Accreditation Certificate in<br />
May 2002 at the Correctional Accreditation Managers Association Conference. We at Justice Services are extremely proud<br />
to be one <strong>of</strong> only 110 jails in the entire nation, and the only one in Missouri, to be granted accreditation by the ACA.<br />

! Skip Mange was elected on February 5, 2002, to serve<br />
as the Councilman for the 3rd <strong>County</strong> Council District.<br />

! Human Services’ Office <strong>of</strong> Community Services opened<br />
the Aging Services Academy in December. This academy<br />
is funded by a Title IV grant from The Administration<br />
on Aging, Department <strong>of</strong> Health & Human Services.<br />
Participants will learn about the process <strong>of</strong> aging, aging<br />
resources, and computer skills in preparation for internships<br />
in local senior service agencies.<br />
! Human Services’ Homeless Services received an<br />
award from HUD for a 3-year shelter plus care grant to<br />
provide housing and comprehensive services to persons<br />
with disabilities.<br />
! Transitional Living Group Home Initiative – Human Services’<br />
Lakeside Center will reopen its Warson House<br />
facility at the end <strong>of</strong> March as a transitional living group<br />
home for adolescent males. This pilot program initiative<br />
will provide a much-needed community-based transitional<br />
living resource for young men who have successfully<br />
completed institutional placement at Lakeside Center<br />
or other treatment institutions utilized by the Family<br />
Court <strong>of</strong> <strong>St</strong>. <strong>Louis</strong> <strong>County</strong>. The program will focus on<br />
helping young men to make responsible decisions in the<br />
community, develop life skills, continue their education,<br />
and build a successful employment history. The home<br />
will house up to eight youth at any given time.<br />
! AGING SERVICES ACADEMY - RIBBON CUTTING<br />
CEREMONY. The Department <strong>of</strong> Human Services,<br />
Office <strong>of</strong> Family & Community Services, held a ribbon<br />
cutting ceremony Friday, February 15, 2002, for their<br />
new Aging Services Academy located in Grasso Plaza<br />
in Affton. Congressman Richard Gephardt and <strong>County</strong><br />
Executive Buzz Westfall were among the many local<br />
dignitaries in attendance.<br />
The program is a free training opportunity for adults ages<br />
50-69. They will receive a six- week course in basic<br />
gerontology and computer skills. The grant also provides<br />
graduates unpaid internships at senior service<br />
agencies such as Mid-East Area Agency on Aging,<br />
Alzheimer’s Center, and the <strong>County</strong> Older Residents<br />
Program. The first training program started January 14,<br />
with 27 people enrolled. Twenty-five people are registered<br />
for the next six-week session beginning in March.<br />
The project is funded by a $418,950 grant from the Department<br />
<strong>of</strong> Health & Human Services, Administration<br />
on Aging, under Title IV <strong>of</strong> the Older Americans Act.<br />

! The Department <strong>of</strong> Administration celebrates <strong>St</strong>. Pat’s<br />
Day. The third <strong>of</strong> the Department’s Employee Socials,<br />
the <strong>St</strong>. Pat’s Day celebration featured green food, green<br />
refreshments and green employees (at least their clothes<br />

! Spirit Airport has completed implementation <strong>of</strong> the Airport<br />
Security Program which began shortly after 9/11/<br />
01. The comprehensive program includes law enforcement,<br />
access control, establishment <strong>of</strong> Security Identification<br />
Display Areas (SIDA) and tenant training. Over<br />
600 employees with access to the SIDA have been registered<br />
and badged as part <strong>of</strong> the program. Additional<br />
security enhancements will be made on the Airport as<br />
Grant monies become available through MoDOT and<br />
the FAA. The Spirit Security program is now being used<br />
as a model for several similar type airports located<br />
around the country.<br />
! YOUTH AVIATION DAY - On Saturday, May 20, 2002,<br />
from 9AM to 4PM, Spirit Airport is hosting Youth Aviation<br />
Day in conjunction with the Experimental Aircraft<br />
Association’s Young Eagles program, which is designed<br />
to introduce one million children to the world <strong>of</strong> aviation<br />
by 2003.<br />
• A free airplane ride for kids 8-17 years old with a licensed<br />
pilot<br />
• Ground school, weather school, and other aviation education<br />
• <strong>County</strong> Police helicopter and other airplanes on display<br />
• Free soda, food, games and more<br />
Flights are scheduled on a first-come, first-served<br />
basis. We are limited to the first 400 children. Parents<br />
will be asked to provide written permission before kids<br />

Last fall when dramatic changes occurred in the Training and<br />
Development staff, we saw it as an opportunity to step back<br />
and look at what we were doing and why we were doing it.<br />
After conducting 10 focus groups and evaluating 450 feedback<br />
surveys, we’ve decided, as Sam Walton would say, to<br />
“eliminate the dumb” (and fluff). Our two certificate programs<br />
will be shorter and will concentrate on developing a strong<br />
workforce – what all employers want their employees to have<br />
in desired knowledge, skills and behaviors. The ESDP program<br />
will consist <strong>of</strong> just seven courses and the ICMA program<br />
will be six courses. In addition, we will provide <strong>of</strong>ferings<br />
to two previously neglected groups, the non-supervising pr<strong>of</strong>essional<br />
and mid-level managers. Look for the Training<br />
