THE OPERATIONAL challengeProtecting warfighters’ camp perimetersand other critical remote areasWarfighters on the tactical edge have never been morevulnerable. Operating in small teams, their forwardbases, camp perimeters, and avenues of approach areboth hard-<strong>to</strong>-patrol and critically important for maintaining theirunits’ defense and security. Lines of communication betweenthese deployed personnel and their supporting headquarters canbe easily attacked with hastily emplaced IEDs, snipers, and otherasymmetric threats. Commanders must at the same time dealwith the realities of manpower and budget constraints.Federal and paramilitary forces face similar challenges as theytry <strong>to</strong> secure their country’s borders from transnational terrorists,drug trafficking organizations, and illegal immigrants. Alsochallenged <strong>to</strong> operate with constrained resources, they may need<strong>to</strong> detect and identify threats in remote border regions in order<strong>to</strong> prioritize a response.A video surveillance capability is the logical answer for observingand protecting these perimeters, borders and avenues ofapproach with a minimum of personnel. Much more so than withstill image reports, long-range video enables the user <strong>to</strong> tracka target’s movements at standoff ranges, so that intent can bedetermined quickly enough <strong>to</strong> effectively respond <strong>to</strong> threats.Other surveillance methods have proven <strong>to</strong> be <strong>to</strong>o costly andcomplicated (unmanned aerial vehicles—UAVs), ineffective due<strong>to</strong> limited persistence and range (micro-UAVs), or <strong>to</strong>o difficult anddangerous <strong>to</strong> emplace and maintain (covert ground sensor-basedimaging or video systems). solution over<strong>view</strong>Surveillance TrailerProviding unmanned surveillance now,without the cost and risk of a cus<strong>to</strong>m programThe Rapidly Deployable Area Surveillance System (RDASS)utilizes the advanced wideband communications capabilitiesof our Falcon III ® tactical radio and video compressionproducts integrated with leading-edge partner video systems.It provides nomadic surveillance capabilities which can bedeployed at a moment’s notice <strong>to</strong> enhance situational awarenessand target detection capabilities.The standard RDASS consists of two trailers—each of whichcontains all the necessary equipment, power sources, andsoftware <strong>to</strong> provide unmanned video surveillance at ranges ofmore than 20 kilometers (terrain dependent) from the moni<strong>to</strong>ringstation. This capability supports the following types of scenarios:l Sensors have indicated a threat has crossed a mountainousborder region. The RDASS trailers are deployed in<strong>to</strong> the flatlands adjacent <strong>to</strong> the mountains, so that the threats can bedetected as they descend in<strong>to</strong> the valley. The remote opera<strong>to</strong>rcan track the threats using the pan/tilt/zoom cameras, and aresponse team can be directed <strong>to</strong> intercept them.l A pla<strong>to</strong>on has been tasked with fortifying a key avenue ofapproach in preparation for a larger scale movement. RDASStrailers are <strong>to</strong>wed in<strong>to</strong> place by pla<strong>to</strong>on vehicles and used <strong>to</strong>provide surveillance of the approaches. After the main forcehas passed through the area, the RDASS equipment is quicklys<strong>to</strong>wed and the pla<strong>to</strong>on can join its company.l Convoys are often attacked in a particular section of a roadthrough a rugged area. An RDASS trailer is deployed byhelicopter <strong>to</strong> a hill<strong>to</strong>p overlooking the area. Video of the roadis streamed back <strong>to</strong> base so that this critical segment of theroad is under constant surveillance.l A forward operating base (FOB) has mast-mounted videosurveillance cameras at the guard posts; however, severalravines and small valleys cannot be seen directly from thecamp. The RDASS is deployed beyond the base perimeter <strong>to</strong>observe these areas. Ground sensors are deployed in the lowareas, so that the cameras are au<strong>to</strong>matically panned <strong>to</strong> anarea of interest and audible and visual alarms are generated atthe FOB moni<strong>to</strong>ring station through the <strong>Harris</strong> Falcon C2Viewapplication. This slew-<strong>to</strong>-cue capability allows the opera<strong>to</strong>r <strong>to</strong>perform other missions until targets are detected in the area.Using the standard rechargeable batteries and diesel genera<strong>to</strong>r,the RDASS can operate for more than a month without resupply.The system has been designed <strong>to</strong> accept optional solar panels soit can be deployed for even longer periods of time; alternatively,the solar power source can serve as a backup capability for thegenera<strong>to</strong>r. The achievable mission duration for the solar powersystem will depend on the size of the array chosen and thesunlight conditions of the deployment area.
