Project W2R
Staffordshire and Stoke on Trent Joint Waste Management Board
5 th April 2012
Summary Progress Report
Report of Contract Managers for W2R
Agenda Item
Project W2R remains on schedule and budget and has continued to make significant
progress since the last meeting of the Joint Waste Management Board.
At the last meeting, overall ground stabilisation and some foundation works had been
completed, the waste bunker pit has been fully excavated and the base lined.
Substantial progress has been made on the construction of the waste bunker walls.
Significant above ground works can therefore now be seen on the site. Concreting of
the bunker and associated structures has now been completed to 20M above ground
level. This is the highest significant concrete within the structure. The main frame for
the accommodation block has been completed, with “first fix” of some internal works
to be started shortly. Foundation works and structures to enable installation of some
of the main internal components have been completed. It is expected that the main
process contractor CNIM will take over the lead in the project in May as the works
move away from civil engineering to process engineering and installation.
The principal process sub contractor (CNIM) has made good progress on the
procurement of the plant and equipment for the facility and orders have been placed
for the majority of major items. Works have started on the fabrication of the main
boiler components and other major process items.
Key elements of the Project are:
• Veolia were selected as Contractor for W2R and contracts were signed on 29
July 2010
• SCC Planning Permission was granted for the Veolia Application in February
2011. The Judicial Review (JR) Period expired on 18 May with no
applications for JR made.
• Road works to improve the A5/ Vicarage Road Junction were completed on 9
May 2011.
• Site works commenced in June 2011.
• Veolia submitted their Application for an Environmental Permit to the
Environment Agency in June 2011.
• A draft Permit has now been issued by the EA. Veolia have responded with
their comments – there are no major issues.
• The opportunity to develop Combined Heat and Power (CHP) at Featherstone
Prison is being actively pursued. Initial discussions are now being held in
regard to supplying CHP to the i54 site.
Veolia’s Planning Application and Consents
Veolia continue to work with the Planning Authority and have finalised all outstanding
issues regarding the Planning Permission and S106 agreement. Veolia have made
applications for some minor amendments to the building and a S73 application to
allow the incorporation of some engineering improvements. These have both been
approved by the Planning Authority. A further S73 application is under discussion
with the Planning Authority regarding the air cooling system.
Veolia have completed and submitted an application to the Environment Agency for
an Environmental Permit (EP) for the facility. A draft version of the Permit has now
been issued by the EA for comment by the Contractor. Veolia have reported no major
issues with the draft and have responded to the EA accordingly. It is hoped that the
full Permit can be issued in the next few weeks.
Communications
Details of the project can now be found on
http://www.veoliaenvironmentalservices.co.uk/Staffordshire
This now includes some photographs of the construction process to date.
Local residents continue to be provided with information updates on a regular basis
by Veolia. The W2R team will continue to be consulted by Veolia regarding public
communications and information.
The Community Liaison Group has now met several times to discuss any matters
that may arise from Veolia’s construction and operating activities at the W2R Site.
This group has a number of local County, District and Parish Council members, local
residents and business representatives. The latest Liaison group was held on 22 nd
March. Chaired by Cllr Cope (South Staffs DC) the representatives were given a site
visit and viewed the construction works from the 20m level. It was noted that no
significant issues were raised by the group and that no complaints had been received
from local residents.
A special traffic liaison committee has been established to look at traffic calming and
other issues has now reported and a variety of improvements to the local road
network, mainly consisting of speed and weight restrictions with some limited road
upgrading is to be implemented. These works will be undertaken during the summer
months 2012. It was reported at the liaison group that local residents were very
pleased with the increased safety and speed of use at the A5/VicarageRoad junction.
It was noted that the traffic trough Calf heath was now significantly reduced.
A new information leaflet has been circulated to local resident by Veolia.
The Veolia Environmental Trust will soon be announcing a donation to a local Parish
Council of £5225 for improvement to one of their Jubilee paths.
Over the last 12 months the trust has made the following donations:
Codsall Village Hall - £9026 to improve heating etc
Trinity Methodist Church Codsall - £20,000 improvements to the church
The Washlands in Burton on Trent - £9351 for planting at the washlands
Health and Safety
There have now been 163,000 hours of work on the site without a lost time incident.
Along with CNIM Clugston Veolia have made a pledge to make a donation to six
local schools linked to non loss of man hours due to accident. Each time they reach
100,000 man hours on site without accident a school will receive £1000.
The first school – St Pauls CE First School in Coven has already been visited and will
be receiving their donation after Easter.
Each school will be shown a presentation about site safety, asked to produce a
poster and there will be prizes given to the best. The school will receive a donation
of £1000 (£500 from Veolia £500 from CNIM Clugston) to use for an environmental
project within the school.
The second school is St Mary and St Chad CE First School in Brewood. They will be
receiving a visit from Veolia after Easter.
Inter Authority Agreement (IAA) and Contract Management Board
The Contract Management Board met on 31 January and included and was held on
site. No significant issues were raised by the Board members. The excellent progress
of the Project to date was noted.
Local Employment
Both Veolia and Clugston Construction are committed to using subcontractor and
direct labour from the local area. Veolia have promised to keep SCC updated on the
appointment of West Midlands based subcontractors to the Project and have made a
website available for any contractors wishing to become suppliers:
www.staffsprocurent@veolia.co.uk
Clugston have stated that they are actively trying to recruit local construction labour
in order to reduce their on site costs (Clugston are based in Scunthorpe). The
Construction activities currently employ about 130 staff, most of whom are
subcontract labour, and will employ up to 250 workers during the build period. 83% of
the workers and subcontractors come from within a 30 radius of the site.
Other Items
The joint procurement with Warwickshire County Council for the Design/ Build of
Lower House Farm Transfer Station and Household Waste Recycling Centre has
been completed. A contractor has been appointed and the contract has now
commenced. A contractor for its operation and waste haulage to W2R (Biffa) has
also been appointed.
A meeting of the Lower House Farm project Board was held on 26 th March. Progress
was reported as a little behind schedule but this was being caught up in the next few
weeks. Otherwise construction is progressing well at to budget. Some minor planning
amendments have been submitted to WCC planning. It is not anticipated that these
will be problematic.
