Carolyn Bennett, MP, 

received a standing 

ovation when she spoke 

at Reena’s Annual General 

Meeting on June 26, 2003. 

The capacity audience, 

made up of family members, 

stake holders, Board members and 

staff, were thrilled to hear Dr. Bennett 

say, “Other than cloning the Reena 

Board, we have to find ways to replicate 

things that are working, and we have 

to celebrate gems such as Reena.” 

Dr. Bennett, Member of Parliament for 

the riding of St. Paul’s in Toronto, chairs 

a Parliamentary sub-committee on the 

status of persons with disabilities. “No 

one knows better about gaps in the 

system than parents of children with 

disabilities. They know what works and 

what could work better,” she said. “The 

government must learn from models 

that work, such as models of inclusive 

decision-making, 

choice and 

responsibility.” 

And she went 

on to say, “You 

represent at Reena 

the model 

on which great 

countries are 

built — little 

jewels threaded 

together.”

After giving her report 

for the 2002/03 year, Reena Chair Fay 

Rotman welcomed new incoming 

Board members — Stanley Abraham, 

Julia Hanigsberg and Anita Levin — 

and thanked those whose term of office 

had expired. She then presented special 

awards to several members of the Board 

and community supporters for their 

outstanding commitment to Reena (for 

award photos, please see page 4).

the Board of Directors for their support

Report of 

Reena Chair

Over the past year, Reena has 

worked hard to build 

on the positive relationships 

that we have established with 

the provincial government, both at 

the provincial level and with the two 

regional offices. The success of our 

efforts in engaging the government 

became apparent with the approval 

of the Reena Foundation Act in the 

provincial legislature in March 2003, 

when Reena’s Toby and Henry 

Battle Developmental Centre was 

declared exempt from property 

taxes for the next five years. This 

will result in tremendous savings 

for the agency. 

Two years ago, Reena began a 

concerted effort to implement a 

government-relations strategic plan. 

The purpose of this endeavour was 

to heighten our visibility as a leader 

in the sector and to influence the 

policy agenda on key issues that 

affect not only our agency, but all 

others in Ontario. Our intent was to 

persuade the government that the 

field of developmental disabilities 

should be one of its priorities. 

Several critical messages were the 

focus of our efforts. These included: 

the changing demographics we are 

facing, in particular the increase in 

the number of elderly people with 

developmental disabilities; the difficulties 

in attracting qualified staff 

and the lack of appropriate training 

programs in the community colleges; 

and the issues faced by families 

of youth with developmental 

disabilities who are coming of age 

and graduating from high school 

with little access to services. We shall 

continue our efforts in the coming 

months to ensure that the needs of 

individuals with developmental disabilities 

and their families are on the 

minds of key provincial decisionmakers 

as they move forward with 

the province’s agenda.

Report of Reena 

Executive Director

In July of this year, Ontario Premier 

Ernie Eves announced that 205 

new living spaces would be created 

for people with developmental 

disabilities, accompanied by $10.3 

million in operating dollars to support 

these new spaces. We had worked

closely over the past months to 

establish good relationships with 

the Ministry and encouraged family 

members to bring the requirements 

of their special-needs children to 

the attention of their local MPPs. 

We were heartened by the response 

to our efforts and viewed the announcement 

as a sign that the provincial 

government recognizes the 

challenges facing our sector. 

We are encouraged by the support 

we have received from the 

government. However, of the 205 

spaces being funded, 38 are allocated 

to the Greater Toronto Area, 

which has a waiting list of 2,500 for 

residential spaces; and 14 spaces 

have been assigned to York Region. 

There is a long way yet to go to 

fulfill the needs of all people with 

developmental disabilities and 

Reena will work with the Ministry 

to determine how the government’s 

multi-year plan can best address the 

issues facing our sector. 

While we continue to work 

closely with the Ministry, clearly we 

need to look beyond government 

funding. We have a responsibility as 

citizens and parents to be proactive 

and find solutions to the overwhelming 

pressures on families of 

people with special needs, without 

depending totally on government 

support. Some parents have expressed 

the desire to join others in 

looking at planning for their specialneeds 

children. Reena will invite 

these families to form partnerships 

and will encourage them to come 

together to seek innovative solutions. 

Together, we shall meet the 

challenges ahead.


Elinor Caplan comes to Reena

Reena was recently honoured 

by the presence of the 

Honourable Elinor Caplan, MP, 

at a round-table discussion with 

summer staff and interns, sponsored 

by Human Resources Development 

Canada (HRDC). The discussion centred 

on the mutual benefits of HRDCsponsored 

programs. Two major benefits 

are that students gain invaluable 

experience working with individuals 

with developmental disabilities, while 

Reena gains the opportunity to develop 

a future workforce. The interns 

and summer staff expressed their personal 

and professional goals with Ms. 

Caplan, including developing relationships 

with the individuals they work 

with and skill building. 

In essence, the 

interns desired 

to learn and 

grow from the 

experience.

Occupational therapy students at Reena 

by Sandy Stemp, Manager, Staff Development and Training 

Reena was very happy to 

welcome four first-year occupational 

therapy (OT) students 

from the University of Toronto this past 

spring. Andrea Howard, Lesley Solish, 

Heidi Reznick and Kitty Wong were 

at the Toby and Henry Battle Developmental 

Centre from May 5 to June 13, 

2003. The students worked with our 

clients and developed some excellent 

and creative programs to improve the 

lives of individuals with developmental 

disabilities. They also worked with 

Reena staff to ensure their programs 

could continue when their placements 

were completed. 

The students also worked with Reena’s 

Wellness Centre Committee and 

introduced the Program Logic model to 

better define Reena’s idea of ‘wellness.’ 

In addition, they facilitated a half-day 

session, designed to brainstorm this 

concept and further develop programming 

in this area. 

We were pleased to offer a placement 

to four other OT students from 

the University of Toronto in June for a 

few weeks. Their original placement 

was affected by SARS and they were 

unable to return to their original setting. 

Reena offered to take these students to 

complete their placement — and they 

were very thankful. We were happy to 

provide the placement, since our clients 

benefit so much from the interaction 

and programming these students can 

provide. 

Reena also welcomed a new group 

of OT students (final year) — Linna 

Chercover, Christy Contway and Lesley 

Spada — from July 7 to Aug. 29, 2003. 

Many thanks to the off-site OT 

supervisors who assisted the students 

and Reena to meet our objectives!

Mitzvah Day a resounding success!

On May 4, 2003, Reena took 

part in a very special day. 

The day became known as 

Mitzvah Day! It was quite unique in the 

sense that a number of families from the 

Heschel School joined us at the Toby and 

Henry Battle Developmental Centre for a 

day filled with a wide range of activities. 

The schedule was divided into four 

areas, which included sports, arts and 

crafts, creative games and music. Each 

family joined a specific group and assisted 

the leader in a variety of activities. 

The Pace family were of great help to 

our music instructor, Rod Caballero, as 

they made beautiful music together. The 

Gretch, Giller and Colt families helped 

Aron Kadis, Reena staff member, stay fit 

with a variety of sports games. As the day 

continued, the Geller family also joined in 

assisting Aron with the sports games. Tom 

Petersen and Sara Applebaum, our creative 

games leaders, were lucky enough 

to have the Stein family join them. Finally, 

the Goldberg family provided wonderful 

help to Sabrina Propper, Reena staff 

member, with arts and crafts. 

As the day progressed, it was obvious 

that something special was happening. 

Integration has always been a goal at Reena, 

but to see it work so quickly and effectively 

was quite an experience. It was 

nice to see that it was not only parents 

who joined us but also their children. 

It is always amazing at 

how accepting 

and tolerant children 

can be! 

The impact of the 

day was not lost on the 

parents of our regular 

Sunday participants. 

Lorraine Whaley, 

whose son attends our 

Sunday Friends Club, 

feels that events like 

Mitzvah Day are important 

not only for integration, but also as 

an effective networking tool for parents:

to as many different people and environments 

as possible,” says Lorraine. 

As the day came to a close, the families 

all felt they had a much better understanding 

of what Reena is really about. 

Mitzvah Day was well organized and, 

as a result, the day went smoothly. The 

Sunday Friends staff all deserve a big 

thank you. Our participants also deserve 

a lot of credit as they 

represented 

themselves and 

Reena with class 

and grace. And 

finally, the day could 

not have happened 

without the interest 

of the families. Their 

involvement and 

the quality of that 

involvement created 

yet another stepping 

stone between Reena and the community. 

We look forward to seeing them at 

future events.

Treasurer’s report 

The Treasurer’s report was read by 

Stanley Abraham on behalf of Steve 

Sherman, Chair of the Finance Committee. 

Reena achieved a respectable net operating 

result for the year ending March 

31, 2003, despite the pressures of rising 

infrastructure costs and deficits in some 

of our new programs. Our overall deficit 

of $8,756 represents a tiny fraction of the 

total budget of about $15.4 million for the 

year. We had entered the year with an anticipated 

deficit of $38,000. 

A motion was made and carried to accept 

the Treasurer’s report, and the 

re -appointment of Ernst & Young, Chartered 

Accountants.

Stanley Abraham 

is a chartered accountant 

and has 

been a member of 

our Finance and 

Audit Committee 

for the past 

six years. He is a 

partner in the U.S. 

Corporate Tax Practice of KPMG and 

leads its Engagement Services Practice in 

Toronto. His commitment to Reena and 

his expertise will be of great benefit to 

our agency. 

Julia Hanigsberg 

is a lawyer who 

is currently the 

Legal Counsel and 

Special Advisor 

to the Provincial 

Cabinet. Prior to 

this position, Julia 

was a counsel in 

the Ministry of the Attorney General of 

Ontario, in the Policy Branch. She is an 

active member of Reena’s Ethics Committee 

and her presence on our Board 

will be very beneficial to our agency. 

Anita Levin is 

a lawyer and a 

member of Reena’s 

Continuous 

Quality Improvement 

Committee. 

Anita has been a 

professor in the 

School of Business 

at Centennial College since 1980. She 

teaches various courses including Family 

Law, and Wills and Estates. She is a sibling 

of two Reena clients. Her contribution will 

be of great value to the Board.

Rachel Blumenfeld 

is a lawyer at Miller 

Thomson LLP, practising 

in the areas 

of estates, tax, and 

charities and notfor-profit 

law. Rachel 

first joined the Reena

will be a welcome addition to the Foundation’s

Jonah Laist is the

Young Leadership

recently joined the Finance Committee and 

the organizing committee for the first “Guys

volunteering to help

Lorne has chaired

Murray Harris memorial

Clients, housemates, workmates, 

staff, family and 

loved ones gathered at 

Reena’s Toby and Henry Battle 

Developmental Centre on May 6, 

2003, to remember the wonderful 

life experiences of Murray Harris, 

who passed away last April while 

in hospital. 

Murray was taken too soon. It was 

a shock for all who cared for him to 

hear that he was gone. 

Murray will be remembered for 

years to come for his beaming smile, 

his happy-go-lucky personality and 

the special feeling he gave people 

when he was in the room. He always 

had a “don’t worry about it 

sweetheart” or a hug to 

share even with his nurses 

who came twice daily to 

give him his injections. 

When I visited Murray at 

the hospital, he had the 

nurses in the palm of his 

hand. They fell for him just 

as we had. 

The number of people who 

came to his memorial service and 

wanted to speak about Murray was 

proof of how much he was loved. 

Tears flowed freely at the thought 

of our loss. Our magnificent musical 

volunteer, Dorothy Scott, closed 

the memorial by leading the assembly 

in singing Murray’s 

favourite songs. We will 

always think of Murray’s 

spirit when we hear You 

Are My Sunshine and My 

Bonnie Lies Over the Ocean.

who guided the assembly through 

prayer, song and memories. 

While we are all sad that Murray 

is gone, I know that wherever he is, 

he will be singing and happy, and 

at peace. 

Saying goodbye to a special friend

On May 20, 2003, Tim 

McGinn passed away at 

St. Michael’s Hospital at 

the age of 42 years. 

Tim lived at Reena for 

more than 20 years and 

was part of the lives of so 

many of our residents 

and staff. 

Tim was always 

pleasant, sensitive, 

friendly and had a 

positive outlook. He 

was thoughtful and often 

inquired after the well-being 

of others. He was gentle, 

accepting of staff and all of our ideas 

— picking up on the good ones and 

simply ignoring any suggestions 

he didn’t like. Tim appreciated our 

interest in him. 


He brought stability and comfort 

to those around him; he was the calm 

centre for others who were not able to 

be so relaxed and contented with life. 

Despite his quiet nature, 

he loved to socialize with 

people and expressed a 

warm-hearted devotion 

towards his friends. He 

always remembered family 

and friends at birthdays 

and Christmas time, 

often with a hand-made 

card. 

When Tim was 23 years 

old, his parents encouraged him 

to move out of the house and into an 

apartment — he had reached adulthood. 

In doing so, they gave him the 

pleasure of an independent life and 

the right to make friends, choose his 

activities and make many of his own 

decisions. Tim worked daily at North 

York Employment Training Services. 

Tim also had artistic talent. I was 

so impressed by the colours and 

compositions of his acrylic paintings. 

He expressed the pure joy of the 

moment. He also loved music and, in 

fact, came from a family of singers. 

Tim leaves behind his parents, 

Marjorie and Terence McGinn, and 

a large family of a sister, brothers, 

nieces and nephews. His family was 

a great source of support to Tim. He 

would telephone his parents daily, 

and spend summer weekends and 

vacations with them at the family 

cottage that he so loved. 

It was a pleasure to work with Tim 

and his family, and we will miss him 

very much at Reena.

This column is usually devoted 

to looking at the Foundation’s 

recent accomplishments. 

On occasion, we focus on 

giving opportunities. For this issue, 

I felt it important to concentrate on 

making the case for considering Reena 

as the recipient of your charitable 

dollars. The Foundation is responsible 

for helping fund two key areas not 

supported by government dollars: all 

capital projects, such as Reena homes; 

and programming, generally held after 

school, evenings, and weekends, and 

during the summer and break periods. 

For the many supporters of Reena 

who simply support the agency because 

of their philanthropic nature, we 

express our deep gratitude. Knowing 

that you are continually bombarded 

with requests from numerous other 

worthy organizations makes us appreciate 

your generosity even more. 

Without your support, we would simply 

not be able to provide any of the 

supplemental programs nor would we 

be able to embark upon our ambitious 

capital projects. 

Our biggest challenge today is to 

broaden our reach. Our supporters are 

truly loyal, but we need to increase the 

number of supporters significantly in 

order to achieve our goals. I would like 

to encourage each and every person 

who reads this article to reach out to at 

least one person who is not currently 

a Reena supporter and ask if he or she 

would like to contribute. Share an issue 

of Kolreena so those unfamiliar with 

Reena can see for themselves the wonderful 

things we are able to accomplish 

with this most vulnerable population 

and their families. 

One of the greatest sources of joy 

for us at the Foundation is the knowledge 

that not only are the funds being 

put to good use, but that our donors 

are able to see how their generosity 

directly benefits Reena program participants. 

Support the Reena Foundation and 

you will feel good about your choice. 

Encourage someone else to support 

the Reena Foundation and you will 

feel that you have really accomplished 

something!

Dear family member, 

In addition to caring for a family 

member with a developmental 

disability and all the inherent costs 

associated with that responsibility, we 

also ask you to contribute charitable 

dollars. You, most of all, are aware of 

the important work that Reena does. 

You, most of all, are aware of the importance 

of our residential and respite 

services. 

For the many families whose children 

or siblings are in one or more of 

Reena’s various programs and who 

have made financial commitments, 

your support of Reena is truly appreciated. 

For others, adding to the cost 

of caring for a family member with a 

developmental disability with chari- 

table giving is much more difficult. If 

that is the case, we would like to suggest 

that you consider a ‘planned gift’ 

that will form part of your estate when 

you pass on. If you are uncertain what 

form it will take or how to arrange it, 

you can talk to our Foundation office 

in total confidence. If you plan to make 

an estate gift for Reena in your will or 

estate plan, why not let us know about 

it so we, too, can plan Together, we 

can ensure that Reena programs will be 

available into the future for families in 

our community.

Foundation staged its most 

successful gala ever! More 

than 1,150 guests enjoyed a wonderful 

event. 

The evening was amazing. Our 

honourees, David Kassie and Susan 

Harris, were so gracious in their acceptance 

of the honour — insisting that 

the purpose of the night was to honour 

Reena and the people we serve. 

André-Philippe Gagnon provided 

terrific entertainment. The theme, The 

Many Faces of Reena, was carefully 

chosen as a reflection of the organization. 

It takes many, many people to 

ensure Reena delivers on its promise 

of excellence in service to the people 


we serve. Reena’s staff, clients, many 

volunteers, donors and family members, 

all work in harmony to add quality 

to the lives of people with developmental 

disabilities.

A Day at the Races

Reena Foundation has joined 

the list of very successful 

sequels for the summer of 

2003! On May 30, 2003, Reena staged 

its second annual Day at the Races 

— The Sandy Hawley Invitational — at 

the Woodbine Race Track. The afternoon 

consisted of a buffet lunch, a 

prize draw and a speech by legendary 

jockey Sandy Hawley, interspersed 

with races that were generously sponsored 

by a number of donors. 

A talented organizing committee, 

headed by Lorne Weiss, and 

co-chaired by Allen Abbott and Jay 

Strasser, ensured that the event was a 

huge success. More than 100 people, 

including a number of Reena clients, 

enjoyed a wonderful afternoon at 

the racetrack. Special thanks to our
