The Primary Nodes of Cofimvaba and Tsomo
Ensure proper management of development control through all available
statutory procedures
Maintain proper up to date records of all aspects of land change
Ensure the central area of each town is functional – eg. Parking provision,
public ablutions etc.
No development should take place without the approval of the Municipality and
where necessary the approval of the Townships Board
The municipality should be proactive in land development to ensure orderly
development of the town
The municipality should encourage densification of the town
Identify, develop and maintain suitable open areas as a public park
Manage traffic movement and parking in the central areas of the towns
Promote housing development to avoid the illegal occupation of land
Encourage small scale agriculture in areas specified in the SDF
Protect the natural environment in towns and ensure no development takes
place in sensitive areas
Ensure adequate reservations are made for solid waste disposal, sewage
treatment and water treatment
Priority Secondary Nodes
Prevent land invasions and ensure the growth of rural settlements does
consume viable agricultural land
Work with the Dept. of Agriculture to identify prime agricultural land and ensure
that such land is used for agricultural production
Identify vacant land suitable for settlement purposes
Protect all sensitive natural areas
Protect heritage sites, historical buildings, cemeteries and graves
Other Identified Secondary Nodes
These are nodes to be dealt with as above – the only difference is that these nodes are
not prioritized for development purposes.
Additional Categories of the Intsika Yethu LUMS: Apart from the above nodal areas
the SDF categorises the following further aspects of the LUMS proposal:
Tourism Development Areas: Sabalele and Ncora are identified as tourism
development areas. To promote these areas the following is recommended in
the SDF :
* promotion of environmentally sensitive infrastructure
* Degraded areas in tourism development areas should be rehabilitated
* protect sensitive environmental areas
* coordinate all role players
* Ensure all relevant legislation is followed
Agricultural Development Areas : The following requirements are noted in the
SDF :
* Conservation of prime agricultural land
* utilize STEP programme findings
* Provision of training and skills development programmes
