CEHA <strong>Hazmat</strong> <strong>Program</strong>s<br />

• The <strong>County</strong> Environmental Health Act (CEHA),<br />

N.J.S.A. 26:3A–21 et. seq., provides the organizational<br />

structure for coordinating environmental health activities in<br />

each county, including hazmat emergency response.<br />

• CEHA provides a system to build State/local partnerships to<br />

effectively address environmental health issues.<br />

• <strong>MCHD</strong> has been providing environmental health services<br />

under CEHA since 1985.


<strong>County</strong> <strong>Hazmat</strong> Responsibilities<br />

• To develop and maintain<br />

standardized county-wide<br />

hazmat and CBRN<br />

emergency response<br />

capability, capacity, and<br />

competence.<br />

• To maintain a core of<br />

trained and equipped<br />

personnel capable of<br />

responding to hazmat and<br />

CBRN incidents<br />

throughout New Jersey.


The Link Between <strong>Hazmat</strong> Response and Health<br />

• We need to focus on incident containment & control AND assessment<br />

of environmental & public health impacts.<br />

• It is imperative that the CEHA agency is aware of every incident and<br />

has the opportunity to determine whether an assessment is<br />

warranted on a case by case basis.<br />

• How to address: Call in each incident to the CEHA agency so they can<br />

decide whether an assessment is needed.


Upon receiving information regarding any type of<br />

hazardous release into the environment, we<br />

encourage everyone to report the incident<br />

immediately thru 9-1-1 and to your CEHA agency.<br />

Our <strong>County</strong> Partners<br />

In accordance with our CEHA agreement, <strong>MCHD</strong> coordinates<br />

with the <strong>Monmouth</strong> <strong>County</strong> Office of Emergency<br />

Management (OEM) and local hazmat response units to<br />

develop and maintain an integrated emergency preparedness<br />

system throughout the county. Currently, there are written<br />

agreements in place with the following hazmat units in<br />

<strong>Monmouth</strong> <strong>County</strong> to provide mutual aid and equipment<br />

when requested:<br />

• Howell Township OEM <strong>Hazmat</strong> Unit<br />

• Middletown Fire Department Special Services Unit<br />

• Neptune Township OEM <strong>Hazmat</strong> Unit<br />

• Southard Fire Department <strong>Hazmat</strong> Unit
