46 7. INSTITUTIONAL 7.1 Capacity The municipality wishes to establish a dedicated housing unit and increase its staff capacity from 2 personnel to 4. Provision is made in the organogram for these posts. Prior to commencing a skills audit must be conducted to ascertain the training needs and design a training programme accordingly. It is envisaged that training in the following skills would be required:- Building Inspection Project Management End User Computing Project Administration and Record Keeping Housing Policy Frameworks and Procedures A mentorship programme would be necessary for a period of at least 12 months to ensure a “hands on” transfer of skills. Such a mentor would need to be outsourced using experienced practitioners from the housing field. It is estimated that the required budget would be in the region of R250 000 per annum.
