1. APPOINTMENT OF OFFICERS<br />
The <strong>Committee</strong> noted that the <strong>Airport</strong> had appointed John Adshead to be the <strong>Committee</strong>'s<br />
Chairman for <strong>2012</strong>/13 with Stuart Innes as the <strong>Committee</strong>'s Secretary<br />
2. ELECTION OF VICE CHAIRMAN<br />
The Secretary had circulated members seeking nominations for Vice Chairman but none had been<br />
received. The <strong>Committee</strong> thereupon elected Glynis Webb to be the <strong>Committee</strong>'s Vice Chairman for<br />
the forthcoming <strong>Committee</strong> year.<br />

3. TWENTY-FIFTH ANNIVERSARY MEETING<br />
The Chairman noted that this was the <strong>Committee</strong>'s 25th Anniversary Meeting. There would<br />
be a celebration of the <strong>Committee</strong>'s birthday after the meeting. The <strong>Committee</strong> noted that<br />
both the Chairman and Secretary were first appointed at the first meeting of the <strong>Committee</strong><br />
on 30th June 1987 1 . Gary Hodgetts thanked the Chairman and Secretary for all their hard<br />
work on behalf of the <strong>Committee</strong> over the years. The <strong>Airport</strong> was appreciative too of the<br />
support offered by the local community and their participation in the work of the<br />
<strong>Committee</strong>.<br />
The <strong>Committee</strong> noted also that it was 30 years ago on 27th June 1982 that Captain Harry<br />
Gee landed a Dash 7 on Heron Quay and so started the events which led to <strong>London</strong> <strong>City</strong><br />
<strong>Airport</strong>. A plaque commemorating the landing had been unveiled at the DLR station at<br />
Heron Quay in June 2005 by the late Reg Ward the former Chief Executive of the <strong>London</strong><br />
Docklands Development Corporation (LDDC) - members could see the plaque as they went<br />
up the stairs to Heron Quays DLR station.<br />
4. RENEWAL OF COMMITTEE MEMBERSHIP<br />
The Secretary had received the following nominations:<br />

(The deputies to the Newham members would be Cllr P Holland and Cllr P Murphy)<br />
It was agreed that where members were nominated by an organisation these should be accepted<br />
and the <strong>Airport</strong> would be recommended accordingly.<br />
Work on the representatives of the local community had still to be completed. The <strong>Committee</strong><br />
noted where more than one application had been received for an area the Secretary was working<br />
with Rupal Patel to interview applicants and draw up a list for approval by the <strong>Committee</strong> and the<br />
<strong>Airport</strong>. Once the list was completed it would be presented to the <strong>Committee</strong> at its next meeting<br />
or, in view of the time factor, perhaps by e-mail.<br />
The <strong>Committee</strong> noted that so far no applicants had been received in respect of West Silvertown<br />
and the Secretary would be approaching local contacts to see if someone could be found.<br />
In response to a question Dennis James said that the Custom House and Canning Town area could<br />
be easily split in two along Freemasons Road and, indeed, that he and his deputy (Olusola<br />
Ogunbanjo) lived in each of the areas thus created. But the split would not be balanced in<br />
population terms and Elizabeth Hegarty said that an alternative might need to be found perhaps by<br />
reference to the noise contours.<br />
The <strong>Committee</strong> noted that the Revd. Trish Capriello was no longer the <strong>Airport</strong> Chaplain and that<br />
the Bishop of Chelmsford had appointed the Rev. Kelvin Woolmer to be <strong>Airport</strong> Chaplain in her<br />
stead. The appointment was supported by both the local IMAM and the local Rabbi. The new<br />
<strong>Airport</strong> Chaplain would be assisted by Father Clive Jones.<br />

In response to a question Janet Withey was told that that the position with respect to Deputy<br />
members had not changed. A Deputy could be nominated in advance using the form for new<br />
members or by giving notice to the Secretary where a Member was unable to attend a particular<br />
meeting. A Deputy could not speak at a meeting in the absence of a Member unless the Secretary<br />
had been notified in one of these two ways.<br />
5. The MINUTES of the meeting held on 3rd April <strong>2012</strong> were approved as a correct record of<br />
the meeting. The minutes now approved by the <strong>Committee</strong> had been posted to the<br />
<strong>Committee</strong>’s website 2 .<br />
6. MATTERS ARISING<br />
(a) Item 4 - Noise Action Plan<br />
The <strong>Committee</strong> noted that the <strong>Airport</strong>'s Noise Action Plan had now been approved by the<br />
DfT/DEFRA and that a copy of the approved version could be seen on the <strong>Airport</strong>'s<br />
website at www.londoncityairport.com/environment<br />
(b) Item 9 - PLA Plaque in Ledger Building<br />
Elizabeth Hegarty said there had been no formal response from the PLA and the <strong>Airport</strong> was still<br />
considering where the plaque might be relocated.<br />
7. CORRESPONDENCE<br />
On 19 June <strong>2012</strong> the Secretary had circulated copies of correspondence with a resident of<br />
the Isle of Dogs and also with a resident of Thamesmead. In addition there had been<br />
correspondence with HACAN.<br />
8. PASSENGER ISSUES<br />
John Shaw of the Passenger Group commented that he thought the gate lounges were too small.<br />
Elizabeth Hegarty said that the size of the gate lounges was among the matters being addressed by<br />
the <strong>Airport</strong>.<br />
9. SOUND INSULATION PROGRAMME<br />
Elizabeth Hegarty said that the 2009 Programme 3 had been launched in December 2011. All those<br />
eligible for surveys for sound insulation had been notified although in some cases where premises<br />
were leased or rented there had been difficulties in obtaining the consent of the freeholder. There<br />
had been 845 surveys and as at 27th June <strong>2012</strong> work had been carried out at 211 of the eligible<br />
premises. A Progress Report would be attached to the minutes.<br />
Dennis James said that the contractors appointed to carry out the work were first class and he had no<br />
complaints.<br />
10. AIRPORT REPORT<br />
A copy of the report delivered by Gary Hodgetts is appended to these minutes.<br />
Elizabeth Hegarty commented that consultants were in the process of being appointed to advise on<br />
the development of the site at the western end of the <strong>Airport</strong>. There was likely to be consultation<br />
with members in August this year.<br />
In response to a question Gary Hodgetts said that there seemed to be no overall increase in the<br />
number of passengers in consequence of the Olympic Games. Any such increase was matched by a<br />
decline in the number of business passengers who were travelling less in consequence of the Games.<br />
11. COMMUNITY REPORT<br />
Anthony Angol reported. A copy of his report is appended to these minutes. During the course of his<br />
presentation Anthony referred to National Lottery's Good Causes website at<br />
http://www.lotterygoodcauses.org.uk/project/rep-london noting that members could vote for one of<br />

the <strong>Airport</strong>'s programmes Represent <strong>London</strong> which had been nominated for a National Lottery<br />
Award.<br />
12. ENVIRONMENTAL REPORT<br />
Elizabeth Hegarty reported. A copy of her report is appended to these minutes<br />
13. CROSSRAIL<br />
Ruth Heatherly briefed the <strong>Committee</strong> on the progress being made locally in the implementation of<br />
the Crossrail scheme. A note of her comments is attached to these minutes.<br />
Julia Dunlop asked whether at the North Woolwich portal the new Crossrail line would pass under<br />
the DLR. Ruth said she would make inquires and inform the Secretary.<br />
14. LONDON ASSEMBLY - INVESTIGATION INTO ENVIRONMENTAL IMPACTS OF<br />
FUTURE EXPANSION AT CITY AIRPORT<br />
At its last meeting the <strong>Committee</strong> agreed that the <strong>Committee</strong>'s officers should meet with John<br />
Stewart of HACAN concerning the <strong>London</strong> Assembly's suggestion that the membership of the<br />
<strong>Consultative</strong> <strong>Committee</strong> should be enlarged to include a representative of HACAN. The meeting<br />
with John Stewart took place at Kings Cross on 23rd April <strong>2012</strong> and members had been briefed on<br />
the discussions. Following consideration members had decided that HACAN should not be invited to<br />
be members of the <strong>Consultative</strong> <strong>Committee</strong> at <strong>London</strong> <strong>City</strong> and the <strong>Airport</strong> would be recommended<br />
accordingly. The Chairman would write to John Stewart.<br />
It had also been suggested that the Greater <strong>London</strong> Authority (GLA) should be represented on the<br />
<strong>Consultative</strong> <strong>Committee</strong>. In this connection at its last meeting the <strong>Committee</strong> had noted that the<br />
GLA had been entitled for many years to send a non-voting observer to meetings of the consultative<br />
committee. The present incumbent of this slot was Richard McGreevy and the <strong>Committee</strong> had<br />
agreed that if he so wished Mr McGreevy could become a full member of the <strong>Consultative</strong><br />
<strong>Committee</strong>. The Secretary had written to Mr McGreevy who was now engaged in discussions<br />
within the GLA.<br />
Meanwhile, the <strong>London</strong> Development Agency had been absorbed into the GLA and Tom Jackson<br />
would now be a second representative of the GLA but responsible only for local property issues.<br />
15. CIVIL AVIATION BILL<br />
The Secretary's report on the bill was noted. The Bill was now in its <strong>Committee</strong> Stage in the House<br />
of Lord.<br />
16. UK AIRPORT CONSULTATIVE COMMITTEES - ANNUAL LIAISON MEETING –<br />
BIRMINGHAM AIRPORT – 22 ND MAY <strong>2012</strong><br />
The <strong>Committee</strong> noted that UKACCs Annual Meeting had been attended by the Chairman and the<br />
Secretary. The papers considered at the meeting could be seen on the UKACCs website at<br />
http://www.ukaccs.info/meeting12.html.<br />
The Department had said that they planned to consult on new guidance for <strong>Airport</strong> <strong>Consultative</strong><br />
<strong>Committee</strong>s in the summer of 2013 after the publication of the final Aviation Policy Framework<br />
which is due next spring. In both cases the consultation periods would be not less than 3 months.<br />
17. AVIATION ALL PARTY GROUP- CALL FOR EVIDENCE<br />
On 9th May the All Party Group had invited those who wished to do so to attend (but not to<br />
participate in) the first of two oral evidence sessions for the Aviation All Party Group’s inquiry into<br />
the competitiveness of UK aviation. The first such session took place on 16 th May when the Group<br />
heard from among others British Airways, Gatwick <strong>Airport</strong>, ABTA and Oxera.<br />
On 9th June <strong>2012</strong> the Secretary circulated an invitation to observe the All Party Group's second<br />
evidence session on Wednesday 20th June in Room 17 in the House of Commons when the Group<br />
heard from witnesses representing Manchester <strong>Airport</strong> Group, BAA, the British Chambers of<br />
Commerce, Centre Forum and easyJet. It is understood that this session was attended by Paddy Wills<br />
of the Passenger Group.<br />

18. ANNUAL FAMILIARISATION FLIGHT<br />
A number of members, deputies and observers would take part in the Annual Familiarisation Flight<br />
to Geneva the following day. The programme for the day had been circulated to those participating<br />

key members of the <strong>Airport</strong>'s staff, in an informal atmosphere and also to experience first-hand the<br />
LCY product – this allowed members to make more informed judgments about the <strong>Airport</strong> and<br />
related issues<br />

The <strong>Committee</strong> agreed that to allow more time for compiling noise and other environmental data<br />
future meetings of the <strong>Committee</strong> should be on the second Tuesday of January April, <strong>July</strong> and<br />

MINUTE 10<br />
<strong>Airport</strong> Director’s Report – 3rd <strong>July</strong> <strong>2012</strong><br />
1. <strong>Airport</strong> Traffic: April – June <strong>2012</strong><br />
Flight movements for April, May and June were 5486, 6121 and 5857 respectively, which is an overall<br />
decrease of 0.009% compared to last quarter. Passenger numbers for April, May and June were 243,864,<br />
264,421 and 258,802 respectively, with an 8% increase in numbers since last quarter.<br />
2. New Routes<br />
Services to Basel will re-commence on May 21 st <strong>2012</strong> with Swiss International Airline. From the 28 th<br />
May <strong>2012</strong>, British Airways will be operating services to Isle of Man, starting with a single flight each<br />
day and increasing to three flights a day Monday-Friday from the 25 th June <strong>2012</strong>.<br />
SkyWork Airlines will include an extra midday flight from 28 th October to their already existing we<br />
ekday flights to Bern.<br />
3. Recent News<br />
<strong>London</strong> <strong>City</strong> <strong>Airport</strong> won the ACI Europe “Best <strong>Airport</strong>” award in its category (1-5 million passengers<br />
per year) at an awards ceremony in Madrid during June. The airport also won the 'Social Media' award<br />
at the Business Travel Magazine's inaugural People Awards, designed to recognise excellence in<br />
business travel.<br />
The installation of 12 Bronze sculptures by Mel Chantrey has been completed. The statues can be seen at<br />
different stages throughout the Terminal.<br />
The airport sponsored an annual summer football tournament for young people with disabilities, with<br />
200 young people from across <strong>London</strong> in attendance. The event was held at Greenwich’s <strong>London</strong><br />
Marathon Playing Fields.<br />
4. <strong>Airport</strong> Developments<br />
Ledger Building<br />
Works to remove the Ledger Building from the western end of the site are coming to a close and an<br />
amendment to the temporary planning consent was approved by the <strong>London</strong> Borough of Newham on<br />
Wednesday 27 th <strong>July</strong> <strong>2012</strong>. The consent allows the airport to position accommodation cabins in slightly<br />
different positions to the previous consent issued in 2011. It is expected that works will be finalised by<br />
the end of August <strong>2012</strong>.<br />

Terminal Toilets<br />
Appliances for the newly refurbished terminal toilets have been purchased, with particular emphasis<br />
placed on their ecological credibility. Efficient high-powered hand driers have been selected, as well as<br />
sensor controlled flushes and taps to control water usage. LED lighting will reduce LCY power<br />
consumption through a more energy efficient manner and an increased life-span per bulb.<br />
<strong>City</strong> Aviation House Cafeteria – “The Hangar”<br />
The ground floor of <strong>City</strong> Aviation House has been stripped and reconfigured to facilitate a new staff<br />
cafeteria, changing rooms and additional staff breakout area. The area will be sectioned into; back of<br />
house kitchen, server, coffee station, wash-up room, soft seating, breakfast bar and bench seating area.<br />
The hand-over will be on the 11 th <strong>July</strong> with the official opening for the canteen is set for Monday 16 th<br />
<strong>July</strong> 21012. A full layout plan can be found below.<br />
5. Fun Day<br />
<strong>London</strong> <strong>City</strong> <strong>Airport</strong> has taken the decision not to hold its Fun Day event in <strong>2012</strong>.<br />
In addition to the continually increasing event organisation costs and the high level of activity due to<br />
take place in the surrounding area during the Olympic period, we feel that after 15 years of the event that<br />
it is time to try something new and have diverted our energies elsewhere in our community programme.<br />
Fundraising for the airport’s chosen charity, Richard House Children’s Hospice, was central to the event<br />
and through a calendar of regular fundraising events for the remainder of the year- involving staff and<br />
the local community – LCY will be ensuring the company’s financial support for the Hospice continues<br />
at similar levels.<br />

In the wider community, the airport has up scaled its activity programme and additional resource has<br />
been put into community engagement, education, employment and sport.<br />
6. Land Development and Regeneration Study<br />
<strong>London</strong> <strong>City</strong> <strong>Airport</strong> is going through a tender process to appoint a development company to assess the<br />
opportunities for the airport land to the south of the King George V Dock. The brief requires developers<br />
to consider ways to optimise the airport operation whilst considering community integration with the<br />
Dock and other projects which have recently been undertaken for North Woolwich and Silvertown. The<br />
airport is working with the GLA and LBN to ensure that the study is well informed and sits with the<br />
development policies for the local area and other projects underway.<br />
MINUTE 11<br />
Community Engagement Activity – April - June <strong>2012</strong><br />
EDUCATION AND SKILLS ACTIVITIES<br />
Primary<br />
• The LCY Barnaby Bear Geography Programme was delivered to four classes with a total of 120 year<br />
two students from Newham in this period.<br />
• The Community Team became reading volunteers on the Mayor’s Reading Programme and will<br />
continue to regularly visit St Luke’s CEVA School, Newham, to read with pupils.<br />
EDUCATION AND SKILLS ACTIVITIES<br />
Primary<br />
• The LCY Barnaby Bear Geography programme was delivered to thirteen classes with a total of 390<br />
students from Newham, Tower Hamlets and Greenwich taking part in this period.<br />
• The Community Team are active reading volunteers at St Luke’s CEVA Primary School, Newham as<br />
part of the Mayor’s Reading Programme and have volunteered 10 hours between the period of 1 April –<br />
30 June.<br />
• The Community Team visited Gainsborough Primary School, Hackney as part of the ‘Hackney Inspire’<br />
Sessions to talk to the children about careers at the airport.<br />
• <strong>Airport</strong> Community Ambassadors attended a ‘Careers Day’ at Old Palace Primary School, Tower<br />
Hamlets to talk to students about their careers and to provide them with information about the airport.<br />
Secondary<br />
• Nine local residents participated in the ongoing <strong>London</strong> <strong>City</strong> <strong>Airport</strong> Work Experience Programme.<br />
• The Community Team and airport volunteers participated in Tower Hamlets Education Business<br />
Partnership - Getting Ahead Conference held at Mulberry School for Girls in Tower Hamlets with over<br />
180 Year 10 students.<br />
• The Community Team attended Eastlea School<br />
and Forest Gate School in Newham to deliver<br />
Building Opportunities and Skills Seminar<br />
(BOSS) to over 300 students offering<br />
employability skills during a full day of<br />
workshops.<br />
• Two Spanish Modern Foreign Language<br />
programmes run by the airport were delivered to<br />
Morpeth Secondary School, Tower Hamlets to<br />
show them how the airport uses European<br />
languages and the importance of languages in the<br />
workplace.<br />
• LCY hosted Careers Awareness Day for 15 students<br />
from Rokeby Secondary School, Newham. The<br />
event was aimed at careers within LCY with<br />

• The airport launched its sixth year of the University Prize Scheme<br />
<strong>2012</strong>/13 through advertising in local papers for three new candidates to<br />

• Three sessions of the airport’s Section 106 <strong>City</strong> Interview programme,<br />
aimed at NEET’s (not in education or employment) took place.<br />
• The Community Team delivered the Represent <strong>London</strong> Programme<br />
specialising in Customer Service to NewVic Sixth Form students,<br />
Newham.<br />
• The airport hosted a careers stand at The University of East <strong>London</strong>’s<br />
annual Careers Fair to promote opportunities to graduates.<br />
• A group of media students from Newham College were invited to the<br />
airport to undertake filming for a media project.<br />

Health and Wellbeing<br />
• <strong>London</strong> <strong>City</strong> <strong>Airport</strong> has sponsored £1,500 each towards the Newham and Tower Hamlets teams at the<br />
<strong>London</strong> Youth Games. The Community Team went to support the teams at the Rowing at The Regatta<br />
Centre and the sailing in The Royal Victoria Dock.<br />

• The Community Team attended the <strong>London</strong> Youth Games final held at Crystal Palace to support the<br />
Newham and Tower Hamlets teams.<br />
• Ongoing LCY partners South <strong>London</strong> Special League, based in Greenwich, were sponsored £1,500<br />
by LCY for their annual football festival for children with learning difficulties. The airport<br />
Community Team and other volunteers also assisted on the day.<br />

• Community Ambassadors from the airport attended Newham All Star Sports Academy’s ‘Big Layup<br />
Challenge’ held at The ExCel Centre, Newham.<br />
• North Woolwich Royal Docks Learning and Activity Centre held their first careers fair attended by the<br />
airport to discuss how local residents can access airport jobs.<br />
• To fundraise for Richard House Hospice airport volunteers took part in a bucket shake in the terminal<br />
and a staff cake sale where members of staff baked cakes which were sold to staff onsite.<br />
• The Community Team went to the East <strong>London</strong> Rugby Football Club’s End of Season dinner and<br />
presented trophies.<br />
• The airport hosted a stall at the Canning Town and Custom House ACT Spring Festival and the Royal<br />
Docks ACT Spring Festival.<br />
• The Community Team held a stand at Greenwich’s Plumstead Make Merry Festival to promote the<br />
airport and to speak to local residents.<br />
• 44 LCY staff collectively have volunteered over 300 hours delivering workshops and talks to<br />
students and unemployed local residents raising their aspirations and participating in charity<br />
events in this quarter.<br />
• Since January <strong>2012</strong> LCY has raised over £7,500 in aid of Richard House Children’s Hospice<br />
through various fundraising initiatives.<br />

TAKE OFF INTO WORK PROGRAMME<br />
• Round 16 of the <strong>London</strong> <strong>City</strong> <strong>Airport</strong>/Newham Workplace employability programme Take off into Work<br />
was delivered on Monday 30 April to Friday 11 May, with candidates going on a two week placement at<br />
the airport.<br />
• During this round 11 people took part in the programme successfully.<br />
• 5 of those candidates have been placed in employment through the programme at LCY and its onsite<br />
partners so far.<br />
• Round 17 of the programme began on Monday 25 June and will finish on Friday 6 <strong>July</strong> with 10 new<br />
candidates.<br />

Environmental Report - April - June <strong>2012</strong><br />
A total of 8 complaints/enquiries relating to environmental matters were received between the 1 st April<br />
and the 30 th June <strong>2012</strong>.<br />
Noise Monitoring Terminals (NMTs) 2, 3 and 4 were fully operational during this period, and data<br />
received on each day.<br />
The telephone line to NMT 1 was damaged on the 19 th May <strong>2012</strong> by nearby construction works, which<br />
resulted in communication with the NMT being lost. Data was successfully recorded and stored on the<br />
hard drive of NMT 1 until the 22 nd May <strong>2012</strong>, after which, due to a limit to the space on the NMT’s hard<br />
drive, it was considered advisable to deploy a mobile NMT (utilising NMT 1’s microphone and power<br />
source) which communicated with the airport via a GSM data SIM.<br />
The telephone line was repaired by BT on the 29 th May <strong>2012</strong>, at which time normal service with NMT 1<br />
was resumed. The data collected by NMT 1 during the communications failure was downloaded from its<br />
hard drive once the line was repaired and the correlation rate with departures for the month of May <strong>2012</strong><br />
was 98%.<br />

‐ 4 were received regarding aircraft noise, one which also included low flying and the<br />
airport’s flight paths and another which was primarily concerned with TV signal interference<br />
‐ 2 complaints received regarded low flying, one of which was also about changes in flight<br />

Crossrail Report<br />
Tunnelling:<br />
The first TBM, Phyllis is travelling towards Paddington. The second TBM, Ada has been moved into<br />
place at Royal Oak Portal and will be launched soon. The third TBM, Elizabeth – parts have been<br />
delivered to Limmo Peninsula and will be assembled over the coming months. Once fully assembled<br />
below ground, Elizabeth will begin constructing the first of Crossrail’s two eastern running tunnels<br />
between Docklands and Farringdon in central <strong>London</strong>.<br />

Crossrail’s first tunnel segment factory has opened in Old Oak Common and started producing some of<br />
the 250,000 concrete segments that will line the tunnels.<br />
Archaeology:<br />
The Crossrail archaeology programme has now reached its half-way point with a number of valuable<br />
discoveries made so far. To celebrate, Crossrail is hosting a public exhibition on Saturday 7 <strong>July</strong> from 10<br />
am to 5pm at the Music Room, Grays Antiques, 26 South Molton Street, W1K 5LF. The exhibition will<br />
display rare and priceless finds to provide a glimpse of life in <strong>London</strong> through the ages. Visitors will<br />
have an opportunity to interact with some of the artefacts and learn how archaeologists analyse the finds<br />
to determine their age.<br />
Hammersmith and <strong>City</strong> Line Station, Paddington<br />
The station, part of which is opening soon, is being rebuilt as part of LU’s station capacity programme<br />
and, when works are complete in 2014, will provide customers with a brand new station complete with<br />
step-free access.<br />
Tottenham Court Road<br />
Crossrail’s largest over-site development application, for building above the tickets halls at Tottenham<br />
Court Road station has been approved. The plans include the creation of 500,000 sq ft of retail, office<br />
and residential spaces, helping to boost regeneration in the area.<br />
North Woolwich, Plumsted and Victoria Dock Portals:<br />
Utilities works are nearing completion in advance of the commencement of the portal construction at<br />
North Woolwich. Hochtief Murphy Joint Venture will be taking up on site early <strong>July</strong> to commence<br />
works. At Plumstead work to excavate and line the walls of the portal will begin. At Victoria Docks, the<br />
contractor, Vinci is still in planning phase and due to take up on site early October.<br />
