<str<strong>on</strong>g>Task</str<strong>on</strong>g> Force <strong>on</strong> <strong>Promoting</strong> <strong>Affordable</strong> <strong>Housing</strong><br />
Hyderabad Metropolitan Development Authority (HMDA), (Box III). The Pune Municipal Corporati<strong>on</strong> has<br />
also successfully re-engineered their building permit processes integrating computerized procedures for<br />
submissi<strong>on</strong> and verificati<strong>on</strong> of documents and drawings through “single window system” (Box IV).This<br />
system ensures smoother approval of building plans within a fixed time, through the c<strong>on</strong>sent of the<br />
stakeholders in a transparent manner. Recently, Indore has also started implementati<strong>on</strong> of a similar<br />
automated system.<br />
Box III: Green Channel: Hyderabad<br />
The city of Hyderabad has radically revised its building regulati<strong>on</strong>s, effectively eliminating the c<strong>on</strong>cept of FAR/ FSI as well as coverage, and replacing<br />
it with a system of simple c<strong>on</strong>trols for setbacks related to road width and height. The quantum of built up area is c<strong>on</strong>trolled <strong>on</strong>ly by these simple<br />
c<strong>on</strong>trols . This is an interesting experiment in allowing the market to determine viable density.<br />
The GHMC had also introduced building permissi<strong>on</strong> under `Green Channel' <strong>on</strong> October, 2010 to dispose of building applicati<strong>on</strong>s and also to<br />
eliminate malpractice. It was implemented for buildings up to Ground+3 floors (12 meters height) or plots within 1,000 square meters in the<br />
approved layouts of Hyderabad Metropolitan Development Authority (HMDA). As per the norms, applicati<strong>on</strong>s have to be submitted through<br />
registered architects, who would check all the drawings of the proposed buildings and other documents whether they are prepared as per the<br />
building rules or z<strong>on</strong>al regulati<strong>on</strong>s for releasing the permissi<strong>on</strong>. As per this system, the official c<strong>on</strong>cerned would be penalized at the rate of Rs 50 per<br />
day, if there is any delay, in clearing files till the permissi<strong>on</strong> is granted. The amount would be recovered from the salary of the officer c<strong>on</strong>cerned.<br />
Most importantly, no additi<strong>on</strong>al fee would be levied <strong>on</strong> builders under this channel.<br />
Box IV: Automated building plan approval: Pune<br />
The Pune Municipal Corporati<strong>on</strong> has re-engineered their building permit processes integrating computerized procedures for submissi<strong>on</strong> and<br />
verificati<strong>on</strong> of documents and drawings through a 'Single Window' system. It has ensured smoother approval of building permissi<strong>on</strong> within a fixed<br />
time, through the c<strong>on</strong>sent of the stakeholders which is a transparent mechanism to approve the Plans. The most important aspect of this approach<br />
is the adopti<strong>on</strong> of workflow automati<strong>on</strong>, reducing human error, increasing accountability and enhancing efficiency. After adopting the new system,<br />
time required for sancti<strong>on</strong>ing of building proposal has been reduced to 21 days from 45-50 days.<br />
3.3 Key incentives provided by States for <strong>Affordable</strong> <strong>Housing</strong><br />
3.3.1 The Rapid Review was also successful in informing the <str<strong>on</strong>g>Task</str<strong>on</strong>g> Force of the various EWS/LIG <strong>Housing</strong> schemes<br />
and policies in the states studied and the incentives that they provide for <strong>Affordable</strong> <strong>Housing</strong>. A summary<br />
of the key incentives provided for through different state policies is at Annex III and it can be seen that<br />
while many States Governments have <strong>Affordable</strong> <strong>Housing</strong> policies <strong>on</strong>ly a few have proceeded with<br />
creating schemes for operati<strong>on</strong>alizing their policies. Some of the key features of two policies/schemes are<br />
presented below.<br />
3.3.2 Rajasthan <strong>Affordable</strong> <strong>Housing</strong> Policy – 2009, provides a set of incentives for projects that are approved<br />
under it, which include (a) Additi<strong>on</strong>al FAR – Double of the permissible FAR for the relevant z<strong>on</strong>e al<strong>on</strong>g with<br />
the Transferable Development Rights (TDR); (b) Waiver of External Development Charges, Building plan<br />
approval fees and C<strong>on</strong>versi<strong>on</strong> charges; (c) allowing Commercial use upto 10% of plot area (i.e increased<br />
cross subsidy possibility); (d)Fast track approval of the project – within 30 days. The policy also ensures buy<br />
back of the <strong>Affordable</strong> Dwelling Units by the nodal agency of the State Govt. at pre-determined price.<br />
