<strong>Report</strong> of Contract Managers for W2R<br />

Agenda Item<br />

Project W2R remains on schedule <strong>and</strong> budget <strong>and</strong> has continued to make significant<br />

progress since the last meeting of the Joint Waste Management Board.<br />

At the last meeting, overall ground stabilisation <strong>and</strong> some foundation works had been<br />

completed, the waste bunker pit has been fully excavated <strong>and</strong> the base lined.<br />

Substantial progress has been made on the construction of the waste bunker walls.<br />

Significant above ground works can therefore now be seen on the site. Concreting of<br />

the bunker <strong>and</strong> associated structures has now been completed to 20M above ground<br />

level. This is the highest significant concrete within the structure. The main frame for<br />

the accommodation block has been completed, with “first fix” of some internal works<br />

to be started shortly. Foundation works <strong>and</strong> structures to enable installation of some<br />

of the main internal components have been completed. It is expected that the main<br />

process contractor CNIM will take over the lead in the project in May as the works<br />

move away from civil engineering to process engineering <strong>and</strong> installation.<br />

The principal process sub contractor (CNIM) has made good progress on the<br />

procurement of the plant <strong>and</strong> equipment for the facility <strong>and</strong> orders have been placed<br />

for the majority of major items. Works have started on the fabrication of the main<br />

boiler components <strong>and</strong> other major process items.<br />

Key elements of the Project are:<br />

• Veolia were selected as Contractor for W2R <strong>and</strong> contracts were signed on 29<br />

July 2010<br />

• SCC Planning Permission was granted for the Veolia Application in February<br />

2011. The Judicial Review (JR) Period expired on 18 May with no<br />

applications for JR made.<br />

• Road works to improve the A5/ Vicarage Road Junction were completed on 9<br />

May 2011.<br />

• Site works commenced in June 2011.<br />

• Veolia submitted their Application for an Environmental Permit to the<br />

Environment Agency in June 2011.<br />

• A draft Permit has now been issued by the EA. Veolia have responded with<br />

their comments – there are no major issues.<br />

• The opportunity to develop Combined Heat <strong>and</strong> Power (CHP) at Featherstone<br />

Prison is being actively pursued. Initial discussions are now being held in<br />

regard to supplying CHP to the i54 site.<br />

Veolia’s Planning Application <strong>and</strong> Consents<br />

Veolia continue to work with the Planning Authority <strong>and</strong> have finalised all outst<strong>and</strong>ing<br />

issues regarding the Planning Permission <strong>and</strong> S106 agreement. Veolia have made<br />

applications for some minor amendments to the building <strong>and</strong> a S73 application to<br />

allow the incorporation of some engineering improvements. These have both been<br />

approved by the Planning Authority. A further S73 application is under discussion<br />

with the Planning Authority regarding the air cooling system.<br />

Veolia have completed <strong>and</strong> submitted an application to the Environment Agency for<br />

an Environmental Permit (EP) for the facility. A draft version of the Permit has now<br />

been issued by the EA for comment by the Contractor. Veolia have reported no major<br />

issues with the draft <strong>and</strong> have responded to the EA accordingly. It is hoped that the<br />

full Permit can be issued in the next few weeks.<br />

This now includes some photographs of the construction process to date.<br />

Local residents continue to be provided with information updates on a regular basis<br />

by Veolia. The W2R team will continue to be consulted by Veolia regarding public<br />

communications <strong>and</strong> information.<br />

The Community Liaison Group has now met several times to discuss any matters<br />

that may arise from Veolia’s construction <strong>and</strong> operating activities at the W2R Site.<br />

This group has a number of local County, District <strong>and</strong> Parish Council members, local<br />

residents <strong>and</strong> business representatives. The latest Liaison group was held on 22 nd<br />

March. Chaired by Cllr Cope (South Staffs DC) the representatives were given a site<br />

visit <strong>and</strong> viewed the construction works from the 20m level. It was noted that no<br />

significant issues were raised by the group <strong>and</strong> that no complaints had been received<br />

from local residents.<br />

A special traffic liaison committee has been established to look at traffic calming <strong>and</strong><br />

other issues has now reported <strong>and</strong> a variety of improvements to the local road<br />

network, mainly consisting of speed <strong>and</strong> weight restrictions with some limited road<br />

upgrading is to be implemented. These works will be undertaken during the summer<br />

months 2012. It was reported at the liaison group that local residents were very<br />

pleased with the increased safety <strong>and</strong> speed of use at the A5/VicarageRoad junction.<br />

It was noted that the traffic trough Calf heath was now significantly reduced.<br />

A new information leaflet has been circulated to local resident by Veolia.


The Veolia Environmental Trust will soon be announcing a donation to a local Parish<br />

Council of £5225 for improvement to one of their Jubilee paths.<br />

Over the last 12 months the trust has made the following donations:<br />

Codsall Village Hall - £9026 to improve heating etc<br />

Trinity Methodist Church Codsall - £20,000 improvements to the church<br />

The Washl<strong>and</strong>s in Burton on Trent - £9351 for planting at the washl<strong>and</strong>s<br />

Health <strong>and</strong> Safety<br />

There have now been 163,000 hours of work on the site without a lost time incident.<br />

Along with CNIM Clugston Veolia have made a pledge to make a donation to six<br />

local schools linked to non loss of man hours due to accident. Each time they reach<br />

100,000 man hours on site without accident a school will receive £1000.<br />

The first school – St Pauls CE First School in Coven has already been visited <strong>and</strong> will<br />

be receiving their donation after Easter.<br />

Each school will be shown a presentation about site safety, asked to produce a<br />

poster <strong>and</strong> there will be prizes given to the best. The school will receive a donation<br />

of £1000 (£500 from Veolia £500 from CNIM Clugston) to use for an environmental<br />

project within the school.<br />

The second school is St Mary <strong>and</strong> St Chad CE First School in Brewood. They will be<br />

receiving a visit from Veolia after Easter.<br />

Inter Authority Agreement (IAA) <strong>and</strong> Contract Management Board<br />

The Contract Management Board met on 31 January <strong>and</strong> included <strong>and</strong> was held on<br />

site. No significant issues were raised by the Board members. The excellent progress<br />

of the Project to date was noted.<br />

Local Employment<br />

Both Veolia <strong>and</strong> Clugston Construction are committed to using subcontractor <strong>and</strong><br />

direct labour from the local area. Veolia have promised to keep SCC updated on the<br />

appointment of West Midl<strong>and</strong>s based subcontractors to the Project <strong>and</strong> have made a<br />

website available for any contractors wishing to become suppliers:<br />

Clugston have stated that they are actively trying to recruit local construction labour<br />

in order to reduce their on site costs (Clugston are based in Scunthorpe). The<br />

Construction activities currently employ about 130 staff, most of whom are<br />

subcontract labour, <strong>and</strong> will employ up to 250 workers during the build period. 83% of<br />

the workers <strong>and</strong> subcontractors come from within a 30 radius of the site.


Other Items<br />

The joint procurement with Warwickshire County Council for the Design/ Build of<br />

Lower House Farm Transfer Station <strong>and</strong> Household Waste Recycling Centre has<br />

been completed. A contractor has been appointed <strong>and</strong> the contract has now<br />

commenced. A contractor for its operation <strong>and</strong> waste haulage to W2R (Biffa) has<br />

also been appointed.<br />

A meeting of the Lower House Farm project Board was held on 26 th March. <strong>Progress</strong><br />

was reported as a little behind schedule but this was being caught up in the next few<br />

weeks. Otherwise construction is progressing well at to budget. Some minor planning<br />

amendments have been submitted to WCC planning. It is not anticipated that these<br />

will be problematic.<br />
