This project, part of Priority Project 30 Inland Waterway <strong>Seine</strong>-<strong>Scheldt</strong> is designed to connect the <strong>Seine</strong> and <strong>Scheldt</strong> river<br />
basins, and, to a broader extent, the en� re Rhine-<strong>Scheldt</strong> delta and the Rhine basin (Priority Project 18 - Waterway axis<br />
Rhine/Meuse-Main-Danube). It will not only help alleviate serious road conges� on which aff ects the north-south economic<br />
axis, but also open up a new European freight corridor between Le Havre, Paris, Dunkerque, Antwerp, Liège and Ro� erdam/<br />
Amsterdam.<br />
Along this corridor, the project will allow the concentra� on of freight in push-tows carrying up to 4,400 tonnes. At the same<br />
� me it will provide high capacity access to the northern seaports – and a catchment market of more than 60 million people. <strong>The</strong><br />
project investments will be aimed at elimina� ng the main bo� lenecks, and will concern the following three sec� ons:<br />
• <strong>Seine</strong>-Ghent<br />
• Condé-Pommeroeul to Sambre<br />
• Upper <strong>Scheldt</strong><br />
MAP Review<br />
<strong>The</strong> Mid Mid-Term Term evalua� evalua�on on concluded that the proj project is signifi cantly behind schedule due to poli� cal, fi nancial and technical<br />
issues. Thus, it will not be completed by the end of 2015. Given this delay, it will not be possible to maintain the EU support<br />
for the part of the ac� vi� es to be carried out a� er 2015. This entails a reduc� on of the TEN-T contribu� on of approximately<br />
€44.3 million. <strong>The</strong> comple� on of around 85% of the project by the end of 2015 is more realis� c, provided that the following<br />
condi� ons are met:<br />
• the compe� � ve dialog of the PPP process is launched by the end of 2010<br />
• the compe� � ve dialog is completed and the contract awarded by the end of 2011<br />
• the project con� nues to respect the revised implementa� on planning provided in the 2010 ASR
