<str<strong>on</strong>g>Task</str<strong>on</strong>g> Force <strong>on</strong> <strong>Promoting</strong> <strong>Affordable</strong> <strong>Housing</strong><br />
· Inventory of state/ city land holdings and increasing land supply for <strong>Affordable</strong> <strong>Housing</strong>: The <str<strong>on</strong>g>Task</str<strong>on</strong>g> Force<br />
therefore recommends that, State and cities shall make a full inventory of their land holdings in cities and<br />
c<strong>on</strong>stitute a land bank and prepare an asset management plan for better managing the available land and<br />
targeting it supply to create <strong>Affordable</strong> <strong>Housing</strong> Dwelling Units.<br />
· Increasing Land availability for <strong>Affordable</strong> <strong>Housing</strong> Projects: The <str<strong>on</strong>g>Task</str<strong>on</strong>g> Force is of the opini<strong>on</strong> that as<br />
even with the support of a set of incentives, the reform in JNNURM program for reservati<strong>on</strong> of 20 % of<br />
developed land (10 % of Gross land) for plotted housing development schemes for the urban poor<br />
would<br />
be too high and bey<strong>on</strong>d the cross subsidy capacity of both the developers/projects as well as the buyers.<br />
The <str<strong>on</strong>g>Task</str<strong>on</strong>g> Force would like to recommend that the reservati<strong>on</strong> requirement under the RAY programme<br />
should be at least 15%-20%,of developed land or at least 35% of the dwelling units in each project with a<br />
plot size of minimum hectare. The 35% of the DUs, reserved at the project level, should be for EWS and LIG<br />
Category with at least 25% of these DUs are of the EWS category. Simultaneously with this reservati<strong>on</strong> the<br />
State governments should also provide compensatory FSI. The <str<strong>on</strong>g>Task</str<strong>on</strong>g> Force feels that this will be better<br />
received by the industry and will also increase the number of dwelling units for the target categories. This<br />
will create more dwelling units in the states and is a higher requirement than the 25% as provided in the<br />
AHP Scheme, currently.<br />
· Increasing FSI and providing TDR facilities: The <str<strong>on</strong>g>Task</str<strong>on</strong>g> Force recommends that increasing FSI/FAR and<br />
providing Transferable Development Rights (TDR) approach is to be used in two situati<strong>on</strong>s. Firstly FAR/FSI<br />
should be increased in all <strong>Affordable</strong> <strong>Housing</strong> projects where the FSI/FAR is lower than 1.75 to allow for<br />
increased cross subsidy possibility. Sec<strong>on</strong>dly in situati<strong>on</strong>s where under the Land reservati<strong>on</strong> reform<br />
c<strong>on</strong>diti<strong>on</strong> under the RAY Scheme where a porti<strong>on</strong> of the land/FAR is handed over to<br />
government<br />
additi<strong>on</strong>al /compensatory FSI at least equal to the FSI actually c<strong>on</strong>sumed for EWS/LIG segment in an<br />
automatic route can be offered to the developer. This additi<strong>on</strong>al FSI, if unutilized <strong>on</strong> the same project land,<br />
could be given in the form of TDR, through a z<strong>on</strong>al planning system, to be used in other parts of the town as<br />
per norms and guidelines fixed by the State government in this regard. In both the situati<strong>on</strong>s states and<br />
ULBs may be required to also increase the applicable density levels.<br />
· Revisi<strong>on</strong> of the Building Codes: The standards and norms, which often are not tuned to the requirements<br />
of <strong>Affordable</strong> <strong>Housing</strong> should be revised.<br />
· Revisi<strong>on</strong> in Planning and Development Norms:<br />
A few of the most important initiatives state governments could take are:<br />
· Develop z<strong>on</strong>es for EWS/LIG/MIG in the Master plan<br />
· States may have liberal development norms for <strong>Affordable</strong> <strong>Housing</strong> as follows:-<br />
· FAR : 1.75 (Minimum)<br />
· Ground Coverage: 50% (Maximum)<br />
