With the theme <strong>of</strong> “<strong>Transport</strong>ation Systems: Eng<strong>in</strong>eer<strong>in</strong>g <strong>and</strong> Management”, the<br />

Twelfth International Conference <strong>of</strong> the Hong Kong Society for <strong>Transport</strong>ation<br />

Studies (HKSTS) was successfully held on 8th <strong>to</strong> 10th December, 2007. This year’s<br />

conference was jo<strong>in</strong>tly organised by the HKSTS <strong>and</strong> the Department <strong>of</strong> Systems<br />

Eng<strong>in</strong>eer<strong>in</strong>g <strong>and</strong> Eng<strong>in</strong>eer<strong>in</strong>g Management <strong>of</strong> the Ch<strong>in</strong>ese University <strong>of</strong> Hong<br />

Kong, with generous f<strong>in</strong>ancial sponsorship from Au<strong>to</strong><strong>to</strong>ll Limited, Oasis Hong<br />

Kong Airl<strong>in</strong>es Limited <strong>and</strong> Western Harbour Tunnel Company Limited. CILTHK<br />

was one <strong>of</strong> the non-f<strong>in</strong>ancial sponsors <strong>of</strong> the conference.<br />

Hong Kong is a major transportation <strong>and</strong> logistics hub <strong>of</strong> the Asia-Pacific region.<br />

With the <strong>in</strong>creas<strong>in</strong>g <strong>in</strong>tegration <strong>of</strong> the economies <strong>of</strong> the Pearl River Delta <strong>and</strong><br />

South-east Asia, <strong>and</strong> <strong>in</strong>creas<strong>in</strong>g global market competition, advanced methods<br />

<strong>in</strong> operations research, management science, economics <strong>and</strong> statistics are needed<br />

for optimal plann<strong>in</strong>g <strong>and</strong> operation <strong>of</strong> complex large-scale multi-modal<br />

transportation systems. Cus<strong>to</strong>mer dem<strong>and</strong>s ever greater efficiency <strong>and</strong><br />

performance <strong>of</strong> our logistics <strong>and</strong> transportation systems, <strong>and</strong> concerns for the<br />

environment <strong>and</strong> quality <strong>of</strong> liv<strong>in</strong>g impose constra<strong>in</strong>ts on operations <strong>and</strong><br />

effectiveness <strong>of</strong> transportation <strong>and</strong> logistics systems whilst ma<strong>in</strong>ta<strong>in</strong><strong>in</strong>g environmental<br />

susta<strong>in</strong>ability is a major concern for both researchers <strong>and</strong> practitioners.<br />

This year’s conference attracted the participation <strong>of</strong> over 130 transportation <strong>and</strong> logistics<br />

researchers, <strong>and</strong> practitioners from 26 countries <strong>and</strong> regions all over the world. Ir Mak<br />

Chai-kwong, JP, Permanent Secretary for Development (Works) <strong>of</strong> the Hong Kong<br />

SAR Government, delivered a most thought-provok<strong>in</strong>g <strong>and</strong> <strong>in</strong>formation-packed<br />

Keynote Address on “<strong>Transport</strong>ation Systems <strong>and</strong> Susta<strong>in</strong>able Urban Form”. In addition,<br />

there were six plenary speeches from:<br />

<strong>The</strong> other seventy-plus presentations at the conference were equally broad-based, cover<strong>in</strong>g the full<br />

spectrum <strong>of</strong> <strong>to</strong>pics on transportation <strong>and</strong> logistics policy <strong>and</strong> plann<strong>in</strong>g <strong>and</strong> their societal impacts.<br />

<strong>The</strong> judges for this year’s HKSTS Outst<strong>and</strong><strong>in</strong>g Student Paper Award had a particularly <strong>to</strong>ugh task, <strong>and</strong><br />

eventually declared a tie for the first place! <strong>The</strong> w<strong>in</strong>n<strong>in</strong>g papers were “A shock-fitt<strong>in</strong>g algorithm for<br />

the Lighthill-Whitham-Richards traffic flow model on <strong>in</strong>homogeneous highways” by Wenjun Sun <strong>of</strong><br />

the University <strong>of</strong> Hong Kong <strong>and</strong> “A model system <strong>to</strong> determ<strong>in</strong>e traffic-<strong>in</strong>duced air pollution <strong>in</strong> highly<br />

compact urban forms” by U Wa Tang <strong>of</strong> the University <strong>of</strong> Macau.<br />

In the past 12 years, the HKSTS annual conference has gone from strength <strong>to</strong> strength <strong>and</strong> grown <strong>in</strong><br />

size <strong>and</strong> scope, <strong>to</strong> become one <strong>of</strong> the lead<strong>in</strong>g regional conferences <strong>in</strong> transportation <strong>and</strong> logistics.<br />

Next year, the 13th International Conference <strong>of</strong> the Hong Kong Society for <strong>Transport</strong>ation Studies will<br />

be held on 13th <strong>to</strong> 15th December, 2008, <strong>and</strong> will be jo<strong>in</strong>tly organised by HKSTS <strong>and</strong> the Management<br />

Sciences Department <strong>of</strong> the City University <strong>of</strong> Hong Kong. More <strong>in</strong>formation on the conference can be<br />

Herald<strong>in</strong>g a new era <strong>in</strong> the railway<br />

development <strong>of</strong> Hong Kong<br />

On 2nd December 2007 Hong Kong ushered <strong>in</strong> a new era <strong>in</strong> railway transport that<br />

promises not only growth <strong>in</strong> network but also better services <strong>and</strong> efficiencies. It<br />

was the day <strong>of</strong> establishment <strong>of</strong> a more wide-reach<strong>in</strong>g service that <strong>in</strong>tegrates the<br />

rail operations <strong>of</strong> the MTR <strong>and</strong> KCR, which used <strong>to</strong> be two separate systems ma<strong>in</strong>ly<br />

serv<strong>in</strong>g Hong Kong’s urban <strong>and</strong> sub-urban population respectively, <strong>and</strong> now<br />

managed under one s<strong>in</strong>gle entity — the MTR Corporation.<br />

<strong>The</strong> Honourable Henry Tang, the Chief Secretary for Adm<strong>in</strong>istration <strong>of</strong> the Hong<br />

Kong Special Adm<strong>in</strong>istrative Region, accompanied by the MTR Corporation’s<br />

Chairman, Dr. Raymond K F Ch’ien <strong>and</strong> Chief Executive Officer, Mr. C K Chow,<br />

unveiled a plaque at Nam Cheong Station <strong>to</strong> commemorate this major miles<strong>to</strong>ne.<br />

<strong>The</strong>y were then jo<strong>in</strong>ed by other <strong>of</strong>ficiat<strong>in</strong>g guests <strong>to</strong> launch the new route map <strong>of</strong><br />

the <strong>in</strong>tegrated network.<br />

<strong>The</strong> merged rail network has a <strong>to</strong>tal route length <strong>of</strong> 211 kilometres <strong>and</strong> comprises n<strong>in</strong>e heavy rail commuter l<strong>in</strong>es with 82 stations serv<strong>in</strong>g<br />

Hong Kong Isl<strong>and</strong>, Kowloon, the New Terri<strong>to</strong>ries, <strong>and</strong> reach<strong>in</strong>g across the boundary <strong>in</strong><strong>to</strong> the Ma<strong>in</strong>l<strong>and</strong> <strong>of</strong> Ch<strong>in</strong>a. <strong>The</strong> Light Rail network<br />

cont<strong>in</strong>ues <strong>to</strong> serve Tuen Mun <strong>and</strong> Yuen Long districts <strong>in</strong> the Northwest New Terri<strong>to</strong>ries while a fleet <strong>of</strong> buses provides convenient feeder<br />

services. At the same time, the Airport Express cont<strong>in</strong>ues <strong>to</strong> provide fast <strong>and</strong> convenient connections <strong>to</strong> Hong Kong International Airport.<br />

<strong>The</strong> merger places the MTR Corporation <strong>in</strong> the best position <strong>to</strong> extend its active promotion <strong>of</strong> susta<strong>in</strong>able development for both the<br />

economy <strong>and</strong> society. An <strong>in</strong>tegrated railway network allows for improved plann<strong>in</strong>g, design <strong>and</strong> construction <strong>of</strong> new extensions, provid<strong>in</strong>g<br />

the best possible connections <strong>and</strong> cost-efficiencies.<br />

Work is progress<strong>in</strong>g well on the Kowloon Southern L<strong>in</strong>k <strong>and</strong> a new station on the Tseung Kwan O L<strong>in</strong>e, while further plann<strong>in</strong>g <strong>and</strong> detailed<br />

design is underway for the West Isl<strong>and</strong> L<strong>in</strong>e.<br />

<strong>The</strong> Corporation also st<strong>and</strong>s poised <strong>to</strong> embark on other planned railway projects for Hong Kong as it cont<strong>in</strong>ues <strong>to</strong> develop its bus<strong>in</strong>ess<br />

growth strategy <strong>of</strong> build<strong>in</strong>g <strong>and</strong> operat<strong>in</strong>g railways on the Ma<strong>in</strong>l<strong>and</strong> <strong>and</strong> overseas.<br />

CILTHK Two-day Course : Current Development <strong>in</strong><br />

International Arbitration<br />

This year, the two-day course was aga<strong>in</strong> organised jo<strong>in</strong>tly with the City<br />

University <strong>of</strong> Hong Kong on 24th <strong>and</strong> 25th November 2007 <strong>and</strong> attended<br />

<strong>in</strong>troduced so that the benefits ga<strong>in</strong>ed by mentees can be maximized.<br />

<strong>The</strong> open<strong>in</strong>g ceremony <strong>of</strong> YMC Men<strong>to</strong>rship Programme 2007-2008 had been successfully held on 14<br />

December 2007. Dur<strong>in</strong>g the event, the Chairman <strong>of</strong> YMC gave a speech <strong>to</strong> all participants <strong>and</strong> had<br />

a good kick-<strong>of</strong>f <strong>of</strong> the programme. An <strong>in</strong>troduction session was given <strong>to</strong> both men<strong>to</strong>rs <strong>and</strong> mentees<br />

afterwards.<br />

After the release <strong>of</strong> match<strong>in</strong>g result,<br />

men<strong>to</strong>rs <strong>and</strong> mentees met each other<br />

<strong>in</strong> the tea party. In 2008, three <strong>of</strong>ficial<br />

meet<strong>in</strong>gs will be arranged for<br />

men<strong>to</strong>rs/mentees <strong>to</strong> meet <strong>in</strong> periodical<br />

CILT Student Day 2008<br />

<strong>The</strong> 6th CILTHK Student Essay Competition 2008<br />

<strong>The</strong> annual CILT Student Day will be organised jo<strong>in</strong>tly with IVE (Ts<strong>in</strong>g Yi) on 8th March 2008. <strong>The</strong>re will be a <strong>to</strong>tal <strong>of</strong> 11 teams from the<br />

local tertiary <strong>in</strong>stitutes <strong>and</strong> a new participat<strong>in</strong>g team from Macau University <strong>of</strong> Science <strong>and</strong> Technology.<br />

<strong>The</strong> 6th CILTHK Student Essay Competition 2008 on the <strong>to</strong>pic <strong>of</strong> “My Ideas <strong>of</strong> Environmentally Friendly <strong>Transport</strong> Systems”( 我 對 環 保 運<br />

輸 系 統 的 構 想 )has been kicked <strong>of</strong>f <strong>in</strong> secondary schools. <strong>The</strong> competition is divided <strong>in</strong><strong>to</strong> Junior <strong>and</strong> Senior Groups <strong>in</strong> each <strong>of</strong> the Ch<strong>in</strong>ese<br />

International President - CILT International<br />

Richard Hunt became President <strong>of</strong> CILT-International <strong>in</strong> May 2007. He has been actively <strong>in</strong>volved <strong>in</strong> the<br />

<strong>Institute</strong> for over 17 years. Follow<strong>in</strong>g regional roles <strong>in</strong> the early 90s he was the last National Chairman <strong>of</strong><br />

<strong>The</strong> <strong>Institute</strong> <strong>of</strong> <strong>Logistics</strong>. However start<strong>in</strong>g <strong>in</strong> 1998 he was <strong>in</strong>strumental <strong>in</strong> the creation <strong>of</strong> the present<br />

<strong>Chartered</strong> <strong>Institute</strong> <strong>of</strong> <strong>Logistics</strong> <strong>and</strong> <strong>Transport</strong> lead<strong>in</strong>g negotiations on <strong>in</strong>tegration <strong>and</strong> organisation. Richard<br />

was the first Chairman <strong>of</strong> CILT (UK) <strong>in</strong> 2000 dur<strong>in</strong>g the major period <strong>of</strong> change <strong>and</strong> then UK President from<br />

International level follow<strong>in</strong>g the key Council Meet<strong>in</strong>g <strong>in</strong> Darw<strong>in</strong> <strong>in</strong> 2000. He has been an International Vice<br />

President <strong>and</strong> Chairman <strong>of</strong> the Communications <strong>and</strong> Promotions Committee.<br />

Until recently Richard was Chief Executive <strong>of</strong> OmPrompt Ltd a new bus<strong>in</strong>ess <strong>in</strong> the supply cha<strong>in</strong> technology<br />

sec<strong>to</strong>r. He is also <strong>in</strong>volved <strong>in</strong> executive coach<strong>in</strong>g <strong>and</strong> men<strong>to</strong>r<strong>in</strong>g, acts as an <strong>in</strong>dependent expert witness on supply cha<strong>in</strong> strategy <strong>and</strong> is a non-<br />

Executive Direc<strong>to</strong>r <strong>of</strong> Bus<strong>in</strong>ess Direct Plc. He is also a member <strong>of</strong> the Advisory Board <strong>of</strong> the supply cha<strong>in</strong> centre at Cranfield University School<br />

<strong>of</strong> Management.<br />

Previously Richard was Chief Executive <strong>of</strong> the Aviation Division <strong>of</strong> Go Ahead Plc provid<strong>in</strong>g ground h<strong>and</strong>l<strong>in</strong>g logistics services at 17 UK airports<br />

<strong>in</strong>clud<strong>in</strong>g all ma<strong>in</strong> London airports. Earlier he also worked <strong>in</strong> Aviation with the oil <strong>in</strong>dustry both <strong>in</strong> the UK, runn<strong>in</strong>g Aviation Fuel Services at<br />

Heathrow at a time <strong>of</strong> major <strong>in</strong>dustrial unrest, <strong>and</strong> then <strong>in</strong>ternationally based <strong>in</strong> Paris. At the start <strong>of</strong> his career he also qualified as a British<br />

Airways pilot <strong>and</strong> won the Pr<strong>in</strong>cipal’s Prize for his <strong>in</strong>take before decid<strong>in</strong>g <strong>to</strong> give up fly<strong>in</strong>g for management.<br />

For the past twenty years he has specialised <strong>in</strong> logistics <strong>in</strong> both own account operations <strong>and</strong> the service provider sec<strong>to</strong>r. He was Chief<br />

Executive <strong>of</strong> Exel <strong>Logistics</strong> Europe before its recent mergers (now DHL) <strong>and</strong> other Direc<strong>to</strong>r level roles have been with Gr<strong>and</strong> Met Brew<strong>in</strong>g <strong>and</strong><br />

Courage. In the public sec<strong>to</strong>r he served for 5 years as a non-executive on the UK Highways Agency Advisory Board, holds a commission as<br />

Colonel <strong>in</strong> the Eng<strong>in</strong>eer <strong>and</strong> <strong>Logistics</strong> Staff Corps RE(V) <strong>and</strong> is currently Chairman <strong>of</strong> its <strong>Logistics</strong> Liaison Group.<br />

Richard has chaired <strong>and</strong> spoken at conferences both <strong>in</strong> the UK <strong>and</strong> Internationally. He has an MBA from City University, London.<br />

In the 2004 New Year Honours list, Richard Hunt was appo<strong>in</strong>ted CBE for services <strong>to</strong> ‘logistics <strong>and</strong> transport’.<br />

VTC Honorary Fellow Award Presented by Vocational Tra<strong>in</strong><strong>in</strong>g Council<br />

<strong>The</strong> <strong>Institute</strong> would like <strong>to</strong> extend its heartfelt congratulations <strong>to</strong> Ir Dr. David HO Chi-sh<strong>in</strong>g, DBA, FCILT, FCIM, FHKIoD, MHKIE, MPIA, MIHT,<br />

MCIArb, who received VTC Honorary Fellow Award <strong>in</strong> recognition <strong>of</strong> his great contribution not only <strong>to</strong> the Vocational Tra<strong>in</strong><strong>in</strong>g Council but<br />

also <strong>to</strong> the transport <strong>and</strong> logistic <strong>in</strong>dustry. <strong>The</strong> award has reflected his outst<strong>and</strong><strong>in</strong>g achievements <strong>in</strong> the pr<strong>of</strong>ession. <strong>The</strong> Honour Award<br />

Presentation Ceremony <strong>in</strong> conjunction with VTC Graduation Ceremony 2007 was held at Hong Kong Coliseum on 29 November 2007.<br />

Ir Dr. Ho is currently the Chairman <strong>of</strong> the <strong>Transport</strong> <strong>Logistics</strong> Tra<strong>in</strong><strong>in</strong>g Board <strong>and</strong> Discipl<strong>in</strong>e Advisory Board (Bus<strong>in</strong>ess Adm<strong>in</strong>istration) <strong>and</strong><br />

member <strong>of</strong> the Committee on Management <strong>and</strong> Supervisory Tra<strong>in</strong><strong>in</strong>g at the VTC. He had served as a member <strong>of</strong> the Maritime Services<br />

Tra<strong>in</strong><strong>in</strong>g Board. He supports the VTC by collaborat<strong>in</strong>g with the Hong Kong Centre for <strong>Transport</strong> <strong>and</strong> <strong>Logistics</strong> <strong>of</strong> IVE (Ts<strong>in</strong>g Yi) <strong>to</strong> <strong>in</strong>troduce a<br />

hi-tech <strong>in</strong>novative satellite cruise service <strong>to</strong> passengers, <strong>and</strong> <strong>in</strong>vit<strong>in</strong>g IVE design students <strong>to</strong> contribute creative ideas <strong>in</strong> the development <strong>of</strong><br />

the North Po<strong>in</strong>t Ferry Term<strong>in</strong>al. Ir Dr. Ho’s company has provided scholarships, tra<strong>in</strong><strong>in</strong>g <strong>and</strong> employment opportunities <strong>to</strong> VTC students. He<br />

always provides constructive <strong>in</strong>put <strong>and</strong> strategic directions <strong>to</strong> the Bus<strong>in</strong>ess Adm<strong>in</strong>istration Discipl<strong>in</strong>e.<br />

A survey by questionnaire on the publication <strong>of</strong> Membership Direc<strong>to</strong>ry was conducted <strong>in</strong> September 2007 among<br />

Council for Susta<strong>in</strong>able Development<br />

Invitation <strong>and</strong> Response Document on “Clean Air - Clear Choices”<br />

In its June 2007 Invitation <strong>and</strong> Response document, the Council for Susta<strong>in</strong>able Development (CSD) asked for <strong>view</strong>s on road pric<strong>in</strong>g as a<br />

means <strong>to</strong> improve air quality <strong>in</strong> congested urban areas, namely Central, Wanchai, Causeway Bay, Mong Kok <strong>and</strong> Tsim Sha Tsui (the congested<br />

urban areas). <strong>The</strong> <strong>Transport</strong> Policy Committee <strong>of</strong> the <strong>Institute</strong> has submitted our suggestions on measures <strong>to</strong> improve air quality <strong>in</strong> congested<br />

urban on 15th Oc<strong>to</strong>ber 2007. Please f<strong>in</strong>d below a summary <strong>of</strong> the submission.<br />

Summary<br />

<strong>The</strong> <strong>Chartered</strong> <strong>Institute</strong> <strong>of</strong> <strong>Logistics</strong> <strong>and</strong> <strong>Transport</strong> (CILT) is strongly supportive <strong>of</strong> CSD’s aim <strong>to</strong> improve air quality <strong>in</strong> congested urban areas.<br />

• Road pric<strong>in</strong>g may be one measure <strong>to</strong> achieve air quality improvements <strong>in</strong> congested urban areas. However, pedestrian schemes may be<br />

equally or more effective at reduc<strong>in</strong>g traffic <strong>and</strong> could further develop attractive <strong>and</strong> vibrant street environments. Pedestrianisation<br />

should be tried before resort<strong>in</strong>g <strong>to</strong> road pric<strong>in</strong>g, which will be contentious, time consum<strong>in</strong>g <strong>and</strong> difficult <strong>to</strong> implement.<br />

• Build<strong>in</strong>g on the CSD aim <strong>to</strong> improve air quality, CILT recommends far reach<strong>in</strong>g pedestrianisation schemes <strong>in</strong> the congested urban areas<br />

through develop<strong>in</strong>g<br />

◆ susta<strong>in</strong>able street environments ◆ revitalized pedestrianisation programmes<br />

◆ pedestrian-centred plann<strong>in</strong>g ◆ pedestrian priority zones<br />

• Government should strengthen <strong>and</strong> fast track other generic schemes <strong>to</strong> improve vehicle air emissions by regulation, retr<strong>of</strong>itt<strong>in</strong>g programmes<br />

<strong>and</strong> promotion <strong>of</strong> environmentally friendly vehicles.<br />

• In the meantime, electronic <strong>to</strong>ll payment should become m<strong>and</strong>a<strong>to</strong>ry at exist<strong>in</strong>g charg<strong>in</strong>g po<strong>in</strong>ts, ie the <strong>to</strong>ll tunnels <strong>and</strong> Lantau Fixed<br />

Cross<strong>in</strong>g, <strong>to</strong> promote smooth, safe flow <strong>of</strong> traffic <strong>and</strong> reduce emissions at these po<strong>in</strong>ts; <strong>and</strong> <strong>to</strong> provide the technological base for any<br />

future large scale road pric<strong>in</strong>g scheme.<br />
