<strong>of</strong> Delhi<br />

engineers<br />

have been booked by the <strong>Central</strong><br />

<strong>Bureau</strong> <strong>of</strong> <strong>Investigation</strong> for<br />

allegedly conspiring with a retired<br />

Major General to allow<br />

unauthorised construction on<br />

his property at Mahipalpur in<br />

South Delhi.<br />

The CBI conducted searches<br />

at the premises <strong>of</strong> the accused<br />

persons and the Gurgaon residence<br />

<strong>of</strong> the retired Major<br />

General. During the exercise,<br />

they claim to have seized documents<br />

pertaining to unauthorised<br />

construction at the<br />

Mahipalpur property and papers<br />

related to various investments,<br />

expenditures and<br />

properties in the name <strong>of</strong> the<br />

Major General and his family<br />

members

trial from Ghaziabad to Delhi<br />

citing security reasons.<br />

Fourteen-year-old<br />

Aanishi,<br />

the only daughter <strong>of</strong><br />

the Taiwars, was found dead<br />

Aarushi's father<br />

Rajesh Taiwar<br />

with her throat slit at thefamily's<br />

Noida residence on the<br />

outskirts <strong>of</strong> Delhi on May 16,<br />

2008, and the body <strong>of</strong> their<br />

domestic help Hemraj was<br />

found on the terrace the next<br />

day. Refusing to accept the<br />

closure<br />

report filed by the<br />

CBI in December<br />

2010, the<br />

trial court took cognisance <strong>of</strong><br />

the case. Aggrieved, Dr. Nupur<br />

Taiwar challenged the order<br />

before the High Court,<br />

which on March 18, 2011, dismissed<br />

hçr plea.<br />

The n4xt day the Supreme<br />

Court stayed all further proceedings<br />

and on January 6<br />

this year the Court disposed<br />

<strong>of</strong> the matter paving the way<br />

for the trial.<br />

Besides security reasons,<br />

citing the earlier incident<br />

when Dr. Taiwar was attacked<br />

in the court premises,<br />

he also said that most oMhe<br />

witnesses were in Delhi. He<br />

said it would be desirable if<br />

the trial was conducted in a<br />

court in Delhi.<br />

Mr. Rohatgi submitted that<br />

it would be in the interest <strong>of</strong><br />

justice to hold the trial in Delhi<br />

as it would be convenient<br />

not oniy to the witnesses but<br />

also to the prosecuting agency,theCßl.<br />

Mr. Mishra explained how<br />

the police was a mute spectator<br />

when Dr. Talwar was attacked<br />

in the court premises<br />

in January 2011 and the magistrate<br />

took cognisance <strong>of</strong><br />

the closure report despite the<br />

protest petition being filed.<br />

Mr. Haval, however, opposed<br />

the transfer saying that<br />

there had been consistent attempts<br />

by the couple to delay<br />

the trial at every stage.<br />

He said adequate police<br />

protection would be given to<br />

the doctor couple and the magistrate<br />

wasyet to commit the<br />

case to the Sessions for trial.<br />

Proper security arrangement<br />

would be made for them in<br />

Ghaziabad by the Sessions<br />

court after the case was commißed<br />

for trial.

MCD engineers in CBI net for graft<br />

New Delhi: The <strong>Central</strong> <strong>Bureau</strong> <strong>of</strong><br />

<strong>Investigation</strong> has registered a case<br />

against two engineers <strong>of</strong> the Municipal<br />

Corporation <strong>of</strong> Delhi for allegedly<br />

allowing a retired Major General<br />

to carry out ifiegal construction on<br />

his property on NH-8 in Mahipalpur.<br />

CBJ <strong>of</strong>ficials said the engineers made<br />

monetary gains out <strong>of</strong> this and they<br />

have been booked under the Preven<br />

tion <strong>of</strong> Corruption Act.<br />

The MCD <strong>of</strong>ficers <strong>of</strong> Najafgarh<br />

Zone booked by CBI are the then assistant<br />

engineer (building) Ann Mittai<br />

Besides, the accused<br />

were also hying to derail the<br />

probe by threatening the investigators<br />

the CBI said. After hearing<br />

the CBI, the High Court ordered<br />

look into the issue and take<br />

posts, recommending an inquiry<br />

by the CIII or the En<br />

forcementDirectorate.<br />

Sending his report to<br />

ChiefMinisterMayawati, the<br />

Lokayukta had sought an action-taken<br />

month. The government sent<br />

itsreply onMonday. The decision<br />

registered a case against<strong>of</strong>ficials<br />

<strong>of</strong> Directorate<strong>of</strong> Health<br />

Services, Delhi, for allegedly<br />

purchasing medicines at inflated<br />

price fromBangalorebased<br />

AstraZeneca India<br />

Pharma Limited. The agency<br />

has<br />

also booked the company's<br />

director.<br />

As per the agency, the Directorate<br />

had given a rate<br />

contract <strong>of</strong> Rs 1,530 (excluding<br />

VAT) per gram vial <strong>of</strong><br />

Meropenem in 2009 to the<br />

company. The company got<br />

the contract allegedly by furnishing<br />

a false affidavit that it<br />

wasn't supplying the vial to<br />

any other organisation at a<br />

rate lower than quoted byit<br />

forsupplies to the Delhi government.<br />

The company kept<br />

supplying the medicineat inflated<br />

rate even after getting<br />

showcause notices forthe recovery<strong>of</strong>Rs<br />

7.5 crore.<br />

person. The same man (Rajesh's<br />

attacker) had attacked three different<br />

persons during that time,<br />

one <strong>of</strong> them being former DOP<br />

SPS Rathore who was then accused<br />

in the Ruehika Girhotra<br />

case. It was not him (Rajesh)<br />

alone. Besides, such an incident<br />

can take place anywhere," Raval<br />

agency would take<br />

care <strong>of</strong> the couple's secutity<br />

in Ghaziabad.<br />

this allegation,<br />

Mishra said there was no such<br />

'clandestine" reason for seeking<br />

transfer to Delhi. lie claimed<br />

Rajesh was already on bail and<br />

Nupur was never arraigned as an<br />

accused in the case, at least until<br />

the closure report was filed by<br />

the CBI in the case.<br />

To this, Raval countered that<br />

Rajesh was never on bail, and<br />

that the trial court had merely<br />

refused to cxtcnd hisjudicial custody.<br />

to government stores and<br />

Ghaziabad. His brothers<br />

Surendra and Brij Bhusan<br />

Pandey hunched a pharmaceutical<br />

Pharma, to grab the government's<br />

Luckñow: CBI raided 23 lodatioñs across"<br />

Uttar Pradesh's 12 districts on Saturday in<br />

connection with the National Rural Health<br />

Mission (NRHM) scam. The raids werecarried<br />

out with a focus on present and former<br />

chief medical <strong>of</strong>ficers and their deputies,<br />

whohavenowbeenpromoted. Thepremises<br />

<strong>of</strong> a number <strong>of</strong> contractors and suppliers <strong>of</strong><br />

medical equipment and pharmaceuticals<br />

were also searched The raids were on at<br />

some places when reports last came in and<br />

are understood to be a fallout <strong>of</strong> four fresh<br />

FIRs that CBIregistered on Friday<br />

In Lucknow, CBI searched the residences<br />

<strong>of</strong> R S Verma, SK Shiloiya and Harish<br />

Chandra, who are the Varanasi, Gorakhpur<br />

and Ballia CMOs. Fortner Varanasi CMO K<br />

M Tewari's residence was also searched.<br />

His sonKshitij wasasked to accompany the<br />

CBI teamafterthe search. DrTewarireportedly<br />

scaled the boundary wall <strong>of</strong> his house<br />

and fled when he sawthe CBlteam.<br />

In Shrawasti, sleuths searched district<br />

hospital records and in Gorakhpur the<br />

R SVerma duringthe raid in Lucknow<br />

premises <strong>of</strong> P P Verma weresearched. Vetma,<br />

now posted at Gorakhpur District Hospital,<br />

was CMO <strong>of</strong> Deoria when the misappropriation<br />

<strong>of</strong> funds was detected. The<br />

premises <strong>of</strong> MMEhan were also searched.<br />

Khans involvement inthe scam is allegedly<br />

related to hisstint as GondaCMO.<br />

On Friday, CBI had conducted simultaneous<br />

raids at 30 locations in 11 districts.<br />

The searches focused on, contractors and<br />

suppliers <strong>of</strong> medicines and equipments to<br />

the government hospitals under NRHM.

sent for forensictests.<br />

But the police ruled out<br />

murder, as the two doors in<br />

Sharma's flat were found<br />

and the act was video<br />

On Februaiy 22, the<br />

Lakhimpur Kheri police<br />

claimed it had found a suicide<br />

note, addressed to the<br />

district magistrate, carrying<br />

Sharma's initials, blaming<br />

Bhargava, Gupta and Hans<br />

for driving him to suicide.<br />

The police said the note accusedDr<br />

Lucknow: The Uttat Pràdesh<br />

government on Sunday recommended<br />

a CBI probe into<br />

the mysterious death <strong>of</strong><br />

health department clerk Mahendra<br />

Sharma at Lakhimpur.<br />

He was handling a section<br />

<strong>of</strong> the .NRHM-furided project<br />

at the Pasgawancommunity<br />

health centre and his body<br />

was found a week after he<br />

wentmissing on February 7.<br />

While police-had initially<br />

claimed Sharma committed<br />

suicide, his family insisted he<br />

was murdeted. His autopsy<br />

report revealed that he died<strong>of</strong><br />

smothering. After the death<br />

was highlighted by the media,<br />

police lodged an FIR against<br />

six persons, including Shar<br />

ma's boss, the Lakhimpur<br />

chief medical <strong>of</strong>ficer.<br />

With elections at Lakhimpur<br />

on March 3, the governmeñt<br />

has recoended a CBI<br />

probe. Government <strong>of</strong>ficials,<br />

however, described the recomthendation<br />

asroutine.<br />

"The widow had lodged a<br />

complaint with the district<br />

magistrate on Saturday seeking<br />

a CBL probe. Afterconsulting<br />

police, the DM forwarded<br />

his report to the government<br />

for a probe," said a senior government<br />

<strong>of</strong>ficial. "The home<br />

department held a meeting <strong>of</strong><br />

senior <strong>of</strong>ficials following<br />

which the DM's recommendations<br />

were forwarded to the<br />

department <strong>of</strong> personnel and<br />

training (DoFF) which handles<br />

CBI. We're waiting for a<br />

response fromCBL"<br />
