THE HISTORY OF MUSKEGON COUNTY 

(Written 2009) 

The name “Muskegon” is derived from the Ottawa Indian term 

“Masquigon” meaning “marshy river” or “swamp,” in reference to both the 

river and the lake. But the name does not do justice to the area or the 

people who have come to live here. Located along Michigan’s west coast, 

Muskegon is a land of windswept sand dunes, naturally impounded rivers 

with natural harbors for shipping and recreation, an abundance of natural 

resources, a temperate climate, and potential for tremendous growth. 

During the early historic era, Muskegon was inhabited by various bands 

of semi-nomadic Ottawa and Pottawatomi Indians. Perhaps the best 

remembered of the historic Indian inhabitants of this area was the noted 

Ottawa chieftain, Pendelouan. He and his people lived in the vicinity of 

Muskegon Lake in the 1730s and 1740s, until induced by the French to 

move their settlement to the Traverse Bay area in 1742. 

No one knows for certain when the first Frenchman visited the Muskegon 

area, but we do know that Father Jacques Marquette traveled northward 

through this area on his fateful trip to St. Ignace in 1675, and a party of 

French soldiers under La Salle’s lieutenant, Henry de Tonty, passed 

through this area in 1679. If the French established trading posts in this 

vicinity, their locations are not known. 

The earliest identifiable white resident of the county was Edward Fitzgerald, 

a fur trader and trapper, who visited the Muskegon area in 1748 and who 

died here, reportedly being buried in the vicinity of White Lake. Sometime 

between 1790 and 1800 a French-Canadian fur trader named Joseph La 

Framboise built a trading post at the mouth of Duck Lake, one of a string 

of trading posts he maintained along the West Michigan coast. Between 

1810 and 1820 several French Canadian fur traders, including Lamarandie, 

Jean Baptiste Recollect, and Pierre Constant, built posts along the shores 

of Muskegon Lake. 

The political history of Muskegon began in 1837 when Muskegon Township 

was organized as a sub-division of Ottawa County. One of the earliest 

settlers, Henry Pennoyer, was elected the first township supervisor in 

1938. As a corporate entity, Muskegon County dates from 1859. Prior to 

that time the southern three-quarters of the county were attached to 

Ottawa County, while the northern quarter belonged to Oceana County. 

At the time of the county’s creation, in 1859, the county was divided into 

six townships, Muskegon, Norton, Ravenna, White River, Dalton, and 

Oceana, with a total population of 3,947. 

Political development of the area coincided with the start of the lumbering 

era. The local lumber industry commenced in 1837 with the construction 

of three small sawmills on the south side of Muskegon Lake and another 

sawmill near the mouth of the White River. The first wave of lumbermen 

included Charles Mears, Martin Ryerson, Lyman Mason, Charles Hills, 

George and John Ruddiman, and the members of the Ferry family. By the 

time the Muskegon lumber industry reached its peak in the mid-1880s, 47 

sawmills surrounded Muskegon Lake, while another 16 dotted the shores 

of White Lake to the north. Muskegon was then known as the “Lumber 

Queen of the West.” The population consisted of native-born migrants 

from the Northeastern states, plus immigrants from Canada, the British 

Isles, Scandinavia, Germany, and the Netherlands.

Toward the end of the nineteenth century, as the lumber era was fading away, 

the local economy was severely depressed, the community disorganized, 

and the population restive and demoralized. But, Muskegon was on the 

verge of a major makeover. Led by area industrialists, including Newcomb 

McGraft, Charles Hackley, and Thomas Hume, the City of Muskegon 

organized a program of economic development which attracted several 

substantial businesses to the community, drawn by the natural resources 

of the area: sand for foundries, hardwood timber for office furniture and 

sporting goods, second-growth timber for paper-making, and easy access 

to both the iron and copper mines of the upper peninsula and the rapidly 

developing automobile plants of southeastern Michigan. Before long, 

Muskegon was well on its way to becoming a diversified industrial center, 

having attracted such firms as Shaw-Walker, Brunswick-Balke, Campbell, 

Wyant, and Cannon, Continental Motors, and the Central Paper Mill to 

this area. Most of the industrial development was centered in the City of 

Muskegon and in the newly developed community of Muskegon Heights. 

Thousands of emigrants from southern and eastern Europe emigrated to 

Muskegon to further diversify the ethnic make-up of the community. 

While the City of Muskegon was flexing its industrial muscles, the area 

north and south of Muskegon turned to the resort industry for salvation. 

The White Lake area boasted summer resort communities such as Sylvan 

Beach and Michillinda, augmented by dozens of tourist facilities and resort 

hotels. Mona Lake also joined in the tourist boom with several resorts, 

including the Lake Harbor Resort, which had its own golf course. The City 

of Muskegon had its own tourist attraction, the Lake Michigan Park, 

amusement park located on Lake Michigan south of the Muskegon Lake 

channel. 

Farmers found that the soil conditions, temperate climate, and access to 

Lake Michigan were ideal for developing fruit farms. Apples, peaches, 

pears, blueberries and other fruit crops added greatly to the area’s economic 

development. 

The Great Depression of the 1930s undermined much of the area’s 

economic development, with massive unemployment, closed factories, 

and business consolidations. Despite the bleak economy, the depression 

decade was noteworthy for the inauguration of several local cultural 

organizations and entities. The Michigan Theater, now part of the Frauenthal 

Center for the Performing Arts, was built in 1929 and has been one of 

Muskegon’s cultural gems ever since. That same year Victor Casenelli, 

an artist living in North Muskegon, was commissioned to draw his famous 

series of paintings depicting Muskegon’s history. They are now housed at 

the Lakeshore Museum Center, which itself was another product of the 

Great Depression. The West Michigan Symphony Orchestra, which performs 

regularly at the Frauenthal Theater, was founded in 1939. Other 

cultural groups founded at about that time included the Cosmopolitan 

Male Singers, organized in 1933 and Muskegon’s Civic Theater organization, 

established in 1935. 

The economy rebounded during World War II in response to Muskegon’s 

role as an “Arsenal of Democracy,” as Muskegon area factories worked 

twenty-four hours a day, seven days a week producing tank engines, 

landing craft, and other war-related products. With so many Muskegon 

men and women enlisted in the military, area businesses drew replacement 

laborers from other states to fill the void: Latinos from Texas, African- 

Americans from Arkansas and Mississippi, and whites from Appalachia.

The 1950s and 1960s brought a return to the economic doldrums. Factories cut 

back on production and laid off employees in unprecedented numbers. Many area 

businesses closed their doors permanently. The 1960s and 1970s were years 

of business consolidation, when numerous locally owned banks, commercial 

enterprises, and industrial establishments were sold to giant national and 

international corporations. 

Since the 1970s the industrial community has continued to diversify in order to 

cope with an ever-changing and troublesome economy. The largest employer in 

the county is now Mercy Health Partners, a consolidation of three previously 

independent hospitals. The largest industrial employer is Whitehall’s Howmet 

Corporation, a division of Alcoa Aluminum. The commercial center, once 

concentrated along Western Avenue in downtown Muskegon, has moved to 

newer shopping centers, most notably the Lakes Mall, between Muskegon and 

Grand Haven. 

As this brief history was written, during the sesquicentennial anniversary of the 

founding of Muskegon County, Muskegon is in the process of re-inventing 

itself once again, perhaps with an economy based upon travel, tourism, and 

recreation. The downtown is in the process of being revitalized with new 

construction, such as the Muskegon Chamber of Commerce’s new building 

and Baker College’s new culinary center. Muskegon Community College also 

has plans for future growth in the downtown area. Travel and tourist related 

businesses, such as the Lake Express Service, Port City Princess, and 

Michigan’s Adventure amusement park, draw many visitors to the area, as 

do Muskegon’s many museums and historic sites. Muskegon’s many municipal, 

county, and state parks are also popular venues for visitors and local residents 

alike. No one knows what the future will be, but if history is a guide, we will 

find a way to add another progressive chapter to the many lives of Muskegon.

COUNTY GOVERNMENT 

The County is the largest civil administrative unit of local government 

in Michigan. The general administrative powers are delegated to 

the Board of Commissioners; however, the State government has 

become a most important administrative agent of the State. 

The care and management of the property and business of the 

County is vested in the Board of Commissioners. The various 

administrative functions are carried out through standing 

committees of the Board, annually appointed by the Chairperson of 

the Board. These Committees, which consist of: Community 

Development/Strategic Planning; Transportation; Courts & Public 

Safety; Human Resources and Ways & Means, meet one or two 

times each month and report to the Full Board. 

The Full Board meetings are held twice monthly, generally on the 

2 nd and 4 th Tuesday of the month, and in the interim, subject to call

The Board of Commissioners is composed of one representative 

from each of the nine Districts elected biannually. District lines 

were re-drawn in 2011 following the 2010 Census which reduced 

the number of Commission Districts from the eleven in effect 

through 2012 to nine which will be in effect in 2013 - 2023. 

The County Clerk is the Clerk of the Board of Commissioners. The 

Board of Commissioner meetings are held on the 4th floor of the 

Michael E. Kobza Hall of Justice at 3:30 p.m. through March and at 

4:00 p.m. April - October and are open to the public. The 2013

UNINCORPORATED COMMUNITIES 

Bailey is an unincorporated community on M-37 in the northeast 

corner of Casnovia Township. The ZIP code is 49303. 

Brunswick is a small unincorporated community in section 13 of 

Holton Township on M-120 at the eastern boundary with section 18 

of Sheridan Township in Newaygo County. It was founded about 

1875 as the point where the stage coach road met the Pere 

Marquette Railway line between Muskegon and White Cloud. 

Passengers and mail were taken north from here to Hesperia. The 

settlement was first called “County Line” and later “Marionville”, 

after the first postmaster, Isaac Marion. However, the post office, 

established May 1881, was called “Dash”. It was renamed Brunswick, 

Muskegon County in September 1897 and transferred to Newaygo 

County in April 1943. Originally there was a feed store in the 

community for farmers, and in the rear of that building there was a 

small post office. Both have since closed, and it is now served by 

the post office in neighboring Holton. St. Michael’s Catholic 

Church and cemetery are located there. The community is located 

at the end of Brunswick Road. While the CSX rail line still runs 

through the town, the train station has closed. 

Holton is a small unincorporated community at the corners of 

sections 22, 23, 26 and 27 of the township (Holton, Michigan) 

about 15 miles northeast of Muskegon and about 15 miles east of 

Lake Michigan. Holton was platted in 1871 and named for Henry H. 

Holt, a Muskegon County delegate to the State Constitutional 

Convention of 1867 and later Lieutenant Governor of Michigan, 

1873-76. He donated the bell to the local Methodist Church. A post 

office was established in February 1872. The Holton ZIP code, 49425,

serves most of the township as well as the southwest corner of 

Sheridan Township on the east, the northwest corner of Bridgeton 

Township on the southeast, the northern part of Cedar Creek 

Township on the south, portions of eastern and northeastern Blue 

Lake Township on the west, the southeast corner of Otto Township on 

the northwest, and the southern portion of Greenwood Township on 

the north. The city of Fremont is to the east and the Fremont ZIP 

code, 49412, serves the northeastern corner of the township. 

Twin Lake is an unincorporated community in Muskegon County. 

It is a census-designated place (CDP) for statistical purposes. 

Local government services are provided by Dalton Township. 

The Twin Lake CDP includes only the areas surrounding the Twin 

Lakes and the nearby North Lake and West Lake in the northeast 

corner of Dalton Township. The Twin Lake ZIP code 49457 serves 

a much larger area, including much of northern and eastern Dalton 

Township, most of Cedar Creek Township to the east, parts of 

northern Egelston Township and Muskegon Township to the southwest 

corner of Holton. 

Wabaningo is a small unincorporated community of Muskegon 

County. It is situated where the White Lake flows through a short 

navigation channel into Lake Michigan. Wabaningo, now a resort 

community, was settled before 1833. It was first called Sylvan 

Beach but the post office, established in 1897, was named 

Wabaningo, after a local Ottawa chief. It was made a branch of 

the Whitehall office in 1954. The office operated as a summer post 

office through 1999. Wabaningo is no longer an acceptable name 

for delivery, although Sylvan Beach is an acceptable name with the 

Whitehall ZIP code 49463. 

It is also the location of the White River Light station, which includes 

a lighthouse built in 1875, which now houses a small lighthouse 

and maritime museum. The original Fresnel lens is on display 

there. 

Wolf Lake is an unincorporated community in Egelston Township 

of Muskegon County. It is a census-designated place (CDP) for 

statistical purposes, but has no official status as an incorporated 

municipality. The population was 4455 in the 2000 census. 

The area included in the CDP includes the entire shoreline of Wolf 

Lake and extends south of the lake to include an area south of 

M-46/E. Apple Avenue.

MUSKEGON COUNTY AIRPORT 

Muskegon County Airport (MKG) is a modern, all weather facility serving 

the commercial, business, and general aviation transportation needs of West 

Michigan. The airport encompasses nearly fifteen hundred acres within 

the City of Norton Shores and has a total employment of 165. Commercial 

airline service is one of the airport's major activities, with United Airlines 

providing daily service to Chicago O’Hare. One-stop access to almost 

any destination in the world is possible. 

In addition to commercial airline activity, MKG has significant general aviation 

activity. Aircraft are available for rent or to charter through Executive Air 

Transport. With nearly one hundred based aircraft, many prominent 

businesses base their aircraft in Muskegon. With an average of one hundred 

fifty daily aircraft takeoffs and landings, MKG plays an important role in the 

transportation of people and goods on behalf of the region contributing over 

$50 million in economic impact. Muskegon County Airport is also home to 

the U.S. Coast Guard Search and Rescue facility, staffed during the 

summer months to provide water rescue and national security services.

MUSKEGON COUNTY WASTEWATER SYSTEM 

Muskegon County operates a regional sewage collection system 

that accepts sewage from 16 municipalities and several large 

industries. All of the wastewater (currently 12 million gallons per 

day) is treated at the Metro Plant, an 11,000-acre land treatment 

site in Moorland and Egelston Townships. The treatment systems 

include full-mix aeration, aerated settling, lagoon storage, rapid 

infiltration, and crop irrigation. The treated water is collected by an 

extensive network of agricultural underdrains and discharged to the 

Muskegon River. The System also receives 2-3 million gallons per 

month of hauled septage and industrial waste from all over the 

state. 

The cropland at the Metro Plant consists of 5,100 acres of corn, 

soybeans, and alfalfa. The corn and soybeans are primarily sold to 

local grain elevators for animal feed, and the alfalfa is chopped for 

use by local dairy farmers. The treatment plant continues to meet 

some of the toughest water quality permit requirements in the 

state. 

The 17 square miles of property also has many recreational 

opportunities. It is one of the best locations in the state for bird 

watching due to the size of the facility and the diverse habitats. A 

birding brochure is available at the plant office or on the County 

Wastewater System web site. Muskegon Community College and 

the Muskegon Astronomical Society both have observatories on 

White Road. The plant has 11 miles of snowmobile trails that are 

groomed by the Westshore Snowmobile Council, starting at their 

Red Barn on Apple Avenue. The Port City Radio Control Club 

maintains a model airplane field at the corner of Swanson Road 

and Laketon Avenue. Muskegon Michigan Area Rocketry has a 

launch site on White Road. MDNR manages a waterfowl hunt in 

the fall and a mentored Youth Turkey hunt in the spring. The System 

permits archery deer hunting as well. All these activities can

STATE BIRD - Robin Redbreast - the best known and best-loved 

bird in Michigan - Adopted in 1931. 

STATE FISH - The Brook Trout - Highly esteemed by sportsman 

for its gameness, fine flavor, rich flesh, and handsome coloration. 

Adopted in 1965. 

STATE STONE - The Petoskey Stone - named for the northern 

tourist area where it is most often found - Adopted in 1965. 

BICENTENNIAL BIRD - The Kirtland’s Warbler - a native Michigan 

bird that has chosen Crawford and Oscoda Counties as its Breeding 

grounds. - Adopted in 1976. 

STATE NICKNAME - “Wolverine State,” “Water Winter Wonderland” 

and “Great Lakes State.” 

STATE GEM - Chlorastrolite (green stone) - Adopted in 1972. 

MUSKEGON - The meaning is “swamp” or “marshy river” in 

Chippewa. Organized in 1859.
