<strong>ROAD</strong> <strong>CONSTRUCTION</strong> <strong>SUPERVISOR</strong><br />

FUNCTION<br />

Performs first-line supervisory work involved in the construction, maintenance and repair of county-maintained roads and<br />

property.<br />

SUPERVISION RECEIVED<br />

Work is performed under direction of a higher level of authority.<br />

SUPERVISION EXERCISED<br />

Provides direct immediate to general supervision of assigned subordinates.<br />

EXAMPLES OF WORK PERFORMED / ESSENTIAL FUNCTIONS<br />

1. Supervises, coordinates and performs a variety of administrative work such as scheduling of subordinate personnel;<br />

maintains records of road construction, maintenance and repair activities; responds to requests for information or<br />

services; and performs related administrative, planning and research activities; and prepares statistical and budget<br />

information. Prepares reports of expenditures, activities performed and other related required information.<br />

2. Prepares performance evaluations; recommends and initiates disciplinary actions up to and including separation;<br />

recommends hiring; participates in hiring and promotional testing and interviewing; approves vacations and time off;<br />

prepares work schedules and assignments; supervises the activities of assigned personnel; monitors reports and<br />

record keeping activities filed by assigned personnel for completeness, accuracy, and adherence to policy and<br />

procedure guidelines; instructs personnel in departmental policies, procedures and techniques; and provides and<br />

recognizes additional training in the safe operation and servicing of required equipment, tools and materials in<br />

assigned area and methods and techniques of road construction, maintenance and repair.<br />

3. Determines best course of action in the completion of assignments including setting priorities; estimating number of<br />

hours to complete assignments; determining labor required; and determining necessary materials, equipment and<br />

supplies.<br />

4. Checks progress of assignments, verifying adherence to assignment requirements and determining quality of work<br />

performed by assigned personnel.<br />

5. Determines proper and efficient usage of materials, equipment, hand and power tools by subordinates in the<br />

performance of their assignments.<br />

6. Selects and orders required materials and supplies in accordance with established purchasing procedures.<br />

Determines and recommends additional equipment and tools requirements for assigned area.<br />

7. Prepares complete, accurate and timely reports, records and logs.<br />

8. Operates and utilizes various hand and power tools and equipment (light to heavy) appropriate to assigned area.<br />

9. Adheres to and enforces safety practices and procedures in work areas and in performance of work assignments.<br />

10. Cleans, maintains and services required equipment and tools used during performance of work assignments.<br />

11. Inspects and maintains an adequate supply of materials, equipment and tools required to fulfill work assignments.<br />

12. Conducts various meetings with assigned personnel, such as, Safety, laying out a new project or advising a change in<br />

practice and procedure.<br />

13. Performs related work as required.<br />

Regular contact with assigned personnel, associate personnel, County Departments, other agencies, vendors, and general<br />

Work is subject to varying post or job site assignments and may be subject to call-back, on-call status and overtime and<br />

irregular schedules including completion of work assignments on weekends and holidays. Work is also subject to traveling<br />

and performing work assignments, which includes safe operation of vehicles/equipment and hand and power tools, in<br />

outlying or remote areas of the County involving exposure to varying weather conditions of extreme hot and cold<br />

temperatures. May involve performance of moderate to strenuous manual labor in same weather conditions. Involves<br />

exposure to exhaust and chemical fumes, oil, grease and hazardous materials. Involves occasional - frequent moderate<br />

lifting of 25 - 50 lbs.<br />

All employees of Mohave County are subject to immediate callout when an emergency, disaster or breach of homeland security<br />

occurs. All employees are considered to be available for these types of events and will immediately respond, in accordance with<br />

County Emergency Operations Plan, when directed by the Chairman of the Mohave County Board of Supervisors, County<br />

Manager, the Homeland Security/Emergency Management Coordinator, or when directed by their department director/elected<br />

official and/or immediate supervisor. Such call to respond and assist may involve those activities assigned to their regular job<br />

responsibilities and incorporate other non job related duties as necessary and required of an employee to respond to the<br />

emergent matter at hand. An employee’s response to these matters may require the working of unusual, long hours over a<br />

possibility of an extended period of time with infrequent breaks or rest periods. An employee who is working with an<br />

accommodation must meet with their supervisor and department director/elected official to discuss their requirement for<br />

response.<br />

DESIRABLE KNOWLEDGE, SKILLS AND ABILITIES<br />

Specialized knowledge of:<br />

--tools, equipment, materials, techniques, methods, practices and procedures utilized in construction, maintenance<br />

and repair of roads and property.<br />

--use and care of a variety of equipment and hand and power tools.<br />

--occupational hazards and safety requirements of operation of light to heavy equipment and tasks associated with<br />

the construction, maintenance and repair of roads and property.<br />

--department policies, rules, regulations, procedures and unit functions.<br />

--laws, ordinances, regulations and codes involved in road construction, maintenance and repair.<br />

Practical knowledge of:<br />

--practices and techniques of surveying of roads and property and testing of road construction and repair, such as<br />

checking grade of road.<br />

--principles and practices of leadership, supervision and training.<br />

--safe, effective operation and maintenance of hand and power tools, equipment and measuring aides used in<br />

assigned area.<br />

--safe and effective operating and servicing of a variety of light to heavy equipment utilized in the construction,<br />

maintenance and repair of roads and property.<br />

--assign, schedule, train, supervise and evaluate work activities and to motivate and control assigned personnel<br />

effectively.<br />

--perform work accurately and in accordance with established standards applicable to assigned area such as,<br />

maps, diagrams, specifications and oral and written instructions.<br />

--safely and effectively service, maintain and repair assigned tools and equipment in accordance with standard<br />

repair, maintenance, operation, and safety procedures.<br />

--set priorities; and estimate material quantities, equipment needs, and labor hours required to perform and<br />

complete work assignments.<br />

--maintain accurate and up-to-date chronological records and documentation.<br />

--establish and maintain effective work relationships with assigned personnel, associate personnel, personnel of<br />

other County Departments, other agencies, vendors and general public.<br />

--fulfill physical requirements of work assignments to include occasional - frequent moderate lifting of 25 - 50<br />

pounds, and operating equipment and performing manual labor in extreme hot or cold temperatures.<br />

ACCEPTABLE EXPERIENCE AND TRAINING<br />

Three (3) or more years successful experience in the performance of journey, advanced journey and/or working supervisor<br />

level work involving road construction, maintenance and repair to include operation and servicing of a variety of light -<br />

heavy equipment and performance of manual activities. OR an equivalent combination of experience, education and<br />

training which provides the desired knowledge, skills and abilities.<br />

NECESSARY SPECIAL REQUIREMENT<br />

Must possess and maintain a valid Commercial Drivers License, Class A with endorsements of Tanker and Air Brakes<br />

within six months of appointment to the position. Must provide acceptable driving history at no cost to the County.<br />
