Terms & Conditions for Bid
INSTRUCTIONS TO BIDDERS
(To be kept signed and stamped in Envelope-1)
Pre-Qualification Requirement of Bidders
Sealed tenders on behalf of Deen Dayal Upadhaya Gorakhpur University, Gorakhpur are
invited for Pre Exam Processing for Joint Entrance Exam. 2013 from registered, experienced &
reputed firms under two bids systems i.e. Technical Bid and Financial Bid as per details available at
the University website www.ddugu.edu.in. The bidders shall furnish the under mentioned
information and in support of it also enclose the copy of the respective document as mentioned
below failing which their bids will not be considered.

8. The Bidder shall have at least 2 year's experience of Pre Exam Processing of material of
similar (any one or more) Entrance Examination like CAT, UPTU, GATE, B.Ed., Railway
Recruitment Board. Union, State Public Service Commissions, Nationalized Bank Entrance
Examination should have MOU with firm printing OMR Sheets (enclose proof). The firm
printing OMR sheets should be IBA/Government approved/recommended security press
(enclose proof).
9. The bidder shall submit certificate of successful completion (in original) of similar work
issued by the competent authority.
10. The bidder shall submit the copy of Income Tax return alongwith audited financial statements
having a minimum turnover of Rs. One Crore Fifty Lacs (Rs. 1,50,00,000) in each of the
Preceding three financial years.
11. The bidder shall submit self-attested (authorized signatory) copy of Firm deed and registration
document of the firm issued by the competent authority.
12. The bidders shall enclosed a Demand Draft of Rs. 10,00,000 (Repees Ten Lakh) only on
favour of Finance Officer, Deen Dayal Upadhyaya Gorakhpur University, Gorakhpur Payable
at any nationalized Bank at Gorakhpur as earnest money deposit (EMD)
13. Successful bidders must provide a bank guarantee of Rs. Seventy Five Lacs only (Rs.
75,00,000 only) in favour of Finance Officer, DeenDayalUpadhyaya Gorakhpur University,
Gorakhpur within 48 hours.

14. CAPACITY
The Firm should be capable of the following.
1. OMR Scanning facility to complete the work within fixed time frame (Minimum 5 (five)
Scanners)
2. Data Base Management (Including Centre Allotment)
3. Admit Card generation.
4. PROOF
Proof readingwill be sole responsibility of the supplier. The final proof should be submitted to
University for approval within 3 days of receiving the work order.
5. SAMPLES
Samples of the different types of material will be availablein the office of Registrar, B.Ed.
Entrance Examination and can be seen any time before submitting the bids.
6. ARBITRATION
In case of any dispute the decision of the Vice-Chancellor, DeenDayalUpadhyay Gorakhpur
University, Gorakhpur shall be binding.
7. The Vice-Chancellor, DeenDayalUpadhyaya Gorakhpur University, Gorakhpur reserves the
right to cancel all or any of the tenders without assigning any reason.
8. Legal Jurisdiction for all legal disputes will be limited to the District of Gorakhpur.
9. Rate quoted must be for complete job, inclusive of supplying, printing, packaging, data
management, admit card generation etc. as specified.
10. Rate quoted by the firms shall be negotiable.
11. The envelope containing tender be superscribed by "TENDER FOR PROCESSING AND
DATA MANAGEMENT, B.Ed. 2013".
12. Tender should be addressed in the name of REGISTRAR, DEEN DAYAL UPADHYAYA
GORAKHPUR UNIVERSITY, GORAKHPUR-273009.
Financial Bid shall be kept in a separate envelope superscribed "FINANCIAL BID" and
then put there large envelope containing technical bid.
13. Financial bids of only those firms shall be opened which qualify in technical bids.
14. Duly Authorized Signatory of each firm shall have to be present at the time of opening of the
bids.
15. Qualified bidder shall have to enter into an agreement on the prescribed format of the
University on the same date.
16. University reserves the right to physically inspect the premises where work is being carried
out at any time & stage.
17. University reserves the right to increase or decrease the quantity of any item to be supplied as
per its requirements.
18. COST OF TENDER
Cost of tender form which is Rs. 1000=00 in the form of bank draft from a Nationalized bank
in favour of Finance Officer, DeenDayalUpadhyaya Gorakhpur University, Gorakhpur
payable at Gorakhpur, must be enclosed with tender form. Cost of tender Form is Nonrefundable.

19. VALIDITY OF TENDER
Validity of Tender will be uptoThree Months from the date of opening of tender.
20. Affidavit on Ten Rupee stamp paper that the firm is/has not been black listed.
21. PENALTY
1. Penalty @ 2% of the total value of the order shall be imposed for every day of delay. The
Vice-Chancellor, DeenDayalUpadhyaya Gorakhpur University, Gorakhpur reserves the right
to get the work done by any other firm and claim the difference in the costs actually incurred
and the rates quoted by the firm to whom the original order was placed.
2. Any Default/Deficiency in the specified quality of printing & material at any stage shall be
punishable under relevant section of IPC.
