1976/77 AUDIT<br />
The audit of the accounts of the Conserva<strong>to</strong>rs for the year ended 31 March <strong>1977</strong> has been completed. There are no<br />
matters on which it is necessary for me <strong>to</strong> make a report <strong>to</strong> the Conserva<strong>to</strong>rs under section 157 of the Local<br />
Government Act 1972.<br />
The appropriate certificate has been entered on the Balance Sheet in accordance with regulation 12 of the Accounts<br />
and Audit Regulations 1974.<br />
My thanks are due for the courteous assistance afforded at the audit.<br />

5. FINANCIAL STATEMENT<br />
The Clerk presented the Financial Statement for the Financial Year up <strong>to</strong> 31st December <strong>1977</strong>.<br />
6. REPORT OF THE GENERAL PURPOSES COMMITTEE MEETING HELD ON 13th<br />
DECEMBER<br />
Recommendations 1, 2, 3, 4a, 4b, and 4c were proposed by Mr. Hardy, seconded by Mr. Taylor and unanimously<br />
agreed.<br />
The Clerk was instructed <strong>to</strong> write <strong>to</strong> Mr. Winter, Manager of the Plaw Hatch Country Club, informing him of the<br />
Conserva<strong>to</strong>rs' decision, and proposing a meeting between himself and Mr. Winter <strong>to</strong> explain the Conserva<strong>to</strong>rs'<br />
policies. The Clerk was further instructed <strong>to</strong> obtain legal advice as <strong>to</strong> the Conserva<strong>to</strong>rs' powers in issuing or<br />
withholding licences.<br />
Mr. Kavanagh stated his appreciation of the comprehensive and thorough work done by the Conservation Officer<br />
in preparing, the Car Parking Strategy. The Conserva<strong>to</strong>rs endorsed this.<br />
7. RIDING ESTABLISHMENT PERMIT<br />
The Clerk read a letter from Mr. Turner of East View Fruit Farm & Riding Centre, Danehill, requesting a riding<br />
establishment permit. Mr. Turner had been refused such a permit in <strong>1977</strong>, but now reapplied, contending that by<br />
adhering <strong>to</strong> the new riding regulations his horses would not cause excessive wear <strong>to</strong> the fire rides. It was generally<br />
agreed that the issue of an additional riding establishment permit would be contrary <strong>to</strong> the Conserva<strong>to</strong>rs agreed<br />
policy. Mr. Kavanagh proposed that the request be refused. This was seconded by Miss Willard and unanimously<br />
agreed.<br />
8. CLERK'S REPORT ON SUNDRY MATTERS<br />
The Chairman addressed the Board on the question of the Clerk's title, suggesting that '<strong>Forest</strong> Superintendent'<br />
might now be more applicable <strong>to</strong> the duties undertaken, and also more readily unders<strong>to</strong>od by the public at large.<br />
After discussion it was agreed that the full title should in future be 'Clerk and <strong>Forest</strong> Superintendent', but when<br />
used in conversation the title most appropriate <strong>to</strong> the circumstances should commonly be used.<br />
a. Riding. The <strong>Forest</strong> Superintendent reported that after consultation with the Chairman he had ordered some<br />
printed forms <strong>to</strong> be issued <strong>to</strong> horse riders who flouted the Riding Code. These forms would give warning of a three<br />
months suspension of a riding permit, or for repeated offences a complete withdrawal of the permit. The<br />
Superintendent asked authority <strong>to</strong> act in suspending permits for up <strong>to</strong> three months, and bring repeated offences <strong>to</strong><br />
the notice of the Conserva<strong>to</strong>rs for consideration as <strong>to</strong> withdrawal of permits. This was agreed.<br />
b. Trees at Tompsetts Bank. The <strong>Forest</strong> Superintendent reported a request from Lady Aberdeen <strong>to</strong> fell or have
