Chair’s Message 

What an amazing year it’s been! As Chair of United Way’s Board of Trustees, I had the 

chance to work with some of the most talented people and brightest minds in our city. 

Together, we set some bold objectives and prevailed through the hard work required to 

see them through. 

United Way is one of the most pro-active and ambitious organizations with which I have 

ever worked. No dream is too big and no obstacle is too daunting. In 2006, we set a large 

agenda, thinking we could accomplish so many things in just twelve months. The year has 

flown by, and as the dust settles it is clear that we have laid a solid foundation for fulfilling 

that agenda, and made enormous strides in making Winnipeg a better place for us all. 

United Way has a huge responsibility to the community. Now more than ever, there is a 

need to effect change in this great city. Through bold and groundbreaking initiatives like 

Urban Exchange and the Winnipeg Poverty Reduction Council, United Way is finding new 

ways to engage individuals and mobilize collective action. 

As we look ahead, one of the most promising initiatives that will have significant impact 

on the lives of all Manitobans is 211 Manitoba. With support of the Province of Manitoba, 

we have come such a long way in the planning and preparation of this service. With the 

business case now complete, and with the continued support of the Province of Manitoba, 

our collective goal to connect thousands of Manitobans to a full range of effective social 

services, both to get help and to give help in their community, will soon be realized. 

While all this planning and developing was happening, United Way’s 2006 Campaign moved 

full steam ahead. Campaign Chair Nick Logan’s leadership and passion fired up the entire 

city to get behind United Way’s most successful campaign ever, with the never-ending 

vision and generosity of Winnipeggers donating a record breaking $ 15.5 million! 

Thanks to the brilliant leadership of President Susan Lewis and her talented and dedicated 

team, I continue to be amazed by United Way’s ability to reach out and deeply connect with 

the people in every corner of this city. That connection and support has such a positive 

impact and is vital to making our community stronger. Only Everyone, together, has the 

ability to make a difference.

President’s Message 

As I look back on this past year, it is with pride that I reflect on the significant 

accomplishments we have made to ensure our contribution with and within 

our community remains relevant and fruitful for generations to come. 

This document celebrates the contributions of Only Everyone to our 

community over the past year. Together, we have made great strides in 

addressing three key impact areas that Winnipeggers themselves tell us are 

priorities: encouraging successful youth, strengthening neighbourhoods and 

reducing poverty. 

United Way’s new three year plan builds on the experiences, successes and 

learnings gained over the previous three years. It is guided by Winnipeggers’ 

vision for better lives, improved conditions and a stronger, healthier Winnipeg. 

The plan focuses on three key areas: Engagement, Collective Action and 

Capacity Building. Our goals are to build lifelong, meaningful relationships 

with our community. We will continue to stimulate, lead and participate in 

collective efforts that will effect change in our city, and build skills, knowledge 

and resources within the community and United Way. 

The needs of our community are growing more complex so it is important 

that our organization grows as well. 2007 marked the year of a new Human 

Resources Strategy for United Way. As we look ahead, this strategy will ensure 

we increase our competencies to respond to our community’s changing needs. 

I would like to especially thank the volunteers who have not only donated their 

time, but also their thoughts and vision for our city. United Way continues to 

benefit from the very special partnerships formed between volunteers and 

staff. This close working relationship builds on individual strengths and makes 

the collective effort very powerful. Thanks also to Gail Asper for her energy, 

passion and tireless commitment to United Way and to Winnipeg.

Urban Exchange, United Way’s advisory panel, 

is a brand new way for Winnipeggers to talk 

on an ongoing basis about social issues in the 

community that matter most to them.

city-wide launch of Urban 

Exchange on May 29th at 

the Forks. With the initial 

goal of 1000 panelists rapidly 

approaching, it is clear that 

Urban Exchange is inspiring 

new ways for Winnipeggers 

to think about – and engage in 

– their community.

Youth energy. Youth ideas. 

Youth action. 

One of the most important predictors of success for 

young people is that they’re meaningfully involved as 

volunteers in their communities, participating along 

with others to address the issues that they care about. 

United Way’s Youth Relations Council oversees a 

comprehensive youth engagement strategy that 

offers a wide range of opportunities for youth to 

contribute to positive change in Winnipeg. 

For example, this year more than 200 high 

school students attended a United Way youth-led 

leadership conference. As 

well, the first-ever Youth Day 

of Caring brought more 

than 100 youth together 

from every part of our city 

to complete projects at 18 

non-profit organizations in 

just one day.

Youth Relations Council members believe that it is 

their responsibility to encourage other young people 

to give back to their communities. With that in mind, 

they created and launched the Youth Leaders in 

Action Scholarship, a $ 500 award that was recently 

presented to each of four recipients who have made 

a difference by volunteering or working with one of 

United Way’s funded agencies. 

Also in the past year the Shaw United Way Youth 

Connections group granted more than $12 500 

to 15 youth volunteer-driven projects in Winnipeg, 

celebrating its 100th grant to youth-driven community 

service projects that have involved 3500 young people 

since it’s beginning.

Aboriginal relations. 

The Aboriginal Relations Council leads a 

strategy that contains three pillars—building and 

enhancing knowledge, relationships and capacity 

within and between the Aboriginal community, 

United Way and Winnipeg’s community at 

large. The strategy combines and leverages 

the strengths of the Aboriginal community, the 

youngest and fastest growing part of Winnipeg’s 

population, as well as the strengths of United 

Way, in a collective effort to make Winnipeg a 

measurably better city today and for the future.

The Council is currently planning a first ever 

Aboriginal Leadership Luncheon, hosted by an 

Aboriginal business, at which Aboriginal business 

leaders and business leaders from the community 

at large will build their understanding of, and 

relationships with, each other and with United Way 

of Winnipeg. The luncheon is planned for fall 2007.

This year the Aboriginal Relations Council has 

increased the involvement of Aboriginal people 

and leaders within all parts of United Way’s work. 

It continues to assist organizations throughout

The caring, connected 

community. 

This year, like every year for more than a 

decade, United Way Day of Caring Programs 

connected hundreds of workplace volunteers 

and students with local service agencies 

to collectively take on meaningful agency 

projects. Events included landscaping, 

organizing special events and all types of 

renovation activities. 

9 months, and involved over 350 individuals 

from more than 40 organizations. The project has 

created more than space for the Laurel Centre and 

its clients. It has had a profound, life-changing 

effect for many of the participants who have 

come to view their community and themselves in 

positive new ways.

This year has seen one of the largest Day 

of Caring projects to date—building a 1500 

square foot addition from the ground up at the 

Laurel Centre. So far, the work has spanned 

United Way mobilizes 

collective action to address 

the areas that Winnipeggers 

believe are most important.

more with the participation of 

Only Everyone. 

United Way continues to be an organization 

that stimulates, leads, supports and participates 

in collective efforts to make Winnipeg 

measurably better. The issues that matter most 

to Winnipeggers cannot be solved by one 

organization or one person alone, but together 

we are bringing about positive change in our 

community, both now and for future generations. 

2006 Campaign – bringing the 

community together. 

The 2006 United Way Campaign soared over its 

fundraising goal, as volunteers and donors from all 

corners of our community rallied together to support 

the issues most important to them – encouraging 

success for youth, reducing poverty, and strengthening 

neighbourhoods. 

Kicking off the campaign with the annual Plane-Pull 

event at Stevenson Aviation & Aerospace Training

Centre, over 1000 volunteers, workplaces, agencies, 

labour leaders and Cabinet members came together 

to celebrate the announcement of United Way’s most 

ambitious fund-raising goal to date. 

“Campaign 2006 was really a good news story for 

Winnipeg,” says 2006 Campaign Chair Nick Logan. 

Nick’s Cabinet surpassed the Campaign goal of $ 14.7 

million, raising $ 15.5 million through the hard work, 

commitment and generosity of tens of thousands of 

Winnipeggers. 

“In addition to surpassing our original goal, this United 

Way campaign proved that Winnipeggers are, once 

again, among the most generous in Canada.” 

United Way of Winnipeg’s annual campaign continues 

to grow year over year, with an increase of 27% in total 

money raised in the last three years alone.

The Tomorrow Fund – 

an investment in the future. 

The Tomorrow Fund is a permanent capital fund. 

The investment income is used to maintain the 

real value of the fund and to support projects that 

address emerging community issues. 

The Tomorrow Fund continues to grow, realizing a 

93% increase in the last three years. This growth 

has occurred through outright gifts and bequests.

This year was especially remarkable for The 

Tomorrow Fund thanks to a visionary gift of 

$ 

500 000 from David and Ruth Asper. Their gift will 

support United Way’s work with inner-city youth, 

a long time passion of theirs. Says Ruth, “My 

husband and I feel that our gift will do much to 

provide vital opportunities for the youth of our city 

as well as being our way to invest in Winnipeg’s 

future generations.”

Making visions realities. 

Catalyst for sustainable change. 

With 42 years fostering deep, trusting 

relationships with all sectors of the community, 

United Way of Winnipeg continues to work with 

individuals and organizations that have special 

hopes and dreams for the community, helping to 

transform their visions into realities. 

One such example is the Institute for Asset 

Building, the vision of United Way and SEED 

Winnipeg. This innovative project will create 

a robust network of professionals and resources 

dedicated to providing thousands of Winnipeggers 

the tools they need to transition out of poverty 

through the acquisition of financial assets. 

United Way of Winnipeg knows that when 

community members work in partnership to 

address the most pressing needs, amazing things 

can happen. 

The effects of poverty in our community touch 

everyone. Despite progress in addressing its root 

causes, all-too-many Winnipeggers face this harsh 

reality. 

United Way recognizes that no lone organization 

can successfully address poverty. As a result, 

over the past year United Way has built strong 

community support for a new collective effort— 

the Winnipeg Poverty Reduction Council. This 18 

person council, comprising senior leadership from 

every sector of our city, will work to significantly 

reduce poverty in Winnipeg. 

With the first meeting scheduled for June 2007, 

the collective action of this council will create 

sustainable opportunities for people to lead full 

and productive lives.

United Way invests in strategies and solutions 

when and where they are needed most, 

addressing the root causes of social issues. 

United Way facilitates immediate and sustainable 

results in the areas that are most important to 

Winnipeggers by providing ongoing support to a 

knowledgeable, results-driven network of service 

partners, and developing new initiatives to inform 

and influence systems and policies. 

Encouraging success for youth. 

Winnipeg’s children and youth are quickly 

becoming tomorrow’s leaders. United Way is 

committed to supporting programs that provide 

youth an environment in which to make positive 

choices and lead full, productive lives. 

Last year, over 100 000 youth visits were made at 

mentoring programs, after-school programs and 

recreational activities supported by United Way. 

United Way directly funds a coalition of 17 

community-based youth serving agencies that 

are able to share resources and best practices 

that strengthen youth-focused programming 

throughout the inner city community. 

United Way has also partnered with a downtown 

area resource centre that responds to the 

immediate health and safety needs of homeless 

youth, providing counseling, peer support and 

drug-cessation groups. 

Another partnership was formed this year with 

a Selkirk Avenue transition program that helps 

youth who have dropped out or are suspended 

from school. The program keeps young people 

learning while preparing them for re-entry into the 

school system.

Reducing poverty. 

United Way is committed to providing 

opportunities for individuals and families to 

move along the pathway from poverty to selfsufficiency. 

Our funding supports economic 

development activities, social enterprises, asset 

building programs for low-income families and 

pre-employment and job readiness programs. 

Every day last year, an average of 730 people 

accessed United Way supported programs proven 

to build self-reliance and help transition people 

out of poverty. 

Yielding some encouraging statistics 

in this area, the Asset Building 

Network is a collaboration of United 

Way and five local community-based 

agencies. It builds the capacity 

of low-income families through 

money management, peer support, 

consultation and savings matching. 

The savings are put toward assets 

that yield long-term benefits such as 

education, training, small business 

or home ownership. Participants in Winnipeg’s 

Asset Building program boast a remarkable 81% 

graduation/retention rate. 

Strengthening neighbourhoods. 

United Way is committed to supporting programs 

and initiatives that bring people together and 

empower them to build their own safe and healthy 

neighbourhoods. 

Often located in low-income areas and within 

public housing complexes, the community centres 

that United Way funds provide a vital link for 

neighbourhood resisdents. In the last year, over 

92 000 Winnipeggers had access to 18 United 

Way funded community resource centres and one 

neighbourhood alone reported more than a 60% 

drop of vandalism and complaints to police in the 

same year one of these centres opened. 

United Way continues to push closer to the goal of 

making a 211 service a reality in Manitoba. 

211 Manitoba will be available round-the-clock, 

connecting people to a full range of nonemergency, 

social, health and government 

services. Intended to complement existing referral 

systems, 211s have already proven invaluable in 

Ontario and Alberta. 

In the past year, with the support of the Province 

of Manitoba, a comprehensive business plan has 

been completed. The plan illustrates the need for 

such a service in Manitoba, and forecasts that the 

benefits of 211 Manitoba will exceed costs by a 

4-to-1 ratio.

Treasurer’s Report 

United Way’s financial stewardship practices are driven by its core values including: adherence to the 

highest standards of excellence, accountability and impact, prudent use of resources, and the provision of 

fair, accurate and honest disclosure of information. 

In 2006/07, the Board of Trustees with the support of the Finance & Administration Committee: 

Developed, implemented and closely monitored 

a financial plan to focus the investment of human, 

financial and in-kind resources: 

community initiatives. A further $ 2.8 million was 

distributed to specific agencies in accordance with 

the wishes of donors. 

In 2006/07, in accordance with the financial plan, 

total resources of $ 22.5 million were invested to 

achieve the organizational goals, strategies and 

the desired outcomes for the community. 

With the support of an annual grant for 

fundraising and administrative expenses from the 

Province of Manitoba, United Way has been able 

to invest donations collected through the annual 

campaign directly in strategies for reducing 

poverty, building strong neighbourhoods and 

encouraging success in youth. 

Based on the 2005 campaign achievement of 

$ 

14.3 million, United Way invested $ 12.9 million 

in 90 community organizations that support our 

areas of focus and over $ 1.4 million in United 

Way community programs and initiatives such as 

Poverty Reduction Strategy, Aboriginal Relations 

Strategy, Shaw United Way Youth Connections, 

Koats for Kids, the Union Counsellor Training 

Program, Day of Caring, 211 Manitoba and other 

The 2006 campaign achievement of over $ 15.5

2007/08. 

Managed the investment of funds to preserve 

capital, achieve maximum returns and provide 

cash to meet long-term funding requirements: 

Over the past two years, investments yielded 

above average returns (9.3 % 2006/07, 14.5 % 

2005/06). 

The Board of Trustees approved an expenditure 

of investment income in 2006/07 equal to 6.5 % , 

which was based on average annual rate of 

return achieved by United Way over the five years 

ended March 31, 2006. The remaining investment 

income will be held in the Stabilization Fund to 

provide consistency in cash flow from investment 

income into the future.

Financial 

Statements 

Community Fund 

The source of the Community Fund is all resources 

dedicated or directed to supporting investments in 

the community including: donations to the annual 

campaign; program sponsorships; government and 

non-government grants; gifts-in-kind; and investment 

income allocated through the annual budgeting 

process. These resources may contain restrictions 

imposed by the donor or provider (i.e. allocation to a 

particular agency or investment in a particular program, 

initiative or area of service) or they may be unrestricted. 

The purpose of the Community Fund is the investment 

of unrestricted resources in the community through 

funding in accordance with partnership agreements 

and expenditures for community services, programs 

and/or initiatives which support sustainable 

community solutions to pressing social issues. 

Restricted resources will be allocated or expended in 

accordance with the directions of the donor. 

Operating Fund 

The source of the Operating Fund is the accumulation 

of resources dedicated or directed to cover the 

operating and development costs of United Way 

including: Provincial funding; sponsorships; other 

government and non-government grants; special 

events; gifts-in-kind; and investment income allocated 

through the annual budgeting process. 

The purpose of the Operating Fund is 

expenditures on: resource development; 

management and administration; marketing and 

communication, administration of community 

investments, research and development and 

purchase of capital assets for operating purposes. 

Capital Assets Fund 

The Capital Assets Fund was established to record 

the investment in unamortized capital assets. The 

purchase price of capital assets is funded through 

transfers from the Operating Fund. On an annual basis, 

amortization expense is charged to the Operating Fund. 

Stabilization Fund 

The purpose of the Stabilization Fund is to support 

community service levels and United Way operations 

in special circumstances. The Stabilization Fund will 

be maintained at a minimum of 10 % of the budget for 

each year for core on-going operations. The minimum 

level will provide for a continuation of core operations 

for a period of at least one year even where special 

circumstances cause a significant decrease in resources 

available. In the event that the decrease in core revenues 

was anticipated to continue for a longer period of time, 

the one-year period will provide an opportunity to 

make needed adjustments to expenditures in the most 

strategic and humane way possible. 

The Tomorrow Fund 

The source of The Tomorrow Fund is permanent 

capital gifts made by donors to provide ongoing 

benefit to the community and a portion of the 

investment income earned on the Fund. These gifts 

may contain restrictions imposed by the donor (i.e. 

governing the use of investment income) or they 

may be unrestricted. Separate capital records are 

maintained for each capital gift to ensure that the 

directions of the donor are implemented accurately. 

In order to preserve the purchasing power of 

The Tomorrow Fund, the portion of the annual 

investment income equal to the Consumer Price 

Index is capitalized to the Fund on an annual basis.

United Way is building a stronger Winnipeg by providing people with a network of care when and where 

they need it. Through building partnerships with over 90 community-based agencies and investing in 

proven strategies, United Way addresses immediate needs and finds long-term solutions to pressing issues.

United Way’s endowment 

fund was launched in 1990/91 

with gifts from members of 

the Quarter Century Society 

in celebration of United Way’s 

25th Anniversary. Through 

donations, gifts of life insurance 

and bequests, Winnipeggers are 

demonstrating their commitment 

to the future of our city and 

leaving a legacy for future 

generations. 

Each year, the investment income 

earned is capitalized to the level of 

inflation to ensure the true value 

is maintained. The balance of the 

investment income funds new 

projects that address emerging 

issues in our community.
