The aim <strong>of</strong> <strong>the</strong> project is <strong>to</strong> <strong>link</strong> Brussels <strong>Zaventem</strong> Airport with <strong>the</strong> <strong>high</strong> <strong>speed</strong> rail network: Brussels-Antwerp-Amsterdam<br />
and Paris-Brussels/Brussels-Köln-Amsterdam-London <strong>high</strong> <strong>speed</strong> railway axis, each line forming part <strong>of</strong> Priority Project 2.<br />
The <strong>airport</strong> is currently only accessible by a dead-end railway sta� on served by local and regional trains, or by a heavily<br />
traffi cked road. By construc� ng a northbound tunnel underneath <strong>the</strong> <strong>airport</strong> perimeter, a new <strong>link</strong> will also directly connect<br />
<strong>Zaventem</strong> Airport <strong>to</strong> <strong>the</strong> north-south railway axes between Brussels and Antwerp.<br />
This project contributes <strong>to</strong> <strong>the</strong> interconnec� on <strong>of</strong> <strong>high</strong> <strong>speed</strong> lines, and <strong>the</strong> establishment <strong>of</strong> an interoperable rail network,<br />
while reducing <strong>the</strong> isola� on <strong>of</strong> <strong>Zaventem</strong> Airport, a major economic hub threatened by problems <strong>of</strong> accessibility and<br />
conges� on.<br />
MAP Review<br />
The Mid Mid-Term Term evalua�on evalua� on concluded that <strong>the</strong> pro project will encounter delays in its implementa� on and may not be en� rely<br />
completed by <strong>the</strong> end <strong>of</strong> 2015. Given <strong>the</strong> delays, it will not be possible <strong>to</strong> maintain <strong>the</strong> EU support for <strong>the</strong> part <strong>of</strong> <strong>the</strong> works <strong>to</strong><br />
be performed a� er 2015. This entails a reduc� on <strong>to</strong> <strong>the</strong> TEN-T contribu� on <strong>of</strong> approximately €80,000. The comple� on <strong>of</strong> <strong>the</strong><br />
remaining ac� vi� es by <strong>the</strong> end <strong>of</strong> 2015 is more realis� c provided that <strong>the</strong> following condi� ons are met:<br />
• <strong>the</strong> works, following tenders 129304 and 129371, start in 2010<br />
• <strong>the</strong> works, following tender 109306, start in early 2011<br />
• <strong>the</strong> works for <strong>the</strong> double track connec� on between <strong>the</strong> new line 25N and line 25 start in 2011<br />

2007-DE-02020-P • Part <strong>of</strong> Priority Project 2<br />
This project looks at fi nalising <strong>the</strong> last remaining gap <strong>of</strong> Priority Project 2, <strong>the</strong> <strong>high</strong> <strong>speed</strong> railway axis Paris-Bruxelles/<br />
Brussel-Köln-Amsterdam-London.<br />
It includes general track upgrading works <strong>to</strong> increase <strong>the</strong> capacity <strong>of</strong> <strong>the</strong> line, including new railway control centres between<br />
Düren and Aachen in Germany.<br />
In addi� on, renova� on and upgrading <strong>of</strong> <strong>the</strong> Buschtunnel between Aachen and <strong>the</strong> Belgian-German border will be carried out<br />
in order <strong>to</strong> make it suitable for <strong>high</strong> <strong>speed</strong> rail standards.<br />
MAP Review<br />
The Mid Mid-Term Term evalua�on evalua� on has concluded that <strong>the</strong><br />
project has progressed according <strong>to</strong> <strong>the</strong> ini� al plans. However, <strong>the</strong> works<br />
related <strong>to</strong> S<strong>to</strong>lberg sta� on will not be undertaken, which entails a reduc� on <strong>to</strong> <strong>the</strong> TEN-T contribu� on <strong>of</strong> approximately €2.9<br />
million. Moreover, <strong>the</strong> impact <strong>of</strong> <strong>the</strong> removal <strong>of</strong> this project component on <strong>the</strong> project’s objec� ves needs <strong>to</strong> be fully assessed<br />
by <strong>the</strong> benefi ciary. Considering <strong>the</strong> aforemen� oned adapta� on <strong>to</strong> <strong>the</strong> scope <strong>of</strong> <strong>the</strong> project, <strong>the</strong> updated implementa� on plans<br />
maintaining <strong>the</strong> original comple� on date are feasible.<br />
