THE OPERATIONAL CHALLENGE<br />

Providing essential public safety communications<br />

for recovery after major incidents<br />

Major incidents can happen anytime and anywhere, at<br />

short notice. Civil riots, terrorist attacks, motor vehicle<br />

accidents, and major fires and storms are unpredictable.<br />

When these incidents occur, the public safety communications<br />

infrastructure can become overloaded and impaired. It needs to be<br />

augmented quickly so that people can be rescued and the process<br />

of restoration can begin.<br />

In the aftermath of a major incident, people may panic and make<br />

unnecessary calls, and the sick and injured may be in need of<br />

emergency services. Local police and first responders require<br />

reliable and secure communications in order to carry out their<br />

assigned tasks. Restoration of critical communications capabilities<br />

must be the first order of business.<br />

To support rapid recovery of essential public safety communications<br />

after an incident, equipment typically must be brought into the<br />

affected area. This can be accomplished by installation of the<br />

equipment in a rugged transit case. Such a T-case can be fitted to<br />

a trailer or installed in a vehicle.<br />

This highly mobile communications system should enable:<br />

l Rapid establishment of a Project 25 (P25) Land Mobile<br />

Radio (LMR) public safety network to allow first responders<br />

to communicate and coordinate relief activities within the<br />

affected area<br />

l Backhaul connection to an available network infrastructure<br />

to allow for coordination with government agencies, utility<br />

companies, and other relief agencies outside the area<br />

Internationally deployed Project 25-compliant systems support<br />

secure voice communications for public safety users like the police,<br />

firefighters, ambulances, and emergency medical teams. It is<br />

critical for these first responders to be able to coordinate their<br />

responses to minimize loss of life and property damage.<br />

<strong>Harris</strong> offers the Major Incident Response System which can be<br />

rapidly deployed to the affected area to augment the essential<br />

communications vital to successful recovery. The system provides<br />

the capabilities necessary to supplement communications and<br />

provide interoperability amongst first responders.
