INSTRUCTIONS TO BIDDERS<br />

Pre-Qualification Requirement of Bidders<br />

Sealed tenders on behalf of <strong>Deen</strong> <strong>Dayal</strong> Upadhaya <strong>Gorakhpur</strong> <strong>University</strong>, <strong>Gorakhpur</strong> are<br />

invited for Pre Exam Processing for Joint Entrance Exam. 2013 from registered, experienced &<br />

reputed firms under two bids systems i.e. Technical Bid and Financial Bid as per details available at<br />

the <strong>University</strong> website www.ddugu.edu.in. The bidders shall furnish the under mentioned<br />

information and in support of it also enclose the copy of the respective document as mentioned<br />

below failing which their bids will not be considered.<br />

8. The Bidder shall have at least 2 year's experience of Pre Exam Processing of material of<br />

similar (any one or more) Entrance Examination like CAT, UPTU, GATE, B.Ed., Railway<br />

Recruitment Board. Union, State Public Service Commissions, Nationalized Bank Entrance<br />

Examination should have MOU with firm printing OMR Sheets (enclose proof). The firm<br />

printing OMR sheets should be IBA/Government approved/recommended security press<br />

(enclose proof).<br />

9. The bidder shall submit certificate of successful completion (in original) of similar work<br />

issued by the competent authority.<br />

10. The bidder shall submit the copy of Income Tax return alongwith audited financial statements<br />

having a minimum turnover of Rs. One Crore Fifty Lacs (Rs. 1,50,00,000) in each of the<br />

Preceding three financial years.<br />

11. The bidder shall submit self-attested (authorized signatory) copy of Firm deed and registration<br />

document of the firm issued by the competent authority.<br />

12. The bidders shall enclosed a Demand Draft of Rs. 10,00,000 (Repees Ten Lakh) only on<br />

favour of Finance Officer, <strong>Deen</strong> <strong>Dayal</strong> <strong>Upadhyaya</strong> <strong>Gorakhpur</strong> <strong>University</strong>, <strong>Gorakhpur</strong> Payable<br />

at any nationalized Bank at <strong>Gorakhpur</strong> as earnest money deposit (EMD)<br />

13. Successful bidders must provide a bank guarantee of Rs. Seventy Five Lacs only (Rs.<br />

75,00,000 only) in favour of Finance Officer, <strong>Deen</strong><strong>Dayal</strong><strong>Upadhyaya</strong> <strong>Gorakhpur</strong> <strong>University</strong>,<br />

<strong>Gorakhpur</strong> within 48 hours.


14. CAPACITY<br />

The Firm should be capable of the following.<br />

1. OMR Scanning facility to complete the work within fixed time frame (Minimum 5 (five)<br />

Scanners)<br />

2. Data Base Management (Including Centre Allotment)<br />

3. Admit Card generation.<br />

4. PROOF<br />

Proof readingwill be sole responsibility of the supplier. The final proof should be submitted to<br />

<strong>University</strong> for approval within 3 days of receiving the work order.<br />

5. SAMPLES<br />

Samples of the different types of material will be availablein the office of Registrar, B.Ed.<br />

Entrance Examination and can be seen any time before submitting the bids.<br />

6. ARBITRATION<br />

In case of any dispute the decision of the Vice-Chancellor, <strong>Deen</strong><strong>Dayal</strong>Upadhyay <strong>Gorakhpur</strong><br />

<strong>University</strong>, <strong>Gorakhpur</strong> shall be binding.<br />

7. The Vice-Chancellor, <strong>Deen</strong><strong>Dayal</strong><strong>Upadhyaya</strong> <strong>Gorakhpur</strong> <strong>University</strong>, <strong>Gorakhpur</strong> reserves the<br />

right to cancel all or any of the tenders without assigning any reason.<br />

8. Legal Jurisdiction for all legal disputes will be limited to the District of <strong>Gorakhpur</strong>.<br />

9. Rate quoted must be for complete job, inclusive of supplying, printing, packaging, data<br />

management, admit card generation etc. as specified.<br />

10. Rate quoted by the firms shall be negotiable.<br />

11. The envelope containing tender be superscribed by "TENDER FOR PROCESSING AND<br />

DATA MANAGEMENT, B.Ed. 2013".<br />

12. Tender should be addressed in the name of REGISTRAR, DEEN DAYAL UPADHYAYA<br />

GORAKHPUR UNIVERSITY, GORAKHPUR-<strong>273009</strong>.<br />

Financial Bid shall be kept in a separate envelope superscribed "FINANCIAL BID" and<br />

then put there large envelope containing technical bid.<br />

13. Financial bids of only those firms shall be opened which qualify in technical bids.<br />

14. Duly Authorized Signatory of each firm shall have to be present at the time of opening of the<br />

bids.<br />

15. Qualified bidder shall have to enter into an agreement on the prescribed format of the<br />

<strong>University</strong> on the same date.<br />

16. <strong>University</strong> reserves the right to physically inspect the premises where work is being carried<br />

out at any time & stage.<br />

17. <strong>University</strong> reserves the right to increase or decrease the quantity of any item to be supplied as<br />

per its requirements.<br />

18. COST OF TENDER<br />

Cost of tender form which is Rs. 1000=00 in the form of bank draft from a Nationalized bank<br />

in favour of Finance Officer, <strong>Deen</strong><strong>Dayal</strong><strong>Upadhyaya</strong> <strong>Gorakhpur</strong> <strong>University</strong>, <strong>Gorakhpur</strong><br />

payable at <strong>Gorakhpur</strong>, must be enclosed with tender form. Cost of tender Form is Nonrefundable.


19. VALIDITY OF TENDER<br />

Validity of Tender will be uptoThree Months from the date of opening of tender.<br />

20. Affidavit on Ten Rupee stamp paper that the firm is/has not been black listed.<br />

21. PENALTY<br />

1. Penalty @ 2% of the total value of the order shall be imposed for every day of delay. The<br />

Vice-Chancellor, <strong>Deen</strong><strong>Dayal</strong><strong>Upadhyaya</strong> <strong>Gorakhpur</strong> <strong>University</strong>, <strong>Gorakhpur</strong> reserves the right<br />

to get the work done by any other firm and claim the difference in the costs actually incurred<br />

and the rates quoted by the firm to whom the original order was placed.<br />

2. Any Default/Deficiency in the specified quality of printing & material at any stage shall be<br />

punishable under relevant section of IPC.<br />
