Ever wondered what County employees in other departments do In each issue, this regular column will feature
each department and highlight the services that department provides. The goal is to learn about employees in
other departments – or maybe more about your department! In this issue, we’ll include a basic overview of the
County’s organizational structure.
The County Executive is the chief administrative officer of the County and is responsible for the proper and
efficient administration of the executive branch of County government. This position is elected on a partisan basis
every four years. Currently, Buzz Westfall serves in this capacity.
The County Council, a seven member body, holds all the legislative power in the county. The county is divided
into seven council districts, with one member elected from each district on a partisan basis. Currently, the Council
members are:
1 st District – Charlie A. Dooley
2 nd District – Vacant
3 rd District – Skip Mange

4 th District – Michael E. O’Mara
5 th District – Kurt S. Odenwald
County Council Prosecuting Attorney
6 th District – John Campisi
7 th District – Gregory F. Quinn

The Administrative Director, currently Suzanne
Richeda Pratl, coordinates all legislative activities and
meetings of the Council. The County Auditor, currently
Joy McClement Worn, ensures the county’s financial
stability and integrity.
The County Counselor’s Office serves as the county
attorney and counselor at law to both the County Executive
and the County Council and provides legal advice
to all department heads and commissions. The
County Counselor, currently Patricia Redington, is appointed
by the County Executive.
The Prosecuting Attorney’s Office is responsible for
instituting and trying all criminal violations, include misdemeanors
and traffic offenses. The Prosecuting Attorney
is elected on a partisan basis. Currently, Bob
McCulloch serves in this capacity.

The Board of Election Commissioners consists of four members appointed on a bi-partisan basis by the Missouri
State Governor. The Commission maintains permanent voter registrations and conducts all federal, state,
and local elections in St. Louis County.
The remaining county departments provide direct services to County voters in a wide variety of areas. Watch
future issues for more info on the Prosecuting Attorney’s Office, the County Counselor’s Office and the Board of
Election, as well as all the other departments.
