About College<br />

The heritage College of “City Beautiful” true to its cardinal dictum<br />

“Higher and Still Higher”, has blossomed into an Interdisciplinary<br />

Institution.<br />

The <strong>college</strong> has well-equipped science laboratories, sprawling play-<br />

grounds and three hostels with modern amenities.<br />

The genesis of this esteemed institution can be traced back to 26th May,<br />

1953, when it began functioning from the present Mount View Hotel in<br />

Sector-10 and later shifted to the current Govt.Model Higher Secondary<br />

School in Sector-23. Finally, it moved to its present location on 13th<br />

October, 1960, to a sprawling green campus designed by the famous<br />

French Architect P. Jeanneret. On April 2, 2009, the College took a giant<br />

forward as it was renamed to Post Graduate Government College. In<br />

the last five and a half decades, the <strong>college</strong> has nurtured in its fold<br />

academics and sports and has hosted many cultural, academics,<br />

sports, and other co-curricular activities. With its unique reputation of<br />

being a heritage <strong>college</strong> of the city, it houses the rarest of trees and an<br />

impressive Botanical Garden.<br />

Keeping in mind society's expectations from an educational institution,<br />

the <strong>college</strong> has expanded both vertically and horizontally.<br />

Presently the <strong>college</strong> runs courses for Bachelors in Arts, Science, Bio-<br />

Technology, Commerce, Business Administration, Computer<br />

Applications, and Information Technology and Honours courses in nine<br />

subjects and Masters in English, Punjabi, Chemistry, History and<br />

Information Technology. Taking care of the varied intellectual and<br />

professional needs of students, three add-on courses viz. Journalism,<br />

Video Reporting and Video Editing have been introduced in the<br />

Department of English.<br />

To run the conventional and professional courses the Library has been<br />

continuously upgrading itself. Books, journals, magazines, software<br />

even Braille software for blind students are regularly updated.<br />

The <strong>college</strong> imparts broad-based education and a huge cross-section<br />

of our students occupy coveted positions in the fields of education,<br />

medicine, administrative services, engineering, industry and<br />

community services.<br />

Department of Physical Education<br />

The Department of Physical Education in PGGC-11 is as old as the<br />

<strong>college</strong>. To begin with it was known as the Sports Department. In 1980,<br />

the UGC introduced an elective as well as an optional subject of<br />

Physical Education in the <strong>college</strong>. This move of the UGC gave impetus<br />

to the subject and soon it became very popular among the students.<br />

This <strong>college</strong> was the first to introduce the subject of Physical<br />

Education (elective) in the Sports Department of the <strong>college</strong>.<br />

Consequently, the name of the department was changed to<br />

Department of Physical Education and Sports. In all these years the<br />

Department has produced many national and intervarsity players. In<br />

2004 B.P.Ed.-Four Year Innovative/Integrated Course after +2 was<br />

introduced, duly recognized by NCTE in June, 2008. The first batch<br />

passed out in that very year and Mr. Manoj Singh brought laurels to the<br />

Department by getting a Gold Medal in the Annual examination<br />

conducted by Punjab University. The Education Department of the<br />

<strong>Chandigarh</strong> Administration has granted permission to start the<br />

M.P.Ed. course both for boys and girls from the session 2009-10.<br />

The Department has three most important organs of an autonomous<br />

nature – Sports, Physical Education Elective and Teachers Education<br />

and Learning Programme.<br />

various camp in the suburb areas of<br />

<strong>Chandigarh</strong> where student interact with<br />

the village folk and the colony residents<br />

and AIDS awareness and also to create<br />

awareness against social evils. NSS,<br />

both for boy and girl students, exists in the<br />

<strong>college</strong>. A special unit of NSS is to be<br />

College Hostel<br />

There are three hostels in the <strong>college</strong>. These hostels are modern in<br />

concept and design, having the latest amenities. Mostly with cubicles,<br />

these hostels have common room and amenities like T.Vs and<br />

newspapers, ceiling fans, geysers, water-coolers, public telephones,<br />

indoor and out door games, canteens and mess. Each hostel has a<br />

teacher warden and supporting staff.<br />

A candidate should apply for hostel seat along with Admission form of the<br />

<strong>college</strong> on the prescribed from.<br />

Old residents should apply afresh for admission. Their merit and their<br />

conduct in the hostel in the previous session will be taken in to<br />

consideration. For old residents of the hostel, it is notified that the<br />

admission to the hostel is not a matter of right.<br />

Student seeking admission to the hostels are expected to read all the rules<br />

and regulations printed on the back of the hostel admission form. Also<br />

binding on them shall be the rules and regulations notified from time to<br />

time. A resident student can be asked to vacant the hostel in case of<br />

misconduct. Admission to the hostel will be as per rules: and regulations.<br />

Special care is taken of the general well-being of the resident students.<br />

Every resident student must strictly abide by the Hostel Rules.<br />

Note:<br />

I. Parents must accompany a student who seeks admission to the<br />

hostel for the first time.<br />

II.<br />

Details of the hostel rules are mentioned in the Hostel Admission form<br />

of the <strong>college</strong>.<br />

Hostel Rules<br />

1. For hostel admission application on the prescribed from (available in<br />

the hostel) is to be made in the student's handwriting and will be dealt<br />

with by the hostel warden.<br />

2. Allotment of room in the hostel will be made strictly according to the<br />

rule framed by the <strong>college</strong>.<br />

3. A hostel resident is required to attend 50% of lectures delivered per<br />

month failing which he/she will have to vacate his / her hostel room.<br />

4. Possession and consuming of liquor and other intoxicants in the<br />

hostel shall entail expulsion from the hostel.<br />

5. All the residents are required to take their meals in the hostel mess.<br />

Minimum charges of 40 meals per month will be charged from each<br />

resident.<br />

6. No resident will pass on the key of his /her room to another resident or<br />

to an outsider.<br />

7. Internal locks/ latch locks are not permitted to be installed in the hostel<br />

rooms.<br />

8. If a resident absents himself / herself from classes in the <strong>college</strong> for<br />

seven days continuously without prior permission then he/she will be<br />

asked to vacate the hostel seat.<br />

9. A resident whose name has been struck off from the <strong>college</strong> rolls for<br />

any reason will have to vacate the hostel seat.<br />

Hostel seat is allotted only for one academic year.<br />

Rules & Regulations for Admission,<br />

Examination & Award of Degree<br />

for B.P. Ed. – Four Year Innovative/<br />

Integrated Teacher Programme<br />

1. Nomenclature of the Course<br />

Bachelor of Physical Education: A Four Year Integrated/ Innovative<br />

Programme.<br />

2. Duration of the Course<br />

The duration of the course for the Bachelor's Degree in Physical<br />

Education shall be four years.<br />

3. Intake of Students<br />

50 eligible boys and girls students shall be taken.<br />

4. Eligibility Conditions for Admission to course.<br />

A candidate who has passed one of the following examinations shall<br />

be eligible to join the first year class of the Bachelor of Physical<br />

Education (B.P. Ed.) – A Four Year Programme in the University / a<br />

<strong>college</strong> affiliated to this university:<br />

(i) Senior Secondary Certificate Part-II examination or +2 of a<br />

recognized board / council / university with 45% marks in aggregate.<br />

(ii) Certificate in Physical Education of two years duration with a<br />

minimum of 45% marks from any recognized university / institution<br />

on any other equivalent qualification recognized by the PU<br />

<strong>Chandigarh</strong>.<br />

(iii) The candidate should not be more than the age of 24 years on 1st<br />

Sep. 2009. However age may be relaxed up to 25 years in the case of<br />

National / International position holder sports student for the<br />

admission and for those who belong to recognized schedule castes /<br />

schedule tribes.<br />

Provided that a candidate considered for admission under any of the<br />

above clause (I) to (iii) qualifies in the standard Physical Fitness/<br />

Efficiency Test at the time of admission to this course and scores<br />

minimum 45% marks in aggregate out of 60 marks of six test items.<br />

(iv) The merit for the admission to the first year of the Bachelor of Physical<br />

Education (B.P. Ed.) shall be prepared on the basis of marks obtained in<br />

the qualifying examination, fitness test with due weight age in the field of<br />

Sports / NCC / NSS and proficiency in the game of choice etc. as per the<br />

guidelines of the <strong>Chandigarh</strong> Administration / Panjab University,<br />

<strong>Chandigarh</strong>.<br />

(v) The reservation policy will be followed as per the guidelines of the<br />

<strong>Chandigarh</strong> Administration (UT)<br />

4.1 Eligibility Condition For Examination<br />

A candidate shall be eligible to appear in examination in the first year of the<br />

Bachelor and Master of Physical Education (B.P. Ed.) who:<br />

(i) has been on the rolls of the University / College during the academic<br />

year preceding the examination.<br />

(ii) produces the following certificates duly signed by the Chairman of the<br />

Department / Principal of the affiliated <strong>college</strong> :<br />

(a)of good character ;<br />

(b) of having attended not less than 75 percent of the lectures in each<br />

class (theory and practical separately) delivered during the academic<br />

year preceding the examination;<br />

(c) of having obtained 40 percent marks in Internal Assessment / marks to be<br />

awarded by the teachers on the basis of class test / practical assignments<br />

/ project reports carried out by the student/s upto the end of the academic<br />

year).<br />

4.2 A candidate who is declared pass in the first year examination conducted<br />

year of Bachelor of Physical Education (B.P. Ed.) subject to the fulfilment<br />

of conditions laid down in clause 4.1.<br />

5. Eligibility condition for migration of candidates from other<br />

universities<br />

Any student studying in 4-Year Bachelor's Degree and Two year Master Degree<br />

in Physical Education in a College affiliated to a University whose standards<br />

and examinations are recognized as equivalent to the standards and<br />

examinations of Panjab University by the Faculty of Education, shall be eligible<br />

to migrate to any affiliated <strong>college</strong> to this university offering this course in the<br />

same class provided that:<br />

the principals and registrars of the respective <strong>college</strong>s and the universities<br />

respectively agree to such a migration.<br />

(ii)the vacant seat/s is/are available in the respective class/es.<br />

6. Provision for Military Personnel / their Wards on transfer:<br />

The provision is subject to satisfaction of conditions laid down in the clause<br />

4 above.<br />

7. Period for Completing the Course<br />

No student shall be allowed to spend more than a maximum of 6 years in<br />

the entire Four Years' Bachelor's Degree in Physical Education.<br />

8. Classification of Division of Marks<br />

The marks obtained by the successful candidates shall be classified into<br />

divisions as under:<br />

I. Those who obtain 75% or more of the aggregate marks: First division with<br />

Distinction<br />

II.<br />

IV.<br />

Those who obtain 60% or more but less than 75% of the aggregate marks:<br />

First Division<br />

Those who obtain 50% or more but less than 60% of the aggregate marks:<br />

Second Division<br />

Those who obtain 40% or more but less than 50% of the aggregate marks:<br />

Third Division<br />

9. Grace Marks<br />

(i)A candidate who appears in all subjects of an examination and who fails<br />

in one or more subjects (written, practical, sessional or viva-voce) and / or<br />

the aggregate (if there is a separate requirement of passing on the<br />

aggregate) shall be given grace marks up to maximum of one percent of<br />

the total aggregate marks (excluding marks for internal assessment) to<br />

make up the deficiency, if by such addition the candidate can pass the<br />

examination. While awarding grace marks fraction working to ½ or more<br />

will be rounded off to a whole.<br />

9.1 Grace marks upto 1% of the total marks of an examination including its part/s,<br />

if any, shall be added to the total marks secured by a candidate for the award<br />

of higher class (and not for earning distinction / honours); provided that no<br />

grace marks have already been availed of for passing the examination.<br />

9.2 A candidate who reappears in any examination for purposes of improving<br />

the previous performance may be given grace marks upto 1% of the total<br />

marks of the paper/s or part/s as the case may be in which he / she<br />

actually reappears, for purposes of improvement of division and also for<br />

securing 50% of the total marks in these examination where such<br />

improvement to 50% marks is permissible under regulations; provided<br />

that no candidate shall be given more marks than the minimum that may<br />

be required for securing the higher division.<br />

10. Chances to Appear as Late College Student<br />

A candidate who has completed the prescribed course of instruction in an<br />

affiliated <strong>college</strong>/University Teaching department for first year / second<br />

year / third year / fourth year examination but does not appear in it, or<br />

having appeared, and fails, may be allowed to appear in the examination<br />

on the recommendations of the principal of the <strong>college</strong> concerned as a<br />

late <strong>college</strong> student, without attending a fresh course of instruction as<br />

follows:<br />

(i) First Year: Within next two consecutive years.<br />

(ii) Second Year: Within next two consecutive years.<br />

(iii) Third Year: Within next two consecutive years.<br />

(iv) Fourth Year: Within next two consecutive years.<br />

Provided that the total number of years for completing the course remains<br />

within the limit of six years.<br />

11. Number of Chances for Compartment/Reappear Candidate/s<br />

(i) A candidate who obtains 40% marks in the aggregate of each subject,<br />

but has failed in one subject obtaining not less than 20% marks in that<br />

subject, shall be permitted to appear in that subject at the next two<br />

consecutive chances of examination and if he / she passes in either of<br />

these two consecutive chances of examinations, he / she shall be<br />

deemed to have passed the examination.<br />

(ii) A candidate who is placed in compartment shall be eligible to join the<br />

next higher class provisionally. In case he / she fails to qualify the<br />

compartment subject within the two consecutive chances, his / her result<br />

for the higher examination will stand cancelled. For the compartment<br />

subject, he / she may appear as a private candidate.<br />

12. Number of chances and period of improvement of performance /<br />

division.<br />

A person who has qualified for the award of the four year Bachelor's<br />

Degree in Physical Education from the Panjab University may be allowed<br />

to re-appear as a private candidate in a subject in which he appeared<br />

earlier, with a view to improving his / her previous performance. He / she<br />

may reappear in the first, second, third and fourth year examinations or<br />

any of the examination, simultaneously or separately.<br />

For this purpose, he / she may be given two chances within a period of two<br />

years from the year of passing the fourth year Bachelor of Physical<br />

Education examination. He may avail of these chances along with next<br />

two annual examinations.<br />

13. Pass Percentage<br />

The minimum marks to pass the Bachelor's Degree in Physical Education<br />

(first year, second year, third and fourth year) examinations shall be 40%<br />

marks in each paper / part, theory as well as practical/s separately.<br />

14. Attendance requirement<br />

A candidate/s shall be eligible to appear in the annual examination in first /<br />

second / third / fourth year provided that he has attended not less than (i)<br />

75% of the full course of lectures delivered to his class in each of the<br />

subject offered (the course to be counted up to the last day when the<br />

classes break-off / terminated for preparatory holidays) and (ii) 75% of the<br />

periods / lectures assigned to practical work. However shortage of<br />

lectures can be condoned as prescribed in the rules.<br />

4. Each lesson will be of 100 marks including 20 marks of internal<br />

assessment. The examination will be held out of 80 marks (40<br />

marks officiating and 40 marks coaching including viva voce) for<br />

athletics and game lessons. Similarly for optional activities,<br />

examination will be held out of 80 marks (40 marks for practical<br />

and 40 marks for theory and viva voce).<br />

5. Each student is required to pass separately in theory, practical<br />

and respective assessment.<br />

6. Six hours per day will be devoted for theory and practice, i.e.<br />

three hours for theory and three hours for practical work / day.<br />

Part E (Internship)<br />

Internship of three months duration is compulsory in the schools for<br />

which a CERTIFICATE will be issued by the Principal of the College<br />

stating that so and so has completed his / her internship of three<br />

months duration from ________ to _______ at __________ school.<br />

Department of Physical Education<br />

The Department of Physical Education is as old as the <strong>college</strong>. To<br />

begin with it was known as Sports Department. This <strong>college</strong> was the<br />

first among the city Govt. Colleges to introduce the subject of Physical<br />

Education (elective) in the Sports Department of the <strong>college</strong>,<br />

Consequently, the name of the department changed to Department of<br />

Physical Education and Sports. In all these years the Department has<br />

produced many National, Inter-National and Intervarsity players. In<br />

2006 B.P.Ed. (One Year Teacher Education Programme after<br />

graduation) was introduced.<br />

Important Information<br />

It is the moral duty of all students to maintain academic<br />

environment in the <strong>college</strong>. Keeping themselves disciplined,<br />

helping maintain cleanliness, being respectful, helpful,<br />

considerate to their fellow students is what <strong>college</strong> life is all about.<br />

Ragging is strictly prohibited: Hon'ble Supreme Court of India has<br />

strictly banned ragging in educational institutions. Ragging<br />

includes disorderly conduct whether by words, spoken or written<br />

or by an act which has the effect of teasing, treating and handling<br />

with rudeness any other student which is likely to cause hardship<br />

or psychological harm or raise fear or apprehension in the fresher<br />

or junior student. The authorities would expel students indulging<br />

in such activities.<br />

Eligibility to appear in University Exams: A student is required to<br />

attend atleast 75% of lectures delivered in each subject offered by<br />

her, 75% of periods assigned to practicals must be attended.<br />

A student who remains absent for more than 7 days at a stretch<br />

without sanctioned leave is liable to have her name struck off the<br />

<strong>college</strong> rolls. If the student's name is struck off the <strong>college</strong> rolls,<br />

she is required to seek re-admission (after paying admission fee<br />

all over again.<br />

Application for sick leave for more than 5 days will have to be<br />

supported by a Medical Certificate from a Govt. Dispensary/ Hospital.<br />

Scholarships are awarded to meritorious students. They are to<br />

contact the teachers Incharge for concessions & scholarships to<br />

make use of this facility.<br />

An All Round Best Student Award is given to the student of the<br />

outgoing class during the Annual Prize Giving Function.<br />

The duration of the course for the Bachelor's Degree in Physical<br />

Education shall be one year.<br />

shall be eligible to join the Bachelor of Physical Education (B.P.<br />

Ed.) – A One Year Course in the University.<br />

a. A Bachelor's or Post Graduate Degree in any discipline of Panjab<br />

Less than 45% marks.<br />

b. Bachelor's & Post<strong>graduate</strong> degree in any discipline of another<br />

Weightage<br />

The following weightage shall be given wherever applicable, on the<br />

normalized aggregate marks arrived at or on academic weightage<br />

determined for qualifying examination for course covered under the<br />

Entrance Test.<br />

Note: Since this is a professional course aimed at improving the standard of<br />

games and sports, it is essential that special attention be given to the<br />

practical aspect of Track and Field, Games and Sports. Therefore, specified<br />

20 hours per week must be devoted to the practical teaching.<br />

Other Policies<br />

CANCELLATION OF SEATS / ADMISSION<br />

Admission of all such student who fail to attend at least 33 % of the total<br />

lectures delivered and practicals held in all the papers during the first<br />

10 day from the start of teaching work in the course concerned shall be<br />

cancelled by the principal of the <strong>college</strong> on the recommendation of<br />

H.O.D of physical education / Incharge B.P. Ed course after following<br />

the procedure given below:<br />

1. By the 12th day after the start of classes for a particular course,<br />

the name of those students who fail to attend at least 33% of the<br />

total lectures / practicals shall be put upon the Department Notice<br />

Board. Within 4 days of the date of such Notice, a student who is<br />

short of attendance may give in writing the reasons for her<br />

absence from the classes.<br />

2. If a student does not submit an application in writing within the<br />

prescribed time as stated above, or the response given by the<br />

student in her application are not found to be sufficient and<br />

justified in the opinion of the office of the principal / HOD physical<br />

Education, her admission shall be cancelled.<br />

3. All the seats thus falling vacant shall be filled from the waiting list<br />

or through subsequent counseling before the expiry of the last<br />

date fixed for admission by the <strong>college</strong> / university.<br />

When the admission of the students is cancelled as stated above, the<br />

Department shall display on the Department notice board the list of the<br />

person (s) next in the waiting list and make admissions accordingly.<br />

Note: It is obligatory on the part of the student to keep in touch with the<br />

Department for the possibility of the seats falling vacant.<br />

N.C.C<br />

Facility for participation in the national cadet corps (Army Wing) is<br />

available for the students. Students are prepared for “B” and “C”<br />

certificate examination so that they may avail themselves of reserved<br />

seats in the I.M.A meant for N.C.C. “C” certificate holder. We have one<br />

unit of army wing.<br />

National service schema with the motto 'Not me but you' aim at<br />

personality devolvement through community participation. It is meant<br />

to inculcate a sprite of co-operation and social work among the<br />

students. The <strong>college</strong> hold various camp in the suburbs of the<br />

<strong>Chandigarh</strong> where student interact with the village folk and the colony<br />

residents to impact Adult Education, environment and AIDS<br />

awareness and also to create awareness against social evils.<br />

Leave Rules<br />

Student should apply for leave on the leave application form<br />

available in the <strong>college</strong> office.<br />

Prior sanction for leave must be taken. In case of sickness or an<br />

emergency, the leave application must be submitted within<br />

a week.<br />

Application for sick leave for more than five days will have to be<br />

supported by a Medical Certificate from a Government<br />

Dispensary/ Hospital.<br />

Absence fine without leave is Rs. 1/- per period and Rs. 4/- for the<br />

whole day.<br />

College Hostel<br />

HOSTEL ADMISSION GUIDELINES<br />

The <strong>college</strong> hostel has as many as 265 seats for new admission<br />

cases. In addition to these seats the <strong>college</strong> offers an arrangement of<br />

33 students in working women Hostel, Sector- 24 <strong>Chandigarh</strong>. 'ON<br />

THE SPOT ADMISSION” DOES NOT APPLY TO CANDIDATES<br />

WHO SEEK HOSTEL ADMISSION ALSO.'<br />

The candidates have to apply in advance as per the instructions<br />

given below:<br />

1. Hostel admission for all streams shall be strictly on merit basis.<br />

2. The admission forms for Hostel seekers for all the streams are to<br />

be submitted by 06.7.2009.<br />

3. No forms will be accepted on the day of admission.<br />

4. A candidate seeking admission to the hostel should apply for<br />

hostel seat on prescribed form (available in the Hostel) along with<br />

admission form of the <strong>college</strong>.<br />

5. Irrespective of the <strong>college</strong> seats, the hostel seats are limited.<br />

Therefore admission to the <strong>college</strong> does not ensure the right of<br />

the candidate to the hostel seat.<br />

6. Admission to the hostel will be as per rules and regulations issued<br />

by <strong>Chandigarh</strong> administration and will be decided by Hostel<br />

Admission Committee.<br />

7. Hostel seat is allotted strictly on merit and for one academic year.<br />

The Principal reserves the right to cancel the seats in case of any<br />

complaint/ default even in the case of old students.<br />

8. Student seeking admission to the hostel is expected to read al the<br />

rules and regulations printed on the back of the hostel admission<br />

form and in the prospectus. Rules and regulations notified from<br />

time to time will be binding on resident students.<br />

9. It is mandatory for the parents and local guardians to accompany<br />

their wards at the time of admission to the hostel.<br />

10. Old resident students should apply afresh for admission. Their<br />

merit and their conduct in the hostel in the previous session will be<br />

taken into consideration. For old residents of the hostel, it is<br />

notified that admission to the hostel is not a matter of right.<br />

11. Interview for hostel admission before the admission committee<br />

will be held after the <strong>college</strong> admission on the notified dates for<br />

admission in the <strong>college</strong>. Students are expected to maintain a<br />

decent dress code in the hostel and <strong>college</strong> premises.<br />

12. If the candidate fails to report on the day of admission due to any<br />

reason, the candidate loses her claim of position on the merit and<br />

her case will be considered after entire admission schedule of the<br />

<strong>college</strong> is over and the principal grants permission for the same.<br />

13. At the time of admission, parents are advised to inform the hostel<br />

authorities of any chronic ailment from which the student may be<br />

suffering, so that they are better equipped and prepared to handle<br />

such emergencies. In case this fact is concealed, the student's<br />

seat will be cancelled the moment it is so discovered.<br />

14. Strict action will be taken against the student found indulging in<br />

any sort of ragging. She may even be expelled from the hostel as<br />

well as from the <strong>college</strong>.<br />

15. Allotment of rooms in the hostel will be strictly accordingly to the<br />

rules framed by the <strong>college</strong>.<br />

General Rules<br />

1. A resident is required to attend a minimum of 55% of lectures<br />

delivered per month and 75% of the total lectures delivered failing<br />

which she has to vacate her hostel seat.<br />

2. Students who fail to obtain 25% marks in aggregate in house<br />

examination or have lecture shortage will forfeit their hostel seat.<br />

3. Possession and consuming of any kind of intoxicants in the hostel<br />

shall entail expulsion from the the hostel.<br />

4. All the residents are required to take their meals in the hostel<br />

mess. Minimum charges of 40 meals per month will be charged<br />

from each resident.<br />

5. No resident will pass on the key of her room to another resident or<br />

to an outsider.<br />

6. Internal locks/ latch locks are not permitted to be installed in the<br />

hostel room.<br />

7. In case a resident absents herself from classes in the <strong>college</strong> for<br />

seven days continuously without prior permission, she will be<br />

asked to vacate the hostel. If a resident student's name is struck<br />

from the <strong>college</strong> for any reason, she will have to vacate the hostel<br />

seat.<br />

8. No student will be allowed t stay in the <strong>college</strong> hostel during<br />

autumn and Winter break and summer vacation (after University<br />

Examination).<br />

9. Hostel rooms and premises must be kept neat and tidy.<br />

10. Parents will countersign the attendance, house test results,<br />

record of outing of their wards regularly.<br />

11. Habitual defiance of hostel rules will render a resident student<br />

liable to disciplinary action, a special fine and even expulsion from<br />

the <strong>college</strong>.<br />

12. Resident students are not allowed to take part in any kind of<br />

protest or strikes.<br />

13. Parents of defaulter students can be called by the hostel<br />

authorities any time, so they are advised to take the report of their<br />

wards from the hostel warden from time to time.<br />

14. Married girls are not allowed to stay in the collage hostel. In case a<br />

student gets married during the session, she will have to vacate<br />

the hostel.

Appoitement of Local Guardian<br />

1. Appointment of a local guardian is mandatory for admission to the<br />

hostel.<br />

2. Parents must submit photographs of local guardian at the time of<br />

admission to the hostel.<br />

3. Male students (real brother and cousins) will not be accepted as<br />

local guardians and will not allowed to enter the <strong>college</strong> premises.<br />

4. In case of an emergency, local guardians will be informed.<br />

5. Parents/ local guardian must immediately inform in writing any<br />

change in their address or contact number.<br />

6. Hiding of facts or stating of wrong facts will amount to rustication<br />

from the hostel.<br />

7. Only parents/guardian will be allowed to meet their wards from<br />

3:30pm to 5:30 pm on Saturdays and 10:30am to 1:00pm on<br />

Sundays.<br />

Joining the Hostel<br />

1. Resident students are expected to arrive a day before the term<br />

starts.<br />

2. They are expected to bring their own bedding, bed linen. Locks,<br />

tumblers, steel plates, spoons, a bucket, and a mug.<br />

3. Furniture will be issued to the resident students against their<br />

signature. Each student will be responsible for any breakage or<br />

loss of furniture issued to her. Before leaving the hostel she must<br />

obtain a “No Dues” certificate from the warden.<br />

4. Hostel students are not permitted to use private electrical<br />

appliances. In case of a default a fine of Rs 500/- will be imposed<br />

and the electrical appliance will be confiscated. They are also<br />

warned not to tamper with electrical fittings. The collage will not be<br />

responsible for any mishap.<br />

5. The <strong>college</strong> does not take the responsibility of valuables<br />

(especially mobile phones) and of excessive cash of resident<br />

student. They are therefore advised not to bring jewellery with<br />

them.<br />

The <strong>college</strong> does not take any responsibility for any action of any girl<br />

that proves fatal or is detrimental to her social position.<br />

Permission to Leave The Hostel<br />

1. Students will not be allowed to leave the hostel before the official<br />

teaching is declared off. They are advised to take prior permission<br />

from the Principal if they make any travel reservation before this<br />

date.<br />

2. If parents want to give a permanent authority to their wards to<br />

leave the hostel for tuition, days-out or home town trip, they must<br />

fill the specified form at the time of admission to the hostel and<br />

sign the register.

The Admission Form<br />

1. Each prospectus contains two forms, a student can apply in any<br />

of the courses.<br />

2. Fill a separate form for each <strong>college</strong> and each course.<br />

3. Write in blue ink.<br />

4. Fill up all the columns carefully.<br />

5. Write Neatly. Forms with overwriting shall not be accepted.<br />

6. Give the full form of the Board/University from which you have<br />

passed the last examination, e.g. Punjab School Education<br />

Board.<br />

7. Attach the character certificate from the Institution (recognized<br />

and affiliated) last attended. Private candidates should attach a<br />

character certificate issued by a gazetted officer.<br />

8. Attach self-attested copies of the following certificates:<br />

GENERAL RULES OF ADMISSION<br />

1. Candidates and their parents/guardian are expected to read the<br />

prospectus carefully before applying for admission.<br />

2. Candidates should consult the page of the relevant course and<br />

the <strong>college</strong> where they want to apply.<br />

3. Admission to the various classes is made strictly on merit in<br />

accordance with the Panjab University and <strong>Chandigarh</strong><br />

Administration rules.<br />

4. The merit shall be determined on the basis of marks obtained in<br />

all the subjects opted for by the candidates. In case the marks of<br />

two or more students are the same, the age factor would decide<br />

the merit –the older is senior.<br />

5. The admission forms shall have separate columns for father's<br />

and mother's name. The mother's name along with the father's<br />

names shall be mentioned in all the records. However, in case<br />

some students do not wish to declare the name of either mother<br />

or father, they may not be forced to do so and no one be denied<br />

admission on this ground.<br />

6. For admissions, fraction of marks less than the requisite<br />

percentage shall not be rounded off to the advantage of the<br />

candidate, i.e. 32.9%, 39.9% and 49.9% shall not be rounded off<br />

to 33 %, 40% and 50% etc.<br />

7. It shall be the sole discretion of the Principal/ Admission<br />

Committee to admit or not to admit the detained students of<br />

the <strong>college</strong>.<br />

8. Students disqualified by any University/ Board shall not be<br />

admitted to the <strong>college</strong>s. Such students need not apply<br />

for admission.<br />

9. In case of late declaration pf result by the Panjab University, the<br />

normal admission will take place within 10 working days of the<br />

declaration of the work, subject to the availability of the seats.<br />

This rule will not be applied to a candidate who passes the lower<br />

examination from the other University/ Board. It means that those<br />

students whose result is declared late by the University other<br />

than Panjab University shall not be allowed the late admission to<br />

the <strong>college</strong>s under any circumstances.<br />

10. Candidates with the break in their studies will not be admitted to<br />

any <strong>college</strong>s until the gap is explained to the satisfaction of the<br />

Principal of the concerned <strong>college</strong>.<br />

11. For gap year, a student is to supply an affidavit, a specimen copy<br />

which is given on page no. 40.<br />

12. The Principal's decision shall be final and binding regarding<br />

interpretation of rules for admission. Not with standing any rule<br />

incorporated in the Prospectus, the Principal of the <strong>college</strong><br />

reserve the right of admission.<br />

13. In case the conduct of student session is not satisfactory, the<br />

Principal has every right to cancel his or her admission.<br />

Reservation Policy<br />

A candidate applying in a reserved category shall carefully indicate his/her<br />

claim for only one category. In the admission form. In case the candidate<br />

wrongly indicates claim for more than one reserved category, the one<br />

claimed in the first instance shall be considered. No change of category will<br />

be entertained /permitted in the application form or otherwise a later stage.<br />

a) UT Pool:-60% seats of the total sanction intake will be filled up from<br />

amongst the students who passed their qualifying examination from<br />

Institutions recognized by the <strong>Chandigarh</strong> Administration and<br />

situated in the U.T. of <strong>Chandigarh</strong> as a regular student of said<br />

College/school subject to the condition that such student must have<br />

studied for two years at <strong>Chandigarh</strong> and have passed one lower<br />

qualifying examination from these <strong>college</strong>s/Schools. These seats will<br />

be termed as 'UT Pool'.<br />

b) General Pool:-40% of the total sanctioned seats will be filled up from<br />

A freedom fighter is a person who has either been granted freedom<br />

freedom fighter for the purpose of reservation of admission. The<br />

to UT pool/General pool. Benefits of reservation under this<br />

category shall be available only to the following category of<br />

i) Those who passed their qualifying examination from any<br />

institution recognized by <strong>Chandigarh</strong> Administration and situated<br />

in the U. T. of <strong>Chandigarh</strong> as a regular student of the said<br />

institution, who have studied at <strong>Chandigarh</strong> institution at least two<br />

years before applying for gradation certificate subject to the<br />

University as prescribed by them time to time.<br />

The reservation of seats given above shall be strictly adhered to. In case<br />

seats in the reserved category remain vacant on account of non-availability<br />

of qualified candidates, such seats may be filled up from the general<br />

category. The candidate who had applied for a reserved category will be<br />

considered for a particular category only.<br />

Rules Pertaining to Academics<br />

Eligibility to Appear in the University Examination<br />

Attendance Requirement<br />

As per the University Regulations, a student is required to attend at<br />

least:<br />

1. 75% of the full course of lectures delivered to his/her class in each<br />

subject offered by him/her.<br />

2. 75% of the periods assigned to practical work in each<br />

concerned subject.<br />

Information on changes, if any, in the eligibility condition would be<br />

available with the concerned committees.<br />

A student who remains absent for more than seven days at a stretch<br />

without sanctioned leave is liable to have his/her name struck off from<br />

the <strong>college</strong> rolls.<br />

Re-admission : If a student's name is struck off from the <strong>college</strong> rolls,<br />

he/she is required to seek re-admission within 10 working days, falling<br />

which, his/her admission will stand cancelled.<br />

House Examinations & Internal Assessment for B. P. Ed.<br />

As per the instructions of Panjab University, <strong>Chandigarh</strong> Internal<br />

assessment based upon September & December Test is to be sent on<br />

the Performa provided by the Panjab University. The assessment<br />

based on 3% marks in September Test and 5% in December Test in<br />

each paper of all the subjects of B. P. Ed and M. P. Ed. Classes.<br />

1. Weightage of 2 marks will be given for attendance, as follows:<br />

(i)Attendance above 85%-2 marks.<br />

(ii)Attendance 75% to 85%-1 marks.<br />

2. Absence or exemption from the examination on any ground (even<br />

medical) is treated as failure with nil marks.<br />

3. Students found guilty of using unfair means in the house<br />

examinations will abide by the decision of the UMC Committees<br />

as per the rules.<br />

4. A student attending NCC Camps/Sports/Cultural Activities will<br />

seek prior permission for absence in September/December<br />

Tests. He/she may be allowed to appear in a Special Test, if held<br />

at the discretion of the principal.<br />

A Student is Required to Obtain<br />

1. A minimum of 40% marks in the aggregate of all subjects in the<br />

house examinations to be eligible to appear in the annual<br />

University examination.<br />

2. A minimum of marks as per the latest Panjab University rules in<br />

the special test, if held at the discretion of the Principal,<br />

subsequent to regular house examinations.<br />

Libraries<br />

Leave Rules<br />

The PGGC-11 and GCG-42 libraries are fully computerised and are<br />

equipped with books on various disciplines including B.P.Ed. and M.P.Ed.<br />

Courses. Libraries also subscribe to latest National and Internationals<br />

Journals, Dissertation Abstracts, Magazines and News Papers.<br />

Text Books Library<br />

Under the University grants Commission's schemes for Text Books Library,<br />

sets of standard Text Books are issued to the needy students up to the end of<br />

their University Examination.<br />

1. Students should apply for leave on the leave application form available in<br />

the <strong>college</strong> office.<br />

2. Prior sanction for leave must be taken.<br />

3. In case sickness or an emergency, the leave application must be<br />

submitted within a week.<br />

4. Application for sick leave for more than five days will have to be supported<br />

by a Medical Certificate from a Government Dispensary/Hospital.<br />

5. Absence fine without leave is Rs. 1/- per period and Rs. 4/- for the whole<br />

day.<br />

6. Leave on medical grounds or otherwise does not entitle a student to claim<br />

benefit of lectures or for appearing in the special Test.<br />

Library Rules<br />

1. Identity Card / Library Card-cum-Reader's Ticket / PVC Identity<br />

card / Library Card.<br />

As soon as a student is admitted to the <strong>college</strong>, he/she will be issued<br />

an Identity Card/ Library Card-cum-Reader's Ticket on production of<br />

the fee receipt. Four ticket size photographs are to be fixed each on<br />

the Identity card and membership card, and two on reader's tickets.<br />

Every student shall keep his/her Identity card on his/her person during<br />

his/her stay in the <strong>college</strong>. A student who falls to produce the Identity<br />

card on demand may be refused entry in the classes/library and may<br />

become liable for disciplinary action.<br />

2. Issue of Books.<br />

i) Two (Three in case of Hons. and Post <strong>graduate</strong> classes) books<br />

shall be issued for 14 days.<br />

ii) Overdue fine @Rs. 1/- per book per day shall be charged.<br />

Withdrawal of Admission / Library Security<br />

Withdrawal of Admission: A student should apply for withdrawal<br />

his/her name, failing which the student is liable to pay all <strong>college</strong><br />

dues. Until the name is formally withdrawn, the student is liable to<br />

pay all <strong>college</strong> dues and fines.<br />

College fee/ Annual charges once paid are non-refundable. A<br />

separate application will have to be submitted for withdrawal of<br />

name from the hostel.<br />

Refund and lapse of security of Students leaving <strong>college</strong>: All<br />

outgoing Students must submit their library Security refund form<br />

(available in the office) to the dealing assistant of the office.<br />

For Students leaving <strong>college</strong> Mid-Session: Application for refund<br />

of security must be made on the prescribed form immediately on<br />

leaving the <strong>college</strong>.<br />

Academic Prizes<br />

To encourage better performance in studies, prizes are awarded to<br />

the students on the basis of their results in the house examinations,<br />

subject to the following rules:<br />

A student failing in the house examinations or seeking exemption<br />

on any ground, whatsoever, will not be eligible for the prize.<br />

University prizes will be awarded strictly according to the position<br />

held by the students in the University examinations and notified in<br />

the Panjab University Gazettes.<br />

The special examination, if held, will determine only the eligibility<br />

of the students for the University examination and not for the<br />

academic prizes. However, if a student misses an examination in<br />

one or more subjects due to participation in national / University<br />

competitions but secures a first/ second/ third position in the<br />

subject he/she has appeared for, he/she will be entitled to the<br />

prize.<br />

RAGGING<br />

The following instructions should be noted for strict compliance:<br />

RAGGING IS STRICTLY PROHIBITED<br />

As per the UGC letter No. F1-8/2006(CCP-II) dated February, 2008, addressed to te Registrar, Punjab<br />

University, <strong>Chandigarh</strong>, the Hon'ble Supreme Court of India has strictly banned ragging in the Educational<br />

Institutions.<br />

If any incident of ragging comes to the notice of the authority the concerned student shall be given liberty to<br />

explain and his explanation is not found satisfactory, the authority would expel him from the institution.<br />

Ragging includes disorderly conduct whether by words, spoken or written or by an act which has the effect of<br />

teasing, treating and handling with rudeness any other student, indulging in rowdy or in disciplined activities<br />

which cause or are likely to cause hardship or psychological harm or to raise fear or apprehension in a fresher<br />

or a junior student.<br />
