Dr Huang Tien-Mu<br />

Director General, <strong>Insurance</strong> Bureau,<br />

Financial Supervisory Commission, Taiwan<br />

Dr Huang took office as Director General of the <strong>Insurance</strong><br />

Bureau under the Financial Supervisory Commission (FSC)<br />

in March 2005. He has more than 20 years’ experience in<br />

the regulation of the banking industry.<br />

He previously served in such posts as Acting Director<br />

General of the Bureau of Examination, Secretary General<br />

of the FSC and Deputy Director General of the Bureau<br />

of Monetary Affairs (currently the Banking Bureau under<br />

the FSC).<br />

As a regulator, Dr Huang is concerned with maintaining<br />

confidence in insurance markets and protecting the<br />

interests of consumers. He has spearheaded several<br />

measures to review the industry’s solvency capability and<br />

improve financial literacy.<br />

Dr Huang holds a Bachelor of<br />

Commerce Degree (Major in Banking)<br />

from National Chengchi University,<br />

a Master’s Degree of Law (Major in<br />

Public-Policy) from National Sun<br />

Yat-Sen University and a Doctor of<br />

Public Administration degree from<br />

the University of Southern California.<br />

He is also a member of the board<br />

of directors of Taiwan Tobacco and<br />

Liquor Company and Taiwan <strong>Insurance</strong><br />

Institute. Dr Huang has been a part-time associate professor<br />

(teaching management of public organisation and financial<br />

regulatory policy) in the Soochow University since 1993.<br />

Isa Rachmatarwata<br />

Chief of <strong>Insurance</strong> Bureau, <strong>Insurance</strong> Bureau, Indonesia<br />

Mr Rachmatarwata is the Head of <strong>Insurance</strong> Bureau in the<br />

Ministry of Finance of Indonesia. He has been responsible<br />

for the preparation of relevant policies and regulations<br />

on insurance business since May 2006. He also manages<br />

insurance business supervisory activities in Indonesia.<br />

Before taking on his current responsibilities, Mr<br />

Rachmatarwata was in charge of policy development<br />

and public information for private pension funds in the<br />

Directorate of Pension Funds. Under the same Directorate,<br />

he also managed pension examination activities. He spent<br />

almost 10 years with the Directorate of Pension Funds.<br />

Mr Rachmatarwata headed the Government Unit for<br />

the Implementation of Deposit Blanket Guarantee from<br />

February 2004 to December 2005 and had supervised the<br />

payment of deposits to customers of<br />

closed banks.<br />

A graduate from the Institute of<br />

Technology of Bandung with a Bachelor’s<br />

Degree in Mathematics, and the University<br />

of Waterloo with a Master’s Degree in<br />

Actuarial Science, Mr Rachmatarwata<br />

is a fellow of the Society of Actuaries of<br />

Indonesia and an associate of the Society<br />

of Actuaries (US). He has served as a<br />

member of several committees in the<br />

Society of Actuaries of Indonesia, including the Education<br />

and Examination Committee.<br />

Alan J Wilson<br />

Regional Co-Chief Executive Officer, MSIG Holdings (<strong>Asia</strong>) Pte Ltd<br />

Mr Wilson is the Chief Executive Officer of MSIG<br />

Holdings (<strong>Asia</strong>) Pte Ltd, the Singapore-based <strong>Asia</strong> regional<br />

management office of the Mitsui Sumitomo <strong>Insurance</strong><br />

Company.<br />

Prior to joining MSIG <strong>Asia</strong>, he was the <strong>Asia</strong> CEO at<br />

Allianz, a position he held for over five years from 1999. In<br />

this role, he assumed overall responsibility for managing<br />

20 general, life and health insurance operations across 14<br />

countries. He later served on several boards in <strong>Asia</strong> for<br />

Allianz and for other groups such as Parkway.<br />

Mr Wilson joined Allianz from Guardian Royal<br />

Exchange Assurance Group where, over the course of 21<br />

years, he held various senior positions<br />

with progressive responsibilities, most<br />

recently as the <strong>Asia</strong> Managing Director,<br />

where he managed general, health and<br />

life insurance business in 11 countries.<br />

A British national and a Singapore<br />

Permanent Resident, Mr Wilson has<br />

lived and worked in <strong>Asia</strong> since 1982 in<br />

countries such as Hong Kong, Indonesia,<br />

Pakistan and Singapore.<br />
