TENDER CALL NOTICE NO. 07 /2011‐12
Sealed tenders in duplicate are invited from intending vehicle owners / Travel Agencies for hiring of
one No. of Diesel Car (1300 CC) approx. on monthly hire basis for a period of 02 years as per details
mentioned hereunder. The month and year of manufacture of the vehicle must not be earlier than
August’2009. The vehicle should have minimum mileage of 17 Kms / Litre or more of Diesel which shall be
supplied / reimbursed by OHPC at its discretion throughout the contract period.

If the date of Sale, Receipt & Opening of the tender happens to be a holiday / closed day for office,
the next working day will be the corresponding effective date.
The Tenderers should furnish the attested true copies of Registration Certificate of vehicle, Insurance
and Income Tax PAN Card along with the tender, failing which the tender will be rejected.
The tender documents can be obtained both from the office of the General Manager, Rengali Hydro
Electric Project, Rengali Dam Site and from the Corporate Office, OHPC Limited, Orissa State Police Housing &
Welfare Building, Janapath, Vanivihar Chowk, Bhubaneswar‐751022 during office hours in any working day
as per the above sale schedule on payment of cost of tender paper(non‐refundable) in shape of cash /
crossed B.D./ Bankers Cheque of any Nationalised Bank preferably State Bank of India in favour of OHPC
Limited, Rengali Unit, C.A. No. 11752087043, drawn on S.B.I. Rengali Dam Project Branch (Code No.4521),
Rengali Dam Site, Dist. Angul. An amount of Rs. 50/‐ shall be charged extra in case the tender document is
opted through post. The undersigned will not be held responsible for postal delay.
Intending parties those who do not have vehicle readily with them can participate in the tender on
deposit of a Security Money of Rs. 10,000/‐ in shape of Bankers’ Cheque / Bank Draft along with the tender
towards purchase of a new Diesel Car failing which the tender will be rejected. The said Security deposit shall
be refunded to such tenderer after acceptance of the work order &deposit of Performance Security by the
successful tenderer and the same shall be forfeited incase of failure of providing the vehicle as per terms.

The successful tenderer will be required to deposit Rs7,000/‐ in shape of BD/BC as Performance Security
deposit within 10 days of issuing of LOI/Work order.
Tenders complete in all respect and accompanied with the requisite amount of EMD will be received
in both the offices at Rengali & Bhubaneswar as mentioned above. The Tender will be opened in the office of
the Sr.General Manager, Rengali Hydro Electric Project, Rengali Dam Site, Dist. Angul‐759105 in presence of
the tenderers or their authorized representatives, if any, available at the time of opening of tender.
Conditional Tender, tender incomplete in any shape and not accompanied with requisite amount of
EMD will be rejected. Tenders received through Fax / Telegraph and tenders received after the due date will
be summarily rejected.
The authority reserves the right to reject any or all tenders without assigning any reason thereof.
N.B :‐ Except Tender Paper cost no deposit can be received in shape of cash.

SECTION – II
( INSTRUCTIONS TO TENDERERS )
Tenderers are requested to go through all the terms and conditions
laid down in the “General Terms and Conditions” in detail. Attention of the
Tenderers is specifically drawn to Clause No. ( 3, 6, 7, 8, 9, 15, 17, 19, 21,
22, 23, 24, 25, 26, 29) of the General Terms and Conditions.

SECTION – III
(GENERAL TERMS & CONDITIONS)
01. Scope of the Work:‐ One number of 1300 CC approximately Diesel Car in perfect conditions is
required on hire along with the Driver for use of O.H.P.C, Rengali Unit. The month & year of
manufacture of the vehicle must not be prior to August’2009 otherwise the tender will be rejected.
02. The movement of the vehicle shall be normally in the project area. It will also ply to other
areas inside the State whenever required.
03. The vehicle is to be available along with the driver for 24 hours in a day and 365 days in a year.
04. The vehicle can be utilized at any time of the day or night. However, one day off shall be
allowed (preferably one Sunday or any day as convenient to O.H.P.C.) quarterly for
maintenance of the vehicle. The cost whatsoever for this will be to owner’s account. The
payment and accommodation of the driver shall be arranged by the owner at his own cost.
05. The vehicle shall be available on all days of the month along with driver holding valid license at
owner’s/contractor’s cost. However, in case of emergency, the vehicle along with the driver is
required to be made available at any time of the day or night as asked by the controlling officer.
06. If the tenderers quote the same price, then weightage will be given to the tenderer possessing the
vehicle having latest manufacturing date.
07. The vehicle shall be provided with all necessary papers like R.C. Book, License, Road Tax,
Payment details, Insurance paper, Route permit etc. as required by M.V. Act. All taxes and
duties if any, under the said act shall be borne by the owner of the vehicle. The vehicle shall be
registered in the name of the Company / person on whom the order shall be placed and having valid
Road permit. All matter concerning to Regional Transport Authority, Insurance Policy and Police
etc. shall be of owner’s risk and responsibility.
08. The vehicle shall be provided with responsible and experienced driver having valid driving license. He
should be able to attend minor repairs, if any, on the way and shall be in possession of general
accessories like tool kit, torch, fan belt, hose pipe, stepeny, spare tyre, first aid box etc. The owner
shall be fully responsible for the conduct of his driver. The contact address of the driver of the vehicle
is to be furnished at the time of making Contract/ Agreement.
09. The vehicle shall be kept in absolutely good running condition and will be regularly serviced and
perfectly maintained by the owner/contractor at his own cost to ensure regular availability. All repair
works (both major and minor) and maintenance including changing of mobile, gear & brake oil will be
to owner’s account. The Kms. run for repair and maintenance of the vehicle will be to the owner’s
account.
10. The owner/contractor of the vehicle shall be required to make alternative arrangement if the vehicle
engaged on contract is not available on any day/days or part of a day, failing which penalty @
Rs.500/‐ only per day or part of the day plus proportionate hire charges of the vehicle will be
deducted from his payable amount.

However, if the vehicle is requisitioned by R.T. authority/Law and Order Govt. authorities for use
in public services no penalty will be deducted for the period of absence of the vehicle. But in that
case, proportionate hire charges for the said period as reduced by the amount if any received by
the contractor from Govt., shall be paid by OHPC against documentary evidences
11. The owner shall be fully responsible for conduct of his driver. Any act of omission and commission
on part of the driver shall be owner’s responsibility.
12. In case of any hijacking / emergency uses of the vehicle by any political party, the absence of the
vehicle from duty will be to owner’s/contractor’s account. In such cases, owner/contractor will have
to make arrangement for the release of the vehicle without any financial liability to O.H.P.C.
Alternative arrangement has to be made by the owner/contractor during this period at his own cost
failing which recovery shall be made as mentioned above (Clause‐10).
13. Any damage to the vehicle caused by 3 rd party due to negligence of driver / owner of the vehicle shall
be made good by the owner at his own cost.
14. The journey performed shall be recorded by the driver in the log book issued by O.H.P.C. and get
countersigned by the officer concerned on daily basis. The log books so maintained are to be
produced along with monthly bills for checking. These log books will remain as property of O.H.P.C.
15 The owner has to ensure compliance of relevant labour laws. If OHPC is held liable as principal
employer to pay any compensation etc. under any act/legislation of Govt. or any court verdict, the
owner of the vehicle shall reimburse such expenses to O.H.P.C.
16. The vehicle to be engaged on contract must have the required all Orissa permit. In case, the vehicle
engaged does not have this permit, then the same is to be arranged before deployment of vehicle by
the owner at own cost without fail.
17. After completion of the contract and at the time of taking final payment, the owner shall have to sign
the contract closing form to be supplied by O.H.P.C. at the time of processing final payment failing
which the final payment will not be released.
18. In case of any accident of the vehicle occurred due to any reason during the contract period then the
owner of the vehicle will be solely responsible for all compensation/liabilities whatsoever.
19. In case of any dispute, the decision of the Sr. General Manager, Rengali H. E. Project, Rengali Dam
Site shall be final and binding.
20. O.H.P.C. reserves the right to cancel the contract by serving one‐month notice without assigning
any reason. In case of unsatisfactory services of the driver or vehicle, the contract may be
terminated with one‐week notice. Decision of OHPC, Rengali Unit in this matter shall be final and
binding.
21. E.M.D. should be submitted along with the tender in shape of Bank Draft / Bankers’ Cheque in
favour of O.H.P.C. Limited, Rengali Dam Site C.A. No.11752087043, drawn on State Bank of India,
Rengali Dam Project Branch (Code No. 4521).EMD shall be refunded against submission of
Performance Security Deposit.
22. In case the tenderer posses such vehicle of required specification true copies of valid Registration
Certificate of vehicles, must be submitted along with the tender, otherwise the tender will be
rejected. The authority can verify the original copies of the above said documents if necessary
and if the tenderer fails to produce the same, the tender will be rejected. Insurance and necessary

permit must be submitted along with the tender. However, tenderers, those who do not have such
vehicle readily with them but intends to participate in the tender can do so on deposit of required
security amount of Rs.10,000/‐per vehicle and shall submit the said required documents before
signing of the contract.
23. Tenderers are advised to quote their offers as indicated in the tender form failing which their offer
are liable for rejection.
24. Besides hire charges, OHPC shall provide / supply or alternatively at its discretion shall reimburse for
the consumption of diesel @ 17 Km / ltr. and mobil @ 500 Km / ltr.
25. The owner/ contractor of the vehicle must be in a position to engage his vehicle within 10 days of
issue of letter of Intent from OHPC.
26. The successful tenderer will be required to deposit Rs. 7000/‐ per vehicle as Performance Security
Deposit within 10 days of issue letter of intent in shape of Bank Draft / Banker’s Cheque which will
be released after successful completion of contract period. The amount will be forfeited in case of
breach of contract. The undersigned has the right to deduct the penalty amount from the Security
Deposit if required.
27 The offer should remain valid at least for a period of 120 days from the date of opening.
28. The tenderer should furnish attested true copy of Income Tax PAN Card .Income Tax as applicable
shall be deducted from the payable amount of contractor.
29. Tenderer those who do not have the vehicle readily with them should give an Undertaking to
supply the vehicle within the time as stipulated under Clause 25 above failing which the Security
Money deposited towards purchase of new vehicle will be forfeited.
30. (a) Controlling Officer :‐ Sub‐Divisional Officer, Utility Sub‐Division No.III, Utility
Division, Rengali H.E. Project, Rengali Dam Site.

Paying Officer: ‐Dy. General Manager (Finance), RHEP, Rengali Dam Site.
31. Detention charge @ Rs.80/‐per day or part of a day will be paid by OHPC for journey outside Rengali
Dam Site for more than 12 hours.
32. The successful tenderer has to furnish a registration certificate under Motor Transport Workers Act,
1961 from the competent Authority (D.L.O, Talcher) at the time of agreement.
33. The successful tenderer shall ensure timely deposit/ renewal of Permits, Road Tax, Insurance, Driving
License and other statutory compliances and submit copies of the same on expiry of their validity to
the controlling officer for verification.
34. No interest will be paid on EMD/Security Deposit.
35. Payment shall be released subject to TDS as per IT Act and against submission of monthly bills for
hire charges and detention charges and Log Book duly certified by the appropriate authority.
