1. TANSEA convened its CEC and meet of Cauvery Waters Dispute Experts Panel on<br />
08-09-12 Saturday at 10.30 AM at Hotel Ajantha, Tiruchi. Er.S.Rajasekaran, Joint<br />
Secretary TANSEA Tiruchi Branch made arrangements for the same.<br />
Er.K.Natarajan, <strong>Senior</strong> Vice President, TANSEA presided over the meeting and conducted<br />
the proceedings. He listed out various activities of TANSEA to the members, <strong>PWD</strong> and<br />
<strong>Tamilnadu</strong> and desired to expand the same to do FM arrangements to the disabled and<br />
ailing <strong>Senior</strong> <strong>Engineers</strong> who need our support and assistance.<br />
Er.RVS. Vijayakumar, VP, TANSEA welcomed the Office bearers of TANSEA Branches<br />
and briefly narrated our efforts in creating the required awareness about Mullai Periyar Dam<br />
issue among various stake holders including the GoTN. Similarly TANSEA now enters into<br />
the pending Cauvery Waters Dispute - a larger one - to the farmers of Cauvery Delta and<br />
the unhelpful attitude of Karnataka and irresponsible GOI. Our struggle in the Tribunal and<br />
Court must also get extended among the Tamil people, various political parties and social<br />
active movements.<br />
2. Then Er.A.Veerappan, State Secretary introduced the agenda subjects for CEC, namely<br />
increasing the membership strength to 1000, attending the personal grievances of<br />
<strong>Engineers</strong>, participating with family members in the tour programmes, Joint<br />
activities with NGOs and active groups to curb sand mining etc and fervently appealed<br />
to the Office bearers of TANSEA Branches to involve more for enlarging our activities so<br />
that TANSEA’s Vision Statement 2020” to establish a strong, forceful and dynamic<br />
organization to serve TN<strong>PWD</strong> <strong>Engineers</strong>, Society and nation.<br />
3. Then Er.T.Shanmugasundaram & Er.S.Gunabalan from Tirunelveli Branch,<br />
Er.R.Subramanian & Er.M.Ayyamuthu from Erode Branch, Er.D.Thirukkural Arasu and<br />
Er.C.R.Arulprakasam from Coimbatore Branch, Er.S.Rajasekaran and Er.M.P.Dorairaj<br />
from Tiruchi branch conveyed their consent and readiness to expand our activities as<br />
proposed by Head Quarters. (Madurai Branch & Kanyakumari Branch were absent in the<br />
meeting). After discussing, it was unanimously decided to arrange FM Management to<br />
the needy disabled and sick senior <strong>Engineers</strong>. They also expressed their real concern<br />
to the present sorry state of official terrorism prevailing in the <strong>PWD</strong> after the extension of<br />
service granted to Er.R.Gopalakirshnan, CE, <strong>PWD</strong> (General) and EIC(Buildings).<br />
Er.RVS.Vijayakumar did the summing up.<br />

• Er.A.Veerappan informed the various reports received from the Cauvery Waters Dispute<br />
Experts, Task force Report of 2008 and good efforts taken by Er.K.Nallusamy, Fomer<br />
CE, <strong>PWD</strong>, Tiruchi Region on our request in obtaining views of Cauvery Delta farmers.<br />
Thiru.Mannagudi Ranganathan and Aarutpathy’s Thiru Kalyanam. Er.V.Balusamy,<br />
Er.MP.Dorairaj, Er.N.Natarajan, Er.K.Manuraj. Er.K.Natarjan briefly furnished their views<br />
effectively to solve the Cauvery Water Dispute Er.K.Ramalingam & Er.S.Krishnamurthi’s<br />
suggestions were read out (in their absenbce) by Er.A.Veerappan. The following are the<br />
suggestions<br />
i) Impressing GOI & Supreme Court to implement the Tribunal Interim award<br />

To gazette the Final award of the Tribunal and its implementation<br />
To evolve and implement the distress formula of release of quantum of Water during<br />
drought periods<br />
To pressurize the GoTN MPs and Ministers to use their clout with GOI for a speedy just<br />
solution and its implementation<br />
v) To create the required awareness program among the <strong>Engineers</strong>, Farmers, Political<br />
parties and Social active groups in the justness of GoTN in Cauvery waters as riparian<br />
rights as per International Helsinki’s award and greater plan by the Government of<br />
<strong>Tamilnadu</strong> to effectively utilize the waters with modern advance methods.<br />
5. The Meeting finally decided the following action program:<br />
i) To bring out / publish a comprehensive book (in English & Tamil) for creating awareness<br />
among all by Dec. 2012 (Action: TANSEA HQ)<br />
ii) To prepare a short film on this issue (Action : Er.S.Jayaraman, Er.R.Subramanian,<br />
Er.K.Manuraj & Er.K.Nallusamy)<br />
iii) To address GoTN furnishing effective suggestions for better solving this perennial problem<br />
giving top priority<br />
iv) To convene a meeting of all representatives of farmers and interested social groups in the<br />
Cauvery Delta at Tiruchi during October / November 2012 (Action : Er.K.Nallusamy &<br />
Er.K.Manuraj)<br />
v) Also to take efforts against Kerala’s Attakatti Check dam across river Siruvani, a dam for 40<br />
MW Electricity across River Paambaaru by Kerala near Maraiyur and Pakkam Anaicut<br />
across River Palar by Andhra & problems pertaining to Noyyal River through TANSEA<br />

SPECIAL MEETING OF TANSEA, KANYAKUMARI BRANCH CONVENED ON 08.06.2012<br />
A special meeting of the TANSEA, Kanyakumari Branch was convened on 08.06.2012 at<br />
18:30 Hrs. in the Conference Hall of the Kumari Poriyaalar Illam, <strong>PWD</strong> Compound,<br />
Nagercoil in combined with the AOE & AEA, Kanyakumari Branch. The meeting was<br />
presided over by Er.M.R.Mohan, Central Executive Committee Member of the AOE.<br />
Er.Jister Kingsly, Assistant Engineer and Secretary AEA welcomed the members. Apart<br />
from the members of the AOE & AEA, seven TANSEA members were present.<br />
The objective of the meeting was to create awareness among the public through the of the<br />
AOE, AEA & TANSEA, Kanyakumari Branch on the alarming issue of Mullai Periyar Dam, in<br />
which the Kerala Government, Public and the media try to snatch away the rights of the<br />
<strong>Tamilnadu</strong> Public especially the ryots of the Periyar Vaigai Basin. Er.L.Selson Muthiah, FSE<br />
and Treasurer of the Branch, Er.N.Soman, FSE, Er.George Jepamony, FSE and<br />
Er.S.Ramakrishnan, FSE and the Secretary of the Branch, spoke on the various issues<br />
directly and indirectly involved on the subject and to support the parent body in all its<br />
endeavour.<br />
From the AOE & AEA, Kanyakumari Branch, Er.M.R.Mohan, EE, narrated his experience in<br />
the Kerala Irrigation and observation that most of the river waters of Kerala was going into<br />
the Arabian Sea.<br />

The monthly meeting of the members of the TANSEA, Kanyakumari Branch was convened<br />
on 15.07.2012 at 18:00 Hrs. in the Conference Hall of the Kumari Poriyaalar Illam, <strong>PWD</strong><br />
Compound, Nagercoil. Eight members were present.<br />
As decided in the previous meeting of the Branch, this special meeting was convened for<br />
felicitating Mrs.K.Raghupathy and Er. K.Raghupathy who was mainly responsible for the<br />
coordination of the various officers for the study tour. After honouring the Chief Guest of<br />
honour with shawl, Er.L.Selson Muthiah, FSE, Er.P.Gopal, FSCE and Er.K.Ravindran Nair,<br />
FAEE spoke a few words of appreciation. In the end, the Guest of honour accepted the<br />
felicitation and humbly said it was only a part of his duty, as a member, in his opinion. The<br />
pleasantries of the study tour to Coimbatore Region were recalled and cherished.<br />

on 21.08.2012 at 18:00 Hrs. in the Conference Hall of the Kumari Poriyaalar Illam, <strong>PWD</strong><br />
Compound, Nagercoil. Six members were present.<br />
At the outset, the President of the Branch - Er.S.Ganesan, FCE welcomed the members.<br />
It was proposed to have the next meeting as the Family Get together. Er.F.Paskal Raj,<br />
FSCE was contacted over phone whether he could sponsor the dinner on the eve of the<br />
Family Get together and he assured to confirm the same within a week after ascertaining<br />

Order :<br />
In the Budget speech for 2012-2013, announcement has been made by<br />
Government to enhance the financial assistance under the Tamil Nadu Government<br />
Pensioners Family Security Fund Scheme from the present level of<br />
Rs.25,000/- ordered in the Government order first read above to Rs.35,000/- in<br />
the event of death of the pensioner, as a special gesture.<br />
2. Accordingly, the Government direct that the financial assistnace under the Tamil<br />
Nadu Government Pensioners Family Security Fund Scheme shall be enhanced from<br />
Rs.25,000/- to Rs.35,000/- in the event of death of the pensioners with effect<br />
from the date of issue of these orders.<br />
3. There shall be no change in the existing rules and regulations governing the<br />
sanction of assistance under the Tamil Nadu Government Pensioners’ Family<br />
Security Fund Scheme.<br />

VALLALAR - THE REBEL SAINT Gul;rpj;Jwtp (Part -XX)<br />
Vallalar was called a Rebel Saint, becuase he contravened all the<br />
well known teachings of all the Saiva Saint who preceding him. He<br />
wore only a white dress and avoided the saffron dress owned by<br />
the previous Saints. He said that the saffrin dress is viota essential<br />
or Saiva Saint.<br />
He started a school where he taught Tamil, Sanscrit and English.<br />
He argued that the Tamil was necessary for understanding the<br />
philosophy of life. Sanskrit was necessary for understanding all the<br />
Hindu scrictures and English was necessary. He was the fore<br />
founders of the three languages was collected according to paying<br />
capacity of the students – higher fees being collected for rich students and lower fee from<br />
the poor students. This is an ideal which no further government are able to follow : He ran a<br />
religious journal for which also he collected higher subscription from rich people and lower<br />
subscription from the poor people.<br />
This was possible without days because the subcribers to the journal were few in member<br />
and personaly known to the editor. He hold regular Thirukural classes to people for allages<br />
who were capable of understanding Tamil which was a foretunner for the Night school that<br />
followed in recent times. To facilate working people to attend classes during evening hours.<br />
These classes were held free purely with the intension of spreading the policy<br />
Thiru Valluvar.<br />
He built a temple at Vadalur for worshipping Light. In that temple, there was no picture no<br />
Idol of any god or saint. This temple was called SATTIA GNANANSABIB BY VALLALAR. It<br />
was not called temple. He designed a flag was propagation of this ideal. He hoisted the flag<br />
with Siddhi VALAAGA Thirumaligai, where he spent the last few year of his life. This kind of<br />
flag hoisting was also not done by the preceding the saint or philosopher. He delivered a<br />
lenghthy, speech often hoisting the flag. In this speech, the eloborated all the principles of<br />
Samarasha Siddha Sanmargam. Which is a name, he gave to his philosophy. He started<br />
prior feeding on a antinuras has is in a building called Sathia Tharma Salai. It was not called<br />
Anna Sathiram as such organisation was called on in those days. That organisation is still<br />
continuing the act of poor feeding. The oven which is lit still burning. The formulated<br />
philosophy which was called Samarasa Sudha Sanmargam. Which is an extension of the<br />
philosophy of Manika Vasagar. Manika Vasakar’s phisophy was merely called sanmargam.<br />
Vallalar refined by adding strong principles of vegetarian food and not having any picture or<br />
idol in a temple. Saint Manika Vasakar also built a separate temple for probagating his<br />
philosophy of sanmargam. In that temple also, there is no Siva Lingam. That temple is called<br />
AVUDAYAR KOIL (MTilahh; Nfhapy;) thorough, there were hundreds of Siva Temple in<br />
<strong>Tamilnadu</strong>. Manikavasakar spelt the need for the contruction of new temple. On the same<br />

lines, Vallalar spelt the read for a new, Temple embrding his new ideas for this purposes, he<br />
built a new temple at Vadalur.<br />
Vallalar laid the maximum emphasis on Vegetarian diet. He was not willing to admit own<br />
vegetarian into his movement. This was one of the reason for the how number of followed<br />
the Vallalar philosophy.<br />
This is also a revolutionary policy of Vallalar. Which gave him the name of Puratchi Thuravi<br />
(REBEL SAINT).<br />

1. Our MoU with Dr.Mohan’s Diabetes Specialities Centre<br />
TN <strong>PWD</strong> <strong>Senior</strong> <strong>Engineers</strong> <strong>Association</strong> has entered into a Memorandum of understanding<br />
(MoU) with Dr.Mohan’s Diabetes Specialities centre Gopalapuram, Chennai – 600 086 (on<br />
25.07.2012) for treatments with the following concessions to our Member <strong>Engineers</strong> and their<br />
dependents.<br />
-20% discount on outpatients Facilities<br />
-10% discount on In-patients facilities<br />
-5% discount on in Room Rent<br />
The above MoU is operative in their branches at Chennai (Anna Nagar, Gopalapuram,<br />
Thambaram, Vadapalani, OMR and Adayar), Madurai, Coimbatore and Hyderabad (Domalguda,<br />
Jubilee Hills).<br />
Our Sr. <strong>Engineers</strong> and their dependents are requested to avail of these facilities when they<br />
take treatment for diabetes at Dr.Mohan’s Diabetes Specialities centre, by showing their ID<br />
and proof for TANSEA Membership.<br />
2. Dismissal of Er. A.N.Vedachalam, Former EE, <strong>PWD</strong>, Quashed after 22 years<br />
The Honorable High Court of Madras (Hon’ble Justice C.T.Selvam on 21.06.2012) (while<br />
hearing the W.P.of 553 of 2005 of Er.A.N.Vedhachalam) quashed the orders of GoTN<br />
passed in letter No.28470/E1/1989-58 dt.20.2.2004 and ordered to retire the petitioner on<br />
31.03.2000 with all monetary and attendant benefits. The Hon’ble Justice made it clear that<br />
<strong>Tamilnadu</strong> Pension Rules, 1978 – Rule No.9(2) (b) which informs as given below ‘The<br />
departmental proceedings, if not instituted while the Govt Servant was in service, whether<br />
before his retirement or during his re-employment<br />

shall not be instituted save with the sancton of the Govt;<br />
shall not be in respect of any event which took place more than 4 years before such<br />
institutions and in this case, Er.A.N.Vedachalam was permitted to reitre in 1990<br />
The alleged wrong doings were prior to the year 1979;<br />
Disciplinary proceedings dt.20.2.2004 were initiated after 4 years from the date of his<br />
retirement. Hence stands quashed.<br />
We supported Er.A.N.Vedachalam from 2000 and relief came only now (June 2012). We<br />
congratulate Er.A.N.Vedachalam for his continous unrelentant struggle and on his success.<br />

Er. Lt.Col. Nallathambi’s Stability Analysis of Mullai Periyar Dam<br />
We appreciate and profusely thank Er.Lt.Col. Nallathambi, M.E.,<br />
(Structures), MBA., MCA., Structural Consultant of Sakthi<br />
Consultancy (Civil) & Structural Engg) (044-2641 1298 & (M) 94440<br />
20706, e-mail :nalla.sakthi@gmail.com) for his completion of task of<br />
establishing the structural, hydraulical and seismical stability of Mullai<br />
Periyar Dam by his 2D and 3D analysis by Finite Element Technique<br />
very successfully for all levels at 136 feet, 142 feet and 152 feet taking<br />
into account all forces acting on Mullai Periyar Dam.<br />
It is to be recorded here that Er.Col. Nallathambi has analysed the same based on<br />
TANSEA’S request, with Involvement, commitment and professional patriotism with ground<br />
reality without demanding any professional fees. This stability analysis of Mullai Periyar Dam<br />
is available with TANSEA as soft copy. Those who desire can get the same in their e-mail by<br />
requesting the TANSEA during office hours.<br />
We once again place on record the yeoman service rendered by Er.Col. Nallathmabi to<br />
assist us in our long struggle. We hope to present the same to the Government of<br />
<strong>Tamilnadu</strong> and Cauvery Technical Cell as an additional supporting doucument to defend our<br />
OS. No.3 of 2006 of SOTN.<br />
