In Honor of Apung Sto. Cristo (3rd Saturday of May)<br />
The Founder called for the First Organizational Meeting of the <strong>Calantas</strong><br />
Children at 985 Cottonwood Lake, Hellyer Park in San Jose, CA. 95111 on April<br />
10, 2004, to discuss and establish a sister <strong>Foundation</strong> of the <strong>Calantas</strong> <strong>Young</strong><br />
<strong>Dreamers</strong> <strong>Foundation</strong>, <strong>Inc</strong>. in the State of California and it shall be registered in<br />
the beautiful City of San Francisco, CA (the seat of its main office) as: <strong>CYDF</strong><br />
<strong>USA</strong>, <strong>Inc</strong>.<br />
Both <strong>Foundation</strong>s share a common mission of helping indigent but<br />
deserving talented youth in the Philippines with <strong>CYDF</strong> <strong>USA</strong>, <strong>Inc</strong>. having a<br />
distinct mission to serve the Filipino-American aging population in the <strong>USA</strong> by<br />
establishing a chain of nonprofit medical model healthcare facility imbedded<br />
with ethnic-specific psyho-socio-emotional, religious and culturally-sensitive<br />
services for the Filipino-American aging population in the San Francisco Bay<br />
Area and across the <strong>USA</strong>.<br />
Declaration of Mission of the <strong>CYDF</strong> <strong>USA</strong>, (<strong>Inc</strong>)<br />
It is the love for our country that we bond ourselves and take the mission<br />
of <strong>CYDF</strong>I Philippines to respond in our own little way to the ideals, aspirations<br />
and dreams in life of our youth living in abject poverty found in Philippine<br />
rural areas like <strong>Calantas</strong> and Nabuclod Aeta Community through a Scholarship<br />
Program Model with a Methodology, called: SWREM Theory In Action,<br />
designed to help them help themselves so they can help incoming scholars<br />
leading to breaking their cycle of poverty as they learn to become socially<br />
responsible, with implications not only to personal but community growth and<br />
development, as well.<br />
We intend to serve, also, our Filipino-American “high-risk” youth and<br />
their families in the San Francisco Bay Area through Community Youth<br />
Empowerment Programs that promote positive self-image, enhancement of<br />
self-esteem, development of life and leadership skills;<br />
Further, we intend to establish, too, a nonprofit medical model healthcare<br />
facility that is imbedded with ethnic-specific psycho-socio-emotional, religious<br />
and culturally-sensitive services for the Filipino-American aging population in<br />
the San Francisco Bay Area and promote advocacy replication of said model in<br />
other parts of the country.<br />

Chapter 1<br />
THE FRAMEWORK OF <strong>CYDF</strong> <strong>USA</strong>, INC.<br />
I. INTRODUCTION<br />
From the Philippines, the formation of a Sister <strong>Foundation</strong> of the <strong>Calantas</strong><br />
<strong>Young</strong> <strong>Dreamers</strong> <strong>Foundation</strong>, <strong>Inc</strong>. which will be registered in the State of<br />
California as <strong>USA</strong>, INC. will maximize and facilitate resources generated from<br />
the Filipino-American community to help accomplish the mission of “helping<br />
youth help himself so he can help other youth, as well”. This is a mission shared<br />
by both the <strong>CYDF</strong>I Philippines and <strong>CYDF</strong> <strong>USA</strong>, <strong>Inc</strong>. and their distinct mission<br />
becomes evident in the latter’s intent to provide a medical model healthcare<br />
services center with ethnic-specific psycho-socio-emotional, religious and<br />
culturally-sensitive services for the Filipino-American aging population.<br />
A. Mission Statement<br />
<strong>CYDF</strong> <strong>USA</strong>, <strong>Inc</strong>., as a non-profit organization, supports the mission of the<br />
<strong>CYDF</strong>I Philippines “of helping youth help himself so that he can help other<br />
youth, as well” by seeking material resources from the Filipino-American<br />
community and others. It also seeks to design Community Youth Empowerment<br />
Programs for the Filipino-American youth in the Bay Area and plans to establish<br />
a chain of nonprofit medical model healthcare facility imbedded with ethnicspecific<br />
psycho-socio-emotional, religious and culturally-sensitive services for<br />
the Filipino-American aging population.<br />
B. Objectives<br />
In order to carry on its mission, <strong>CYDF</strong> <strong>USA</strong>, <strong>Inc</strong>. will have the following<br />
objectives to guide its methodology and operation:<br />
1. To support the mission of <strong>CYDF</strong>I Philippines in empowering indigent but<br />
deserving talented youth of <strong>Calantas</strong> and Nabuclod Aeta Community, Floridablanca,<br />
Pampanga, Philippines through a Scholarship Program Model with a<br />
methodology (SWREM Theory In Action), designed to help them help themselves<br />
so they can help incoming scholars leading to breaking their cycle of poverty as<br />
they learn to become socially responsible;<br />
2. To design Community Youth Empowerment Programs (CYEP) that promote<br />
positive self-image, enhancement of self-esteem, development of life and<br />
leadership skills of the Filipino-American “high-risk” youth and their families in<br />
the San Francisco Bay Area, California;<br />
3. To establish a nonprofit medical model healthcare facility, imbedded with ethnicspecific<br />
psycho-socio-emotional, religious and culturally-sensitive services for the<br />
Filipino-American aging population in the San Francisco Bay Area and promote<br />
replication advocacy of said model across the country.<br />

The first objective of the <strong>Foundation</strong> is short-term, designed to directly<br />
support the Mission of the <strong>CYDF</strong>I Philippines and that which is envisioned to<br />
become, in due time, a self-sustainable institution by seeking to employ<br />
“SWREM Theory In Action” as the key principle for its methodology.<br />
The last two objectives are long-term which are designed to serve the<br />
Filipino-American youth and their immediate families and the Filipino-<br />
American aging population in the San Francisco Bay Area and across the <strong>USA</strong>.<br />
C. Methodology<br />
<strong>CYDF</strong> <strong>USA</strong>, <strong>Inc</strong>. is organized with a mission espoused by <strong>CYDF</strong>I<br />
Philippines of helping poor but talented youth in <strong>Calantas</strong> Elementary School<br />
and Nabuclod Negrito School through a Scholarship Program Model with<br />
SWREM Theory In Action as the key concept for its methodology; with<br />
implications not only to personal but community growth and development in<br />
<strong>Calantas</strong> and Nabuclod, as the youth learns to be socially responsible. The<br />
former differs with distinction on its mission of “establishing a chain of medical<br />
healthcare facility that is imbedded with ethnic-specific psycho-socio-emotional,<br />
religious and culturally-sensitive services.<br />
<strong>CYDF</strong> <strong>USA</strong>, <strong>Inc</strong>. will have three (3) Phases of Program Development to<br />
serve as parameters in the implementation of the methodology to accomplish its<br />
mission and objectives. Specifically, the following are designed to define the<br />
direction of the <strong>Foundation</strong>:<br />
1. The issues that <strong>CYDF</strong> <strong>USA</strong>, <strong>Inc</strong>. has identified to address and why<br />
2. The programs adopted to effectively respond to the identified issues;<br />
3. The policy and procedural statements that would define the structures of the<br />
programs;<br />
4. The mission and objectives of the <strong>Foundation</strong> in responding to the issues.<br />
II. DISCUSSION<br />
A. ISSUES identified by <strong>CYDF</strong> <strong>USA</strong>, <strong>Inc</strong>.<br />
There are several issues that the <strong>Foundation</strong> identified and will seek to<br />
address them in the following manner:<br />
1. The need to help poor but talented youth in <strong>Calantas</strong> and Nabuclod help<br />
himself so he can help other youth is the first that the <strong>Foundation</strong> recognizes<br />
through a Scholarship Program with SWREM Theory In Action, as its<br />
methodology.<br />

Rationale: The Founders believe that the future belongs to the youth and<br />
the youth holds the light of the future with ardent passion to make a difference<br />
and to effect change in his life for the better and those around him as he learns<br />
to become more socially responsible. For this dream to come true, youth needs<br />
some empowerment and resources especially to those poor but talented youth in<br />
<strong>Calantas</strong> and Nabuclod. The Scholarship Program Model is designed to become<br />
self-sustainable through the implementation of SWREM Theory In Action, in due<br />
time, with implications not only to personal but community growth and development,<br />
as well. In order for this process to become realistically feasible, there has<br />
to be a continuous loop of empowerment that shall be kept on the move.<br />
2. The need of Community Youth Empowerment Programs for Fil-Am Youth.<br />
<strong>CYDF</strong> <strong>USA</strong>, <strong>Inc</strong>. recognizes the need to develop Community Youth<br />
Empowerment Programs (CYEP) that promote positive self-image, enhancement<br />
of self-esteem, development of life and leadership skills of the Filipino-<br />
American youth in the San Francisco Bay Area.<br />
Rationale: The Founders believe in the pro-active approach to make a<br />
difference in the life of youth so he can be more productive member of the society<br />
as he gains more positive self-image with enhanced self-esteem and able to<br />
develop his leadership potential into a meaningful and useful one. When a youth<br />
experiences the power of being empowered, he will one day become “selfempowered”<br />
and can be a person who and what he wants to be and become,<br />
enabling him to empower others as well. This is the ripple effect of empowerment.<br />
It can spin things around and can spell a difference o effect a positive<br />
change in other people’s lives in the community where the youth lives in.<br />
3. The need of Healthcare Services Center for Filipino-American Aging<br />
Population with Ethnic-Specific Psycho-socio-emotional, Religious and<br />
Culturally-Sensitive Services.<br />
<strong>CYDF</strong> <strong>USA</strong>, <strong>Inc</strong>. recognizes the absence and the need to establish a nonprofit<br />
medical healthcare facility for the Filipino-American aging population that<br />
addresses the ethnic-specific psycho-socio-emotional, religious and culturallysensitive<br />
needs of the individual deemed and bound for an institutionalized<br />
healthcare setting.<br />
Rationale: Per US Census 2000 Brief Report on the Asian Population,<br />
there are 1,850,314 Filipinos residing in the <strong>USA</strong>, and yet no known establishment<br />
of institutionalized medical healthcare facility for the Filipino-American<br />
aging population with focus on ethnic-specific psycho-socio-emotional, religious<br />
and culturally-sensitive services is in existence with a non-profit status;<br />
notwithstanding the fact that most Filipinos are acculturated and assimilated into<br />

the mainstream society but are still very much Filipinos at heart and soul.<br />
Meaning, they still long to be with their cultural heritage, especially as they<br />
reach the prime of their life in the <strong>USA</strong>. <strong>CYDF</strong> <strong>USA</strong>, <strong>Inc</strong>. is envisioning to carry<br />
on the noble mission of providing a culturally-sensitive services in a medical<br />
healthcare facility. <strong>CYDF</strong>I Philippines might see some of its Scholars participate<br />
in the crusade, as healthcare workers such as: physicians, registered nurses,<br />
dietitians and nutritionists, pharmacists, therapists (recreational, PT/OT/ST),<br />
dentists, podiatrists, psychologists, psychiatrists and social workers.<br />
The following summary table indicates where most of the Filipinos reside<br />
in the United States, being the 2nd highest in number of Asian population:<br />

B. THREE (3) PHASES OF PROGRAM DEVELOPMENT<br />
<strong>CYDF</strong> <strong>USA</strong>, <strong>Inc</strong>. seeks to respond to the issues identified by strategically<br />
designing programs divided into three (3) Phases of Program Development that<br />
could help effectively in addressing the said issues, namely:<br />
Phase 1: Community Outreach and Fundraising Drive.<br />
This Phase is a short-term goal that will take the task of Community<br />
Outreach and Fundraising; and covers to address objective #1 which is designed<br />
to directly support the mission of <strong>CYDF</strong>I Philippines and is stated as follows:<br />
“To support the mission of <strong>CYDF</strong>I Philippines in empowering indigent but<br />
deserving talented youth of <strong>Calantas</strong> and Nabuclod Aeta Community,<br />
Floridablanca, Pampanga, Philippines through a Scholarship Program Model<br />
with a methodology (SWREM Theory In Action), designed to help them help<br />
themselves so they can help incoming scholars leading to breaking their cycle of<br />
poverty as they learn to become socially responsible.<br />
Phase 2: Development of Community Youth Empowerment Programs.<br />
This Phase is a long-term goal that addresses objective #2 which is<br />
designed to develop Community Youth Empowerment Programs (CYEP) to<br />
benefit the Filipino-American youth and their immediate families in their search<br />
for positive self-images, enhancement of self-esteem, development of life and<br />
leadership skills. It is a pro-active approach of youth development evoking in<br />
them their potential for leadership and become good leaders in their own<br />
respective communities. The said objective is referred to as follows:<br />
“To design Community Youth Empowerment Programs (CYEP) that<br />
promote positive self-image, enhancement of self-esteem, development of<br />
life and leadership skills of the Filipino-American youth and their<br />
immediate families in the San Francisco Bay Area.<br />
Phase 3: Establishment of a Chain of Medical Healthcare Facility Imbedded<br />
with Ethnic-Specific Psycho-socio-emotional, Religious and Culturally-<br />
Sensitve Services to Filipino Elderly in the San Francisco Bay Area.<br />
Phase 3 is a long-term goal that addresses objective #3 in establishing a<br />
medical healthcare facility to respond on the need to provide a culturallysensitive<br />
model for the Filipino-American aging population with a nonprofit<br />
status. Phase 3 may be linked to the manpower development of <strong>CYDF</strong>I<br />
Philippines as some of its Scholars might lean towards to the direction of<br />
becoming healthcare workers and find themselves needed in the Geriatric<br />
Healthcare Center for Filipinos. The Center requires most of its personnel to be<br />
Filipinos with an innate capacity to provide culturally-sensitive services. This<br />
kind of environment provides a definition of what “Quality of Care” may mean<br />
may mean to residents being cared for. The objective mandating this atmosphere<br />

is stated as follows:<br />
“To establish a non-profit medical model healthcare facility, imbedded<br />
with ethnic-specific psycho-socio-emotional, religious and culturallysensitive<br />
services for the Filipino-American aging population in the San<br />
Francisco Bay Area and promote replication advocacy of said model<br />
across the country.<br />
C. POLICIES AND PROCEDURES: DEFINING THE STRUCTURES OF<br />
PROGRAM DEVELOPMENT OF THE FOUNDATION<br />
Policy Statement #1: Sine Quod Non Habet<br />
Prior to determining the Policy and Procedural Statements that would<br />
define the STRUCTURES of Program Development and effectively carry to<br />
accomplish the mission of the <strong>Foundation</strong>, it should be made clear that the<br />
following procedural statements are needed to be complied with:<br />
1. Pre-requisite Procedural Statements:<br />
1a. Organization and Management.<br />
• Determine from among the <strong>Calantas</strong> Children on their commitment to come<br />
on board and join the CR<strong>USA</strong>DE of the (1) <strong>Foundation</strong>, by being elected as<br />
(2) members of the board, trustees and officers, (3) register the <strong>Foundation</strong> in<br />
California and secure a tax-exempt status from the IRS (501.c3) and FTB,<br />
(4) adopt the 3 Phases of Program Development and (5) conduct fundraising<br />
activity for the Phases 1 and 2 Scholarship Program in the Philippines.<br />
• Agree to meet at least once a year for Board Meeting, Election of Officers,<br />
Board Members and Trustees;<br />
• Write and adopt a Articles of <strong>Inc</strong>orporation and By-Laws of the <strong>Foundation</strong>.<br />
1b. Legal Requirements via Initial Agent for Service of Process<br />
• Register the <strong>Foundation</strong> into a non-profit, non-stock corporation under the<br />
Nonprofit Public Benefit Corporation Law (Title 1, Div. 2, Part 2, ss. 5110 et seq.<br />
of the California Code of Regulations) through the Office of the Secretary of State<br />
in California as: <strong>CYDF</strong> <strong>USA</strong>, <strong>Inc</strong>.<br />
• Obtain State Tax Exempt Status under Section 23701d of the Revenue and<br />
Taxation Code in California; and/or,<br />
• Obtain Federal Tax Exempt status under Section 501.c3 of the IRS Code;<br />
• Obtain a TIN (Tax Identification Number) from the IRS;<br />
• Other legal papers, as determined and required (DOJ, BE, EDD, DIR, FTB and<br />
City).<br />
• Once the <strong>Foundation</strong> is registered as a nonprofit organization, it has to be registered<br />
in the City where the main Office is located at: San Francisco, CA.<br />

• The <strong>Foundation</strong> has to register in the City its FNSB which stands for<br />
“Fictitious Name of Small Business”.<br />
• The FNSB has to be legally published (Legal Publication).<br />
• Prior to registration, <strong>CYDF</strong> <strong>USA</strong>, <strong>Inc</strong>., Articles of <strong>Inc</strong>orporation and By-<br />
Laws are needed to be done and signed by the members.<br />
• Organizational/Functional Chart need to be articulated. Create committees<br />
and sub-committees to address specific issues of the <strong>Foundation</strong>.<br />
• Arrive at a decision which Bank could be officially adopted by <strong>CYDF</strong> <strong>USA</strong>.<br />
Policy Statement #2: Funding, Financial Management & Accountability<br />
The three (3) Phases of Program Development of the <strong>Foundation</strong> will be<br />
developed independently from each other but shall be under its over-all umbrella<br />
of responsibility. Each Phase shall address its own growth and development with<br />
Funding, Financial Management and Accountability through AUDIT. The<br />
public, upon written request to indicate specific date and time, has the privilege<br />
to inspect the financial statement of the <strong>Foundation</strong>.<br />
2a. Funding and Financial Management Procedural Statements for Phase 1<br />
• Phase 1 will have a Bank Account to be known as <strong>CYDF</strong> Scholarship Fund<br />
Account. This account is dedicated to the fundraising efforts of the <strong>Calantas</strong><br />
Children, Friends and Supporters of the <strong>CYDF</strong> <strong>USA</strong>, <strong>Inc</strong>. to directly benefit<br />
the Mission of <strong>CYDF</strong>I Philippines in helping poor but talented youth in<br />
<strong>Calantas</strong> and Nabuclod help himself so he can help other youth in need of<br />
help through the <strong>CYDF</strong>I Scholarship Program.<br />
• Scholarship Fund Drive shall also be derived from annual dues, donations<br />
gifts (Art. Xl, s1 of the By-Laws of the <strong>Foundation</strong>).<br />
• Scholarship Fund Drive shall also be derived from the Filipino-American<br />
community and others through Endowment, Individual Financial Pledge,<br />
CES Alumni Membership Fee Drive, Sponsorship of Social and Cultural<br />
Events, Albertson’s Community Partners Club (Art. 7, <strong>CYDF</strong>I Handbook, p.40).<br />
• Scholarship Fund Drive shall also include in writing grant proposals to some<br />
<strong>Foundation</strong>s responsive on the Mission of the <strong>Foundation</strong>, both in the US and<br />
the Philippines. Information can be maximized coming from “The<br />
<strong>Foundation</strong> Center” in San Francisco, CA. (The <strong>Foundation</strong> Center, p.40) on<br />
Guide to Funding for International and Foreign Programs. All of the 1,300+<br />
grantmakers featured in Guide to Funding for International and Foreign<br />
Programs have demonstrated a commitment to international non-profit in the<br />
US and abroad (Philippines). They provide funding for international relief,<br />
conferences, disaster assistance, human rights, civil liberties, community<br />
development, education, and related subject.<br />

2b. Funding and Financial Management Procedural Statements for Phase 2<br />
• Phase 2 is a Bank Account for Community Youth Empower Programs<br />
(CYEP). This Account shall be established when funding grant is made<br />
available to serve primarily Filpino-American youth in their search for and<br />
promotion of positive self-image, enhancement of self-esteem, development<br />
of their life and leadership skills.<br />
• Funding source for CYEP shall be derived from <strong>Foundation</strong>s responsive to<br />
the pro-active approach of methodology for community youth empowerment<br />
programs.<br />
2c. Funding and Financial Management Procedural Statements for Phase 3<br />
• Phase 3 is a Bank Account for the Geriatric Healthcare Center for<br />
Filipinos. This Account shall be established when the healthcare facility<br />
becomes operational.<br />
• Since the healthcare facility is a nonprofit medical healthcare model, the<br />
funding source comes mostly from the (1) Medicaid/Medical, (2) Medicare<br />
Part B, (2) HMOs, (4) private insurances, (5) private pay by the residents<br />
and/or the residents’ families, (6) through linkage with SFVHA Community-<br />
Based Health Program.<br />
• The Business Office of the Geriatric Healthcare Center for Filipinos shall<br />
take charge in implementing the financial policy of the facility.<br />
Policy Statement #3: Implementation of <strong>CYDF</strong> Program Development<br />
Having identified funding sources for the three (3) Phases of <strong>CYDF</strong><br />
Program Development, the <strong>Foundation</strong> shall address the implementation of the<br />
Programs in an incremental and longitudinal basis beginning upon completion of<br />
all the LEGAL REQUIRED DOCUMENTS shall have been submitted and<br />
approved to commence its nonprofit business operation.<br />
3a. Implementation Procedural Statements for Phase 1<br />
• Phase 1 shall be immediately implemented and conduct fundraising activities<br />
in the Bay Area “to help poor but talented youth” in <strong>Calantas</strong> and Nabuclod.<br />
• The financial resources generated by the efforts of the <strong>Calantas</strong> Children,<br />
Friends and Supporters of the <strong>Foundation</strong>, shall all be directed and credited to<br />
benefit directly the <strong>CYDF</strong>I SCHOLARS in the Philippines (pls. refer to<br />
Policy Statement No. 2, #2a).<br />
• Implementation of Phase 1 shall be strictly monitored (Bookkeeping and<br />
annual Audit), as basic procedures of Financial Management.<br />
• Summary of financial activities shall be reported to the members/supporters<br />
of the <strong>Foundation</strong> during Annual Board Meeting.<br />

3b. Implementation Procedural Statements for Phase 2<br />
• Phase 2 shall be implemented in San Francisco, CA and the Bay Area, to<br />
benefit Filipino-American youth in search for and promotion of positive selfimage,<br />
enhancement of self-esteem, development of their life and leadership skills.<br />
• Full implementation shall depend on support (Funding of Grant Proposals)<br />
coming from <strong>Foundation</strong>s responsive to the pro-active approach of<br />
methodology in empowering youth to function at best in their life through the<br />
“Community Youth Empowerment Programs” of the <strong>Foundation</strong>.<br />
• The <strong>Foundation</strong> shall have to design and develop a “content and process” of<br />
Youth Empowerment Curriculum that addresses: (a) promotion of self-image,<br />
(b) enhancement of self-esteem, and © development of life and leadership skills.<br />
• Personnel Development to carry out Phase 2 is subject to the pulse created in<br />
the CYEP Grant Proposal’s approval.<br />
• The <strong>Foundation</strong> will seek to engage youth in San Francisco who were already<br />
engaged during their elementary and middle school education about youth’s<br />
involvement in the community and could be resource to provide feedback on<br />
their “thoughts and feelings as Filipino youth versus being a Filipino-<br />
American youth” in the <strong>USA</strong> today. How do they see themselves How good<br />
they feel about themselves Do they know who they are, as a “people”<br />
3c. Implementation Procedural Statements for Phase 3<br />
• Phase 3 shall be implemented in the San Francisco Bay Area and eventually,<br />
to other parts of the country where there is higher concentration and large<br />
number of Filipino-American aging population with the establishment of a<br />
chain of nonprofit medical healthcare facility that is imbedded with ethnicspecific<br />
psycho-socio-emotional, religious and culturally-sensitive services.<br />
• The actual implementation will depend on the following factors, such as:<br />
(1) Manpower Development, (2) Funding Resource Development,<br />
(3) Physical Development. And as such, it will be part of the Field Study of<br />
the Founder at San Francisco State University and in partial fulfillment of the<br />
requirements for his Master Degree in Gerontology and to qualify him take<br />
the State Board Exam for Nursing Home Administrator in California.<br />
• As a <strong>Foundation</strong> with nonprofit status, <strong>CYDF</strong> <strong>USA</strong>, <strong>Inc</strong>. may experience a<br />
tax-exempt status that will benefit the targe population it plans to serve and<br />
those individuals who would join the CR<strong>USA</strong>DE.<br />

essence of his existence; and only then, he could become fully human capable of transcending the realities of his<br />

As we learn to live by this principle in our<br />
search for meaning in life, we become<br />
committed for we have found a reason for<br />
being, something deserving our best<br />
efforts, worth living for, and if need be,<br />

An Open Letter to All Our Kabario in <strong>Calantas</strong><br />
In the year 2000, my wife (tho’ not from <strong>Calantas</strong>) and I decided to help indigent but deserving talented youth<br />
in <strong>Calantas</strong> help themselves thru a Scholarship Program so they can help incoming scholars by using SWREM Theory<br />
In Action as a methodology. Further discussion on this theory is found in the Handbook Part I, Article 4, s1 to s3.<br />
Every year thereafter for three consecutive years, we went home to get things organized and finally had registered our<br />
efforts on Aug. 16, 2002, into a nonprofit corporation, as: <strong>Calantas</strong> <strong>Young</strong> <strong>Dreamers</strong> <strong>Foundation</strong>, <strong>Inc</strong>. We must be<br />
dreaming! We made a CHOICE when we did this. We are not expecting anything in return but to feel good about<br />
knowing that we share a part of what we can and to remember our parents: Apung Posti and Danding. So, we decided<br />
to help and started Phase I: High School Scholarship Program, hoping that some of our Kabario will also help to help<br />
make a difference in the life of our youth. There are currently three on-going scholars in the Scholarship Program.<br />
Each year, another scholar is added on top of the list! To continue supporting the Scholarship Program, we decided to<br />
put up AGRI-BUSINESS, hoping to sustain the Phase 1 Scholars. This agri-business is PERSONAL and has<br />
nothing to do with the <strong>Foundation</strong> EXCEPT to help finance the NEEDS of the <strong>CYDF</strong>I SCHOLARS. The<br />
rental fee derived from the planned agri-business lease, (i.e., Niniko Diesel-Gas Station and the 2.3 hectares of<br />
Fishpond), should help us financially achieve our goal of meeting the expenses of all the Phase 1 Scholars. NO<br />
REGRETS because we made a CHOICE of doing something to help make a difference in the life of our youth in<br />
<strong>Calantas</strong>! Only God knows how far can we go to carry on this CR<strong>USA</strong>DE! But, I am almost certain that there are<br />
some of our Kabario who are interested to help, in the same way that there are those who don’t believe in what we do!<br />
So, we decided to turn our eyes to our Kabario residing in the US; knock at the door of their hearts to find out<br />
if they would like to extend their helping hand on the need to establish a Sister <strong>Foundation</strong>, named: <strong>CYDF</strong> <strong>USA</strong>,<br />
(<strong>Inc</strong>). Some of us in California responded gladly and work is now in progress! Also, Dr. Mercado and his Family<br />
responded positively for taking a very commendable move of sponsoring at least one, for a start, of the Phase 2:<br />
College Scholarship Grant beginning SY: 2007.-2008. It shall be noted that audited Financial Records of the <strong>CYDF</strong>I<br />
Philippines can be inspected by the public, to include in the written request, the Date<br />
& Time of the Inspection, and send it to the <strong>CYDF</strong>I<br />
President/CEO in <strong>Calantas</strong>, Attn: Chrisanta.<br />
and keep the pace of their life towards<br />
where we have tried to lit the candlelight<br />
for them. With prayers in our hearts, we<br />
wish them luck, good health and power!<br />
We let go and allow them to grow and fly<br />
like a butterfly in the garden to be able to explore and enjoy the beauty and glory of what life has to offer. As this<br />
reality slowly takes place in their life, we hope that they grow up to become better and socially responsible human<br />
beings and bring back with them and in their hearts “the valuable lessons of life worth sharing to empower<br />

Phase 1: Breaking the Cycle of Poverty via <strong>CYDF</strong>I Scholarship Program<br />
This article (<strong>CYDF</strong> Newsletter, 2003) is<br />
being reprinted to remind <strong>CYDF</strong>I and our readership<br />
on the weight of the issue of poverty in<br />
<strong>Calantas</strong>/Nabuclod and around the Philippines.<br />
We are being invited to think of “what and<br />
how we can participate in breaking the<br />
cycle of poverty in our midst.”<br />
We don’t need to be materially blessed to<br />
do this but be sensitive and creative enough in<br />
our own efforts in trying to reach out for others<br />
who need our help most and empower them to be<br />
at their best as we empower ourselves in the<br />
process. Let’s bundle ourselves together in mind<br />
and spirit, and translate that into action.<br />
SOME ROOT CAUSES OF POVERTY<br />
One of the objectives of <strong>Calantas</strong> <strong>Young</strong><br />
<strong>Dreamers</strong> <strong>Foundation</strong>, <strong>Inc</strong>. is “to break the cycle of<br />
poverty by helping youth help himself and in turn,<br />
expect him to help incoming scholars as well”.<br />
This objective is too big to accomplish because<br />
there is no way, at a glance, one can really solve the<br />
depth of poverty in our midst.<br />
Poverty is a universal phenomenon that<br />
there is no apparent end or solution to it. It seems<br />
like the world we live in is created as such that we<br />
develop our immune system into recognizing it but<br />
not willing to do something about it. We excuse<br />
ourselves in saying, “if they are bothered, they do<br />
something about it. It is not me! For so long as I<br />
am not bothered, I am ok! I don’t need to lift a<br />
finger because I don’t care”.<br />
It seems to me that the birth of poverty<br />
could be traced with the attitude of “I don’t care”.<br />
When a person has an attitude of “I don’t care”,<br />
apparently he begins to live for himself only.<br />
When a person lives for himself and unmindful of<br />
those around him, the world stop spinning<br />
around. As far as he is concerned, it does not matter!<br />
“I don’t care attitude” rings the bell of<br />
selfishness. For when a person thinks only of<br />
himself, he will not care to share. When a person<br />
does not share, it deprives others who are less<br />
privileged. If you are less privileged, you suffer the<br />
consequences manifested by your living socioeconomic<br />
conditions and find yourself in abject<br />
poverty. When you are in abject poverty, you are<br />
apparently condemned to your human “survival”<br />
condition of basically meeting your human needs.<br />
For so long that I have food to eat, clothes to wear,<br />
shelter to sleep and rest at night time, I will be<br />
alright. But the problem is, there are those who are<br />
even deprived to have some of these needs.<br />
When the <strong>Calantas</strong> <strong>Young</strong> <strong>Dreamers</strong><br />
<strong>Foundation</strong>, <strong>Inc</strong>. embraces this objective as part of<br />
its mission “to break the cycle of poverty”, it is<br />
attempting to respond and contribute to the<br />
solution of poverty by starting a program model in<br />
the two locations or communities in the<br />
Philippines: Barrio <strong>Calantas</strong> and Nabuclod<br />
Negrito Village by initiating a “Scholarship<br />
Program” with implications not only to personal<br />
but community growth and development. The said<br />
communities become like social laboratories to<br />
implement the methodology (SWREM Theory In<br />
Action) designed to address the issue of “breaking<br />
the cycle of poverty”. The <strong>Foundation</strong> is<br />
demonstrating that the antidote to the “I don’t<br />
care attitude” is exactly its opposite: “I care”. The<br />
<strong>Foundation</strong> cares and therefore, it shares! Sharing<br />
means maximizing the potential use of limited<br />
resources to benefit the intended beneficiaries as<br />
they are empowered to become the best of what<br />
they are capable of being and becoming.<br />
Once the defined beneficiaries are<br />
empowered, then they become self-empowered and<br />
it is then that the issue of poverty is truly<br />
addressed. Therefore, the scholars under the<br />
Scholarship Program Model of the <strong>Calantas</strong> <strong>Young</strong><br />
<strong>Dreamers</strong> <strong>Foundation</strong>, <strong>Inc</strong>. are like seeds planted<br />
being nurtured and nourished to become healthy<br />
so that they can bear fruits for others to eat, too.<br />
This process, when done on a continuous loop<br />
basis, will definitely and significantly “break the<br />
cycle of poverty in the two social laboratories”<br />
planted with the seed of <strong>CYDF</strong>I Scholarship<br />
Model.<br />

their families in the Bay Area and San Francisco, California.<br />

Nini, as we fondly call her at the top of our voice<br />
especially when she is acting naughty, is Rita ll N.<br />
Mendoza. She is 12 years old when she started<br />
writing her first book while a 7th grade student at<br />
Burbank Middle School in SF, CA. and is the daughter<br />
of Mrs. Rita Nabong-Mendoza, R.N. and yours truly.<br />
She has an inquisitive and insatiable mind to learn for<br />
new things. There are times, however, when we could<br />
hardly catch up with her because she wants to have<br />
whatever she has in her mind. Since she learned to<br />
read and write under the mentorship of her favorite<br />
Guadalupe School Kindergarten Teacher, Mrs. Mary<br />
Suter, she would often give us a piece of paper with a<br />
writing on it to tell us what she has in mind, “sweet<br />
little notes, indeed!” She did this practically every<br />
time she had an opportunity. I read her notes and they<br />
were amusing! Until I decided and told her to drop the<br />
notes in the box next to our bed, thinking that I would<br />
read all her notes when she turns to be 18 and use<br />
them to write something about “Youth Self-<br />
Empowerment”. One day, I lost track and was<br />
looking for the box with the notes but was reminded<br />
by her younger sister, Niko, that I told her to throw<br />
away the box. What a shame!!! I might have been<br />
half-asleep if ever and when I did that!!<br />

But, the one I would never forget is her writing on<br />
the wall in the house that even after painting, you still see<br />
the indelible marks. I hope, her present pre-occupation in<br />
writing will not leave marks on the wall but marks of good<br />
feeling and inspiration as she touches your hearts with her<br />
thoughts, feelings, dreams and aspirations in life!<br />
While Niko and I were eavesdropping, we saw<br />
Nini with all her eyes glued in the computer. Kiddingly, I<br />
made a comment saying: “I think your sister is already<br />
into writing a book!” Niko quipped to say: “Because you<br />
inspired her to write one!” Deep down I felt so good for I<br />
never expected her to be one except to empower and<br />
challenge her especially when one day, she came home<br />
carrying a copy of a book entitled: “Streetside Stories,<br />
Making Choices” that the students made through a<br />
Program at LBMS. She seemed sad because she was not<br />
able to participate and have her written work “published”. I<br />
tried to console and empower her saying, “Anak, if you<br />
want to write a book, there is your computer. Use it!”
By the time I knew it, she was already miles<br />
away in her “writing activity”. I was not really<br />
paying attention, until this came<br />
about...apparently, having unleashed the power<br />
of her mind into writing!!! Indeed, she has that<br />
potential to unleash her extra energy more<br />
productively!<br />
She likes to read books a lot and was<br />
once asked by Mom to tell her favorite story,<br />
Harry Potter. Instead of telling, she got the book<br />
and erased her name she wrote on it, wrote the<br />
name of her Mom and gave it to her saying:<br />
“Here is the book, read it”. Naughty girl, ha!<br />
Nobody can doubt that!<br />
I remember when the 5th book of Harry<br />
Potter was just released. And since both Nini<br />
and Niko are avid admirers of Harry Potter, their<br />
Mom decided to only get one copy and they<br />
would take turns reading it. Would you believe,<br />
day and night, under the glow of light, they<br />
managed to finish reading the almost 900 page<br />
book in 4 days during summer 2003<br />
It looks like their thirst for books<br />
doesn’t end with Harry Potter. They kept<br />
bugging Mom to buy the books they want to<br />
read. But since Mom is on a budget, they would<br />
settle to go to the Public Library. Recently, Nini<br />
found an easier way to get the kind of reading<br />
materials she wants to read. Guess where It’s<br />
the internet! Now, Mom can’t complain<br />
anymore of buying them expensive books from<br />
bookstore. But she has to supply the INK and<br />
PAPER especially when Nini finds a story that<br />
she would like to print and read. For one, Nini<br />
does not sneak with Daddy’s laptop computer<br />
anymore coz’ she now has her own laptop’s and<br />
one PC model for her sister. Oh, what an<br />
influence can a computer do!<br />
Once, while she was being asked by her<br />
Dad if she could finish her work before the<br />
school would open in the Fall Semester, she<br />
answered without hesitation, “Dad, it is not<br />
easy to write a book.” What a line! Daddy said<br />
to himself, “Back-off! Let go of the steam!”<br />
As a daughter, Nini is an affectionate<br />
and loving person who wants to keep herself<br />
busy. A lot of times, you would see her reading<br />
and writing in the computer, if not playing music<br />
in the Electric Piano. Her mind and spirit have<br />
apparently found serenity as she discovers the<br />
pleasure and joy of articulating her innermostself<br />
in writing. After all, Dr. Jose P. Rizal, the<br />
national hero of the Philippines, once said that,<br />

“the pen is mightier than the sword.” As her love<br />
for reading grows, her writing and computer<br />
skills develop that prayerfully, all these will grow<br />
into fullness of maturity and be able to use them<br />
in the service of others as she learns to become<br />
socially responsible.<br />

on weekends! Niko and I begin to wonder tho’ that<br />
Nini is doing this as her excuse for not helping us do<br />
the laundry! Where is Mom, anyway, when we need<br />
her most Busy at work providing TLC among her<br />
patients So, we quietly move on and do the laundry<br />
ourselves!<br />
Don’t get me wrong! Mom is involved, too,<br />
in school as an SSC member and spends time with<br />
Nini do her homework. In the course of time during<br />
her 7th grade, however, we got a letter and went to<br />
see one of her teachers only to find out that she failed<br />
to submit a good number of her homework in that<br />
subject, saying as her reason: “Dad does not check<br />
my homework, anyway!” What an awakening<br />
message hitting my head Nevertheless, she<br />
maintained a 3.83 GPA (7th).<br />
Nini’s immersion into writing makes one<br />
wonder on the depth of how she thinks and feels<br />
about what she is writing. No one can really measure<br />
the depth of what and how she thinks but is, to me, an<br />
articulation of her innermost feeling and as such, A<br />
YOUNG BUDDING WRITER! We can only hope<br />
for the best that she will continue to discover the<br />
beauty of life and find its ultimate meaning as she<br />
follows the path of writing. She is made aware tho’<br />
of the importance of having “A Sound Mind In<br />
A Sound Body”, so she goes with Dad/Niko on<br />
weekends for the Mountain Hiking in San<br />
Bruno Mountain...Wanna join the team<br />
Lately, Ms. Nabong has joined the Mountain<br />
Hiking! Well, keep it up! She probably realized that<br />
Mountain Hiking is fun. As they say, “A Sound Mind<br />
In A Sound Body” builds not only Mind and Body<br />
but also character and discipline (KidTalk, Only!).

As a parent, when I<br />
noticed my daughter’s<br />
eyes being glued in the<br />
computer till’ even in the<br />
middle of the night, I<br />
couldn’t help but wonder<br />
what she was really up to.<br />
Until I realized that she<br />
was already into capturing<br />
her ideas and feelings into<br />
writing.<br />
Part of me was saying, maybe, I have to give<br />
her some pieces of advice on how to express her<br />
thoughts and feelings into writing. Surprisingly,<br />
when I tried to do just that, she rebuked me saying,<br />
“Mom, I know what I am doing!” I said to myself, “I<br />
think, I need to respect her. I have to give her some<br />
space and allow her to be herself even in her<br />
writing”. And this is what her writing is all about.<br />
There is nothing her Dad and I could do but to read<br />
and respect her thoughts and feelings in her writing..<br />
However, as I ponder on the significance of<br />
what she has written, I couldn’t help but to provide<br />
the following reflection on the implications of what<br />
she has written, being my first-born generation<br />
Filipino-American daughter, on the meaning of<br />
cultural diversity as reflected in her choices of<br />
characters with multi-ethnic Asian descent and<br />
languages.<br />
• Living in today’s complex multi-cultural society<br />
is a unique opportunity to experience the beauty<br />
of culture of other people. It is an opportunity<br />
for us to be resilient as we learn to immerse<br />
ourselves into the lives of other people deemed<br />
apart from what we treasure and believe. While<br />
extremely diverse as a racial group in the U.S.,<br />
we learn to share culturally-based values and<br />
practices that have played an important part in<br />
our lives. The striving for achievement of<br />
success for most of us and its meaning as part of<br />
our endeavor is part of the foundation of our<br />
own respective cultural heritage and this<br />
becomes a unique and universal experience. It is<br />
unique in the sense that it shines forth from<br />
where we came from and universal because it<br />
shares a commonality of purpose and reason<br />
with those people who walk the same valley of<br />
life towards the same direction, that is, sharing<br />
the humanity of life with sense of respect and<br />

dignity. This nurtures inherent strengths in us and<br />
carry these same to contribute to the betterment of our<br />
community and society, at large. We now then<br />
become assets rather than liabilities for we become<br />
more productive members of the society as we enjoy<br />
the fruits of our labor.<br />
Some of us may be experiencing some<br />
difficulties transitioning to the new culture, especially<br />
when you feel you don’t fit professionally and<br />
culturally. Remember, only those who are unwilling<br />
to take the risk as a consequence of one’s action may<br />
not see change for the better. It becomes your<br />
responsibility to be ready to assume the risk involved<br />
in making a decision affecting you as a person, be it<br />
painful or not. You may feel you are at the bottom of<br />
the wheel of life but if you just try to look around<br />
you, you will be surprised to discover that there are<br />
many who had dared to swim against the tides of time<br />
and found themselves stronger and better persons than<br />
they thought they would never be.<br />
As you look back over your shoulder, you<br />
would then realize that you are not alone; that your<br />
life’s experience is shared by those many individuals<br />
who dared to go and learn how to swim across the<br />
many excruciating challenges to make a difference in<br />
their life. Once you set foot in the land of your dream,<br />
you will find yourself beneath the wings of its<br />
abundance in grace and beauty, magnificent cultural<br />
landscape and magnanimity in terms of possibilities<br />
and opportunities where people from all walks of life<br />
dared to dream of. For some, this is their search for<br />
meaning in life.<br />
For Nini, this could possibly be part of the<br />
process of an experience in her search for meaning in<br />
life where cultural diversity brings forth positive<br />
impact and empowerment to become at best, her very<br />
best self! For life lived to the fullest makes one’s life<br />
fulfilled!<br />

SAN BRUNO MOUNTAIN HIKING FITNESS ACTIVITY<br />
“A Sound Mind In A Sound Body” is a philosophical principle wherein the Mind and the Body are recognized<br />
equally important by <strong>CYDF</strong> <strong>USA</strong>, <strong>Inc</strong>. in its work among the Fil-Am youth to empower them to become the best of what<br />
they are capable of being and becoming. The body and the mind must side-by-side be developed into the fullness of their<br />
potentialities. Any future design of programs/projects will, likewise, be guided by this same philosophical principle,<br />
adopted for implementation of the <strong>Foundation</strong>’s 2nd Objective. The Mountain Hiking Fitness Activity in San Bruno<br />
Mountain is one of the projects that CYEP-<strong>CYDF</strong> <strong>USA</strong>, <strong>Inc</strong>. is adopting for the youth, in addition to the Book Writing<br />
