15 – Facilities to Citizens for Obtaining Information

“ MARKETING WING ” 

MARKETING WING:- 

(Formerly: H.P.State Small Industries & Export Corporation Limited) 

With the amalgamation of the erstwhile HPSSI&EC with HPSIDC in March, 2011 as approved by 

the Govt. of India, the HPSSI&EC unit has been designated as the “Marketing Wing” of the HPSIDC 

and has formally started functioning under Administrative control of HPSIDC w.e.f. January, 2012. 

As per the amalgamation orders of the GoI, the P&L A/c of this section is to be separately 

maintained for a period of 7 years w.e.f the “Appointed date” i.e. 01.04.2009. The B/s of the 

HPSIDC (consequent to the amalgamation of HPSSIEC) shall however be a consolidated B/s 

incorporating the financial results of the Marketing wing. Pursuant thereof, the operations of the 

Marketing wing have been kept independent for the present under the supervision of a Senior 

Manager of the HPSIDC. 

Operations of Marketing wing :- 

The Marketing Wing is procuring iron & steel materials from prime producers like Steel Authority of 

India Limited (SAIL) and Rashtriya Ispat Nigam Limited (RINL) for further distribution to the SSI 

units/Govt. Departments/ Undertakings. This wing has also been designated as the forwarding 

agent by Indian Oil Corporation (IOC) for supply of Bitumen to Departments like the PWD in the 

State of Himachal Pradesh. The Wing had field offices at Parwanoo, Chandigarh, Mehatpur and 

Kandrori. However, the offices at Chandigarh & Kandrori have been closed due to paucity of staff

after superannuation of the personnel posted there. The operations are now been looked after by 

the Branch offices at Parwanoo & Mehatpur. The Wing has also rented out industrial 

sheds/buildings/land to the SSI entrepreneurs at Parwanoo and Paonta Sahib. Brief details of the 

activities of the Marketing Wing are enumerated below:- 

Procurement & Distribution Of Iron & Steel Material: 

A. The Wing is procuring iron & steel material against ‘State Allocation’ by the Ministry of Steel, 

Government of India, from the prime producers i.e. Steel Authority of India Limited (SAIL) 

and Rashtriya Ispat Nigam Limited (RINL) from their stockyards at Chandigarh and within 

the State of H.P. A rebate of Rs.550/- per MT is being passed on to the Corporation 

(Marketing Wing) by the Ministry of Steel as ‘service charges’. As part of a business 

strategy, the Corporation passes on the rebate to the small scale units @ 250/- per MT in 

case of quantities lifted upto 400 MT per month and @ Rs.300/- per MT provided the 

quantity lifted is over 400 MT per month. The Corporation gives discount of Rs.200/- per 

MT to the Government Departments/Undertakings on lifting of steel material. The steel 

material (wire rod) are being mainly supplied to the SSI units of Kandrori area and the units 

make their own arrangements for transportation of material from stockyards to SAIL/RINL at 

Chandigarh to their respective units. 

In so far as government supplies are concerned, the material is being dispatched from 

Chandigarh Stockyard of SAIL/RINL to the Depots of the Corporation located at Parwanoo & 

Mehatpur through transporters. Apart from SSI units, the main customers are various 

consignees of HP Public Works Department and HP State Electricity Board Limited. 

B. In the year 2010-11, the erstwhile HPSSI&EC i.e. the Marketing Wing was also designated 

as a dealer of Steel Authority of India Limited at Parwanoo and Mehatpur for the supply of 

iron & steel material and has been allowed a margin of Rs.1200/- per MT on the supply of 

TMT Rods and Rs.1700/- per MT for GP/GC sheets. Apart from this, Steel Authority of India 

Limited is allowing ‘quantity linked incentives’ as per their policy from time to time. Under 

the dealership arrangement, the steel material is being supplied by the SAIL, FOR to the 

Depots at Mehatpur and Parwanoo and on ‘freight charged extra’ basis from their stockyard 

at Shimla. Delivery from Shimla suits Govt. consignees located in the Upper Shimla belt 

and the Distt. of Kinnaur.

The Marketing Wing also faces competition from HIMFED who too are dealers of SAIL and have a 

relatively better coverage/reach within the State, as also from some private dealers. 

The figures of turnover/income from the above portfolio during the last three years are as under :-

PROCUREMENT & DISTRIBUTION OF BITUMEN: 

The Wing has also been appointed as carrying & forwarding agents (CFA) by Indian Oil Corporation 

(IOC) with stock points at Parwanoo & Mehatpur for the supply of packed bitumen. Presently, the 

IOC is providing a business incentive of Rs.500/- per MT as service charges to the Corporation on 

the bitumen trading. As a security against the supplies, the Corporation has provided bank 

guarantees for an amount of Rs.50.00 lacs each for the depots at Parwanoo and Mehatpur to the 

Indian Oil Corporation. The quantity of Bitumen supplied and income earned from this activity 

during the last three years are as under:-

This income is dependent on orders from HPPWD. H.P.Agro Industries Corporation and a private 

dealer of HPCL are other operators within the State for the supply of bitumen from whom the 

Corporation (Marketing Wing) faces competition. 

RENTING OUT OF SHEDS/LAND: 

The HPSSIEC was alloted 16015 sq.mtrs.of land from HIMUDA at Parwanoo and 5540 sq.mtrs. 

land at Paonta Sahib from Industries Department on 95 years lease in the year 1975 and 2005 

respectively. Industrial sheds were constructed on part of the land at Parwanoo and on the land at 

Paonta Sahib. The sheds and land at Parwanoo have been leased on rental basis to 18 

entrepreneurs and sheds at Paonta Sahib to 11 parties who have set up SSI units in the premises. 



HPSIDC 

The Marketing Wing is earning (on an average) about Rs.25.00 lacs as rent per annum on this 

account. 

STAFF STRENGTH OF MARKETING WING: 

The Marketing Wing has a staff strength of 14 employees. Seven personnel are posted at Shimla 

while 5 are manning the field offices at Parwanoo & Mehatpur. One Sr. Assistant and one driver 

are on secondment basis with HP Secretariat. The salary bill of the Marketing Wing is approx. 

Rs.70.00 lacs per annum.
