d) Commoners Voting - Proposed Amendment <strong>to</strong> the 1974 <strong>Ashdown</strong> <strong>Forest</strong> Act. The Superintendent reported<br />
that the matter was <strong>to</strong> be discussed in Committee in the County Council at the end of August and should the<br />
County Council agree <strong>to</strong> forward the amendment, the Bill would be deposited in the Autumn of 1979. It could<br />
therefore receive the Royal Assent in July 1980 and the amended form of voting could therefore be operative in<br />
March 1981.<br />
e) Courses for Rangers. The Countryside Commission was arranging various courses which might well be suitable<br />
for Rangers. These courses included such items as Public Relations and Interpretation. The cost of the courses<br />
would be in the region of £40-£50 but a subsidy of 50 per cent would be available. It was agreed that Rangers<br />
should be sent on suitable courses provided that they could be spared from the <strong>Forest</strong>.<br />
There being no further business the Meeting closed at 16.45 p.m.Chairman<br />

1. APOLOGIES FOR ABSENCE<br />

2. MINUTES<br />
The <strong>Minute</strong>s of the Meeting held on 19th. July 1978 were agreed and signed by the Chairman.<br />
3. MATTERS ARISING<br />
a) Job Creation Programme. The Superintendent reported that the programme was now under way, having started<br />
on 4th. September. We have six young people and two Supervisors who are working on Car Parks at Chelwood<br />
Gate and Hindleap.<br />
b) Mr. Edwardes-Jones enquired how the arrangements with the horse were progressing. The Superintendent<br />
reported that it was going quite well and that the horse box would be arriving next day. When this was in use it<br />
would be possible <strong>to</strong> assess the full potential of the scheme.<br />
4. REPORT ON AUDIT<br />
The Superintendent read the following report from the District Audi<strong>to</strong>r:<br />
"The audit of the accounts of the Conserva<strong>to</strong>rs for the year ended 31 March 1978 has been completed. There are<br />
no matters on which it is necessary for me <strong>to</strong> make a report <strong>to</strong> the Conserva<strong>to</strong>rs under section 157 of the Local<br />
Government Act 1972.<br />
The appropriate certificate has been entered on the Balance Sheet in accordance with regulation 12 of the Accounts<br />
and Audit Regulations 1974.<br />
My thanks are due for the courteous assistance afforded at the audit."<br />

The Board’s attention was drawn <strong>to</strong> the new Balance Sheet which showed the amended figures under income and<br />
expenditure. The amendment being due <strong>to</strong> an error in presentation on the V.A.T. account by the Accountant: The<br />
amended figure showed that instead of an over expenditure of £70.00, the true position was that expenditure was<br />
£91.00 under the estimated figures.<br />
