The Bureau of Land Management has received an application for a new 69 kV powerline rightof-way<br />

(AZA 35334) in T. 20 N., R. 17 W., Sec. 10 as shown on the enclosed Map 1. This<br />

application is for the purpose of providing an interconnection to the UniSource local grid for a<br />

proposed combined wind (five 2 mw turbines) and solar (300 kw photovoltaic) generation<br />

facility on private land in T. 20 N ., R. 17 W., Sec. 3 as shown on the enclosed Map 2.<br />

CITIZEN PARTICIPATION PLAN<br />

For<br />

MAJOR AMENDMENT TO THE<br />

STERLING AREA PLAN<br />

Section 40.2 of the Mohave County Zoning Ordinance<br />

Per Arizona Revised Statutes §11-806, et.seq.<br />

Introduction<br />

The purpose of the following participation plan is to describe a method to actively<br />

involve and promote the public's involvement in the process of developing,<br />

reviewing or updating the Mohave County General Plan and area plans. This<br />

process implements the requirements of the new Growing Smarter legislation of<br />

Arizona Revised Statutes §11-806, D.1.2, and Section 40.2 of the Mohave County<br />

Zoning Ordinance. The Participation Plan improves the public’s ability to take part<br />

in the growth of their county and to provide a forum for their input into their future.<br />

A. Early and Continuous Participation by the public affected by the Plan<br />

Development, Update, or Amendment<br />

1. A general public introductory meeting for the proposed Major<br />

Amendments to the Sterling Area Plan was held in conjunction with<br />

the Citizens Participation Plan. As requested by Mohave County<br />

Developmental Services staff, Needle Mountain Power, LLC and their<br />

consultant team attended the Regular Planning and Zoning meeting<br />

at the Mohave County Administration Building. During this meeting a<br />

project overview as given for the proposed 1,200 MW Concentrating<br />

Solar Plant proposed for the Sterling site. The overview included a<br />

corporate overview, preliminary information and discussion of<br />

proposed development and proposed major amendments to the<br />

Sterling Area Plan. Additionally, time was set aside for questions and<br />

answers.<br />

participation process<br />

influence upon the plan will be notified of scheduled public meetings.<br />

A list of some public agencies that may be involved can be found in<br />

(b) below.<br />

(a) Agency representatives will be invited to participate, attend<br />

public meetings or to attend and comment on major amendments.<br />

(b) Agencies to be notified and asked to participate will include<br />

Mohave County, AZ Game and Fish (AGFD) AZ State Land<br />

Department (ASLD), AZ Department of Transportation (ADOT) Mohave<br />

County school districts; WACOG; WAPA; Chamber of Commerce;<br />

affected utilities; ADEQ; ADWR; BLM; BNSF; CAWCD; BOR; El Paso<br />

Natural Gas and any civic, other educational or professional<br />

organizations, and property owners and citizens who request to be<br />

notified of any proceedings.<br />

(c)<br />

Comments received will be presented at public meetings for<br />

review, discussion, and possible inclusion in the plan, or other<br />

action.<br />

3. Notification<br />

be amended<br />

(1) Provide the announcement of a general meeting of the<br />

public for the purpose of discussing the development or<br />

amendment to a plan at least 15 days in advance of the<br />

meeting.<br />

a. The applicant will procure from the County Assessor's office the<br />

names, addresses and parcel numbers for all property within a<br />

½-mile radius of area affected (See Appendix “D”).<br />

b. The applicant will submit stamped addressed envelopes with a<br />

vicinity map and explanation letter therein each notifying all<br />

property owner's within the designated ½-mile radius of the<br />

impending amendments proposed and telling them how to<br />

respond to or comment on the proposed amendment, and<br />

when and where to attend public meetings and hearings where<br />
