a <str<strong>on</strong>g>training</str<strong>on</strong>g> <str<strong>on</strong>g>course</str<strong>on</strong>g> <strong>on</strong> veterinary sample<br />

management in Uganda.<br />

Entebbe, 6 September 2012. <str<strong>on</strong>g>The</str<strong>on</strong>g> <str<strong>on</strong>g>Institute</str<strong>on</strong>g> for Animal Health <str<strong>on</strong>g>Pirbright</str<strong>on</strong>g> (IAH) c<strong>on</strong>cluded a three day <str<strong>on</strong>g>training</str<strong>on</strong>g> <str<strong>on</strong>g>course</str<strong>on</strong>g><br />

with the Nati<strong>on</strong>al Animal Disease Diagnostic and Epidemiology Centre (NADDEC). This <str<strong>on</strong>g>training</str<strong>on</strong>g> was c<strong>on</strong>ducted under<br />

the auspices of the <strong>OIE</strong> Twinning of Laboratories Program (Supplementary <strong>OIE</strong> Twinning Special Project) between the<br />

NADDEC (Uganda) and IAH (United Kingdom).<br />

trainers from the <strong>OIE</strong> Reference<br />

<strong>OIE</strong> Sub Regi<strong>on</strong>al Representative<br />

for southern <strong>Africa</strong> and EPT<br />

of MAAIF regi<strong>on</strong>al ensured support<br />

to the activities and thanked the<br />

<strong>OIE</strong> for funding the Twinning<br />

Project. <str<strong>on</strong>g>The</str<strong>on</strong>g> <str<strong>on</strong>g>training</str<strong>on</strong>g> was also extended to other collaborating partners in the livestock industry such as the Nati<strong>on</strong>al<br />

Livestock Research <str<strong>on</strong>g>Institute</str<strong>on</strong>g> (NaLIRRI).<br />

<str<strong>on</strong>g>The</str<strong>on</strong>g> <str<strong>on</strong>g>training</str<strong>on</strong>g> program was accomplished through presentati<strong>on</strong>s followed by practical sampling exercises <strong>on</strong> different<br />

animal species including wildlife, visit to various laboratories at NADDEC and display stands. Day 1 focused <strong>on</strong> strategies<br />

for efficient sample collecti<strong>on</strong>, submissi<strong>on</strong> and diagnosis in Uganda and laid the foundati<strong>on</strong> with presentati<strong>on</strong>s <strong>on</strong> animal<br />

health status in Uganda which highlighted the critical diseases and the challenges to disease c<strong>on</strong>trol faced by MAAIF.<br />

A presentati<strong>on</strong> from the <strong>OIE</strong> <strong>on</strong> its activities to improve the quality of the nati<strong>on</strong>al veterinary services including capacity<br />

building was delivered with some supporting documents.<br />

Dr Batten outlined the role of IAH in provisi<strong>on</strong> of laboratory<br />

referral services and other roles as the <strong>OIE</strong> Reference<br />

Laboratory. In c<strong>on</strong>juncti<strong>on</strong> with Dr Eeva Tuppurainen<br />

the participants were trained <strong>on</strong> general overview,<br />

preferred types of samples, handling, shipment, storage<br />

and data collecti<strong>on</strong> of key diseases being pursued under<br />

the improvement to diagnostic capacity building for the<br />

twinning project. <str<strong>on</strong>g>The</str<strong>on</strong>g>se were capripox, bluet<strong>on</strong>gue, LSD<br />

and PPR. This was augmented by presentati<strong>on</strong>s from<br />

NADDEC staff <strong>on</strong> the types of tests available, laboratory<br />

quality management systems, laboratory informati<strong>on</strong><br />

management systems, biosecurity and bioc<strong>on</strong>tainment. Dr<br />

N. K Carolyn briefed the participants <strong>on</strong> the status of the<br />

serum bank. <str<strong>on</strong>g>The</str<strong>on</strong>g>re have been improvements to the power<br />

back up systems and freezers but work still has to c<strong>on</strong>tinue<br />

to improve documentati<strong>on</strong> of existing samples. <str<strong>on</strong>g>The</str<strong>on</strong>g><br />

nati<strong>on</strong>al coordinator for the Twinning Project Dr Chrisostom<br />

Ayebazibwe outlined the activities achieved under the<br />

project including participati<strong>on</strong> in proficiency testing and<br />

improvements to the biosecurity of the laboratory.<br />

<str<strong>on</strong>g>The</str<strong>on</strong>g> practical sessi<strong>on</strong> addressed and dem<strong>on</strong>strated types<br />

of samples collected from live animals including wildlife,<br />

preservati<strong>on</strong>, data collecti<strong>on</strong> and types of c<strong>on</strong>tainers<br />

approved for shipment from field services to NADDEC and<br />

from NADDEC to IAH. <str<strong>on</strong>g>The</str<strong>on</strong>g> emphasis was to improve quality<br />

and safe transport of samples so as to improve diagnostic<br />

capacity.<br />

<str<strong>on</strong>g>The</str<strong>on</strong>g> display table proved to be very popular with the<br />

participants as it allowed more interacti<strong>on</strong> not <strong>on</strong>ly regarding<br />

the <str<strong>on</strong>g>training</str<strong>on</strong>g> but other services or activities offered such as<br />

by the <strong>OIE</strong>. Visits to the various laboratories allowed the<br />

field veterinarians and veterinary para professi<strong>on</strong>als to<br />

acquaint themselves with types of tests and time required<br />

before the results may be available.<br />

In his closing remarks Dr Wes<strong>on</strong>ga Wanderema outlined<br />

briefly the new strategy being developed for the Veterinary<br />

Services to propel the industry forward using meat and<br />

milk as primary commodities. NADDEC will become an<br />

important pillar for the success of this strategy and hence<br />

its support is ensured. Specimen sampling kits, pers<strong>on</strong>al<br />

protective equipment, ice packs and cool boxes were<br />

distributed to all the attending districts.
