Directors Conference tackles enhanced services<br />

The members of Management Committee led by the<br />

Administrator, the Deputy Administrator, the five Department<br />

Directors and the 17 Regional Directors convened at the<br />

NSO Training Room for the first quarterly Directors<br />

Conference this year. The two-day conference was held on<br />

May 17 to 18, 2006 to discuss emerging issues relevant to<br />

the enhancement of NSO products and services.<br />

Seven topics were presented for discussion during the<br />

conference. The first day of the conference tackled the<br />

first three topics in the agenda, and the remaining four topics<br />

on the second day.<br />

IRD Director Val C. Abuan first presented the Unified<br />

Multipurpose ID (UMID) as established by Executive Order<br />

No. 420. The UMID aims to streamline, harmonize and unify<br />

existing ID systems in government through the Common<br />

Reference Number (CRN). All government employees and<br />

program members are covered which include the six major<br />

participating agencies: NSO, NEDA, GSIS, SSS, Phil Health<br />

and the Pag-ibig Fund. NSO shall serve as the Central<br />

Verification and Enrollment Agency and shall take charge<br />

of the maintenance of the system. It may also include other<br />

individuals who would voluntarily register under the system.<br />

Dir. Lourdes J. Hufana discussed the updates on the<br />

preparation for the holding of the 3 rd <strong>National</strong> Workshop on<br />

Civil Registration scheduled on August 8 to 10 at the Garden<br />

Orchid Convention Center in Zamboanga City. As early as<br />

May 24, creation of the Executive Committee and the various<br />

committees were organized through Designation Order<br />

No.2006-70A specifying the terms of reference for each<br />

committee.<br />

RD Matilde A. Alejandro presented the Report on the current<br />

status of NSO Building Construction for NSO Region 2<br />

building located in Carig, Tuguegarao City. GAD OIC-<br />

Director Enrique L. Navarro also reported on the<br />

FYDP Mid-Plan<br />

Evaluation ongoing<br />

A Mid-Plan Evaluation is now being undertaken to assess<br />

the 3 rd Five-Year Development Plan (FYDP) 2004-2008<br />

from June 1 to September 15. The evaluation focuses<br />

on the analysis of the progress made towards the<br />

achievement of the objectives. This will determine how<br />

effective, relevant, efficient and sustainable are the<br />

activities proposed towards the goals and strategies in<br />

the plan. The first phase involves assessment of the<br />

accomplishments versus the targets set. The second<br />

phase focuses on the review of the strategies and<br />

activities during the second half of the plan period, which<br />

were not successfully accomplished. Recommendations<br />

to the findings shall be included in the report to meet<br />

the targets set for the plan period.<br />

The Mid-Plan Evaluation was conducted to evaluate<br />

the progress of activities against established schedules<br />

and indicators of success; identify the factors that<br />

account for progress of activities or success of output;<br />

NSO conducts attachment program to Bhutan Census Team<br />

The NSO conducted an attachment program on population<br />

and housing census for the data analysis team of the Census<br />

Commission of Bhutan last June 6 to 17.<br />

The five-man data analysis team was comprised of officials<br />

from the Bhutan <strong>National</strong> <strong>Statistics</strong> Bureau led by Director<br />

Kuenga Tshering. The Bhutan delegation included Chief<br />

Demographer Jigme Thinlye Namgyal, Chief Statistical<br />

<strong>Office</strong>r Sangay Tempa, Data Analyst Tshering Jambayang<br />

and Statistical <strong>Office</strong>r Sangay Dorji.<br />

An overview of the Census of Population including the<br />

experiences, problems encountered and solutions provided<br />

was discussed by Maribelle G. Baluyot, Statistician III from<br />

HSD. NSO’s policy on data sharing, archiving, security and<br />

access was tackled by ITSRD Chief Veronica P. Pido.<br />

DISD Chief Vilma S. Malumay discussed the preparation<br />

of monographs and dissemination of Census data while HSD<br />

OIC-Director Socorro D. Abejo gave a brief on population<br />

projection and migration.<br />

The Bhutanese team also had study visits at the Databank<br />

and Geographic Systems Section, Data Capture Center, Civil<br />

The Bhutan Census Team participates in the Attachment Program on<br />

Population and Housing Census.<br />

UP School of <strong>Statistics</strong> and UP Population Institute. The<br />

team assisted by the Human Resource Management Division<br />

staff also toured selected places and enumeration areas in<br />

Manila and Bataan.<br />

determine the constraints to the accomplishments of the<br />

outputs; and determine whether the target objectives of the<br />

program/projects are attained.<br />

The conduct of evaluation started on June 1 until July 31.<br />

The teams shall discuss the results and other strategies<br />

including delays of activities from the original plan with the<br />

concerned units during the validation process.<br />

For the second phase, the division chief assigned to their<br />

respective key result areas (KRA) shall be designated to<br />

lead each team which will start on August 1 to September<br />

15. Members of the Evaluation Teams for phase 2 shall be<br />

organized and issued a separate Designation Order.<br />

The Evaluation Teams for the first phase has already been<br />

organized through Designation Order No. 2006-87, dated<br />

May 29 for each KRA as follows:<br />

EPCIB now accepts e-Census payments<br />

More than 400 Equitable PCI Bank<br />

(EPCIB) branches nationwide have<br />

started accepting over-the-counter<br />

payments for e-Census document requests since April 24<br />

this year.<br />

While acceptance of over-the-counter payments is just the<br />

first phase, plans for subsequent phases which include<br />

payments via FASTeller ATMS, FASTPhone and FASTNet<br />

are now underway.<br />

Inquiries, comments, complaints regarding the nonacceptance<br />

of e-Census payments at any of the EPCIB<br />

branches may be forwarded to e-census.info@census.gov.ph<br />

Mr. Hiroshi Kuwamori, a research fellow from<br />

Microeconomic Analysis Group, Development Studies Center<br />

of IDE, visited the office on May 29 to discuss the details of<br />

the said project.<br />

The NSO shall conduct the analytical work concerning the<br />

project. The research proposal, which states the<br />

methodological framework and working schedule for<br />

conducting the analytical work, should be submitted to IDE<br />

on July 31. The preliminary report shall be submitted and<br />

presented at the international workshop at IDE on December<br />

8 and 11 to 16, respectively. The final report should be<br />

submitted to IDE on January 31, 2007.<br />

BREQS mobile service goes to ABS-CBN<br />

A mobile service was held at the ABS-CBN Network<br />

Compound last June 14 to 15. A total of 663 transactions<br />

were processed through BREQS. The certifications were<br />

released on June 16 and 19 for converted requests at ABS-<br />

CBN. The unconverted/CENOMAR requests were released<br />

to the ABS-CBN Liaison <strong>Office</strong>r on June 29 and 30.<br />

Kapuso network recognizes NSO-CRD<br />

Imbestigador, GMA7’s Saturday night program hosted by<br />

Mr. Mike Enriquez, presented a plaque of appreciation to<br />

the Civil Registration Department in its partnership with the<br />

Imbestigador Action Center. This makes NSO as the<br />

Dr. Flaviana D. Hilario, Head of Climate Information,<br />

Monitoring and Prediction Services Center of the<br />

Climatological and Agrometeorology Branch of the Philippine<br />

Atmospheric Geophysical and Astronomical Services<br />

Administration (PAGASA) presented a paper entitled “The<br />

Role of PAGASA in Mitigating Natural Disasters.” It is about<br />

the previous natural disasters that hit the country and the<br />

services offered by their agency.<br />

Engr. Wilfredo S. Lopez, Chief of Structural Division from<br />

the Bureau of Design of the Department of Public Works<br />

and Highways (DPWH) presented “Safety of Buildings<br />

During Earthquakes.” He informed the audience about the<br />

previous earthquakes that hit the country and the technologies<br />

that can help to at least minimize the effects of earthquakes<br />

to the structures.<br />

commenced last May. Toni<br />

Gonzaga is a Care <strong>Office</strong>r in the<br />

movie. Sam Milby’s role is a VISA<br />

<strong>Office</strong>r of the Embassy. The two<br />

met at NSO where the latter<br />

requests for the birth certificate<br />

of his friend who was adopted by an American couple and<br />

now looking for his biological parents. The POPCEN tarpaulin<br />

was also shot and to be flashed in the movie per NSO’s<br />

request.<br />

NSO joins DOLE jobs fair; BREQS<br />

scheme shows success<br />

In celebration of the 2006 Labor Day, the Department of<br />

Labor and Employment (DOLE)-CAR conducted Jobs Fair<br />

at the Quezon City Hall Covered Walk. The NSO accepted<br />

145 applications and queries on civil registry documents and<br />

certificate of no marriage (CENOMAR). Distribution of<br />

primers and brochures on the statistical and civil registration<br />

services was also done.<br />

On May 27, the NSO participated in the DOLE-CAR Jobs<br />

Fair Day “Handog sa Taong May K: 2006 Trabaho at<br />

Negosyo Fair” at the Occupational Safety Health Center,<br />

Quezon City. The CRD personnel received and processed<br />

23 applications through the BREQS Scheme.<br />

On June 12, the NSO-CRD joined the 2005 Independence<br />

Jobs Fair sponsored by DOLE-NCR at the Lagoon Area,<br />

Rizal Park. A total of 81 transactions were received and<br />

processed through BREQS Scheme. The certifications were<br />

released on June 14 and June 28 for converted and<br />

unconverted requests respectively at the Census Serbilis<br />

Center in Pasay City. Another jobs fair was attended by<br />

NSO on June 14 to 15.<br />

The Jobs and Livelihood Fair for Soldiers with Disabilities<br />

(SWDs) and their Dependents, sponsored by DOLE-NCR,<br />

took place at Camp Aguinaldo, Quezon City last June 22. A<br />

total of 71 transactions were received and processed with<br />

BREQS. The certifications were released on June 26 for<br />

converted and scheduled on July 7 for unconverted and<br />

CENOMAR requests at the Census Serbilis Center, East<br />

Avenue.<br />

Consolidated Narrative Report (RCNR), discussed by Ms.<br />

Janice Ybañez, the Field Awards plans for 2007 presented<br />

by Deputy Administrator Paula Monina G. Collado; and<br />

Popcen 2006 Plans, reported by OIC-HSD Director Socorro<br />

Abejo.<br />

The Administrator’s Hour with the RDs concluded the<br />

conference.<br />

The 3 rd NATIONAL WORKSHOP ON CIVIL REGISTRATION<br />

with the theme: “Civil Registration: Our Responsibility” or<br />

“Pagtatalang Sibil: Pananagutan Natin” will be held on August<br />

8 to 10 at the Garden Orchid Convention Center, Zamboanga City.<br />

The biennial national event for the stakeholders on civil registration<br />

in the country has lined-up new and interesting topics related to<br />

emerging issues on civil registration system in the country. The<br />

workshop aims to discuss updates, issues, and concerns on<br />

Commonwealth Act 3753, RA 9048, RA 9255, and other related laws,<br />

and to present the revised civil registry forms. The City and<br />

Municipal Mayors, Local Civil Registrars, Solemnizing <strong>Office</strong>rs,<br />

Medical Records <strong>Office</strong>rs, Barangay Officials, and others who are<br />

interested in Civil Registration are expected to participate. Workshop<br />

fee is P3,600 per participant for three days inclusive of lunch, snacks<br />

1. The contest shall be from June 19 to August 14,<br />

2006.<br />

2. The contest is open to all divisions at the Central<br />

<strong>Office</strong>.<br />

3. Participating divisions shall accumulate all the<br />

coins consisting of 25 centavos, 10 centavos, 5<br />

centavos and 1 centavo only. The coins should<br />

be sorted and packed by denomination for easy<br />

counting.<br />

4. The division should submit its entry to the <strong>Office</strong><br />

of the Deputy Administrator not later than 12 noon<br />

of August 15, 2006.<br />

5. The division with the highest value of accumulated coins<br />

shall be declared the winner.<br />

6. The winning division will receive 10% of the value of the<br />

total accumulated coins from all the participating divisions<br />

while the remaining 90% will be given to the very sick<br />

employee(s) of the NSO based on the recommendation by<br />

their division chief and as testified by the medical records/<br />

NSO doctor.<br />

7. The GCom shall decide on the number of grantees. The<br />

decision of the GCom shall be final.<br />

8. The winning division and the recipient(s) will be announced<br />

during the NSO Anniversary.<br />

Editorial<br />

We are halfway there...<br />

Filipinos again made a mark in the global scene as three of our fellow<br />

countrymen, Leo Oracion, Erwin Emata and Romy Garduce, succeeded to<br />

climb the highest peak in the world, Mt. Everest. This good news indeed<br />

served as an inspiration in reaching aspirations and nevertheless to continue<br />

accomplishing tasks with the use of unprecedented skills and abilities. The<br />

entire NSO family is like our fellow mountaineers. All of us are climbing<br />

the mountains of excellence for this year and we are all lucky enough to<br />

survive half of our journey.<br />

The calendar is ripping too fast. It has been six months of 2006 and we are<br />

on the midyear of our continuous dedication and perseverance to deliver<br />

quality and efficient service to the public. It is time to assess our<br />

accomplishments, appraise our achievements, review our goals, and continue<br />

the other half of the voyage foreseeing improvements and development.<br />

In the previous year, we outlined and set our goals and objectives for 2006<br />

and as the first semester ends, the NSO is confident enough to achieve<br />

most of its goals considering the number of challenges and difficulties. Let<br />

us continue to reach the peak of excellence! We are halfway there and by<br />

the end of the year, the highest top will be a fruitful item. We will go down<br />

and summon up our endeavors and somehow expand it so when we climb<br />

again for another year, it will be as easy as reaching the summit of Everest<br />

as what our countrymen did in May 2006.<br />

FACOM revises criteria for 2006 Field Awards<br />

The Field Awards Committee (FACOM) has come up with<br />

the revised list of categories and the corresponding weights<br />

to be used in rating the activities for the 2006 Field Awards<br />

Cycle. The approved 2006 criteria were the result of the<br />

review, discussions and consultations made with the Regional<br />

Directors during the Directors’ Conference held in<br />

December 2005.<br />

Other News<br />

The Field Awards Committee likewise reviewed the criteria<br />

and the scoring system for Partnership and Linkages (P&L)<br />

activities based on the degree of effort exerted by the field<br />

offices and the frequency of the conduct of the specified<br />

activities that were identified specifically on the <strong>National</strong><br />

<strong>Statistics</strong> Month, the Philippine <strong>Statistics</strong> Quiz and the NSO<br />

Anniversary.<br />

Below are the approved activities to be rated for each<br />

category with the corresponding weights.<br />

‣ FAMILY PLANNING<br />

Contraceptive Prevalence Rate (CPR)<br />

Half of married women 15 to 49 years old practiced<br />

family planning (36.0% used modern method and 13.0%<br />

used traditional method).<br />

Pill and ligation were the leading contraceptive methods<br />

for the past 10 years.<br />

Pill and female sterilization were the most commonly<br />

used among nonpoor women.<br />

Pill and traditional method were the most commonly used<br />

among poor women.<br />

No method used, 50.1 percent.<br />

Cagayan Valley had the highest CPR at 58 percent,<br />

followed by Northern Mindanao (57.0%) and Central<br />

Luzon (55.0%).<br />

ARMM had the lowest CPR at 16 percent.<br />

Women with no education were the least likely to used<br />

contraception.<br />

CPR was higher for women in nonpoor households.<br />

Reasons for not using contraception<br />

Three out of 10 married women not practicing family<br />

planning cited reasons for non-use, mainly fear of side<br />

We can prevent diseases, serious illnesses and organ<br />

damages without necessarily spending more. We just have<br />

to adopt a good daily lifestyle and eating habits. Maintaining<br />

good eating habits and time condition are very important for<br />

our bodies to absorb and get rid of unnecessary chemicals<br />

according to schedule:<br />

9-11pm: time for eliminating unnecessary/toxic chemicals<br />

(detoxification) from the antibody system (lymph nodes).<br />

This time duration should be spent by relaxing or listening<br />

to music. If during this time a housewife is still in an<br />

unrelaxed state such as washing the dishes or monitoring<br />

children doing their homework, this will have a negative<br />

impact on health.<br />

11pm-1am: detoxification process in the liver, and ideally<br />

should be done in a deep sleep state.<br />

1-3am: detoxification process in the gall, also ideally done in<br />

a deep sleep state.<br />

3-5am: detoxification in the lungs. Therefore, there will<br />

sometimes be a severe cough for cough sufferers during<br />

this time. Since the detoxification process had reached<br />

the respiratory tract, there is no need to take cough<br />

medicine so as not to interfere with toxin removal<br />

process.<br />

5-7am: detoxification in the colon, you should empty your<br />

bowel.<br />

7-9am: absorption of nutrients in the small intestine, you<br />

should be having breakfast at this time. Breakfast should<br />

be earlier, before 6:30am, for those who are sick.<br />

Breakfast before 7:30am is very beneficial to those<br />

wanting to stay fit. Those who always skip breakfast<br />

should change their habits, and it is still better to eat<br />

breakfast late until 9-10am rather than no meal at all.<br />

Reminder: Sleeping so late and waking up too late will<br />

disrupt the process of removing unnecessary chemicals.<br />

Aside from that, midnight to 4:00am is the time when the<br />

bone marrow produces blood. Therefore, have a good sleep<br />

Top ten brain damaging habits<br />

1.No breakfast - people who do not take breakfast are<br />

going to have a lower blood sugar level. This leads to an<br />

insufficient supply of nutrients to the brain causing brain<br />

degeneration.<br />

2.Overeating - it causes hardening of the brain arteries,<br />

leading to a decrease in mental power.<br />

3.Smoking - it causes multiple brain shrinkage and may<br />

lead to Alzheimer’s disease.<br />

4.High sugar consumption - too much sugar will interrupt<br />

the absorption of proteins and nutrients causing malnutrition<br />

and may interfere with brain development.<br />

5.Air pollution - the brain is the largest oxygen consumer<br />

in our body. Inhaling polluted air decreases the supply of<br />

oxygen to the brain, bringing about a decrease in brain<br />

efficiency.<br />

6.Sleep deprivation - sleep allows our brain to rest. Long<br />

term deprivation from sleep will accelerate the death of<br />

brain cells.<br />

7.Head covered while sleeping - sleeping with the head<br />

covered, increases the concentration of carbon dioxide and<br />

decrease concentration of oxygen that may lead to brain<br />

damaging effects.<br />

8.Working your brain during illness - working hard or<br />

studying with sickness may lead to a decrease in<br />

effectiveness of the brain as well as damage the brain.<br />

9.Lacking in stimulating thoughts - thinking is the best<br />

way to train our brain, lacking in brain stimulation thoughts<br />

may cause brain shrinkage.<br />

10.Talking rarely - intellectual conversations will promote<br />

the efficiency of the brain.<br />

The main causes of liver damage are:<br />

1.Sleeping too late and waking up too late<br />

2.Not urinating in the morning<br />

3.Too much eating<br />

4.Skipping breakfast<br />

5.Consuming too much medication<br />

6.Consuming too much preservatives, additives, food coloring,<br />

and artificial sweetener<br />

7.Consuming unhealthy cooking oil. As much as possible<br />

reduce cooking oil use when frying, which includes even<br />

the best cooking oils like olive oil. Do not consume fried<br />

foods when you are tired, except if the body is very fit.<br />

8.Consuming raw (overly done foods) also add to the burden<br />

of liver. Veggies should be eaten raw or a little cooked.<br />

Fried veggies should be finished in one sitting, do not store.<br />

WHAT I LOVE ABOUT MOM/DAD<br />

One American tradition that conspicuously finds space among the hearts of Filipinos is the celebration of Mother’s/Father’s Day.<br />

Mother’s Day was first officially recognized in the United States when President Woodrow Wilson proclaimed the second Sunday of<br />

May as the official date on which Americans would recognize mothers throughout the country. Anna Jarvis of West Virginia campaigned<br />

hard for the recognition of the efforts of her mother, who, during the end of the civil war unified the warring Yankees in the Northern States<br />

and the Confederates in the Southern States by honoring their mothers on a special day.<br />

On the other hand, Sonora Louise Smart Dodd of Spokane, Washington, in the United States, first thought of having a “Father’s Day”<br />

in 1909 to honor her father, William Smart, when she realized the strength and selflessness her father had shown in raising his six children.<br />

In the spirit of the celebration and in honoring Mom and Dad, the NSORep culled the following random thoughts of some employees:<br />

Lessons we learn from geese<br />

Author unknown<br />

Fact 1: As each goose flaps its wings it creates an “uplift” for the<br />

birds that follow. By flying in a “V” formation, the whole flock<br />

adds 71% greater flying range than if each bird flew alone.<br />

Lesson: People who share a common direction and sense of<br />

community can get where they are going quicker and easier<br />

because they are travelling on the thrust of one another.<br />

Fact 2: When a goose falls out of formation, it suddenly feels the<br />

drag and resistance of flying alone. It quickly moves back into<br />

formation to take advantage of the lifting power of the bird<br />

immediately in front of it.<br />

Lesson: If we have as much sense as a goose we stay in formation<br />

with those headed where we want to go. We are willing to accept<br />

their help and give our help to others.<br />

Fact 3: When the lead goose tires, it rotates back into the formation<br />

and another goose flies to the point position.<br />

Lesson: It pays to take turns doing the hard tasks and sharing<br />

leadership. As with geese, people are interdependent on each<br />

other’s skills, capabilities and unique arrangements of gifts, talents<br />

or resources.<br />

Fact 4: The geese flying in formation honk to encourage those up<br />

front to keep up their speed.<br />

Lesson: We need to make sure honking is encouraging. In groups<br />

where there is encouragement the production is much greater.<br />

The power of encouragement (to stand by one’s heart or core<br />

values and encourage the heart and core of others) is a quality of<br />

honking we seek.<br />

Fact 5: When a goose gets sick, wounded, or shot down, two<br />

geese drop out of formation and follow it down to help and protect<br />

it. They stay with it until it dies or is able to fly again. Then, they<br />

launch out with another formation or catch up with the flock.<br />

Lesson: If we have as much sense as geese, we will stand by each<br />

other in difficult times as well as when we are strong.<br />
