The <strong>SHE2013</strong> Conference is being held<br />

at The Hilton Manchester Deansgate.<br />

Registration<br />

The registration desk will be situated<br />

inside Cloud 23 during the opening<br />

night’s reception on Wednesday 1 May<br />

from 19:00–21:00. Cloud 23 is situated<br />

on Floor 23 at the venue <strong>and</strong> is accessed<br />

by the lift next to the hotel reception. As<br />

of Thursday 2 May the reception desk<br />

will be located in the Deansgate Foyer,<br />

which is outside of the main conference<br />

room. The desk will be open from 08:00<br />

on Thursday 2 May until the end of<br />

Session 4 at 17:15 <strong>and</strong> open again<br />

on Friday 3 May from 08:30.<br />

The conference begins at 09:00<br />

on Thursday 2 May <strong>and</strong> concludes<br />

with lunch provided at 13:15 on<br />

Friday 3 May.<br />

Lunch <strong>and</strong> coffee breaks<br />

Coffee breaks <strong>and</strong> lunch will take place<br />

in the Deansgate Foyer.<br />

Dress code<br />

There is no dress code for the conference<br />

however delegates tend to dress to<br />

at least “business casual”. The dress<br />

code for the conference dinner will be<br />

lounge suit.<br />

hosted by ENA. There will be drinks <strong>and</strong><br />

hot food available. The event will run from<br />

19:00–21:00 on Wednesday 1 May. The<br />

please advise the conference staff when<br />

The drinks reception <strong>and</strong> the conference<br />

dinner will be held at the Museum of<br />

Science <strong>and</strong> Industry, a 5 minute walk<br />

from The Hilton. Staff will be on h<strong>and</strong> to<br />

direct you to the Museum, which is directly<br />

opposite the hotel’s main entrance. The<br />

drinks reception will be held between<br />

19:00–20:00 <strong>and</strong> the conference dinner<br />

will be held from 20:00.<br />

Objectives<br />

The <strong>Energy</strong> Industry SHE Management Conference<br />

promotes the highest st<strong>and</strong>ards of addressing <strong>and</strong><br />

managing SHE issues within our industry.<br />

It provides a forum for all stakeholders – employees,<br />

employers, trade unions <strong>and</strong> regulators – to network,<br />

share best practice <strong>and</strong> review safety, health <strong>and</strong><br />

environment challenges <strong>and</strong> concerns.<br />

The Conference aims to foster co-operation <strong>and</strong><br />

improve contact between, <strong>and</strong> within, the organisations<br />

<strong>and</strong> companies that comprise our industry.<br />

Welcome to the 24th <strong>Energy</strong> Industry<br />

<strong>Safety</strong>, <strong>Health</strong> <strong>and</strong> <strong>Environment</strong><br />

Conference. This year marks 10 years of<br />

ENA organising this conference on behalf<br />

of the energy industry <strong>and</strong> we are proud to<br />

support this show of commitment to what<br />

is such a vital part of delivering safe <strong>and</strong><br />

secure energy.<br />

The next couple of days promise to be<br />

another great opportunity to engage with<br />

industry colleagues <strong>and</strong> share experiences<br />

on many topics. We are committed to<br />

helping improve the health <strong>and</strong> safety of<br />

all who work in our industry <strong>and</strong> the<br />

environment we live in.<br />

Last year we heard how safety was a<br />

‘golden thread’ aligning the interests of<br />

employees <strong>and</strong> shareholders, <strong>and</strong> how<br />

improving safety <strong>and</strong> reducing injuries<br />

required a joint solution for the workforce<br />

<strong>and</strong> the company. These topics provided<br />

an excellent starting point for discussions<br />

around the 2013 theme for Powering<br />

Improvement - Human <strong>and</strong> Organisational<br />

Factors: Behavioural <strong>Safety</strong> <strong>and</strong> Personal<br />

Responsibility. These discussions<br />

continue over the next two days <strong>and</strong> are<br />

an important part of our ongoing efforts<br />

to improve health <strong>and</strong> safety.<br />

This year’s conference will examine<br />

the significance of “behavioural safety”,<br />

including global best practice, as well<br />

as current industry issues both of<br />

conventional assets as well as addressing<br />

issues emerging as part of the drive for<br />

innovation on our networks.<br />

So as always, please make the most of<br />

this valuable networking opportunity to<br />

share your thoughts, plans <strong>and</strong> innovative<br />

initiatives to achieve the vision of being<br />

a world leader in health <strong>and</strong> safety<br />

performance by 2015.<br />

Barry Bridgman<br />

Barry has been with SSE in its various<br />

guises since 1971 when he joined as an<br />

apprentice electrician, after completing<br />

what was then a 4 year apprenticeship<br />

he did installation work until crossing<br />

over to the old “engineering” side of<br />

the company in 1980 to become an<br />

installation inspector. After privatisation<br />

when Southern Electric merged with<br />

Scottish Hydro Electric, Barry became<br />

a team manager <strong>and</strong> an SAP on supply<br />

restoration looking after all of the faults<br />

on the network for 10 years until taking<br />

up a full time safety role as a Business<br />

SHE Manager in 2004.<br />

He had been a Trade Union <strong>Safety</strong> Rep<br />

for over 20 years at that point as well as<br />

a shop steward (as they were then called)<br />

<strong>and</strong> sat on groups such as the company<br />

HESAC.<br />

Dr Olivia Carlton<br />

Head of Occupational <strong>Health</strong>, Transport<br />

for London, President of the Faculty<br />

of Occupational Medicine<br />

Olivia is an Occupational Physician <strong>and</strong><br />

has worked for Transport for London<br />

(formerly London Transport) for more<br />

than 20 years. She advises Transport<br />

for London <strong>and</strong> in particular London<br />

Underground on occupational health<br />

policy <strong>and</strong> strategy. She also head’s up<br />

TfL’s multi-disciplinary occupational health<br />

team. Integrating the physical, mental <strong>and</strong><br />

social aspects of good occupational<br />

health management has been a focus for<br />

this team for some considerable time.<br />

She is the current President of the Faculty<br />

of Occupational Medicine <strong>and</strong> a former<br />

President of the Society of Occupational<br />

Medicine.<br />

Alan Cheung<br />

Director for Behavioural Management,<br />

Costain Group<br />

Alan has been instrumental in the<br />

development <strong>and</strong> implementation of<br />

the Costain Behavioural <strong>Safety</strong> (CBS)<br />

Programme, which began in 2006. In<br />

2011 he successfully took the CBS<br />

Programme through third party<br />

accreditation with the Cambridge<br />

Center for Behavioral Studies, making<br />

CBS the first third party accredited<br />

behavioural safety programme in the UK.<br />

Alan has a degree in Civil Engineering<br />

from Loughborough University, is a<br />

Chartered Civil Engineer <strong>and</strong> Member<br />

of the Institution of Civil Engineers. He<br />

has over 23 years experience of working<br />

in the UK Construction Industry <strong>and</strong><br />

prior to taking on his current role Alan<br />

headed up Costain’s £440M United<br />

Utilities Contract.<br />

Mike Clancy<br />

General Secretary, PROSPECT<br />

Mike is the General Secretary of<br />

PROSPECT, a trade union representing<br />

120,000 professional staff in both public<br />

<strong>and</strong> private sectors. He was elected to<br />

this position in January 2013.<br />

Formerly, he held overall responsibility<br />

for members employed in the <strong>Energy</strong><br />

<strong>and</strong> Defence Sectors <strong>and</strong> was the policy<br />

lead for <strong>Health</strong> <strong>and</strong> <strong>Safety</strong> <strong>and</strong> Legal<br />

Services. In earlier negotiating roles he<br />

represented members in Electricity Supply<br />

<strong>and</strong> Defence at national level. Mike<br />

combines 24 years of experience as<br />

a trade union officer with 8 years as an<br />

Employment Tribunal member. In 2002<br />

he was also appointed to the Employment<br />

Appeal Tribunal.<br />

Mike holds a degree in Law, an M.A.<br />

in Industrial Relations (Warwick) <strong>and</strong><br />

an M.B.A. (Cranfield). He is a Chartered<br />

member of the Institute of Personnel <strong>and</strong><br />

Development, <strong>and</strong> has held several board<br />

level positions in his earlier career in<br />

government trading funds <strong>and</strong> the skills<br />

environment.

Kevin Coyne<br />

National Officer, <strong>Energy</strong> & Utilities<br />

Sector, Unite the Union<br />

Kevin is the National Officer for Unite the<br />

Union in the <strong>Energy</strong> <strong>and</strong> Utilities Sector.<br />

Unite has a membership of over 50,000<br />

skilled workers in this sector.<br />

Kevin negotiates with employers,<br />

Government departments <strong>and</strong> regulators<br />

on a whole raft of issues from pay <strong>and</strong><br />

conditions to wider energy policy <strong>and</strong> the<br />

long term future of the industry. He is<br />

passionate about safety within the sector<br />

<strong>and</strong> takes an active interest in company<br />

HESACs. He is currently chair of the<br />

National HESAC.<br />

Kevin has been a trade Union Official for<br />

15 years. He has wide experience within<br />

the engineering sector <strong>and</strong> has actively<br />

represented members in the shipbuilding,<br />

aerospace, offshore oil <strong>and</strong> gas <strong>and</strong><br />

nuclear industries. He was originally based<br />

in the north west of Engl<strong>and</strong>, where he<br />

became the Regional Secretary for Unite.<br />

More recently he has held responsibility for<br />

members at a national level in the National<br />

<strong>Health</strong> Service <strong>and</strong> the Ministry of<br />

Defence, prior to taking up his current<br />

role. He is a board member of <strong>Energy</strong><br />

<strong>and</strong> Utility Skills.<br />

Dr Neil Davies<br />

Independent Consultant in<br />

Occupational Medicine<br />

Neil is an occupational physician who has<br />

spent most of his medical career in the<br />

energy industry, starting off as a Medical<br />

Adviser with Mobil Oil in the UK with some<br />

overseas <strong>and</strong> offshore assignments. After<br />

8 years he joined the CEGB as an Area<br />

Medical Officer <strong>and</strong> since then he has had<br />

26 years in the electricity generating<br />

sector, primarily nuclear focussed with<br />

Nuclear Electric <strong>and</strong> Magnox, his last<br />

appointment until retiring in 2011 being<br />

the Chief Medical Officer of British <strong>Energy</strong>.<br />

He then worked part-time as Medical<br />

Adviser to EDF <strong>Energy</strong> Nuclear Generation<br />

in Barnwood until 31 March this year. His<br />

main occupational health interests are in<br />

fitness for duty in safety critical<br />

environments, health effects of ionising<br />

<strong>and</strong> non ionising radiations <strong>and</strong> drugs<br />

<strong>and</strong> alcohol at work.<br />

He is a Fellow of the Faculty of Occupational<br />

Medicine <strong>and</strong> served 6 years as an ordinary<br />

board member. He was a Trustee of the<br />

British Occupational <strong>Health</strong> Research<br />

Foundation charity for 15 years <strong>and</strong> is<br />

a co-author of the FOM publication<br />

‘Guidance on alcohol <strong>and</strong> drug misuse<br />

in the Workplace’. He has also served a<br />

term as Chair of the Occupational <strong>Health</strong><br />

Advisory Group <strong>and</strong> has been a member<br />

of the Compensation Scheme Council for<br />

radiation linked diseases <strong>and</strong> its technical<br />

working party, the BMA occupational health<br />

committee <strong>and</strong> various epidemiology<br />

research steering groups.<br />

Greg Fernie<br />

Operations Director, Electricity<br />

North West<br />

Greg joined Electricity North West as<br />

Operations Director in July 2010 from<br />

United Utilities where he was Operations<br />

Director of Engineering Services. As<br />

well as Operations, Greg’s role at United<br />

Utilities included business development<br />

in the UK multi-utilities <strong>and</strong> private network<br />

market. Greg has 16 years experience in<br />

utilities <strong>and</strong> has previously held positions<br />

in DJ Ryan, Enterprise plc <strong>and</strong> was<br />

Operations Director with Bethell Power<br />

Services. Greg studied Management of<br />

Utilities at Manchester Business School<br />

<strong>and</strong> is a member of the Institute of<br />

Directors.<br />

Paul Fidler<br />

Director of Operations, <strong>Energy</strong><br />

<strong>Networks</strong> Association<br />

Paul took up the role of Director of<br />

Operations for ENA in April 2013 looking<br />

after Engineering, St<strong>and</strong>ards, Future<br />

<strong>Networks</strong>, Smart Metering <strong>and</strong> <strong>Safety</strong>,<br />

<strong>Health</strong> <strong>and</strong> <strong>Environment</strong>. He has over<br />

22 years experience in the electricity<br />

network industry, with 20 of those working<br />

for ScottishPower in various operational,<br />

design <strong>and</strong> asset management roles<br />

where he was instrumental in introducing<br />

Condition Based Maintenance techniques<br />

for 11kV <strong>and</strong> 33kV switchgear.<br />

He joined ENA in April 2011 as Engineering<br />

Development Manager liaising with all<br />

network operators on matters associated<br />

with R&D <strong>and</strong> Smarter <strong>Networks</strong> including<br />

Heat Pumps <strong>and</strong> Electric Vehicles <strong>and</strong> he<br />

leads on the LCN Fund Conference <strong>and</strong><br />

proposed Smart <strong>Networks</strong> Catalogues<br />

within the LCN Fund <strong>and</strong> Work Stream<br />

5 frameworks. Paul also looks after street<br />

work matters <strong>and</strong> sits on the National Joint<br />

Utilities Group board as <strong>Safety</strong> <strong>and</strong> Policy<br />

Director. He holds a MSC (Distinction) in<br />

Electricity Management <strong>and</strong> Technology.<br />

Nick Gill<br />

Field Operations Director, Northern<br />

Powergrid<br />

Nick is Northern Powergrid’s Field<br />

Operations Director, responsible for<br />

delivery of distribution field activities<br />

Power Sector Director, Costain Group<br />

Ian is responsible for Costain’s engineering<br />

solutions in the Power Sector. This includes<br />

offers to customers in Renewables,<br />

Transmission <strong>and</strong> Distribution <strong>and</strong> all<br />

aspects of Power Generation, including<br />

the development of new Nuclear in the<br />

UK. Ian leads activities across the Group<br />

to ensure Costain provide the best service<br />

to our Power customers, leveraging<br />

Costain’s engineering capability <strong>and</strong> track<br />

record in infrastructure <strong>and</strong> process<br />

engineering.<br />

Prior to joining Costain, Ian began his<br />

career in the electricity networks industry,<br />

E.ON. With E.ON, Ian enjoyed senior roles<br />

management, including a secondment to<br />

HM Government to assist with low carbon<br />

Gerard is a Chartered Member of IOSH<br />

of GPH <strong>Safety</strong>. Gerard is a highly<br />

chip organisations covering retail, local<br />

authority, food manufacturing <strong>and</strong> police<br />

service sectors. He also has over 17 years<br />

proven expertise in both advising on<br />

safety management systems. Gerard<br />

Dr Brian Ludlow<br />

Chief Medical Officer, Magnox Ltd<br />

Brian has been Chief Medical Officer for<br />

Magnox Limited <strong>and</strong> its predecessor<br />

Companies since December 2001. During<br />

that time the Company has been through<br />

a number of transitions <strong>and</strong> changes <strong>and</strong><br />

now only has one of its 10 power station<br />

sites still generating, hence supporting<br />

people through change has been a<br />

significant part of the work of the<br />

Occupational <strong>Health</strong> team.<br />

Prior to joining Magnox Brian was Chief<br />

Medical Officer for Jaguar Cars <strong>and</strong> before<br />

that spent over 20 years as a Medical<br />

Occupational Physician. For a period he<br />

Dr John McCaul<br />

Chief Medical Officer, RWE npower<br />

After a few years in hospital medicine,<br />

John moved to a training post in<br />

occupational medicine at Ford Motor<br />

Company in the days when Dagenham<br />

alone employed 22,000 people <strong>and</strong> made<br />

complete cars - in his time the Fiesta,<br />

Cortina <strong>and</strong> Sierra. After completing his<br />

training, he stayed with Ford for 9 years<br />

<strong>and</strong> during this time he was also the<br />

Secretary of the Society of Occupational<br />

Medicine. He then moved to the electricity<br />

sector to join the newly formed National<br />

Power Company. Within 3 years he was<br />

their Chief Medical Officer (CMO) heading<br />

up the occupational health service <strong>and</strong>, in<br />

effect, he has remained there although his<br />

CV would say he was then CMO of Innogy,<br />

RWE Innogy <strong>and</strong> finally RWE npower!<br />

John’s main interests in occupational<br />

medicine are the collection of data (on<br />

both process <strong>and</strong> outcome), which he<br />

believes is the secret to justifying the<br />

practice of occupational health), the<br />

health risks of burning biomass, EMF<br />

<strong>and</strong> mental health.<br />

Peter McCormick<br />

Powering Improvement Coordinator,<br />

Peter is an Electricity Supply Industry<br />

trained engineer with over 30 years<br />

experience in the operation, construction<br />

<strong>and</strong> maintenance of electricity distribution<br />

networks. Peter has held progressively<br />

senior management posts with CE Electric<br />

(now Northern Powergrid) <strong>and</strong> its<br />

predecessor companies. He was Director<br />

of Group <strong>Health</strong> <strong>Safety</strong> <strong>and</strong> <strong>Environment</strong><br />

for CE Electric UK <strong>and</strong> also Chair of both<br />

National HESAC <strong>and</strong> ENA’s <strong>Safety</strong>, <strong>Health</strong><br />

<strong>and</strong> <strong>Environment</strong> Committee before his<br />

“retirement” in 2011. Since June 2011 he<br />

has been providing leadership to the<br />

industry’s Powering Improvement strategy.<br />

Dr Ian Torrance<br />

Ian is an Occupational Physician who<br />

joined the CEGB in 1987 <strong>and</strong> at<br />

Privatisation became Group Occupational<br />

<strong>Health</strong> Advisor in the National Grid Division.<br />

He was employed there until 1993 <strong>and</strong> has<br />

had an on-going consultancy role since.<br />

He has been a member of the Electricity<br />

Industry Mortality Study Steering Group<br />

since it came into being at the time of<br />

privatisation of the CEGB in 1990. He<br />

has been its chairman since 1995.<br />

He has worked in the Public <strong>and</strong> Private<br />

Sectors <strong>and</strong> is currently working with Tata<br />

Steel. He is an Honorary Senior Research<br />

Fellow at Birmingham University.<br />

Dominque Vacher<br />

From January 2008 to date, Dominique<br />

has been the occupational health <strong>and</strong><br />

safety coordinator of EDF Group. Since<br />

2007 he has also been professor at<br />

the Conservatoire National des Arts et<br />

Métiers (Cnam) in the health <strong>and</strong> safety<br />

department.<br />

As part of all of these responsibilities he is<br />

Vice President of the electrical section of<br />

ISSA, President since 2000 of the <strong>Health</strong><br />

<strong>and</strong> <strong>Safety</strong> Working Group of the<br />

European Centre of Public Enterprises<br />

(CEEP: social partner of the European<br />

Commission representing the public<br />

employer <strong>and</strong> is a member of the working<br />

the private employer). In addition<br />

Dominique is responsible in France for the<br />

Group of Exchange of Inter-enterprises<br />

the field of sustainable development <strong>and</strong><br />

Peter Vujanic<br />

Operations SHE Manager, SSE<br />

Peter’s career can simply be summarised<br />

as having gone full circle: from poacher to<br />

gamekeeper <strong>and</strong> back again! Initially, he<br />

started his working life at South Western<br />

Electricity (more recently known as<br />

Western Power Distribution) as a Graduate<br />

Management Trainee. There he spent over<br />

a decade in numerous roles gaining<br />

experience in many electricity distribution<br />

disciplines such as construction,<br />

maintenance, commissioning, operations,<br />

policy, <strong>and</strong> project management at all<br />

voltages up to <strong>and</strong> including 132kV.<br />

Following this, Peter then spent around<br />

8 years in a regulatory enforcement<br />

environment; formerly at Department<br />

for Trade <strong>and</strong> Industry as a Senior<br />

Engineering Inspector <strong>and</strong> latterly at the<br />

<strong>Health</strong> & <strong>Safety</strong> Executive as a Principal<br />

Specialist Inspector (Electrical <strong>Networks</strong>).<br />

It was in these roles that Peter developed<br />

his keen interest in <strong>Health</strong> <strong>and</strong> <strong>Safety</strong><br />

matters affecting the ESI. In early 2010,<br />

Peter realised that poaching had better<br />

long-term prospects <strong>and</strong> so jumped at the<br />

opportunity to return to the private sector.<br />

He is now Operations SHE Manager in the<br />

Group SHE team at SSE.<br />

Jane Willis<br />

Jane has worked in HSE for much of her<br />

career gaining experience in policy,<br />

corporate <strong>and</strong> strategic roles. She was<br />

promoted to the Senior Civil Service<br />

in 1998.<br />

From 1998 to 2002, she was HSE’s Head<br />

of General <strong>and</strong> Technical <strong>Safety</strong> Policy<br />

where she dealt with a wide range of<br />

issues relating to the workplace <strong>and</strong> public<br />

safety. She chaired the <strong>Health</strong> <strong>and</strong> <strong>Safety</strong><br />

Commission’s Adventure Activities<br />

Industry Advisory Committee <strong>and</strong> was a<br />

member of the Fire <strong>Safety</strong> Advisory Board<br />

<strong>and</strong> the Department of <strong>Health</strong>’s Accidental<br />

Injury Task Force. During this period, she<br />

was a non-Executive Director on the<br />

Board of Trustees for the Royal Society for<br />

the Prevention of Accidents (RoSPA).<br />

She then became HSE’s Head of<br />

Planning, Efficiency <strong>and</strong> Finance leading<br />

work on managing HSE’s resources <strong>and</strong><br />

performance reporting following the 2002<br />

Spending Review.<br />

In December 2003 she was promoted to<br />

Director to lead HSE’s Policy Group <strong>and</strong> in<br />

October 2004 she initiated the “FIT3” (Fit<br />

for work, fit for life, fit for tomorrow)<br />

Programme aimed at delivering national<br />

targets for reducing ill health, injuries <strong>and</strong><br />

days lost due to work activities.<br />

In June 2009, she took up a new policy<br />

role as Director of Cross-cutting<br />

Interventions at HSE. Most recently, she<br />

has been involved in leading the response<br />

to Professor Ragnar Lofstedt’s Review of<br />

<strong>Health</strong> <strong>and</strong> <strong>Safety</strong> Legislation <strong>and</strong> HSE’s<br />

work on the Red Tape Challenge. She is<br />

HSE’s Better Regulation Champion, a<br />

member of the Cross-Government <strong>Health</strong><br />

Work <strong>and</strong> Wellbeing Executive, <strong>and</strong> part<br />

of HSE’s corporate leadership Senior<br />

Management Team.<br />

Doug is UK Director General Services<br />

<strong>and</strong> UK Director <strong>Health</strong> & <strong>Safety</strong> at<br />

ScottishPower. He chairs the ENA <strong>Safety</strong>,<br />

<strong>Health</strong> & <strong>Environment</strong> Committee <strong>and</strong> is<br />

joint-Chair National HESAC. He is also an<br />

ENA Ex-Officio Board Member.<br />

Doug is a Chartered Professional <strong>Health</strong><br />

<strong>and</strong> <strong>Safety</strong> Practitioner with over 25 years<br />

experience. During his career he has held<br />

senior roles within a number of industry<br />

sectors including transportation,<br />

construction, spirits <strong>and</strong> wine,<br />

entertainment, utilities <strong>and</strong> financial<br />

services. The businesses he has worked<br />

for include St<strong>and</strong>ard Life; Vivendi<br />

Universal; Pernod Ricard; Seagram Spirits<br />

& Wine; Scottish Equitable Balfour Beatty<br />

<strong>and</strong> First Engineering. His work has<br />

allowed him to gain extensive international<br />

business experience operating in USA,<br />

Canada, Asia <strong>and</strong> Europe. In addition to<br />

his current remit within Scottish Power,<br />

part of the Iberdrola Group, he holds a<br />

number of external industry positions <strong>and</strong><br />

responsibilities.
