Another positive step for export controls was the passage
of United Nations Security Council Resolution 1540
in April 2004, which obligates all countries to:
‣ Refrain from providing support in acquiring,
manufacturing, transferring or using WMD
‣ Adopt and enforce adequate export controls
‣ Adopt and enforce transit, transshipment and
retransfer controls
‣ Work with their industries and public to inform
them of these obligations
