• With project managers, develop Detailed Implementation Plans and budgets for existing and forthcoming programs/projects<br />

• Ensure project implementation is aligned with project design documentation<br />

• Develop implementation and management strategies that enable all projects to achieve outputs and outcomes within prescribed timeframes and<br />

budgets.<br />

• Provide recommendations to the Operations Director for improved, streamlined and updated program implementation.<br />

• Ensure positive community involvement and participation in program implementation.<br />

Monitoring, Reporting and Evaluation<br />

• Ensure projects are regularly monitored according to the project monitoring plan and progress is recorded and reported.<br />

• Ensure that donor requirements and project targets are met during program implementation and suggest adjustments where necessary.<br />

• Coordinate the overall reporting of donor funded projects, ensure that reporting requirements are met and reports are submitted to Support Offices<br />

and donors on time and in high quality English.<br />

• Present monthly and quarterly progress reports to the Operations Director.<br />

• Coordinate and support project managers and sector specialists in the planning and undertaking of field assessments and technical evaluations of<br />

current and ongoing projects.<br />

Representation and Networking<br />

PURPOSE OF POSITION:<br />

To participate and support the Regional Finance Director in ensuring standards of excellence through grants financial management, accountability and integrity,<br />

and supporting grant acquisition in WV East Asia National and Program offices.<br />

KEY RESPONSIBILITIES:


Grants Financial Management:<br />

• Conduct Quarterly review and analyses of grants financial reporting to ensure timely submission and compliance with WV policies and award<br />

requirements.<br />

• Provide feedback and analysis to NOs on areas with significant over- or under spending and/or any other risk areas.<br />

• Ensure appropriate grant financial and monitoring frameworks are in place, and operating satisfactorily, in each National Office to support ministry<br />

<strong>World</strong> <strong>Vision</strong> operates a number of different ministries to empower the poor in 92 countries worldwide. Microfinance lending is one of the ministries<br />

supporting economic development. It gives the ability people who would otherwise not have access to reasonable lending, funds to start businesses and<br />

provide for their children’s education, and family well being. Micro finance lending to the poor is performed through 37 Microfinance Institutions (MFI’s)<br />

globally and has outstanding loans of over $360 million to some 700 thousand clients, impacting some 2.1 million children. With changing local regulatory<br />

demands and a need for more banking specialization, the <strong>World</strong> <strong>Vision</strong> <strong>International</strong> board created and mandated <strong>Vision</strong>Fund (VFI) to manage the partnership’s<br />

microfinance lending. Recognising that VFI has changing priorities, it has announced that it will gradually withdraw from the MEER Region over the next 3-5<br />

years. The MEER Regional Director will therefore be required to work closely with the VFI CFO to implement the strategic initiatives which flow from these


changing priorities for the region.<br />

<strong>Vision</strong>Fund is seeking a Regional Director to lead and manage the execution of <strong>Vision</strong>Fund’s strategy in the MEER region. This role will be responsible for<br />

maintaining the integrity of the region’s operations during the transitional phase of VFI’s ownership as well as supporting the execution of the strategy. It will<br />

have a joint reporting line to the VFI COO on operational matters and the VFI CFO on strategic matters. The role will take on the responsibility of managing<br />

the regional MFI technical and systems staff. The position will represent VFI on the MFI boards and he/she (or a regional designate) will sit on all MFI boards<br />

within the region. The role will represent all regional MFI issues to ensure proper governance, controls, policies, procedures, and performance targets are<br />

achieved. The regional MFI strategy, business plan and budget will be developed. This position will ensure that all growth initiatives are well-managed both at<br />

the local and regional level. Measures and targets will be established and agreed for each MFI and quarterly reviews held to establish progress and decide upon<br />

adjustments and redirection of resources. All efforts will be made to provide regional solutions to improve MFI services and reduce costs.<br />

KEY RESPONSIBILITIES:<br />

Develop and maintain a strong control environment:<br />

• Responsible for ensuring all MFI’s have well-operating boards, financial controls and are in compliance with local laws, regulatory requirements and<br />

WV/VFI policies, procedures and directives,<br />

• Sit on and attend all board meetings to represent WV/VFI’s ownership position,<br />

• Assist with the development of effective boards including roles & responsibilities, composition, and self assessment,<br />

• Provide advice and input to National Directors on recruitment and appointment of Field Security Officers, particularly in regard to professional and<br />

technical requirements and competence of candidates for selection.<br />

• Work closely with national office security staff providing critical leadership, guidance and input in the area of security management.<br />

• Recommend on the safety, security and protection of the organisation and its staff, particularly in insecure complex humanitarian environments or<br />

during potential security risks and threats arising from changing political, social and economic situations in the national offices.<br />

• Contribute to development of global policies, guidelines and standards relating to security and provide leadership in contextualizing and<br />

mainstreaming them within the region.<br />

• Support and advise national offices in carrying out Security Risk Assessments, using standard tools and processes.<br />

• Work with National Office & Regional Senior management to provide advice on ensuring that security budgets are in alignment with the assessed<br />

OPERATIONAL SUPPORT 20%<br />

• Provide sound technical leadership in managing critical incidents in the region and provide input to the regional senior management team in crisis<br />

management situations and reviews of critical incidents/.<br />

• Review Security Risk Ratings in the region and engage with national offices to develop mitigation strategies that are compliant with <strong>World</strong> <strong>Vision</strong>’s<br />

Core Security Requirements (CSR).<br />

• Ensure that national offices have developed security, evacuation and contingency plans in alignment with the Security Risk Assessment.<br />

• Monitor regional security incident reporting and ensure the appropriate dissemination of information during emergencies.<br />

• Manage ‘surge capacity’ requirements for critical incidents that are beyond the scope of national offices (i.e. facilitate consultancies etc)<br />

CAPACITY BUILDING 20%<br />

• Coordinate assessment, development and implementation of regional capacity building plan for security management based on regional & national<br />

program Security Risk Assessments.<br />

• Engage with national offices and regional programme directors to raise the awareness of security management in alignment with <strong>World</strong> <strong>Vision</strong><br />

security policies and standards.<br />

• Identify, share / facilitate access to security tools, resources and materials as well as learning and support opportunities for national offices. These may


include facilitating, conducting training, engagement of trainers, establishing institutional links and identifying opportunities for staff exchange or<br />

• Lead the process of continuous learning on international best practice in security management and identify tools and processes that can be<br />

• Act as a strategic link for regional security connecting national offices, support offices and global centre.<br />

Provide technical support<br />

• Provide technical supervision and coaching for National office CC-related staff, ensuring active participation within the Region in CC-related<br />

• Provide regional leadership, coordination and technical support on CC focused programming to NOs and RO.<br />

• Review, on request, CC [projects] proposals and provide technical advice in consultation with other sector LCs/units to assist particular country<br />

• Ensure program designs, annual operating plans or detailed implementation plans tangibly address relevant CC issues and child well being outcomes.<br />

• Provide relevant CC tools (in line with LEAP, IPM and others) for child-focus and LEAP aligned programming.<br />

• Collaborate with SAR Gender, CP, HEA and Advocacy Advisors, IPM, LEAP and Communications on CC specific issues at NO and Regional levels to<br />

facilitate integration and increased impact on wellbeing of children.<br />

Build skills of NO and ADP Staff in CC formation and programming<br />

• Conduct CC Learning Labs (LL) and participate in Integrated LL as appropriate.<br />

• Work with National Directors, regional and national People & Culture staff and CC Coordinators to ensure that staff selection, orientation, Christian<br />

formation and spiritual nurture are consistent with WV policies and encourage staff to engage in Christ-centred life and work. (ACCA Standard # 4<br />

and 5).<br />

• Work with the Regional Working Group, Support Offices and help National Offices to secure adequate funding to implement Christian Commitment<br />

programmes.<br />

• Ensure that National CC and ADPs programmes fulfill national policies for the spiritual formation of children, youth and their communities (ACCA<br />

Standard # 3).


Establish linkages and networks<br />

• Engage Churches/Faith Based organisations in different countries to promote spiritual nurture of Children, child protection, women in leadership and<br />

campaign against Gender Based Violence.<br />

• Encourage engagement with other faith leaders and organizations around issues pertaining to peace, reconciliation and the well-being of children<br />

(ACCA Standards # 8).<br />

• Build collaborative links with key in –country partners and institutions within the LC host country to leverage resources and efforts, refinement,<br />

• Facilitate formation/strengthening of relationships between NOs and SOs for resource acquisition and other support<br />

KEY RESPONSIBILITIES:<br />

Programme Management


• Act as a Leader for the Regional Programme Team<br />

• Provide administrative management for the implementation of all WV Programs in the assigned Region in accordance with the overall WV Southern<br />

Sudan country strategy, policies, procedures and objectives.<br />

• Ensure that all programmes are closely integrated and that all programmes receive adequate planning, monitoring and are evaluated and LEAP<br />

compliant<br />

• Participate in the assessment of community needs and resources in the assigned Region.<br />

• Where necessary and in conjunction with the Regional Program Officer, prepare project proposals and budgets, seeking to diversify funding and other<br />

resources.<br />

• Assist in the development of strategies for long-term or additional interventions in the assigned Region.<br />

• Maintain familiarity with the requirements and compliance procedures of current and new programme donors.<br />

• Work closely with the Operations Director and Technical Program Director in ensuring the smooth functioning of the assigned Regional programme<br />

• Oversee all aspects of day-to-day the assigned Regional Programme implementation, ensuring the achievement of the programme operational goals<br />

• With the assistance of Regional Program Officer ensure that all donor and Support Office reporting requirements are met<br />

• With the assistance of Regional Program Officer manage and evaluate operations budgets, project funding, expenditures and accomplishment of<br />

ministry objectives<br />

• Support and supervise the work of County Teams and all operations staff in the assigned Region.<br />

• Monitor the progress of projects with Regional Programme Officer, including frequent visits to sub-offices, projects and communities in the assigned<br />

Region.<br />

• Develop partnership relationships with local organisations and communities to assess the effectiveness of current projects and to identify possibilities<br />

for new projects and funding in the assigned Region.<br />

• Prepare training materials and conduct training of field office and WV staff in project design, implementation and management and in reporting<br />

systems/procedures<br />

• Work with the Regional Programme Team to develop annual / quarterly / monthly operating plans and participate in the formulation of management<br />

plans and the country strategy for the WV Southern Sudan<br />

• Prepare financial status and project progress reports, and other information as required for the donors, the Program Director, Support Offices, and<br />

Partnership Office<br />

• Co-ordinate on-going monitoring and the evaluation of all project activities in the assigned Region with Regional Programme Officer.<br />

• Contribute to the development of a national strategy for the Operations/ Supply-chain Division, which will be guided <strong>by</strong> sound relief/ transitional<br />

development principles<br />

• Ensure that proper accounting systems and practices are in place in the assigned Region so as to facilitate the approval of funding for projects<br />

• Assess the effectiveness of current projects and identify possibilities for new projects in the assigned Region<br />

• Provide information and participate in the recruitment, selection and development of staff for the assigned Region<br />

• Provide mentoring and counselling (psychological support) for staff in the assigned Region with Regional HR & Admin Officer


• Any other appropriate tasks required for the support of WV Southern Sudan programme<br />

Liaison<br />

• Act as WVSS official representative in the assigned Region<br />

• Engage in networking with the Government Authorities, SSRRC, donors, NGOs and UN agencies<br />

• Maintain regular contact with other international and local non-governmental organizations (NGOs) and government officials working to serve as a<br />

network for obtaining and co-ordinating information regarding current and future work in the assigned Region<br />

• Along with the County Team leaders maintain good working relationships with local authorities and community leaders, without compromising the<br />

independence of WVSS and its non-governmental role.<br />

Communication<br />

• Manage public relations for the assigned Regional Office, including arranging schedules for visitors and media groups, transport, lodging, arranging of<br />

appointments and orientation to projects<br />

• When appropriate, keep the Communications Officer in Juba informed of media opportunities and coordinate<br />

• Work with the Program Director in Juba to deliver appropriate communication services to the programme and to ensure adherence to WV<br />

Communications standards<br />

Finance<br />

• Work with the Finance Director in Juba to support the assigned Regional Grant/ Finance Officer to deliver appropriate financial services to the field<br />

team and to ensure accountability according to WV Finance standards<br />

Human Resources<br />

• Work with the HR & Admin Director in Juba to support the assigned Regional HR & Admin Officer to deliver appropriate HR services to the<br />

Regional Programme team and to ensure the application of policies and procedures that follow WV standards using a participative and achievement<br />

oriented management style.<br />

• Ensure good donor and <strong>World</strong> <strong>Vision</strong> <strong>International</strong> Support Office relations. Through ensuring that WVZ meets all contractual obligations and<br />

achieves high quality planning and implementation levels<br />

• Liase with the M&E team and knowledge centre in conducting monitoring and evaluation, research and documentation<br />

• Contribute to the overall co-ordination and integration of relief and Area Development Program interventions.<br />

• Develop monthly, quarterly progress (narrative and financial) and annual program reports.<br />

KNOWLEDGE, SKILLS & ABILITIES:<br />

REQUIRED:<br />

• Must be a holder of a Bachelor’s Degree in Social Sciences, Development, etc.<br />

• Must have at least five years of experience working as Program Officer.<br />

• In-depth knowledge of project design and proposal writing.<br />

• Strong Managerial skills.<br />

PREFERRED:<br />

• Good understanding of the workings of major donors<br />
