The Bureau of Land Management has received an application for a new 69 kV powerline rightof-way
(AZA 35334) in T. 20 N., R. 17 W., Sec. 10 as shown on the enclosed Map 1. This
application is for the purpose of providing an interconnection to the UniSource local grid for a
proposed combined wind (five 2 mw turbines) and solar (300 kw photovoltaic) generation
facility on private land in T. 20 N ., R. 17 W., Sec. 3 as shown on the enclosed Map 2.

CITIZEN PARTICIPATION PLAN
For
MAJOR AMENDMENT TO THE
STERLING AREA PLAN
Section 40.2 of the Mohave County Zoning Ordinance
Per Arizona Revised Statutes §11-806, et.seq.
Introduction
The purpose of the following participation plan is to describe a method to actively
involve and promote the public's involvement in the process of developing,
reviewing or updating the Mohave County General Plan and area plans. This
process implements the requirements of the new Growing Smarter legislation of
Arizona Revised Statutes §11-806, D.1.2, and Section 40.2 of the Mohave County
Zoning Ordinance. The Participation Plan improves the public’s ability to take part
in the growth of their county and to provide a forum for their input into their future.
A. Early and Continuous Participation by the public affected by the Plan
Development, Update, or Amendment
1. A general public introductory meeting for the proposed Major
Amendments to the Sterling Area Plan was held in conjunction with
the Citizens Participation Plan. As requested by Mohave County
Developmental Services staff, Needle Mountain Power, LLC and their
consultant team attended the Regular Planning and Zoning meeting
at the Mohave County Administration Building. During this meeting a
project overview as given for the proposed 1,200 MW Concentrating
Solar Plant proposed for the Sterling site. The overview included a
corporate overview, preliminary information and discussion of
proposed development and proposed major amendments to the
Sterling Area Plan. Additionally, time was set aside for questions and
answers.

2. Two (2) additional public meetings are proposed as a part of this

B. Methods by which agencies and public bodies are included in the

A list of some public agencies that may be involved can be found in

(a) Agency representatives will be invited to participate, attend
public meetings or to attend and comment on major amendments.
(b) Agencies to be notified and asked to participate will include
Mohave County, AZ Game and Fish (AGFD) AZ State Land
Department (ASLD), AZ Department of Transportation (ADOT) Mohave
County school districts; WACOG; WAPA; Chamber of Commerce;
affected utilities; ADEQ; ADWR; BLM; BNSF; CAWCD; BOR; El Paso
Natural Gas and any civic, other educational or professional
organizations, and property owners and citizens who request to be
notified of any proceedings.

review, discussion, and possible inclusion in the plan, or other
action.

C. Notice of public meetings

the Today’s News Herald will be provided 15 days before scheduled
public meetings.

3. Notification
a. Publication of a Display Ad in The Topock Topix & the Today’s
News Herald a newspaper distributed in the area of the plan to
be amended
(1) Provide the announcement of a general meeting of the
public for the purpose of discussing the development or
amendment to a plan at least 15 days in advance of the
meeting.

4. Major amendment notifications by Applicants
a. The applicant will procure from the County Assessor's office the
names, addresses and parcel numbers for all property within a
½-mile radius of area affected (See Appendix “D”).
b. The applicant will submit stamped addressed envelopes with a
vicinity map and explanation letter therein each notifying all
property owner's within the designated ½-mile radius of the
impending amendments proposed and telling them how to
respond to or comment on the proposed amendment, and
when and where to attend public meetings and hearings where

the amendment is scheduled to be discussed or heard for
action.
D. Public Meetings in sufficient number and location to inform the public of the
proposed action and effects, for major amendments~
1. Two (2) public meetings will be held for proposed major amendments
as outlined.
2. Commission meetings.
a. Upon approval of the amendments by the Commission,
amendments will be scheduled for a public hearing of the
Board of Supervisors.
3. Board of Supervisor public hearing.
4. Implementation 30 calendar days after approval by the Board.
E. Public Hearings providing opportunity to access Commission and Board
1. Commission public hearing according to § 11-822, Arizona Revised
Statutes.
2. Board of Supervisors public hearing according to § 11-823, Arizona

F. Methods for Reporting and Addressing Citizen Comments; make comments

The undersigned property owner is proposing to amend the Sterling Area Plan for
areas shown on the enclosed exhibit. According to the Mohave County Records,
you own property within 1/2-mile of the boundaries of the affected properties.
The proposed amendments will consist of the review of properties within Sections
22, 23, 27, 26, 25, 34, 35and 36 of Township 16 ½ North, Range 20 ½ West and
Sections 1, 2, 3, the Northern portion of section 11 and 12 of Township 16 North,
Range 20 ½ West and Sections 19, 30, 29, 31, 32, portion of 33, of Township 16 ½
North, Range 20 West and Section 6 Township 16 North, Range 20 West from Mixed
Use and High and Low Density Residential land use as defined in the Sterling Area
Plan to Heavy Industrial to allow for a Renewable Energy (E) Zoning .
Amendments will also incorporate additional lands in Section 10, 11, 12, 13 of
