1. APOLOGIES FOR ABSENCE Hon. C.A.S. Grims<strong>to</strong>n.<br />
2. MINUTES<br />
Subject <strong>to</strong> the following amendment the <strong>Minute</strong>s of the Meeting of 24th. January were approved and signed by the<br />
Chairman.<br />
Item 3 penultimate paragraph - Delete 'resolved' and substitute 'proposed'.<br />
3. MATTERS ARISING<br />
a) <strong>Forest</strong> Rate. The Superintendent reported that the seven Commoners who had owed Rates for two years had<br />
been given a final warning that Court action would be taken for recovery of the debt. All seven had paid thanks <strong>to</strong><br />
the persuasive efforts of the Head Ranger. The Chairman thanked Mr. Arnold for his efforts.<br />
b) Purchase of Land. The Clerk reported that there had been a delay in this matter on the part of Lord Gage's<br />
Agents. The price of £20,000 had now been agreed by the District Valuer. Unfortunately, due <strong>to</strong> the delay the<br />
Countryside Commission were unable <strong>to</strong> make a grant in this financial year and were not yet certain of the<br />
availability of funds next year. As well as the 75 acres being purchased, Lord Gage is including two small pieces of<br />
Manor Waste of about 3 acres each. There will be no charge made for this extra land.<br />
c) Conservation Officer. The Clerk reported that, following consultation with the Chairman, he had arranged for<br />
Paul Millmore, the County Council's Heritage Coast Conservation Officer <strong>to</strong> be seconded <strong>to</strong> the <strong>Forest</strong> for six<br />
months commencing 1st. April. As with the previous Conservation Officer, grant aid will be available from the<br />
Countryside Commission.<br />
d) Encroachment at Putlands Bungalow. The Superintendent reported that, following the meeting on 24th. January<br />
the elected Committee had visited the site, but the problem was not yet finally resolved. It was decided that the<br />
boundary as laid down on the Award Map should be adhered <strong>to</strong> and our Solici<strong>to</strong>r was instructed <strong>to</strong> communicate<br />
this <strong>to</strong> the owner. It has been agreed that an independent surveyor should stake out the boundary in accordance<br />
with the map; this in fact had been done this morning. No further problems were now anticipated.<br />
e) Purchase of Projec<strong>to</strong>r. The Friends of <strong>Ashdown</strong> <strong>Forest</strong> had been approached and had agreed <strong>to</strong> pay for a<br />
projec<strong>to</strong>r and screen. The Conserva<strong>to</strong>rs asked the Clerk <strong>to</strong> convey their thanks <strong>to</strong> the Friends.<br />
4. FINANCIAL STATEMENT<br />
The Financial Statement as at 28th. February had been circulated <strong>to</strong> the Board prior <strong>to</strong> the Meeting. Although the<br />
balance in the current accounts was high at the end of February all outstanding accounts have now been received<br />
and paid leaving a balance just sufficient <strong>to</strong> cover the end of month salaries.<br />
5. REPORT ON THE COMMONERS ANNUAL GENERAL MEETING<br />
Mr. Wills had been elected as Chairman of the Commoners Annual General Meeting and he reported on the<br />
Meeting <strong>to</strong> the Board.<br />
There were about 80 Commoners and their spouses present but only 8 or 10 of these actually vote.<br />
There were two candidates for the vacancy on the Board, Mr. M.G. Hall and Mr. F. Kennard. The result of the vote<br />
was:-<br />
Mr. Hall 151 votes<br />
Mr. Kennard 159 votes<br />
Mr. Kennard therefore being re-elected for a period of five years. The Chairman congratulated Mr. Kennard and<br />
welcomed him back. Mr. Kennard briefly addressed the Board and thanked the elected Conserva<strong>to</strong>rs for their<br />
support.<br />
Other matters reported <strong>to</strong> the Commoners were, Proxy Voting, The Proposed Purchase of land and the<br />
Commoners' Newsletter. None of these items were met with any enthusiasm on the part of the Commoners.<br />
